II 1. General Description

1.1 Project Background 1.1.1 Project Source

The proposed S325Shitai - Qiaotoudian highway section is one of the five local counterpart highway upgrading components of Highway Project II (-Tangkou Expressway) which Anhui Province is applying for the World Bank to finance. This component is finally put forward out of 15 sections selected from more than 400 highway sections totaling 8000km long, based on comparison conducted by Anhui Provincial Communications Department of . The criteria of selection for the highway maintenance component are: (1)Beneficial to the improvement of local transportation and economic development in the poverty stricken areas; (2)The average indicators (PQI) of road surface quality are low and the surface is poor; (3)The daily traffic volume is larger than 1500 vehicles;(4)V/C is over 1.0; (5) Local governments and people along the road have strong desires; (6) The road shall be upgraded on existing basis which shall not require huge quantity of construction; (7)The road sections are classified as Grade II-IV with the width of subgrade equal or less than 9m; (8) The section generates better social and economic benefits comparatively. IRR is over 20%. Table 1-1 shows that the proposed S221Xinqiao-Dabeibu highway section meets the above criteria. According to "Environmental Protection Management Rules of Project under Construction", 253rd order of the State Council, and "Environmental Assessment" (OP4.01), the World Bank Operational Policies and Guidelines, and coordinating the development of highway construction and environmental protection, Anhui Provincial Highway Administration Bureau, in April 2002, entrusted the job to Hefei Design & Research Institute, Ministry of Coal Industry, of environmental impact assessment on the upgrading project of S325Shitai-Qiaotoudian highway section.

1.1.2 Category of Environmental Assessment In line with the criteria set out in the World Bank "Environmental Assessment"(OP4.01), the environmental assessment of S325Shitai-Qiaotoudian highway section should be classified as class A in consistence with Tongling-Tangkou Highway Project which environmental assessment is Class A. Therefore Environmental Impact Assessment report should be prepared 1.1.3 Process of Environmental Assessment The assessment unit, after accepting the entrustment, set up an environmental assessment group in April 2002, aiming at fulfilling the task of environmental impact assessment. The group is composed of environmental engineers, enyironmental monitoring specialist, ecological expert and sociologist. From April to August of 2002, the group collected data relating with social and economic development in the project affected areas, existing status of highways and the project feasibility study. With the cooperation of departments of highway administration, environmental protection, cultural relics administration and forestation, the completed work contains site visits, investigation, public participation, and consultation along S325Shitai - Qiaotoudian highway section, and also includes site investigation relating environmental status, environmental sensitive points and environmental status monitoring along the highway. Based on the site visits, data collection and status monitoring, the group conducted analysis, selection, conclusion and forecasting calculation and assessment, proposed corresponding protective measures and cost estimation and worked out environmental management plan, monitoring plan, the schedules of public participation and information disclosure. Finally the group prepared the draft "Environmental Impact Report" and submitted to the World Bank for review in August 2002. From October to November 2002, the group conducted investigation at sites again and revised the EIA according to the comments of the Bank pre appraisal mission. Now this version is the latest one.

1.2 Aim of the Environmental Assessment On the base of investigation into the natural and social environment and environment quality within the assessment range of S325Shitai-Qiaotoudian section, the group came to know the environmental status and relative environmental issues along the section. In the report, qualitative or quantitative anticipation analysis and assessment are made on the possible environmental impact to be brought by the project construction. The report points out the potential problems caused by the project and proposes effective and reasonable alleviating measure correspondingly. The alleviating measure shall be put into practice to reduce the environmental impact during the project construction and operation to the lowest degree. The following targets shall be reached as well. (I ) Provide basis for the decision making relating the project, fairly and objectively identify and describe possible environmental impact during the construction as well as the impact range and degree, so as to assure the rationality and appropriation of the construction and operation of the project. (2) Investigation result shall be presented in the report based on the understanding towards the public opinions via the investigation along the section. The proper right and correct opinions shall be adopted during the project construction. (3) Various measures of prevention, alleviation and reduction to the lowest degree of the negative impact shall be proposed, established on the result of environmental impact anticipation and applicable compensation methods shall be proposed as well. The aim is to identify negative impact before the construction, include relative compensation and alleviating measures in finalizing the design document and bid contract, and put the measures into practice during the construction period. (4) The environmental assessment shall work as decision making reference, provided to 2 the highway administration Bureaus and local government institutions along the section in making environment administration plan and environmental development programs.

This report presents the conclusion of the environmental assessment with one independent chapter describing the environmental management plan. An independent conclusion of environmental assessment has been worked out, reflecting two parts of Tongling- Tangkou Highway: main highway project and local road upgrading components (including this component). The Chinese version of EIA shall be submitted to Environmental Protection Departments for approval. This English version is the translation of the Chinese one. The Project Management Office of Anhui Provincial Communications Department assures that the English version is consistent with original Chinese version except some minors due to different language platforms.

4 1.4.2 Assessment Factors Based on the analysis over the potential environmental impact sources and their impact, the assessment factors are selected as follows: (1)Social environment: social economy, living quality and cultural relics; (2)Ecological environment: terrestrial vegetation, soil erosion; (3)Environment Noise: equivalent continuous A sound level(Leq);

(4)Environment air: TSP, NO 2 , CO;

(5)Surface water environment: BOD5 , SS, CODcr.

1.4.3 Environmental Protective Targets

S325Shitai - Qiaotoudian highway section passes by Wencang Pavilion, K69+000, protected at the county level. With the only exception of that, there are not any other cultural relics within the range of assessment according to the site investigation and "Investigation Report on Cultural Relics Relative with "Tongling to Tangkou Highway Project". So Wencang Pavilion is the main protective target together with schools and hospitals within 200m away along S325Shitai-Qiaotoudian highway section. Table 1-3 shows major involved towns and villages. Table 1-4 shows the detailed protective targets.

Photos of Environmental Sensitive Points 1.4.4 Standard of Environmental Assessment The standard of environmental assessment is finalized as follows concerning the protective objects and the requirements of the World Bank. (1)Acoustic Environment Acoustic environment of schools and hospitals shall meet Class I and others reach Class IV set up in "Environmental Noise Standard in Urban Areas"(GB3096-93). Environmental noise during the construction period shall be fit for " Noise Limit of Construction Sites)(GB12523-90). Table 1-5 and 1-6 show the extractions of "Assessment Standard of Environmental Noise" and " Noise Limit of Construction Sites".

1.4.6 Assessment Methods The assessment is conducted via the way of "concentration on points, combination of points and the section, overview of the whole ".

The method of investigation and analysis is applied in the evaluation on society and living quality. The method of modulus calculation is applied in acoustic environmental assessment. The analytic method of comparison and anticipation is applied in environment air quality assessment. The analytic method is used in surface water assessment and ecological environmental assessment.

9 2. General Description of the Construction

The World Bank Financed Highway Project II in Anhui province is located in the southern mountain of Anhui Proveince. Its geographic location is shown in the Drawing 2-1. The concerned area is backward in economy and relative poverty stricken countries are identified in the drawing 2-2.

2.1 Geographic Location and Existing Highway Status 2.1.1 Route Geographic Location S325Shitai-Qiaotoudian section lies in the southern mountain areas of Anhui province, starting at Shitai county in the west, and ending at Qiaotoudian (Shaji town) of Qingyang county in the east. The road extends to the west connecting the state highway G206 leading to Jiangxi province, extends to the north leading to city and city, extends to the south leading to and Zhejiang province. The end of Qiaotoudian connects the state highway 103 and the programmed Tongling-Tangkou expressway, leading to Tongling city and Jiuhua mountains in the north, and leading to Taiping lake and Huangshang resort in the south. The location of S325Shitai-Qiaotoudian section is identified in the Drawing 2-3.

2.1.2 Existing Highway Status 2.1.2.1 Direction of the Highway S325Shitai-Qiaotoudian section starts at Shitai County, passing eastward to the northeast, through Hengdu, Xinqiao (Diaoyutai), Languan, Hekou, Qidu and Liudu, ending at Qiaotoudian of Qingyang county, with the total length of 74km, 67.319km of which is within Shitai county, 6.681km in Qingyang county. The general direction is from west to the northeast. The detailed route and sensitive points are identified in the drawing 2-4.

2.1.2.2 Technical Status S325Shitai-Qiaotoudian section is classified as Class III of mountain area highways, once rehabilitated in the seventies of last century, with the existing subgrade of 8.5- 12m wide and surface of 7-9m wide . The minimum radius is 25m and maximum longitudinal slope is 8%. The surface is poor and the grade of drainage structures is low. According to the monitored data in 2001, the vehicle volume was 1842 n/d (equivalent to medium sized vehicles), and the traffic density was 1.23. This section is far behind the requirement of normal increase of transportation. The section to be upgraded is in urgent need. Table 2-1 shows the technical status of S325Shitai-Qiaotoudian section.

2.2 Project Necessities

S325Shitai-Qiaotoudian Section is located in Shitai county and Qingyang county of Anhui province, the state level poverty stricken areas. 67km long section is within Shitai county. Shitai and Qingyang counties are described as " stiff counties of poverty alleviation campaign". There were 57000 people in poverty in Shitai county in 2001, and average GDP per capita is 2281 yuan, 43.87% of Anhui province. There were 48500 people in poverty in Qingyang county in 2001, where average GDP per capita was 3781, 72.73% of the province.

The railway now is not available in the areas, and major transportation still relies on road. The proposed road leads to Dongzhi in the west and to Tongling-Tangkou expressway in the east. Along with the development of "Two Mountains and One Lake", the proposed highway section shall be the most important access of tourist resorts in Dongzhi and Shitai counties connecting main sightseeing of "Two Mountains and One Lake". And the traffic volume shall increase and social impact shall spread simultaneously. However the existing section is of low grade, narrow surface and poor quality, and cannot match the demands of economic development and transportation. As a result it constrains local social and economic development and the improvement of people's living level. "Inconvenient transportation, slow information and narrow product market" are regarded as first factors constraining local development, said in the social appraisal report on the project affected areas, prepared by China's Ethnic Group Institute of Zhongshan University. Although local villagers said it was convenient to go to school or hospital, this only refers to their range. Actually they have do not have access to better education and medical treatment.

Thus, Anhui Provincial Communications Department is applying for the World Bank loan

15 to support the upgrading project of S325Shitai-Qiaotoudian highway section for the sake of improving highway status, capacity of access and local transportation conditions to the outside, and stimulating local economic development and bettering the people's life.

2.3 Traffic Volume Prognosis

The total observed traffic volume in 2001 was 1842 vehicles/d (equivalent to medium sized vehicles), according to "Studies on the Highway Maintenance Component" prepared by Anhui Provincial Highway Survey and Design Institute. Table 2-4 shows traffic volume prognosis.

Due to poor condition of the road and backward economy, there are not many vehicles and not many big and middle sized vehicles passing by. This section is mainly served for transportation within the area and outside of the area. Most vehicles come from transportation sectors, governmental departments and agencies and enterprises.

2.4 Construction Content

The project belongs to technically upgrading construction, one of five local road maintenance components of Anhui Highway Project II in China. The construction of the component shall include: widening and enforcing subgrade and surface, and paving the surface with asphalt within the land occupation of the highway. The project shall not require any land acquisition and resettlement.

2.5 Technical Standard of Project Design 2.5.1 Technical Standard of Highway Design (1 ) Highway class and geographic classification: Class II and III highway in the mountain areas. (2) Road surface width: 7.0-9.0m; subgrade designed for flood frequency: 1/50. (3) Designed load of bridge: vehicle-20, calculation load trailer- 100.

2.5.2 Road Surface Structure 16 Proposed structure: 3cm fine granular asphalt concrete + 4cm medium sized asphalt macadam + 1 cm seal coat + 15cm cement stabilized gravel (basic layer)+36cm mixed gravel (bottom layer). The proposed structure shall be reviewed and approved after design and calculation.

According to the Study on Road Upgrading Components, S325Shitai - Qiaotoudian highway section is designed as Class II and III highway in the mountain area. Table 2-4 shows technical indicators before and after road improvement.

2.7 Sources of Building Materials

The construction of S325Shitai - Qiaotoudian highway section shall need materials, mainly including macadam, sand, cement and asphalt. All these materials shall be procured from markets. According to relative environmental protection law of China, stones and sand should be procured from those who own mining licenses. The environment issues produced by sand pits and stone pits are the business of the owners who are responsible for the rehabilitation of its ecological environment. Table 2-5 shows sources of major materials via investigation.

2.8 Project Investment Estimate and Financing Arrangement

Investment estimate of S325Shitai-Qiaotoudian highway section is RMB148 million. Average unit cost is estimated RMB2 million /km.

18 The project shall be composed of the World Bank loan and provincial counterpart funds. The World Bank loan would account for 40% (RMB59,200,000) of the total investment, and the provincial counterpart fund would account for the 60%(RMB88,800,000).

2.9 Project Implementation Plan

According to the construction plan of S325Shitai-Qiaotoudian section, the project environmental assessment and project design shall be fulfilled from April. 2002 to May 2003; the project procurement shall be completed from April 2004 to July 2004. The construction shall fully start in August. 2004, complete and operate in October 2006. The upgrading project contains 4 construction sections as follows: the first section is kO+000' k18+000, the second is kl8+000-k37+000, the third is k37+000-k55+000 and the fourth is k55+000-k74+000. The construction period shall cover 26 months. Table 2-6 shows the project implementation plan.

20 3. Environment Description

3.1 Natural Environment 3.1.1 Topography S325Shitai-Qiaotoudian section passes through Shitai County and Qingyang county in the southern mountain areas of Anhui province. Shitai county is located in the middle part of the mountains with complicated terrain, in general, high in the south and north and lower in the east and west. The general elevation is 50-1000m with the main peak of Guniujiang as the top, reaching the elevation of 1728m. Qingyang county belongs to hilly area, high in the south and low in the north. This highway section passes along the main body of Jiuhua mountains.

3.1.2 Meteorological Phenomena and Climate The project areas are classified as sub-tropical humid monsoon zone, with warm weather, plentiful rainfall and distinguished four seasons. Affected by the monsoon and features of mountains, natural disasters frequently take place, flood and drought in particular. Table 3-1 shows the major meteorological parameters of Shitai county and Qingyang county. 3.1.3 Soil and Vegetation Mountain land and Yellow soil are the main soils of the project area and there is some common yellow soil too. This type of soil is the important base for natural secondary forestation and forest development in the province.

The whole area is classified as the vegetation belt mixed of broad-leaved forest and broad-leaved evergreen. According to the investigation, the highway crosses mountain area with good forestation vegetation. A number of trees grow on the road sides. The vegetation along the highway is composed of natural trees, such as China firs, pine trees, bamboo, and weeds. There are some paddy rice, vegetables and tea along the highway, but not much.

3.1.4 Water Resources Status Main rivers in Shitai county are named Gongxin river, Huangpen river and Qingxi river, belonging to Changjiang river system. The county has the total water reserve of 39,900kW, of which, 17,400 kW could be utilized, of which, Qiupu river and Qingxi river have the water reserve of 15,200kW, 87.3% of the whole. Laba river, Qingtong river and Qixing river cross Qingyang county. Although the county has rich water resource, the water distributes unevenly. The county has the water reserve of 12,000kW, 7330kW of which could be utilized.

Data provided by Shitai Water Resource Bureau show'major rivers crossing the highway section are Gongxin river and Qiupu river. Table 3-2 shows the hydrological data of the rivers. 3.1.5 Natural Resources The natural resources along the highway mainly are minerals, timber, tea and tourist industry. The major minerals are composed of lime, coal, stonecoal, marble, copper, iron, graphite and mica. Among them, coal reserve amounts to I billion t. There are broad scattered various specious marbles of good quality. The county owns the tourist resources of groups of natural caves and the natural protective zone of Guniujiang. In the project area, metal mines contain iron, manganese, molybdenum, led, zinc while non-metal mines include marble, porcelain clay, lime, quartz stones. The famous resort of Jouhua Mountains is the rich resource of the tourism in Qingyang county. The tourist resorts are located at the distance 5-40km from the highway.

3.2 Ecological Environment 3.2.1 Natural Ecological Environment Since the highway section lies in the southern mountains of the province, there are various species of wild animals and plants, over 1000 species. Guniujiang zone is rich is plants, nowadays forming a major forest for water resource cultivation, namely pines, sassafras, cypress, bead tree, Chinese sweet gum, oaklet, Chinese parasol. Rare trees include spicebush, onmosiahenry, Toonasureni, cephalotaxus fortunei, etc. Economic forest contains Chinese chestnut, hickory nut, tung tree, tea oil, kiwi berry, and Chinese tallow tree. Valuable medical drug includes the fruit of medicinal cornel. There are various bamboos, such as mao bamboo, shi bamboo and jin bamboo. Besides, Guniujiang has

22 some rare wild animals as well, such as antelope, leopard and sika deer. Rare birds are mandarin duck and lark. Animals are identified as wolf, wild pig, porcupine, goat, yellow weasel, wild hare, wquirrel, deer and crab-eating mongoose. High valuable fishes are available as cnidaria and Chinese shark in the county.

According to site visit and consultation with the provincial cultural relics research institute and forestation departments of Shitai and Qingyang, there are not any rare wild animals and plants and natural protective zone within the range of 200m along S325Shitai- Qiaotoudian highway section. But a large number of ginkgo trees and camphor trees and Chinese toon which are classified respectively as Class 1, Class II and Class II in accordance to the state protective decree, grow in the area, among them, 7 ancient trees over 100 years old.

3.2.2 Agricultural Ecological Environment Shitai County has 4437 ha of cultivated land while Qingyang county has 18070ha. The main crops along the section are paddy rice, wheat and oil crops, of which the land for paddy rice accounts to 60% of total. The people living along the route raise buffalo, cattle, goats, chicken, ducks and geese etc. The raised aquatic products include bighead, crucian, carp, grass carp, crab, shrimp and turtle. Local farmers plant vegetables such as cabbage, pepper, pumpkin and white gourd.

The project shall not involve with any land acquisition and resettlement and therefore shall not generate negative affection on agricultural ecological environment.

3.2.3 Soil Erosion Status According to the classification of soil erosion type of China, the soil of the project areas is classified as the southern red soil hilly area. The soil erosion is regarded as hydrodynamic erosion. According to data provided by Shitai County Water Resource Bureau, hydro erosion is in the majority. The 13K area of S325 route is of gravitational erosion, and the area of 13 K +200 along S325 route was once eroded by mud-rock flow in 1998. The 2 hydrodynamic erosion modulus of this area is 2463 t/km . a. As specified in "Classification and Grade Standard of Soil Erosion "(SL190-96), this area is taken as slightly eroded area.

3.3 Social Environment Table 3-3 presents the basic information of Shitai County and Shitai county which shall be affected by the upgrading construction of S325Shitai-Qiaotoudian section. The following towns shall be affected: Hengdu, Languan, Hekou, Qidu and Liudu. The two counties lie in the mountains. Shitai is taken as poverty striken area at the State Department (the classification standard: net income per capita less than 625 yuan on average in 2000). There are forest and tea gardens along the highway, a major production base for timber and tea of Shitai county. Nowadays, the agricultural production in Shitai

23 county is low, its capacity against disaster is weak, farmers income is less than other places. Light industry and side products are the main industry in the county. The township enterprises are constrained from growth due to the limited transportation and other reasons. Table 3-4 presents per capita GDP of Anhui province, Shitai County and Qingyang County, showing that per capita GDP of Shitai county and Qingyang county only accounts for 43.87% and 72.73 % of the province separately. Poor transportation condition, less information and limited goods circulation are regarded as reasons contributing to the lower level of per capita GDP of the counties. The project is believed to create more opportunities of access into markets and competition to the farmers and improve local economic status via upgrade existing transportation conditions.

The highway is the main transportation methods in the project areas. Every administrative village has connected with the municipal and county highway, and has access to the electricity. The municipal and county governments lay stress on water conservation facilities and therefore the project areas have sound irrigation and drainage system, capable of resisting against flood and drought.

24 The project construction shall improve the capacity of the existing transportation and increase input and output of the materials and amount of people flow, resulting at bringing more opportunities of development and social and economic benefits which shall in turn alleviate local poverty status.

3.4. Environmental Status Investigation and Assessment The environment and its status has been conducted and monitored along the highway, including industrial pollutants and special environment. Hefei Municipal Environmental Monitoring Station, on entrustment, has monitored environment quality of environment noise, enviroment air and surface water relative with sensitive points from June. 26, 2002-June 28, 2002. The distribution of monitoring points is shown in Drawing 3-1.

3.4.1 Monitoring and Assessment of Environment Quality 3.4.1.1 Acoustic Environmental status The sensitive points are identified by the project group through investigation as 11 schools, 1 hospitals and 5 village (commercial houses along the section in Hendu town, Qidu town and Liudu town are not taken as sensitive points. Juezhu village and Shitai Special School are of 200m distance from each other and have the same distance to the highway. They are not taken as sensitive points either ). Table 3-5 shows the finding of environmental monitoring.

The environment noise of daytime 43.5-52.1dB(A), nighttime 37.9-42.7dB(A)presented in the Table 3-5, meets the limit of Class I stipulated in "Environmental Noise Standard in Urban Areas"(GB3096-93). The quality of environment noise of major environmental sensitive points along the highway is good. Table 3-6 shows that average daily concentration value of TSP, average hourly concentration value of NO2 and CO of sensitive points are both below the limits of Class II set in "Environment Air Quality Standard". The record means the quality of environment air of sensitive points along the highway is good.

Table 3-7 presents that concentration value of CODcr and BOD5 of the major pollutants contained in the water body of Gongxin river are below the limit of Class V classified in "Surface Water Environment Quality Standard" (GB3838-2002), and CODcr and BOD5 of the major pollutants contained in the water body of Qiupu river are below the limit of Class IV classified in "Surface Water Environment Quality Standard" (GB3838- 2002).The water body of major rivers along the highway is proved of good quality.

3.5 Cultural Relics It is identified that S221 Xinqiao-Qiaotoudian highway section passes by Wencang Pavilion, K69+000, protected at the county level ( listed in 1982), and there are not any other cultural relics within the range of assessment according to "Investigation Report on Cultural Relics Relative with "Tongling to Tangkou Highway Project" dated in August 2002. Wencang Pavilion is of brick structure of three floors in the shape of six angles. It is I lm tall with the bottom side of 5.5m long. It was built in Qianlong era of Qing dynasty (1735 - 1795). There is the distance of 80m away from the highway. The reference route and sensitive points are reflected in Drawing 2-4.

3.6 Investigation into Industrial Pollution Generators According to the investigation into industrial pollution generators, there are not any large sized constant industrial pollution generators along the highway, except for some township agricultural side products processing plants (small-sized) and social service sectors. Due to the poor surface of the highway, much instant TSP is produced when vehicle passes by. This affects air environment of the highway to some degree but the affection is limited. Meanwhile, air horn is used frequently so that noise dB exceeds the limit instantly.

3.7 Special Environment Investigation According to the investigation and consultation with Anhui Provincial Cultural Relics

27 Research Institute, Shitai County Forestation Bureaus and Yingyang County Forestation Bureaus of Chizhou Municipality, there are not any wild animals or wild plants requiring protection within 200m away from the central line of the highway except for the ancient pavilion (K69+000) requiring protection. Besides, a large number of ginkgo trees and camphor trees and Chinese toon, classified respectively as Class I, Class II and Class II in accordance to the state protective decree, grow in the area. Among them, 7 ancient trees over 100 years old are located within 200 m along the highway. The distance from subgrade is over 80m.

28 4. Environmental Impact and Mitigation Measures

The road upgrading of S325Shitai-Qiaotoudian section shall be constructed only in the land of the highway occupation via widening the road surface, strengthening, paving the basic and surface layer with asphalt and macadam. The road of 7.0-9.Om wide shall be widened and strengthened under the project. The construction does not involve land acquisition or resettlement. This chapter concentrates on the negative impact and proposal of mitigation measures.

4. 1 Impact on Acoustic Environment Quality and Mitigation Measures

4.1.1 Construction Period 4.1.1.1 Impact of Noise from the machinery and Mitigation Measures During the construction of this project, various machines and vehicles would be used and the tested noise values are showed in Table 4-1. The main machinery contains shovel loaders, road rollers, paver buckets and dumpers that would make unavoidable noise during the construction.

S325Shitai-Qiaotoudian section is 74km long. Table 1-3 and Table 1-4 show major villages and towns and schools and hospitals within 200m from the highway. The investigation shows that there are 10 towns along the section, 20-30m away from the central line of the highway; there are 11 schools and 1 clinic on either side of the road, 20- 180m distance. The noise of construction and traffic might generate noise impact on residents, schools and clinic on both sides of the road.

Attenuation type of point sound source would be applied considering the types of machines and their noise. Vehicles for transportation would be regarded as sound source in the construction. The following Table 4-2 is the estimate of noise level generated by main machines and vehicles to different distances during the construction.

"Noise Limits of Construction Site"(GB12523-90)stipulates: noise of construction site is limited to 70-75dB(A) in the daytime and 55dB(A) at night. Table 4-2 shows that affected distance by the noise of machinery is within 40m in the daytime and the distance beyond 50m meets the regulated noise limit. At night, the distance beyond 300m can basically meet the noise limit.

According to the investigation, 10 towns and 3 schools (Shitai Special School, Bijia Primary School and Maotan Primary School) might exceed the noise limit in the daytime and all the sensitive points shall exceed the noise limit at night. The following mitigation measures are proposed: (PContractors will consult the schools and hospitals prior to construction near these facilities; ©)Noisy machines are forbidden to work in the nighttime (22:00-6:00) ®Well maintain construction machinery and keep noise levels of the machinery to the minimum. However the construction noise is temporary and will stop as soon as the construction completes.

4.1.1.2 Impact of Noise from Asphalt Mixing Stations 4 asphalt mixing stations will be set up at the places of K9+500, K27+200, K46+500 and K64+500 during the construction. On the investigation of the site, there are no environmental sensitive points (such as schools, residential areas, sanatoriums or hotels) to be protected within 300m. Based on the analogy monitoring to the asphalt mixing station by Hefei Environmental Monitoring Station, the actual tested noise values are shown in Table 4-3.

30 Table 4-3 of the actual tested values, 53.4-54.6dB(A) in the daytime and 41.9-44.8dB(A) at night, shows the noises of the asphalt mixing stations ( the machine is about 40m away from the site boundaries) in the daytime and at night are both lower than the "Noise Limits for Site Boundary of Industrial Enterprises"(GB 12348-90) Class I. Thus it is thought that noise of the mixing station shall generate negligible impact on the environment and residents.

4.1.2 Operation Period 4.1.2.1 Impact of Traffic Noise This project will come into the operation period once the project is completed. As the traffic condition is improved, the yearly traffic volume of various vehicles will increase. According to the estimation in project feasibility study report, the traffic volume (equivalent to medium size vehicles) would increase from the average 2612 no./d in the year 2006 to 3403 no./d in the year 2010. The traffic volume (equivalent to medium size vehicles) would increase from the average 8078 no./d in the year of 2020 to 11453 no./d in the year of 2025. This shows the noise affection of traffic would rise as the traffic volume grows and the speed of vehicles increases.

There are 10 towns and villages located within 20m-30m away from the central line of the road. Most houses are used for commercial purposes in Hedu town, Qidu town and Liudu town. So the projection concentrates on the other 6 town and villages (Gaoluting village is selected for it has the same distance from the highway with Yingchun village). Table 4-4 shows the forecast.

The projection shows that noise on the villages during operation period shall reach the limits in 2020.

31 11 primary schools and 1 clinic are located within 200m away from the road. Some schools, 20-1 80m away directly from the road center, have enclosing walls or similar structures. Noise radiation to the outside of the schools and clinics shall decline at different geometric progression in terns of distance of radiate acoustic frequency. Table 4-5 shows that the traffic noise shall affect Shitai Special School, Bijia Primary School, Maotan Primary School exceed the limits by 1.4-2.3dB(A) in the daytime and 3.0-3.8dB(A) at night during the operation period of the project in 2006. Along with the increase of the traffic volume, the noise outside of Shitai Special School and Qidu clinic shall exceed the limits by 2.2-6.OdB (A) in the daytime and 3.6-7.6dB(A) at night for long run (2020). The reason behind is that the sensitive points are close to the center of the highway. The rest schools and clinics can meet the Class I standard both in the daytime and nighttime.

As for Shitai Special School, Bijia Primary School, Maotan Primary School that are estimated to exceed the limits, signs of no horn should be set up at both ends 60m away

32 from the highway. As for Shitai Special School, doubt glass windows shall be installed. For Bijia Primary School and Maotan Primary School, enclosing walls on the school boundary adjacent to the highway shall be increased by 2m. A row of bushwood shall be planted on the road banks. In terms of Shitai Trial School and Qidu clinic exceeding the limits in far future, corresponding measures shall be taken as increasing enclosing walls, planting bushwood and installing double glass windows.

4.2 Impact on Environment Air Quality and Mitigation Measures 4.2.1 Construction Period 4.2.1.1 Impact of Road Dust on Environment Air and Mitigation Measures The major impacts in the construction period are identified as the flying dust by the transportation of the materials, the exposed wind-eroded road surface that are related with the speed of vehicles and wind, accumulated dust on the surface and moisture. Wind speed greatly affects the distance of flying dust. Highway Research Institute of Ministry of Communications conducted monitoring on Beijing-Tianjing-Tangshan Highway in the construction period and relative unit has done the monitoring on similar highway. The monitored result is shown in Table 4-6. Table 4-6 shows that timely watering will reduce the flying duct 50%-80% during the construction. The impact on air environment will be distinctly decreased. After watering, TSP within 30m could meet Class II of "Environment Air Quality Limit)" (GB3095-1996). Thus spraying vehicle shall be equipped to assure timely spraying so as to meet the limit.

4.2.1.2 Impact of Tail Gas

As the transportation increases, NO2 and CO in the tail gas by vehicles shall increase, but limited. The monitored record along this road shows that the average density per hour of 3 3 NO2 and CO is 0.0l1 -0.020 mg/m and 2.11-3.03 mg/m , which meet "Environment Air Quality Limits" (GB3095-1996) Class II. Therefore, it can be said that NO2 and CO in the tail gas by the increasing vehicles will not affect the air environment on either side of the road.

4.2.1.3 Impact of Asphalt Mixing Station and Mitigation Measures In this project, the asphalt macadam shall be used to pave the road surface. Major pollutants of THC, TSP and BaP in particular shall be created during the process of mixing and paving, and pollutants are less while mixing. According to similar monitoring, the closed decocting technology will keep the density of BaP less than •0.0001 1i g/m3 at the

33 distance 50m leeward, lower than the standard value 0.01 i g/m3 in the "Environment Air Quality Limits" (GB3095-1996)Class II. In case that asphalt mixing stations are away from villages and towns, pollution of asphalt smoke could be prevented. The mitigation measures are proposed considering the climate and other factors, asphalt mixing stations are established 100m leeward away from the towns and villages and other sensitive points. As a result the asphalt lampblack shall not affect surrounding towns and villages.

4.2.1.4 Impact of Construction campsite The project consists of 4 contract sections, each of which is designed to contain I campsite (the location is not fixed yet). The main pollutants in the construction campsite are TSP and SO2 from the cooking stoves. There are not many workers at site, about 40 people (a few farmers might be involved for assistance in some cases and they have their meals and sleep at home). For the purpose of reducing pollution on air, clean energy shall be used such as anthracite coal and gas. So the discharge of cooking stoves shall produce very limited impact on the air environment.

4.2.2 Operation Period

During the operation of the project, the increasing emission of NO2 and CO would grow on environment air quality along the road corresponding to the rise of traffic flow by years. Based on the forecast of the traffic volume (equivalent to medium size vehicles) would increase from the average 2612 no./d in the year 2006 to 8078 no./d in the year of 2020, calculated NO2 and CO in the tail gas is presented in Table 4-7.

The forecast shows that, as the traffic volume increase in the operation period, the forecasted density of NO2 and CO emitted by vehicles under different conditions is lower than the limits in the (GB3095-1996) Class II. Moreover, The design of the belt of green trees on both sides can make full use of the green to absorb the air pollutants in the hilly areas. And this is beneficial for air diffusion. Consequently the emission of NO2 and CO generated by vehicles would slightly affect the air environment.

34 During the operation period, the traffic condition of the road would be improved greatly. And the TSP produced by vehicles would decrease correspondingly compared with the existing road. The affection of TSP to the sensitive points would decline as well.

4.3 Impact on the Surface Water and Mitigation Measures 4.3.1 Construction Period During the construction period, the impacts on the water environment involve in the following aspects: the watering when rolling the road the wastewater of washing machinery and the residential wastewater in the construction campsite.

4.3.1.1 Impact of Watering on Surface Water During the works of rehabilitation of surface, water content would be kept for surface reinforcement in the rolling to reach the required degree of enforcement. Limited water would be used for the mixing of reinforcing materials and rolling. The water would be absorbed by road surface and leak little into the' side ditches and farming land. Consequently there is no impact on water environment via controlling water quantity.

4.3.1.2 Residential Wastewater in the Construction Campsite Usually each contract section has about 40 workers. The water consumption is limited, for they are used to taking shower in the campsite and their toilet doesn't have flush (dry toilet). The maximum water used is about 120 l/p/d. That is, the water consumTtion in each campsite comes up to 4.8m3 /d and the discharged wastewater is about 4.Om /d. However temporary septic tanks shall be installed. Wastewater of dining rooms shall be discharged into the septic tank after dregs removal. The wastewater could be used for irrigation after treatment.

4.3.1.3 Impact of Wastewater of Construction on Surface Water When the machinery needs repairing and washing in a rainy day, the main pollutant is SS. In order toe prevent the affection of wastewater on the environment, it is proposed that machinery washing shall be conducted in a fixed place and a settling chamber shall be installed for wastewater treatment to reduce SS, resulting at little impact on the surface water.

There is no maintenance station in the construction, and all the repair work is done at the maintenance shops in the city or county. As a result, no dropped machine oil in the construction site will affect the surface water. In case the maintenance occurs on the site, measures shall be taken to prevent oil from dropping on the ground like this. Hard plastic or iron board is folded on the four sides at the height of lcm, and in the shape of rectangular or round to form a tool of collecting waste oil. Then Contractor shall deliver the collected waste oil to the maintenance center of Shitai Highway Administration Station for centralized treatment.

35 4.3.1.4 Impact of Residential Garbage in the Construction Campsite on Surface Water The daily discharge of residential garbage on the campsite is estimated about 20kg, based on 0.5kg/Cap. It is suggested that Contractor shall appoint staff to be responsible for garbage collection by category and regular delivery to Shitai County Garbage Disposal Plant for centralized treatment. The residential garbage shall generate no affection on surface water by taking above measures.

4.3.1.5 Impact on the Irrigation System The project shall be implemented in the mountain areas. The road passes through a few of irrigation ditches. Since existing road surface can meet the requirement of upgrading, there is no need to reconstruct the irrigation system in the farmland. Attention will be paid not to block the ditches, canals or culvert with the construction materials so as to let the water go through.

4.3.2 Operational Period During the operational period, the major pollutants like SS, CODcr and oil generated by tail gas, surface remaining and materials, might flow into fishing ponds or rivers and cause contamination. In addition, some accident might occur and goods of vehicle might drop into rivers and cause pollution too.

In order to prevent the above pollution, maintenance shall be strengthened over side drainage ditches to avoid direct flow into fishing ponds or drinking water sources. Oil tank vehicles or over-loaded vehicles shall not be allowed to run in the highway. The regulations of three licenses (drive license, escort license, transportation license) shall be reinforced for vehicles that deliver dangerous goods. The signs for dangerous goods have to set up obviously on the vehicle. In case of any accident, an emergency group shall be able to set up on site and inform relative departments immediately.

4.4 Impact on Ecological Environment and Mitigation Measures 4.4.1 Construction Period 4.4.1.1 Impact on Vegetation and Farming Crop and Mitigation Measures In case of the implementation of the project to widen and reinforce shoulders of the existing road into road surface, there would be little impact on the ecological environment. Some weeds on the shoulders and part of bush vegetation would be cut and destroyed. The existing surface is basically suitable for widening the surface, and therefore there are no needs to cut down trees on both sides of the road in the course of widening the road. On the other hand, there is not any grassland or woods along the road. Since no land acquisition occurs, the farmland on either side of the road would remain the same as before. The vegetation beyond the both banks of the road would be protected through stressing the environmental ideas among the workers and making regulations to reduce the impact to the minimum.

36 In addition, some TSP pollutants would be generated due to the mixing of surface materials during the construction and would land on the vegetation and leaves of crops, resulting at negative affection. Necessary watering shall be taken to keep moisture of building materials and reduce the TSP's affection. By taking the measures the affection of TSP on the vegetation and crops is negligible.

4.4.1.2 Impact of Construction on the Ancient Tree According to the document No. [2002] 01, provided by Shitai Forestation Bureau, there are 7 ancient trees over 100 years old. It is known from the investigation, the trees are located 80m away from the road. The subgrade shall not be widened while widening the road surface in the construction. Thus, the trees shall not be affected by the project.

4.4.1.3 Impact on Soil and Water Conservation This project lies in the mountains. According to "Soil Erosion Classification Standard" of the People's Republic of China, the project location belongs to the southern red soil hilly area where soil allowance loss is SOOt/km2 * a. Since the project is involved with upgrading, the soil erosion caused by loss of soil and water in the construction shall not be serious. According to the documents provided by Shitai Water Resource Bureau, calculated on the soil erosion modulus 2463t/km2 * a in this area, the total volume of soil and water erosion will volume to 1458t in the construction. For the sake of prevention from loss of soil and water, the construction section of each contract shall not be too long. Short distance and quick construction method shall be implemented.

4.4.2 Operation Period There are 7 ancient trees within 200m away from the highway. According to the forecast of CO and NO2 of tail gas in 2020, the maximum concentrations (below neutral stability, 1Om distance) are 0.418mg/m3 and 0.092mg/m3 , lower than the standard of Class II set up in "Environmental Air Quality Limit". So the tail gas could not affect much on the ancient tree.

After the project comes into operational period, soil and water shall be kept balanced via maintenance and greening, reduction of dust and rehabilitation of vegetation. Ecological environment shall be rehabilitated and gradually balanced.

4.5 Impact on Cultural Relics and Mitigation Measures There is only an ancient pavilion - Wenchang pavilion, located at K69+000 along the highway, requiring protection at the county level according to "Investigation Report on Cultural Relics Relative With Tongling to Tangkou Highway Project" prepared by Anhui Provincial Cultural Relics Research Institute. The protective range is designed as 1Sm away from the ground receiving rainwater from eaves of the pavilion. Another extended 1Sm area is regarded as control belt for construction. Since the pavilion is 80m from the highway, the estimation shows that traffic noise in the near or far future shall not affect the pavilion.

According to the forecasted result, the traffic noise affected on Wenchang pavilion shall be 48.3dB(A) and 39.7dB(A) in the daytime and nighttime separately in 2006; 49.2dB(A) and 37 40.3dB(A) in the daytime and nighttime in 2010; 52.5dB(A) and 43.7dB(A) in the daytime and nighttime in 2020. Therefore no matter in the short run or long run, traffic noise shall not generate impact on Wenchang pavilion. On the other hand, the speed limit of vehicles shall be slow and not affect the pavilion by vibration when the highway section is upgraded into Class 11/111 of mountain road.

4.6 Impact of Traffic and Mitigation Measures In order to keep the traffic open during the construction, half of the road or the two halves in turn is under construction which might inevitably cause jam and affect traffic environment to some degree. For reducing the block and avoiding accidents, a warning sign shall be set up with the word "Construction" to slow down the speed of vehicle. There should be some special staff responsible for the direction of the traffic during the construction if necessary. Warning lamps shall be equipped to lead the traffic access at night.

In addition, certain affection would be generated by busy traffic of transportation on the construction site and construction, and it would certainly bring inconvenience to the production activities, travel, living and rest of the residents along the road. But the affection is limited and temporary. However consultation shall be conducted with local agencies.

4.7 Management of Construction and Campsite The construction workers will mostly stay at local farmers' houses during construction. There will still be areas occupied for machinery and materials, storages. For the project, there will be 4 campsites. Temporary septic tanks will be considered for toiling and preliminary treatment of the residential wastewater from construction camps. The garbage will be collected and disposed properly. The affection of campsite on water, air, sound and biology has been described in the relative chapter.

The contractor selected via bidding procedure have rich experience and shall make various regulations under the client's supervision and conduct training to their managerial staff and construction workers in terms of environmental management, daily safety, noise, dust, construction campsite, health education etc. Besides, description of environmental management and measures shall be included in the contracts. In addition to the client's supervision, environmental specialists of the provincial communications department shall be sent to implement supervision during the peak of construction.

4.8 Social Impacts The project shall produce the following positive benefits: The upgraded road shall improve local transportation conditions (mitigated slopes, widened road, leveled surface) including the increase of transportation efficiency, decline of accident rate, assurance of people's safety.

38 The upgraded road shall improve people's life and benefit local residents for their easy access to better service and markets, particularly the disadvantaged groups such as ill people, elderly, women, and children as they could receive better medical attention and education. According to "Study on Rural Road Upgrading Project", 1490 children shall get benefits from the project and medical condition for 7848 people shall be improves as well.

The upgraded road shall greatly encourage local economy and circulation of goods and provide quick access to markets. The project shall benefit the attraction of external investment, absorption of new technology and new technical process, agricultural restructure and alleviation of poverty.

The project could also bring some adverse social impacts. The main impacts include occupation of land by construction activities adjacent to he road and could damage crops. The increase motor vehicle speeds might bring a traffic safety concern especially to certain less self controlled group such as children and mentally retarded local residents. The mitigation includes: stringent construction management and close supervision during the construction. In the operation period, public awareness on road safety shall be enhanced through education especially children and families of mentally disabled persons.

4.9 Other Environmental Issues On the basis of the features of this upgrading project and the investigation of natural environment, the assessment group thinks that the proposed project shall not involve any affection to the following aspects.

(1) All bridges concerned can be used during construction and the project shall not have any affection on them. (2) There are not any cultural relics or wild animals and plants requiring protection along the section, so the project shall not be involved with them. (3) The upgrading project will not fetch or discard the earth, so there is not any ecological problem. (4) This project shall not involve any land acquisition or resettlement.

4.10 Environmental Benefits The upgrading will also bring environmental benefits and positive impacts. These are: (1) The existing drainage system relative with the highway is incomplete. The improve drainage system will significantly improve the drainage control and reduce soil erosion potential; (2) After construction, the road status, signs and controlling facilities shall provide better transportation conditions and reduce the time of transportation and improve the transportation efficiency; (3) The pavement and upgrading will increase motor vehicle speed and thus reduce the 39 gasoline consumption, motor vehicle emissions, noise from motor vehicle tires and rough road surface and damage to the vehicles, which indirectly save substantial resources; (4) The greening works shall beautify environment, improve ecological environment, reduce the loss of soil and water. In addition, due to function of vegetation, the pollution of dust could decline; (5) The upgraded road could be convenient for local people to go out and contact with outside and encourage the alleviation of poverty and development of the economy; (6) The upgraded road shall improve the transportation efficiency and reduce the accident occurrence.

40 5. Public Participation and Information Disclosure

5.1 Public Participation 5.1.1 Investigation Time and Interviewees

As required by the 253rd order "Environment Protection Management Rules" issued by the State Council dated on Nov.29, 1998 and EIA, the assessment institute conducted investigation into government Bureaus, representatives, organizations, schools and residents along S325Shitai-Qiaotoudian highway section in May27-31, 2002. The staff of the institute visited over 7 villages and 4 primary schools and hospitals that might be affected by the project. The general background of interviewees is presented in Table 5-1. 5.1.2 Investigation Methods The investigation consisted of various forms like meetings, visits, written interviews, and inquiries, involving with 189 persons. Up to now 2 meetings have been held and 79 people attended the meetings. 50 people have been inquired. 60 people were involved with written investigation. 60 papers of written interview have been distributed and 58 papers have been collected back.

5.1.3 Public Participation and Inquiries Records Public participation and inquires records are shown in Table 5-2. The places of public participation and inquires are marked in Drawing 5-1.

5.1.4 Investigation Contents and Results In the activities of disclosure participation and investigation, interviewers presented the highway alignment drawing, described the project, and explained both positive effects on residents such as improving traffic conditions and stimulating local economy and negative effects of noise and dust. Attention focused on the attitude of the residents and teachers toward the project and their comments on the measures to alleviate the possible impact on the environment. Interviewees volunteered to fill in the paper "Public Participation and Inquiries". 42 5.1.5 Summary of the Public Opinions: The following is the summary of the public opinions. (1) 100% of the participants support the rehabilitation of S325Shitai-Qiaotoudian section. They think first priority should be given to the construction of road in the process of becoming rich. To build road would benefit both the country and the people as well. (2) Participants think that construction of road could promote the traffic conditions, stimulate the economy, and improve the residents living quality. The respective percentage is 74%, 20% and 6%. (3) 38% participants think trees should be planted in case that the existing trees might be destroyed in the construction of road surface and 31% and 22% participants think the impact of the road building is traffic noise and dust respectively. (4) 46%, 41% and 8% participants think traffic jam, dust and safety of pedestrians would be the focus people most concern in the construction period. Another 5% participants have not expressed any comments. The focus that people most care during the operation period is traffic noise, polluted tail air and sidewalks. The corresponding percentage of participants is 70%, 5% and 12%.

5.1.6 Public Opinions and Suggestions The investigation shows, although some participants think the construction and operation of the highway might produce negative effects such as traffic noise, dust and polluted air on the residents, this negative effect would be alleviate by way of planting trees on both sides of the highway after construction. In a word, the construction of the project would produce much more positive effect than negative effect.

Most participants wish the project start the sooner the better so as to let the highway contribute earlier to society, environment and economy. In addition, it is suggested that highway management Bureaus should enforce the highway management and maintenance and greening as well for the purpose of keeping the highway in good condition.

To sum up, 100% participants expressed their positive attitude toward the project, which plays a good foundation for the project. Highway administration departments and construction units shall fully concern the public opinions and suggestions and try their efforts to bring the project into full play in the aspects of social and environmental and economic benefits.

5.2 Information Disclosure 5.2.1 Contents and Forms of Information Disclosure During the early stage of environmental assessment of the project, the environmental assessment group provided information 1-5 to the public in the activities of public participation. All the information were printed and issued to the concerned people and representatives of organizations along the highway.

43 * Information 1 - Project Description The project name: S325Shitai-Qiaotoudian Highway Upgrading Component. S325Shitai-Qiaotoudian highway section lies in the southern part of Anhui province, from the northwest to the southeast. The section starts at highway S325 in Shitai county in the west, and ends at Qiaotoudian in the east. The total length is 74km, passing through Qili town center and Qidu town of Jinan district of Luan municipality, Likou and other 18 villages such as Lufang village, Hendu village, Niyuan village, Maotan village and Jichangxinchun village.

The sensitive points are composed of 11 schools, namely, Shitai Trial Primary School, Shitai Special School, Shitai No. 2 Middle School, Liufang Primary School,Hengdu Central Primary School, Languan Primary School, Bijia Primary School, Hekou Primary School, Maotan Primary School, Qidu Central Primary School, Wanjueling Primary School, and 2 clinics of Qidu Clinic and Liudu Clinic.

Forecast of future traffic volume for the section (equivalent to medium sized vehicles): 2006-2010, from 2612 to 3403no./d; 2020-2025, from 8087 to 11453 no./d.

The total cost of the upgrading of S325Shitai-Qiaotoudian section is estimated at RMB148 million. The project is planned to start in August 2004, and complete in October 2006, covering the period of 26 months. * Information 2-project targets The first target of upgrading the highway section is to improve transportation conditions of southern part of Anhui and assist in the communications of the poverty- stricken areas with the outside world. The second is to promote the surface quality and traffic capacity to assure the safety of drive. The third is to increase people's living level and encourage local economy via the upgrading the project.

* Information 3- potential environmental impact of the project (I)The noise and dust during the construction shall have negative effects on the sensitive points along the highway. The construction shall bring inconvenience to the nearby residents in their daily life. The residential waste and wastewater of the construction sites shall affect environment. However the construction shall not affect the rivers and irrigation system of farming land. (2)The noise along the highway shall increase as the traffic volume increases once the highway is in full operation after completion of the project. In the near future (2006), the sensitive points, Shitai Primary School, Bijia Primary School and Maotan Primary School, shall be affected. In the far future (2020), Shitai Trial School and Qidu Clinic shall exceed the limit. Noise shall have certain impact on the sensitive points. The improvement of the surface will better the traffic condition and reduce dust during the operation period and shall not produce impact on environment air of the residential areas. The green belt on both sides of the road shall be effective way to reduce the pollution of tail gas and dust.

44 * Information 4-Alleviation Plan of Environmental Impact (l) Designing stage: Select proper place for storing building materials and for mixture, over 200m away from sensitive points; equip spraying vehicle to control dust; improve greening belts on both banks to alleviate the affection of tail gas and dust; complete road drainage, slope protection and highway facilities like signs of warning, indication and road direction etc. (2) Construction stage: Building materials for road surface like asphalt macadam shall be centralized for mixture and delivered by vehicle to construction site. Strong noise machines shall stop working at night in the places where there are sensitive points. Spraying shall be done in the places with much dust whenever needed. The planting of green belts of highway shall be finished at the same time of the completion of major construction work. The temporary wastewater treatment facilities shall be established for the treatment of centralized residential wastewater and waste of the construction site. Attention shall be laid on traffic order during construction and warning lamps should be set up. ( 3 ) Operation stage: As for the sensitive points, S50m from the highway, Shitai Trial Primary School, Shitai Special School, Maotan Primary School should install double glass windows or increase their enclosing walls. Attention shall be paid to proper time of closing winders. A row of arbors and bushes shall be added in the section near sensitive points. Measures shall be taken for Shitai Trial School and Qidu Clinic in the far future. Warning signs shall be set up. Highway environmental management, environmental supervision institutes and environmental monitoring report system shall be reinforced. Highway environmental protection targets and environmental management plan shall be established as well. * Information 5-Conclusion of Environmental Impact Assessment The monitoring results of major sensitive points along the highway shows daytime 43.5- 52.1dB(A) and nighttime 37.9-42.7dB(A) can meet Class I set in "Environment Noise Standard in Urban Area"(GB3096-93), which reflects the quality of environment noise along the highway is good. The daily concentration value of TSP is 0.11 -0.1 7mg/m 3, and hourly concentration values of NO2 and CO are 0.011-0.002 mg/m3and 2.11-3.03 mg/m3 respectively, all below the limits of Class II set out in "Environment Air Quality Standard" (GB3095-1996), which means the quality of environment air of sensitive points along the highway is good. Concentration value of CODcr and BOD5 of the major pollutants contained in the water body of Qiupu river is below the limit of Class IV classified in "Surface Water Environment Quality Standard" (GHZB-1999). CODCr and BOD5 of the major pollutants contained in the water body of Gongxin river is below the limit of Class V classified in "Surface Water Environment Quality Standard" (GB3838 -2002). The surface water environment along the highway is proved good quality.

The noise of construction and dust in the implementation of the project shall produce certain effect on the sensitive points nearby, but the effect shall not last long and be limited. Environment pollution on the construction site shall be controlled through various measures such as temporary facilities of treatment and some action shall be taken to prevent from infectious disease and local disease. Simultaneously propaganda and education shall be emphasized.

45 Although traffic noise and polluted air generated during the operational period shall cause negative effect on the sensitive points along the highway, this affection shall be limited once the alleviation measures are put into practice and green belts on both sides of the highway are built. Besides, much effort has to be made on the environmental management and maintenance.

5.2.2 Information Disclosure Channels For the purpose of further collecting comments from the public, Project Management Office of Anhui Provincial Communications Department has sent the printed draft Environmental Assessment Report to the libraries of Shitai County and . The display shall take place in Nov.30 - Dec.30, 2002 for public. Before the display, broadcast regarding the time and place of the display of the draft EIA shall be announced via the broadcasting stations of Shitai county, Qingyang county, Liudu town and Qidu town in Nov. 28-29, 2002. The rational public comments shall be combined into the report. On other hand, as for the inconvenient places, the assessment team has issued extracts of Environmental Assessment Report to Juezhu village, Hengdu town, Languan town, Kekou town, Liudu town, and Qidu town. The extracts cover basic information of the project, affection on sensitive points during construction and operation periods, mitigation measures and assessment conclusion.

Information disclosure channels are presented in Table 5-4. The locations of the information display, route and sensitive points are identified in Drawing 2-4.

46 6. Conclusion

The proposed upgrading construction of S325Shitai-Qiaotoudian highway section is one of the highway component of Anhui Province Highway Project II proposed to apply for the World Bank loan. The total length is 74.00km. This component is also one of the highway improvement projects in the 10 five-year plan. This is the action to promote transportation condition of southern mountain areas of Anhui Province and lay better foundation for local economic development and flow of goods and people.

The civil works of the project shall implement within the range of existing subgrade, thus there is no requirement for additional land acquisition or demolition or resettlement. According to the investigation and data provided by relative sectors of Shitai county and Qingyang county, with the exception of Wencang pavilion, 80m from the highway, there are not any other cultural relics and tourist landscapes, wild animals and plants requiring protection. Wencang pavilion is 80m away from the road and meet the requirement. 7 ancient trees over 100 years old are over 50m away from the road. The project shall not produce any impact on or destroy the trees.

The project implementation has sound social basis and natural environment. The monitoring results of major sensitive points along the highway shows noise of daytime and nighttime basically meet Class I set in "Environment Noise Standard in Urban Area"(GB3096-93). The monitoring of air environment shows the daily concentration value of TSP and hourly concentration value of NO2 and CO are both below the limits of Class II set in "Environment Air Quality Standard". Concentration value of CODcr and BOD5 of the major pollutants contained in the water body of rivers is below the limit of Class V classified in "Surface Water Environment Quality Standard". Therefore environment quality of water, air and noise is basically good. The other ecological environment and social environment shall not produce constraining impact.

During the implementation, noise and dust generated by the construction shall produce certain effect on the sensitive points along the highway, but the impact is temporary and limited. In the operation period, due to the increase of traffic, noise and polluted air generated shall cause negative effect on the sensitive points along the highway. This affection shall be limited to minimum once the "three simultaneousness" is put into practice, Highway environmental management, supervision system and environmental monitoring data management and report procedure shall be reinforced meanwhile.

To sum up, this project would produce negative effects on the resident's life, school's study and hospital's wards. However as long as the mitigation measures proposed in EIA are actually taken, the unfavorable effects will be effectively controlled and decreased to the lowest degree. Through the comprehensive assessment, the social benefits and economical benefits are considerable. 100% of the people along the highway support the project. Therefore this project is feasible in conclusion.

47 7. Environmental Management Plan

7.1 Composition of Environmental Management Plan 7.1.1 Environmental Supervision Plan

Supervise practice of relative mitigation measures and implementation of environmental targets in different phases.

7.1.2 Action Plan of Prevention Measures of Environment Protection This includes environmental management and environmental supervision plan covering actions to be implemented in the design, construction and operation phases of the project to mitigate, reduce and minimize adverse impacts.

7.1.3 Mitigation Measures for Sensitive Points This is a plan to mitigate negative affection of the project during the construction and operation.

7.1.4 Environmental Monitoring Plan This is the plan to monitor environmental status, verify the forecast of environmental assessment, identify unexpected impact to make and implement new counter measures.

The environmental management procedures for the road upgrading project of S325Shitai- Qiaotoudian highway section are summarized in Figure 7-1.

7.2 Environmental Management Organization

Anhui Provincial Communications Department will be responsible for the overall environmental management of S325Shitai - Qiaotoudian highway Section. Chizhou Municipal Highway Administration Bureau is responsible for the implementation of the project. The provincial, municipal and county environmental protection bureaus are responsible for the routine supervision. The management and monitoring organization is shown in Drawing 7-2. The environmental supervision plan is shown in Table 7- 1.

7.3 Environmental Impact Compensation Measures 7.3.1 Design Period

7.3.1.1 Traffic Noise Control Asphalt paved surface for the highway is considered for the decline of traffic noise.

Noise forecast shows that Shitai Special School, Bijia Primary School, Maotan Primary School exceed Class I set up in "Urban Environmental Noise Limits" (GB3096-93) in 2006. It is identified that Shitai Special School has a three-storey teaching building, parallel with the highway. Since all the students are deaf and dumb, the noise shall only affect teachers and staff. It is suggested that double glass windows shall be equipped to reduce the noise. Bijia Primary School only has a row of one-storey houses, parallel with the highway. Maotan Primary School has a row of one-storey houses too. Both schools are separated from the highway by low enclosure walls. It is suggested to increase the wall to 2m in 2006 and to plant a row of tall and big arbores inside of the wall to reduce the noise.

7.3.1.2 Air Pollution Control (1) Selection of Asphalt Mixing Station Consideration shall be given to the building materials of asphalt mixture. In accordance with EIA, the mixing stations shall be located at K9+500, K27+200, K46+500, and 51 K46+500 along S325Shitai-Qiaotoudian Section. It is identified that there are not any sensitive points such as residential houses, schools and hospitals within the range of 200m. It is proposed to procure the mixer equipped with dust prevention scheme, a kind of enclosed mixer with oil tank for oil heating. The equipment is able to reduce the dust and smoke for the sake of alleviating the pollution on air environment. (2) Asphalt Mixing Concentration of mixture is considered in the design. It is suggested that location of asphalt melting and mixture be set up in the place where there are not many people and asphalt be delivered to the construction site by vehicle. (3) Dust Control In order to alleviate the dust pollution during the construction, sufficient equipment of spraying and watering are considered in the design.

7.2.1.3 Surface Water Pollution Control Side ditches of the road shall be improved in the design to avoid the surface water pollution. Ditches shall not connect rivers, fishing ponds and farming land directly. Residential wastewater in the campsite shall be treated via septic tanks.

7.2.1.4 Water conservation and Greening In the design, green belt shall be planted on both sides of the highway outside the road shoulders. As for the height difference between the slope surface and road dike, consideration shall be given to slope protection works. The greening work should be properly schemed and attention shall be given to selection of trees, mixture during the section where pass through sensitive points of schools and hospitals.

7.3.1.5 Land Acquisition and Resettlement The project shall not involve with any land acquisition and resettlement.

7.3.1.6 Protection of Cultural Relics and Special Sensitive Point There is only an ancient pavilion - Wenchang pavilion of county protective level, located at K69+000, 80m away from the highway. The protective range is designed as 15m away from the ground receiving rainwater from eaves of the pavilion. Another extended 15m area is regarded as control belt for construction. Besides, there are 7 ancient trees 200m away from the highway. Since the project is implemented on original surface therefore no impact on pavilion and trees.

7.3.1.7 Road Signs In the design consideration shall be given to various signs for cross, loudspeaker forbidden, warning, directions, speed limits, limit lift, names, sharp turns, vehicle lines, zebra lines etc.

52 7.3.1.8 Leakage of Dangerous Liquid For avoiding leakage of dangerous liquid into rivers in case of accident, flow of drainage of road surface shall not go into important rivers. Consideration shall be given to above case. The bridge fences shall be improved to avoid the fall of vehicle into rivers.

7.3.2 Construction Period 7.3.2.1 Construction Noise Control To avoid the affection of sensitive points like residents, schools and hospitals, it is forbidden to run noisy machines at night (22:00-6:06). Consultation with relative units should be conducted in this aspect. Mechanical machines shall be well maintained and keep its noise to the minimum. In addition, a proper route for transportation of building materials shall be considered.

7.3.2.2 Air Pollution Control During the construction, asphalt mixing station and equipment shall be selected according to the requirement of the design.

The material piling sites carried from outside and mixing stations should be kept far away from schools, hospitals, residential areas, towns and streets. The powder materials similar to dust shall be properly covered.

It is necessary to water the easily-dusting sections and materials in a fixed time during dry days, especially in the sections passing through villages and towns, 4 times day according to the design, in order to reduce the dust pollution to the nearby environment.

Proper route of transportation shall be selected and vehicles shall be covered or sprayed to avoid pollution.

7.3.2.3 Surface Water Pollution Control Strict inspection shall be given to asphalt related equipment to avoid leakage into rivers. It is forbidden to pour waste oil or garbage into rivers or ditches. The waste oil leaked in the repair shall be collected and delivered to the maintenance center of Shitai County Highway Administration Station by Contractor for centralized disposal. Residential garbage shall be collected by category and delivered to Shitai Garbage Disposal Plant. Drainage ditches shall be kept from soil, sand and stones. Those dropped in the ditches shall be cleaned away immediately to keep smooth flow. Residential wastewater in the campsite shall be treated via septic tanks. In case of construction near water body, clay wall shall be built on the site near the river for the prevention of block of the river and impact on the water body and aquatic animals and plants.

53 7.3.2.4 Ecological Resource Protection The contractor has the responsibility to tell the staff and workers to pay attention to protect the fields and crops and green vegetation along construction sections and not to destroy the farmland or vegetation or kill animals so as to decrease the damage to the crops and vegetation. Special concern shall be laid to the fire prevention in Guniujiang Natural Protective Zone. Timber for construction shall be considered and shall not be thrown out in the zone. Prevention of pest disease shall be noted.

7.3.2.5 Prevention of Soil Erosion When working with the fill or excavation, the exposed slopes must be protected by facilities or vegetation. Some slopes, side ditches, ditches or culverts shall be built up with bricks or stones as designed, to stop the water and soil being washed away. Newly widened area of the surface shall be reinforced and leveled. Clay wall or slope greening shall be considered when necessary in widening surface. Drainage of road surface shall be considered in the construction. The slopes of the stibgrade and side ditches will be improved. And drainage ditches will be set up in the easily-washed slopes. The slopes will be laid with bricks or planted with vegetation to protect soil erosion. Construction unit shall contact local meteorological station to get the information about rain and snow so as to take quick action. The method of short distance and quick construction could be used as well.

7.3.2.6 Disposal of Garbage Construction waste shall be disposed in the following ways. The surface soil containing plant roots during road surface expansion could be reused nearby; The package materials could be collected and delivered to Wastewater Collection Station nearby; The rest construction waste could be used as feeding materials for subgrade.

7.3.2.7 Cultural Relic Protection There is only an ancient pavilion - Wenchang pavilion, located at K69+000 in the range of 200m along the highway, requiring protection at the county level according to "Investigation Report on Cultural Relics Relative With Tongling to Tangkou Highway Project" prepared by Anhui Provincial Cultural Relics Research Institute. Since the pavilion is 80m from the highway, not within the protective range, therefore the project shall not affect the pavilion.

If any ancient tombs or cultural relics are found in the earth, the construction shall be stopped immediately and the site shall be protected well. Contractor must report to the related sectors of Shitai County Cultural Bureau or Qingyang County Cultural Bureau at once. Only after the cultural relics are unearthed, the work can go on by the approval of the cultural relic sector. Before the construction, the contractor shall let workers aware that all relics or historical sites are owned by the state. People have obligation to protect them. Any relics are discovered during the construction shall be delivered to relics administration departments. It is forbidden to rob or hide.

54 7.3.2.8 Assurance of Open Traffic The half-side pavement will be used in the construction. In the construction sections, warning signs or detour signs must be established to ensure the project quality and keep the traffic in good order. There shall be assigned persons in charge of conducting the traffic. Warning lamps shall be set up to lead vehicle at night.

7.3.2.9 Environmental Sanitation and Disease Prevention in Campsites It is essential for the contractor to pay attention to the living environment and disease prevention in campsite: (1) To building toilets is a necessary condition; (2) To collect residential wastewater in the temporary septic tank and discharge after treatment; (3) To collect residential garbage and deliver it regularly to Shitai County Garbage Disposal Plant to reduce the affection of garbage on the environment; (4) The cooking stoves will use anthracite or gas to decrease the smokes that will be discharged into the air environment. (5) The contractor will be responsible for the workers' health and prevent local, contagious disease, AIDS and etc to assure no such disease spreading in the campsites. The contractor must be responsible for checking the workers' health. If patients with contagious disease or AIDS are found out, they must be sent to hospital at once or separate for treatment. The contractor shall take the responsibility to spread the knowledge among workers regarding diseases prevention, sanitation, personal good habits. Drug taking and whoring is banned, if any, the one has to be expelled and sent to public security organs.

7.3.2.10 Establishing Complaining Signs for Environment Pollution The construction unit must set up complaining signs for environment pollution in the sensitive points, with the name of the construction unit, telephone number, the person in charge and the telephone number for the local EPB to solve the environmental problems in time if something occurs.

7.3.3 Operation Period 7.3.3.1 Measures to Prevent Traffic Noise Counter measures are considered in the design for those exceeding the limit during the operation period. Shitai County Trial Primary School and Qidu Clinic are forecasted to exceed the limit of "Urban Environmental Noise Limits" (GB3096-93) in 2020.

Shitat County Trial Primary School lies on the edge of the county. Along with urban development, the school side adjacent to the road might be used for commercial purpose. Some measures could be taken like increasing enclosing walls, planting bushwood, installing double-glass window etc. Qidu Clinic has a three-storey on the bank of the road,

55 with a two-storey commercial building in its front. It is proposed that double windows could be equipped in case noise exceeds the limit.

It is suggested that signs of no horn be set up at the places 50m away from both ends of sensitive points. Surface shall be well maintained so as to reduce the noise.

The sensitive points like schools and hospitals, which need silence, are located 200m away from the highway, can meet Class I of "Urban Environment Noise Limits". It is suggested that similar buildings shall not be built at the places within 200m away from the central line of the road.

7.3.3.2 Monitoring of Tail Gas The highway management sector must cooperate with the local environmental monitoring station and check the tail gas from the vehicles at a regular time. The unqualified vehicles are banned to travel on the highway.

7.3.3.3 Surface Water Pollution Control The water in the side ditches of the road should not flow directly into fishing ponds or rivers of raising fowl or drinking water source to avoid pollution.

7.3.3.4 Management of Greening and Slope Protection Particular attention shall be given to the maintenance of green belt to assure the trees or bushes grow well. Meanwhile, ditches along the highway and road slopes shall be carefully maintained to assure the smooth flow. Once any damage to the green belt or slopes is found out, replenishment of trees and repair of slopes shall be done promptly. Regular cultivation, trimming, pest elimination shall be taken. Propaganda regarding care for the green belt and slope shall be conducted as well, aware local residents concerns for trees and slopes.

7.3.3.5 Leakage of Dangerous Liquid Any vehicle carrying dangerous goods or liquid shall have relative license issued by public security bureau. The sign of dangerous goods shall be set up in the obvious place on the vehicle. In case of any accident, try to let relative department know immediately to take measures.

7.3.3.6 Environmental Management The highway squad is directly in charge of maintaining the road surface, the ditches and slopes as well. Meanwhile the squad is responsible for repairing the damaged water conservation and greening. A management plan will be made out for the responsibility in each section so as to keep the highway and environmental protection in good order.

56 7.3.3.7 Environmental Monitoring In both construction and operation periods, the environmental monitoring plan in the EIA must be taken into great accounts, moreover, be implemented in accordance with the requirements.

61 In addition to professional monitoring in the construction, the contractor and supervision unit should appoint trained staff to carry out daily monitoring so as to timely identify problems. Daily monitoring include: monitor noise on, the construction site and sensitive points with portable noise meter; inspect temporary access, piling sites, transportation dust with eyes; inspect the water body receiving water from construction site and campsite.

The report procedure of the environmental monitoring data is shown in Drawing 7-3. The environmental sensitive sites and the monitoring distributions are shown in Drawing 3-1.

7.5 Staff Training As for the key point to assure the achievement in environment protection, training is very important to give people knowledge about typical environmental issues and mitigation measures. On the other hand, environmental management is a new subject to majority of engineers and technicians and training is quite necessary to them. The training is designed to cover environment protection laws, regulations and environment standard and related environment protection knowledge, typical environmental issues and protective measures. Table 7-5 shows the training plan.

7.6 Environmental Protection Cost Estimate Total estimated cost for environmental protection during construction and operation periods is RMB2,326,600 accounting to 1.57% of the total investment (RMB148million) of the project. Table 7-6 shows the estimate.

Table 7-6 shows the environrnental cost during construction period is one time investment and should be included into total cost of the project. The environmental cost, monitoring being major expenditure, during the operational period, shall be regarded as operational cost.
