The clearance procedures contained in the Site Clearance Management Plan ‘The Bower Plan’ shall be completed to the satisfaction of the Local Planning Authority not later than the expiration of 6 months beginning with the date on which this permission is granted. 16/00407/FUL – Birches Bridge (Volvo Garage) Off-site affordable housing contribution No agreement has been reached, so far, between the Council and the applicant regarding the off-site affordable housing contribution. Further discussions are required and it has been agreed to extend the time limit on this application in order to facilitate this. It is therefore recommended that this item is deferred to the next planning committee meeting. 16/00495/FUL – Watery Lane Amended plans – Minor tweaks More detail has been added to the SuDS pond regarding silt traps, biopools, reed beds to ensure consistency with revisions to landscaping plans requested by the Landscape Officer. The footway alignment (that goes through Green Infrastructure in the west and north of the site) has been slightly revised to ensure no conflict with the SuDS ponds. Because the footway through the green infrastructure and SuDS ponds are shown on all or the vast majority of drawings, this has resulted in there being a number of revisions. Plan reference numbers will be amended under Condition 2. 16/00596/FUL – Brookside Additional Comments Received Councillor Michael Davies - Wombourne South West Ward (10/10/16) I have reviewed the Construction Management Plan and would comment that the size of vehicle for the use of Brook Road should be restricted to a two axle lorry 7.5 - 18 tonne maximum weight. I believe this has the support of my colleague Cllr Mrs M Bond. Please see if this is acceptable to the applicant and publish the outcome on the late list; happy to discuss further if you feel necessary. An amended Construction Traffic Management Plan was received on the 12/10/16 that restricts the maximum lorry size to 7.5 tonnes – 18ft, along Brook Road. This was presented to our County Highways Officer and they found the amendments acceptable (comments received on the 13/10/16). In order to ensure that the Construction Traffic Management Plan is adhered to, it will be included as part of the approved plans under Condition 2. S106 Agreement A Section 106 Agreement is currently being drafted to ensure the supported living / shared ownership units remain as such in perpetuity. A time limit of up to the 15th November 2016 will be imposed (which will change the date stipulated under section 7 - Recommendation) for this to be completed. Conditions In light of the Section 106 Agreement that is currently being drafted, conditions 3 and 4 will be removed. In light of the Construction Traffic Management Plan received, condition 12 will be removed. Condition 14 to be removed as the drainage details provided is considered to be acceptable. Condition 16 to be omitted in light of the Bat Survey that was provided on the 23/09/16. This has been reviewed by the County Ecologist (27/09/16) and found it to be acceptable subject to conditions for: - A lighting plan (already included as part of condition 18). - A further survey required if demolition / tree removal has not occurred by the 25th August 2017. - Landscape and biodiversity scheme that includes bat and bird boxes; and planting of herbaceous species. The conditions recommended by the County Ecologist will be included. 16/00663/FUL – Prime Energy Development Limited, Land to the South of Wolverhampton, Penn Sub Station, Union Lane, Lower Penn. Recommendation: APPROVE Additional comments Neighbour comments received 17/10/2016 I would like to register my disapproval of the proposed generating unit as laid out in the aforementioned planning application. There is a need for additional energy provision to help replace the capacity formally provided by the closure of the Fossil Fuel burning stations such as Ironbridge Power Station when it used coal it produced 400 to 500Mw but to replace the capacity using 14 diesel powered units (which is another expensive fossil fuel) to generate I believe to be 20Mw is not the direction required. The noise together with the environmental issues (diesel produces oily smoke and contaminates) when under load together with the storage of fuel believed to be nearly 200,000 litres which if the tanks were to leak or set on fire would be a disaster. If the units are also bi-fuel diesel and gas why is there a need to have a least two tankers a week replacing the diesel that has been used the local routes to the proposed site are poorly maintained and very narrow. The care of badgers seems to be of more importance than the views of the local resident’s that will be affected by the proposal we live within a area that will feel the impact of the development but so far have been kept in the dark about the planning of the said proposed development only finding out after speaking with a Lower Penn Parish Councillor. The government recently stated that it was not in favour of using Dirty Diesel to generate power but preferred other renewable means of generation so why are we being lumbered with a diesel generation plant for the next 25 years. I hope that further consideration be given to the proposed site prior to any approval being grated and that those living in Lower Penn nearest to the proposed site have at least a chance to comment on the development. Police and Crime Prevention Design Team recommends the below informative: In order to prevent crime I recommend that this development is constructed in accordance with National Grids standard security requirement encompassing the following points as a minimum level; Future-proofing should be considered in line with an expected higher footfall in the area that may well include anti-social elements such as vandalism or attempted access to steal fuel.
