They are people who used to live on boats in Southern Fujian, China. Since the acquisition of land for settlement in the 1960s, they left a water-dependent lifestyle and shifted to one that was mostly dependent on land. In order to identify how current lianjiachuan yumin define “home”, this paper focuses on the following three points. First, this paper will deal with the stories called “Contributions and Sacrifices to the Birth of Communist Regime” and “Victims of a Huge Typhoon”. These stories emphasize the legitimacy of the state order which suddenly allowed people to take land even if it was possessed by someone else. Second, this paper will examine beliefs which take on a folk approach that trusts in the power of God―allowing a person to become the owner of land which was borrowed from someone else. Thirdly and finally, this paper will focus on the practice of confirming the existence of home within the context of space. The third shows that the ancestors of the lianjiachuan yumin have spread by communicating and traveling outside of the fishing villages and the state, creating multiple-spaces outside their previously defined boundaries. The festival marks the end of the celebrations of the Chinese New Year. Chinese started to celebrate the Lantern Festival from the Han Dynasty (206 BC - 221 AD). Like most other Chinese festivals, there is also a story behind the Festival. It is also believed that the festival has Taoist origins. This is a festival for people having fun. On the night of the festival, people go on streets with a variety of lanterns under the full moon, watching lions or dragon dancing, playing Chinese riddles and games, and lighting up firecrackers. There is really a lot of fun for the young and the old. The festival is not well celebrated in the US, though you may find celebrations in some Chinese communities. Yuanxiao (glutinous rice ball) or Tangyuan is the special food for the Lantern Festival. It is believed that Yuanxiao is named after a palace maid, Yuanxiao, of Emperor Wu Di of the Han Dynasty. Yuanxiao is a kind of sweet dumpling, which is made with sticky rice flour filled with sweet stuffing. And the festival is named after the famous dumpling. Yuanxiao is sticky, sweet and round in shape, symbolizing family unity, completeness and happiness. You can find Yuanxiao in oriental food stores. Sánchez Ateneo de Manila University [email protected] Abstract The actress Judy Ann Santos boasts of an illustrious and sterling career in Philippine show business, and is widely considered the “queen” of the teleserye, the Filipino soap opera. In the manner of Barthes, this paper explores this queenship, so-called, by way of traversing through Santos’ acting history, which may be read as having founded the language, the grammar of the said televisual dramatic genre. The paper will focus, primarily, on her oeuvre of soap operas, and would consequently delve into her other interventions in film, illustrating not only how her career was shaped by the dramatic genre, pre- and post- EDSA Revolution, but also how she actually interrogated and negotiated with what may be deemed demarcations of her own formulation of the genre. In the end, the paper seeks to carry out the task of generically explicating the teleserye by way of Santos’s oeuvre, establishing a sort of authorship through intermedium perpetration, as well as responding on her own so-called “anxiety of influence” with the esteemed actress Nora Aunor.     Tangyuan with Red Bean Paste and Black Sesame Seeds Black Sesame Filling Ingredients (6 tangyuan) - 2 tbsp black sesame seeds or 2 tbsp black sesame powder - 1.5 to 2 tbsp sugar - 1 tbsp water - 2 tbsp lard or butter or margarine Instructions Skip steps 1 to 3 if you are using black sesame powder. 1. Toast the sesame seeds in a small pan over medium-low heat, while stirring the sesame seeds to avoid burning. When the moisture evaporates from the seeds, you can smell the aroma. After 2 to 3 minutes, when the sesame seeds start to pop, remove them from the heat. 2. Transfer the seeds to a food processor or a pestle. Let them cool down before grinding. 3. Grind the sesame seeds until they turn to fine powder. 4. Mix well the sesame powder with 1.5 to 2 tbsp sugar, 1 tbsp water and 2 tbsp melted lard (or butter or margarine) to make a slightly running paste. Freezer the paste until solid at least for 30 minutes. 5. Make 6 small portions of the sesame paste. Shape 1/2 tbsp paste into round balls as quickly as possible (some of the sesame paste might melt in your hand). You can dust a little bit of flour on your hands before rolling. 6. Store them in the freezer for 1 hour before wrapping. Red Bean Paste Filling Ingredient (6 tangyuan) - 3 tbsp ready-to-use red bean paste Instructions 1. Dust a small plate with glutinous flour. 2. Make 6 small portions of the red bean paste.

Using a wide range of interviews and in-country consultations with both military and civilian agencies, the report exemplifies the best attempt by the author(s) at evaluation of MCS compliance using 12 questions derived from international fisheries laws. The twelve questions are divided into two evaluation fields, (MCS Infrastructure and Inspections). Complete details of the methods and results of this global evaluation would be published shortly through IUU Risk Intelligence website. Over a five-year period, this global assessment has been subjected to several cross-checks from both regional and global MCS experts familiar with compliance aspects in the country concerned. Uncertainty in assigning each score is depicted explicitly through score range. However, the author(s) are aware that gaps may remain for some aspects.     ICM Solutions Enhancing Food Security and Sustainable Livelihoods in Batangas, Philippines, through MPAs and ICM The long-term protection and management of coastal and marine resources entails good governance and on- the-ground interventions. In Batangas Province, the implementation of marine protected areas (MPAs) and MPA networks within the framework of an integrated coastal management (ICM) program have provided benefits in food security and sustainable livelihoods, and engaged stakeholders in various sectors and at varying scales to integrate and complement each other’s efforts. Addressing fish stocks goes hand in hand with habitat restoration initiatives in improving food security and reducing ecosystem degradation. Scientific analyses, in parallel with consultations with locals as well as commercial fishers, provide both scientific and practical rationale for management interventions, including seasonal closures for fishing. It is important to educate and build awareness in order to mobilize the community for environmental stewardship and consequently make the community a partner in sustainable coastal development. By facilitating the fishing community themselves to guard and maintain the MPA, the community begins to take ownership and responsibility for local conservation and to protect their livelihoods as fishers. Context “I do not have parcels of land for my children to inherit. I pass on to them the knowledge and lessons that I have learned in a lifetime of fishing … lessons about conserving and protecting the marine and coastal resources. Experience has taught me there is a greater wealth from the sea if its resources are sustainably managed.” These are the heartfelt sentiments of Doroteo Cruzat (Mang Jury), a former fisher who was taught his craft in the waters of Mabini, in the Province of Batangas, Philippines, when he was 10 years old.
