Allow me to congratulate the distinguished men and women of the League of Municipalities of the Philippines on your Luzon Island Cluster Conference. Cheers to National President Mayor Ma. Fe “Bubut” Brondial, Vice President Mayor Maria Angela Garcia and Secretary General Mayor Abraham “Jess” Burnham. This assembly enhances the potentials of our local chief executives. I am convinced no less that ang “Kaunlaran ng Bansa, sa Bayan Nagmumula.” I am delighted to be part of this assembly because this is an opportunity for us to bring across labor and employment programs that are beneficial to our municipalities. One such important program is the Public Employment Service Office or the PESO. Republic Act 10691, the amended PESO Act of 1991 was enacted in October 2015, pursuant to the policy of the State to promote full employment in the country. This was authored by the then Chair of the Senate Committee on Labor and Employment, Senator Jinggoy Estrada, who happens to be with us today. Ito ang mahalagang legacy ni Senator Jinggoy sa ating mga LGUs. The Department of Labor and Employment has embarked on several initiatives to address unemployment and underemployment. -

Mandating Recognition International Law and Native/ Aboriginal Title Owen J. Lynch ABOUT THE AUTHOR Owen J. Lynch is currently a professorial lecturer at the University of the Philippines College of Law and a RRI Fellow. Previously he has worked as a senior attorney and managing director of the Law and Communities and Human Rights and Environment programs at the Center for International Environmental Law (CIEL) in Washington, DC, (1997-2006) and as a Senior Associate at the World Resources Institute (1990-96). His substantive focus is on environmental justice, law and sustainable development, and his special expertise is on community-based property rights (CBPRs) and their legal recognition in national and international law. State of Land Rights and Land Governance in Eight Asian Countries Forty Years after the World Conference on Agrarian Reform and Rural Development Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) Founded in 1979, the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) is a regional association of national and regional networks of civil society organizations (CSOs) in Asia actively engaged in promoting food sovereignty, land rights and agrarian reform, sustainable agriculture, participatory governance, and rural development. ANGOC member networks and partners work in 10 Asian countries together with 3,000 CSOs and community-based organizations (CBOs). ANGOC actively engages in joint field programs and policy discussions with national governments, intergovernmental organizations (IGOs), and international financial institutions (IFIs). The complexity of Asian realities and diversity of CSOs highlight the need for a development leadership to service the poor of Asia—providing a forum for articulation of their needs and aspirations as well as expression of Asian values and perspectives. ANGOC is a member of the Global Land Tool Network (GLTN), Global Forum on Agricultural Research (GFAR), Indigenous Peoples’ and Community Conserved Areas and Territories (ICCA) Consortium and the International Land Coalition (ILC). Land Watch Asia (LWA) is a regional campaign to ensure that access to land, agrarian reform and sustainable development for the rural poor are addressed in national and regional development agenda. The campaign involves civil society organizations in Bangladesh, Cambodia, India, Indonesia, Kyrgyzstan, Nepal, Pakistan and the Philippines. LWA aims to take stock of significant changes in the policy and legal environments; undertake strategic national and regional advocacy activities on access to land; jointly develop approaches and tools; and, encourage the sharing of experiences on coalition-building and actions on land rights issues. -

GLOBAL EVALUATION OF FISHERIES MONITORING CONTROL AND SURVEILLANCE IN 84 COUNTRIES PHILIPPINES – COUNTRY REPORT GANAPATHIRAJU PRAMOD IUU RISK INTELLIGENCE Policy Report - Volume 1 Number 1 © Pramod Ganapathiraju JANUARY 2020 SUMMARY This evaluation of Fisheries Monitoring Control and Surveillance report for Philippines is one of 84 such country evaluations that covers nations landing 92% of world’s fish catch. Using a wide range of interviews and in-country consultations with both military and civilian agencies, the report exemplifies the best attempt by the author(s) at evaluation of MCS compliance using 12 questions derived from international fisheries laws. The twelve questions are divided into two evaluation fields, (MCS Infrastructure and Inspections). Complete details of the methods and results of this global evaluation would be published shortly through IUU Risk Intelligence website. Over a five-year period, this global assessment has been subjected to several cross-checks from both regional and global MCS experts familiar with compliance aspects in the country concerned. Uncertainty in assigning each score is depicted explicitly through score range. However, the author(s) are aware that gaps may remain for some aspects. The lead author remains open to comments, and revisions will be made upon submission of documentary evidence where necessary. Throughout the report, extreme precaution has been taken to maintain confidentiality of individuals who were willing to share information but expressed an inclination to remain anonymous out of concern for their job security, and information from such sources was cited as ‘anonymous’ throughout the report. ICM Solutions Enhancing Food Security and Sustainable Livelihoods in Batangas, Philippines, through MPAs and ICM The long-term protection and management of coastal and marine resources entails good governance and on- the-ground interventions. In Batangas Province, the implementation of marine protected areas (MPAs) and MPA networks within the framework of an integrated coastal management (ICM) program have provided benefits in food security and sustainable livelihoods, and engaged stakeholders in various sectors and at varying scales to integrate and complement each other’s efforts. Addressing fish stocks goes hand in hand with habitat restoration initiatives in improving food security and reducing ecosystem degradation. Scientific analyses, in parallel with consultations with locals as well as commercial fishers, provide both scientific and practical rationale for management interventions, including seasonal closures for fishing. It is important to educate and build awareness in order to mobilize the community for environmental stewardship and consequently make the community a partner in sustainable coastal development. By facilitating the fishing community themselves to guard and maintain the MPA, the community begins to take ownership and responsibility for local conservation and to protect their livelihoods as fishers. Context “I do not have parcels of land for my children to inherit. I pass on to them the knowledge and lessons that I have learned in a lifetime of fishing … lessons about conserving and protecting the marine and coastal resources. Experience has taught me there is a greater wealth from the sea if its resources are sustainably managed.” These are the heartfelt sentiments of Doroteo Cruzat (Mang Jury), a former fisher who was taught his craft in the waters of Mabini, in the Province of Batangas, Philippines, when he was 10 years old. -

ISSN-2012-0400 DEPARTMENT OF AGRICULTURE BUREAU OF AGRICULTURAL STATISTICS PHILIPPINES | FISHERIES SITUATIONER 18 HIGHLIGHTS In 2009, the fisheries sector grew by 2.37 percent. This year’s production was 5,084,520.25 metric tons. All the fisheries sub-sectors managed to outdo their 2009 production performance. Aquaculture which served as the major source of growth, expanded by 2.89 percent. Total output from commercial fisheries surged by 2.67 percent. Municipal fisheries registered a 1.14 percent increase in production (Table 1). In commercial fisheries, the volume of unloadings was estimated at 1,258,975.07 metric tons or 32,770.19 metric tons more than last year’s production. Four (4) regions recorded production increases this year. In Zamboanga Peninsula fish production went up by 28.93 percent or 80,199.31 metric tons, which contributed to the country’s total output expansion. Heavy unloadings of indian sardines were noted in private landing centers of Zamboanga City during the second quarter of 2009. The growth was mainly attributed to the increased demand from canning factories in Zamboanga City during the second quarter of 2009. In 12 regions, downward trends in production were observed. There were reports of production shortfalls that were attributed to the lesser fishing trips due to rough seas, big waves and successive typhoons during the second, third and fourth quarters of 2009. Nevertheless, the production losses in most regions were offset by the gains in four (4) regions. Commercial fisheries shared 24.76 percent in the total fisheries production in 2009. Municipal fisheries production at 1,348,153.15 metric tons in 2009 was 1.14 percent or 15,166.77 metric tons higher than the 2008 output. -

FIANZA Department of Political Studies Mindanao State University (Main campus, Marawi) Philippines INTRODUCTION Over the past decades, the resurgence of intergroup conflict in the Philippines has led to a significant current in the direction of ethnicity and identity in the study of land tenure problems where the post-colonial state is involved, particularly in land use and resource allocation among indigenous communities. In the Philippine contemporary tenure situation, it is necessary to look at other categories or identities to understand how social unrest has been catalyzed in other areas of the country, as state action and politics in the center are also presently being shaped, more than ever before, by the demands of ethnicity or indigenous voices at the fringe or periphery. This course leads to approaching conflicts as rooted to the land question triggered by the issue of equitable access to land and resources or rights to a territory that contesting groups view should be acquired or reclaimed not solely on the basis of economic rights to private property in the Western liberal sense, or from a more progressive standpoint of redistributive (“land to the tiller”) reform, but as a determinant of the survival of a community and their culture, the basis of their identity as a people. The study proceeds from the perspective that views land as “tied up with the very ethnicity of indigenous peoples, inasmuch as their distinct cultures have developed in interaction with and in adaptation to specific environments” (Cariňo,1994: 5).
