All department secretaries and heads of agencies, GOCCs and GFls are hereby directed to strictly observe and enforce the following rules and guidelines on travels to and unofficial dealings with Taiwan in line with Executive Order (EO) No. 313 (s. 1987), EO No. 15 (s. 2001) and Memorandum Circular No. 148 (s. 1992):

1. The restriction on travel to Taiwan and on contact with representatives of Taiwan should apply strictly to the President, the Vice President, the Secretary of Foreign Affairs and the Secretary of National Defense.

2. Philippine government officials and personnel intending to visit Taiwan should inform the Department of Foreign Affairs (DFA) and the Manila Economic and Cultural Office (MECO) of the purpose and duration of their visit at least five (5) working days before their departure and should travel using ordinary passports and without using their official titles. A report on their travel to Taiwan shall be submitted to the DFA at least thirty (30) days after his/her return to official station, unless the trip was purely for personal purposes.

The DFA shall submit a semi-annual report to the Office of the President (OP), through the Executive Secretary, on all official foreign travels to Taiwan, indicating therein the names of travelling government officials and employees, and the purpose and duration of their visit.

3. Any Philippine government official who is about to engage in formal contacts in the Philippines with representatives of Taiwan shall inform the DFA and MECO at least five (5) working days before the conduct of the relevant event or activity.

c Exchange of visits of high-ranking officials with Taiwan, calls of visiting Taiwanese officials on Philippine government officials, and publicity on official activities with Taiwan, are strictly prohibited.

4. The existing functions of MECO shall be recognized, including that of coordinating all Philippine activities concerning Taiwan and assisting in the negotiation and/or in the negotiation and conclusion of agreements or other arrangements concerning trade, investment, economic cooperation, technology transfer, banking and finance, scientific, cultural, educational and other modes of cooperative endeavors between the Philippines and Taiwan on a people-to-people basis, subject to the policy guidance of the DFA and the OP.

No agreements, memoranda of understanding, exchange of notes, or similar documents shall be concluded with any Taiwanese organization/agency unless the text thereof has first been cleared with the DFA, and, if deemed necessary by the DFA, with the OP.
