Said award was given to the city by the Department of Social Welfare and Development (DSWD) for developing a successful implementation of “Zero-Open Defecation: One House, One Toilet Program” demonstrating a convergent and eff ective approach for addressing the needs of the community. CSWD Offi cer Cynthia Mirande said, the GAPAS award recognizes LGUs that support and implement various DSWD programs such as providing sanitary toilets to the community thru the Millennium Development Goal-Family based Actions for Children and their Environs in the Slums (MDG-FACES) now Sustainable Development Goal- Family based Actions for Children and their Environs in the Slums (SDG-FACES) program. II in San Carlos City formally opened and turned over to the city government by the Offi ce of the Civil Defense (OCD) last Feb. 14, 2019. Said center was the second to open in Negros Occidental funded at P34.7M by the National Disaster Risk Reduction & Management Council (NDRRMC) under the OCD thru the Department of Public Works and Highways (DPWH). It has an infi rmary, pharmacy, kitchen, breastfeeding area, gas storage, restrooms, and can accommodate around 33 families or 130 individuals. OCD-Reg. 6 Director Jose Roberto Nuñez urged the city government to provide security personnel around the facility for a safer and stable refuge during calamity. Mayor Gerardo P. Valmayor Jr. assured the OCD that the city government will take full charge of said facility and will provide the necessary equipment to make it more functional. Representatives from diff erent concerned agencies in the city government including the OCD, Department of Health, Department of Social Welfare and Development signed the memorandum of agreement pertaining to their respective responsibilities in the implementation, operation, and maintenance of said evacuation center. Midwife Lucresia Alfajora said the facility consists of a delivery room, a labor room, a midwife’s room and a comfort room which caters to residents from Sitios Tuod, Cabagtasan, Napaturan, Balangbang, Igmamatay, Catwang and Panlukasan. The YADAC’s primary aim is to focus on the prevention and treatment of drug abuse victims and to reinforce the attitudes of the youth so as not to fall into the lure of illegal drugs. The Animal Disease and Rabies Control under the City Agriculturist’s Office launched Rabies Eradication Information Education Campaign in partnership with the City Health Office of San Carlos City at the San Jose Chapel in Barangay Guadalupe last May 3, 2019. City Health Nurse Ramon Carlos Solidarios and Luciani Ed Napari of the Animal Disease and Rabies Control lectured residents of said barangay about how rabies from cats, rats, monkeys, bats and dogs can be dangerous. The campaign is an awareness program for the residents and pet owners about the prevention and treatment of rabies infection. Napari instructed the pet owners to have their dogs vaccinated as early as three months old and reminded them to give animals a regular bath, enough food, clean shelter and companion when strolling. He stressed that dogs should be registered and vaccinated; owners who refuse to conform will be fined with P2,000 as penalty under Section 11 of RA 9482 known as the Anti-Rabies Act of 2017. The newly-built 6-classroom building of Julio Ledesma National High School The local government of San Carlos turned over the 6-classroom building, which is the last of the 36-classroom project, to Julio Ledesma National High School (JLNHS) The newly-built Brgy Palampas Health Center last May 30, 2019. Said 6-classroom building for the Senior High School of JLNHS was budgeted by The newly-built health center at Brgy. The city government of San Carlos thru the City Environment Management Office (CEMO) bought four new portable toilets (portalets) delivered last May 1, 2019. CEMO storekeeper Patricio Palencia Jr. said these portalets will serve the personal needs of the people during important events in the city and may also be used by the barangays if needed. San Carlos City Social Welfare and Development (CSWD) Officer Cynthia Mirande said the project is a joint undertaking between the Department of Social Welfare & Development (DSWD) and the city government of San Carlos funded at P1.5M; P800,000 came from DSWD while the city government shelled out P745,000. DSWD Reg. 6 Director Ma. Evelyn Macapobre said the project served as a significant milestone of the PAMANA program in the city. The PAMANA is a program of the Office of the Presidential Adviser on the Peace Process (OPAPP) that deals with insurgency problems of the country urging rebel groups to come back to the folds of the government.
