Annual Report 2019-20

Organizational activities:

In accordance with the Rules of the Academy, a report on the general concerns of the Academy, the income and expenditure of the preceding year along with the estimates for the year, and the prosperity or otherwise of the Academy is to be presented to the General Body at its Annual Meeting.

Annual Meeting:

The 59th Annual Conference of the Academy was held on 11th , 12th and 13th October, 2019 at the All India Institute of Medical Sciences, Bhopal. The Convocation of the Academy was held on 12th October, 2019.

His Excellency Governor of Madhya Pradesh Shri Lal Ji Tandon, was the Chief Guest.

Dr. Saroj Chooramani Gopal, President, NAMS in her Presidential address, welcomed the distinguished Guests, Fellows and Members of the Academy. The full text of the Presidential address is given as Annexure I.

His Excellency Governor of Madhya Pradesh Shri Lal Ji Tandon, Chief Guest delivered the Convocation address. The full text of the address is given as Annexure II.

19 Lifetime Achievement Award for the Year 2018

The Council in its meeting held on 25th July, 2018 approved the conferment of Lifetime Achievement Award under Rule 34(d) on Dr. Prema Ramachandran, FAMS for the year 2018 in recognition of proven track record of professional excellence with subject expertise of high order. Being the Chairperson of Academic Committee/Academic Council of NAMS at present, she has served the Academy in different capacities as Council Member, President of the Academy and Members of several Standing Committees. She has a life-long devotion to the cause of integrity in professional practice and ethics in medical education. She has been Committed Health Professional and fine Academician. The Council in its meeting held on 6th July, 2017 approved the conferment of Lifetime Achievement Award under Rule 34(d) on Dr. P.K. Dave, FAMS for the year 2017 in recognition of proven track record of professional excellence with subject expertise of high order. Being the Chairperson of Building Committee of NAMS at present, he has served the Academy in different capacities as Council Member, President, Emeritus Professor and Emeritus President and Member of several Standing Committees. He has an utmost devotion to the cause of, and integrity in professional practice and ethics in medical education. He has a quality of leadership for both, in the Professional Association of Orthopaedics of India and the NAMS. Dr. Dave could not receive the award in Puducherry so the Lifetime Achievement Award for 2017 was bestowed on him in AIIMS Bhopal.

25 NAMS Amritsar Award

The Council placed on record appreciation of the services rendered by the retiring Members. Election of Fellows - 2019 The Credential Committee considered 210 biomedical scientists for election to Fellowship; of these, 120 were new nominations (94 direct and 26 advancement) and 90 were carried forward nominations (63 direct and 27 advancement) for the year 2019. The Credential Committee recommended 27 Biomedical Scientists for the award of Fellowship. After going through the files containing the biodata of biomedical scientists recommended for election of Fellowship & Membership by the Council Members, the recommendations of the Credential Committee were approved by the Council. They have since been ballotted and elected as Fellows by the General Body of Fellows, as per procedure prescribed in the Rules.

Membership of the Academy under Regulation V – The candidates who have passed the examination conducted by the National Board of Examinations and have been duly proposed for Membership (MNAMS). Regulation V provides as under:-

“Those candidates who pass the examination conducted by the National Board of Examinations will individually submit an application for admission as Member of the National Academy of Medical Sciences, duly proposed by at least one Fellow of the Academy certifying the character and conduct of the candidates. Subject to the approval of the Council of National Academy of Medical Sciences, the candidate will be admitted as Member after paying one time Life Subscription fee of Rs. 7,000/- (inclusive of admission fee of Rs. 1000/-) as may be determined from time to time, and after executing the Bond of Obligation.”

Accordingly, the application forms were issued by the Academy to the candidates on their request.

The Council in its meeting held on 4th July, 2019 approved the conferment of Lifetime Achievement Award under Rule 34(d) on Dr. Mukund S. Joshi, FAMS for the year 2019 in recognition of proven track record of professional excellence with subject expertise of high order. He has been Committed Professional and a fine Academician. He has served the Academy in different capacities as President, Council Member, Members of several Standing Committees etc.

Maintenance of the Buildings

The following repair works/changes were done in the Academy buildings as per details given below:

1. Upgradation of digital Filter speakers, Hand held Mic. & Podium Mic (Gooseneck Mic.) with existing analog equipments compatible with digital Amplifier and Audio signal processor to improve the sound quality of Video Conference Devices/Equipments (Cisco- SXx80 High-end Video Conference System) for Multi-professional education and live interactive telecast of CMEs to other institutions of the country. 2. Installation of APC 3Kva UPS to protect the equipments against damage from unexpected power failures. 3. Renovation of Conference Hall including white wash, welding, wood repair work & replacemed old ACs with new split ACs(Hot & Cool). 4. Fire safety system serviced/replaced with new ABC type cylinders under the compliance of Fire safety norms of Delhi Fire Services (DFS) with renewed NOC issued by DFS on 14th January, 2020 with 3 years validity. Tenders/Quotations for all the above works were called by the Academy as per GoI procedures and work has been accomplished successfully in the year 2019-20. Annals of the National Academy of Medical Sciences (India) (ANAMS) has been published by M/s.Thieme Medical and Scientific Publishers Private Ltd. from the 1st Issue, Volume 55 of 2019. A Formal Agreement, MoU was signed between the National Academy of Medical Sciences (India) and M/s. Thieme Medical and Scientific Publishers Private Limited for undertaking the printing, publication and promotion of ANAMS starting from the Volume 55, 1st Issue of 2019 to Volume 59, 4th Issue of 2023. As per requirement/suggestion of the Publishing Agency, the Editorial Board was re-constituted by the NAMS Council keeping the ethos of regional diversity along with one International Editor. The new Editorial Board has commenced working from the 1st Issue of 2019, i.e. Volume 55, Issue No. 1 of 2019. A revised version of Instructions to Author was also incorporated keeping in view the international guidelines from preparation of the publication material. The Cover Page of the Annals has also been changed to give a new outlook to the journal. The Annals is now available at https://www.thieme.in/Annals-of-National-Academy- of-Medical-Sciences. All published Volumes of the Annals with table of contents of each published Issue along with complete articles in an Issue are also posted on the NAMS website: www.nams-india.in. Before publishing an Issue of the Journal, each article is also e-published at https://www.thieme- connect.de/products/ejournals/journal/10.1055/s-00044025 which later on gets included in the subsequent print Issues of the Journal as per time-line of their publication. A word about National Academy of Medical Sciences : In January 1959, on the behest of a proposal of government of Andhra Pradesh, the Central Council of Health after extensive, deliberations and efforts of the then medical luminaries, established the “INDIAN ACADEMY OF MEDICAL SCIENCES” in 1961, the memorandum of which was signed by Dr. B.K. Anand, Lt. Col. Sangham Lal, Dr. V. Ramalingaswami, Dr. K.L. Wig, Col. B.L. Taneja, Dr. R. Vishwanathan, Col Amir Chand and Dr. S.K. Sen. Pandit Jawaharlal Nehru, the then Prime Minister, inaugurated the Academy in Sapru House on the 19th December 1961. He was pleased to accept the Honorary Fellow-ship of the Academy and stressed that the Academy would encourage pursuit of research and high

Sir, now named as National Academy of Medical Sciences (India) it is a unique institution for recognizing talented medical and biomedical scientists in India by awarding Fellowship and Membership, adopting stringent, transparent criterion laid down by highly acclaimed Credentials Committee. In 1963, first Convocation was addressed by the then , Dr. SARVAPALI RADHAKRISHNAN, who exhorted “Academy offers incentives to men of promise that they can also get their distinction regarded as something to which all our youngster will look forward to”. President of India Dr. APJ. ABDUL KALAM was our fellow. The Academy has been recognized as the nodal agency for continuing medical education for enhancing the knowledge and skill of medical and paramedical professionals. The subjects of the CMEs are having relevance to National Health issues. Monographs are published based on these CMEs. The NKN facility is also fruitfully used to disseminate knowledge.

Annals of the Academy is revamped with energetic team of editorial board lead by Dr. Sanjeev Misra, Director, AIIMS, Jodhpur and, induction of international publishing house. It will be soon indexed in Pub Med, there by attracting good articles from medical scientists from within and outside our country, for enriching academic research impact.

Way forward:

The academy is all poised for playing a major role in national health policies, health delivery system, enhancing quality medical education in the country and maintaining bond between Doctor and society (doctor patients relationship), making delivery of health care affordable, attractive enough to promote medical tourism with high standard of care and adoption of ways and means to curb corruption and medical errors. We have to promote ETHICS and Compassion in patient care. Research and innovations are to be encouraged by active interaction with acclaimed bodies at national and international levels. Being so rich in human resource, we are bound to be doing good in clinical research.

It will be worth an investment to plan a position of research scientist in each clinical department in good medical colleges to enhance quality research.

Time has come when we do not have to harp on deficiency of Doctor: Population ratio in India. We have already surpassed the WHO gold line 58 of 1 doctor to 1000 people in 2018. (Raman Kumar and RANABIR-J. of Family Med. Prim. Care 7(5):841-844); with more than 479 medical colleges with capacity of annual intake of 67218 MBBS students and graduates of AYUSH totaling 7.6 lakhs (2017).

We need to address the lopsided distribution of doctors in urban areas, craving for super specialization and also to make medical education affordable to average Indian, even hailing from rural India. Present day medical education is slipping into hands of private institutions. The commercial angle of these cannot be overlooked. It does require brain storming sessions of all stakeholders like medical scientists, doctors, patients, public representatives, media persons, medical students and common people. Rethinking and bold innovative initiatives are needed. Certainly the need of the day is not mushrooming of new Medical Colleges, but strengthening of existing colleges with equipment’s, infrastructure conducive to research and innovations with Government, industry and public participations. Lot can be achieved, if we join hands in research with Indian system and modern medicine. The governments, both at central and state level have to enhance Health Care & Medical Education budget allocation from dismal 1.4% of GDP. After all India is emerging as fast growing economy. We can certainly do well in medical field also as have done in space research and pharmaceutics.

In the end I would like to thank all the veteran seniors of the Academy, particularly the invaluable contribution of late Prof. J.S. BAJAJ whose heart throbbed for the academy, whose vision nurtured the academy and who mentored most of us. Our sincere pledge and tribute to him is to work whole heartedly, one and all, for taking the mandate of the Academy forward in letter and spirit.

I am indeed very grateful to stalwarts of Academy like Prof. P.K. Dave, (Emeritus President elect), Madam Dr. S.S. Deshmukh, Chairperson, Finance Committee, a versatile think-tank, my mentor, who has always blessed me and has stood by me in all its thick and thins, and another very pleasant respectable person, Dr. Prema Ramachandran, Chairperson, Academic Committee. They have always guided and helped me personally. I am very lucky to have their blessings.

The Committee, time to time, co-opts Fellows to attend the meeting, depending on the expert advice required, based on the topics of discussion and the received CME proposal.

Extra-mural CME Programmes: These CME Programmes are run under the aegis of CME Programme Committee of the Academy. To improve the quality and contents of the Extramural CME Programmes funded by the NAMS, proposals received for funding are technically reviewed in the first instance by a subject expert who is also a Fellow of the NAMS. This practice has been followed since July 2004, and the reviewers, so designated would evaluate the proposal and identify lacunae, if any, in the programme contents. The reviewers may suggest revision/ modification to be incorporated in the programme. The suggested revision/ modifications are communicated to the Organizers, and nearly all such suggestions are invariably accepted by the organizers, and only after the CME Scientific Programmes are revised, the CME proposals are processed for the grant-in-aid. A Fellow of the Academy is designated as NAMS Observer to attend and evaluate the Extra-mural CME Programme. The Academy provides TA/DA and Honorarium to Fellows who are nominated as Observers to attend, review and submit report on the CME Programmes.

Out of the CME proposals received from various medical institutions/ professional bodies in the country, the Academy has sanctioned partial financial assistance for organizing Fourteen Extramural CME Programmes during the financial year April 1, 2019 to March 31, 2020, the details of which are placed in Annexure IV.

The total expenditure sanctioned on Extramural CME Programmes during April 1, 2019 to March 31, 2020 is Rs. 18,47,096/- (Rupees Eighteen lakhs forty seven thousand ninety six only).

Intramural CME Programmes: These CME Programmes are run under the aegis of Academic Committee of the NAMS. The Academic Committee identifies, from time to time, topics of national and academic relevance

66 for funding as Intramural CME Programmes. Just like for the Extramural CMEs, the Academy provides TA/DA and Honorarium to Fellows who attend and submit evaluation report on the CME Programmes as NAMS Observers.

The Academy has funded four Intramural CMEs/Symposia during the year 2019-20.

The Scientific activities of the Academy include the academic activities of its State Chapters. The reports of their activities under the CME Programmes for the financial year 2019-20 are given below:-

West Bengal During the year under review, the West Bengal Chapter has organized two Extramural CME Programmes with the financial assistance from the NAMS.

Chandigarh During the year under review, the Chandigarh Chapter has organized three Extramural CME Programmes with the financial assistance from the NAMS.

Report on Extramural CME Programmes from April 1, 2019 to March 31, 2020

1. CME Programme on: “Increasing Incidence of Oral and Head & Neck Cancer in the North Eastern States” on 3rd May, 2019 at NEIGRIHMS, Shillong. Organizing Secretary: Dr. Suvamoy Chakraborty, Prof & Head, Department of ENT, NEIGRIHMS, Shilong.

Main Objectives of the CME Programme

The incidence of Oral and Health & Neck Cancer in the North Eastern States is increasing due to uncontrolled usage of Tobacco and Tobacco- related products. There is limited facility in the management of such patient in this region.

The Objectives of the CME were :

1. To impart knowledge about current trends in management of Head and Neck Cancers. 2. To make the participants aware about the application of the current treatment trends to the available infrastructures in the North East India. 3. To collect data regarding treatment practices and available resources in the various north eastern states.

Highlights of the Observer’s (Dr. Mohan Kameswaran, FAMS) Report: The CME programme on “Increasing of Head and Neck Cancer on North-Eastern States” was organized in a maner that fulfilled the set- out objectives completely. Well documented LRMs related to all scientific presentations were provided to the participants. There were 110 participants registered and near about 90-100 were present at

74 any given time during the programe. The CME Programme consisted of didactic interactive lectures and two panel discussions. During each lecture, case scenarios were discussed during the deliberations and all discussions were very lively. The whole programme was conducted as single group with participation from everyone but with trigger questions pointing to one participant at a time. There were no hands-on training as the CME was not related to lab/bench practical work. As the CME was related to imparting the management of four key disease areas, all resource persons used real life case scenarios to illustrate the diagnostic and therapeutic modalities. The quality of presentation of all the faculty/ Resource persons were evidence-based, very lively and interactive. The different types of flawless A-V Aids were provided at the venue of the Scientific Programme. In addition to the main screen, 2 high definition TV screens were also used for the wider viewing by the audience. The Academic contents presented were of good quality, evidence-based and delivered effectively.

2. CME Programme on: “Accelerating Universal Health Coverage in India: Issues and Challenges” on 18th& 19th June, 2019 at the University of Mysore, Mysore. Organizing Secretary: Dr. D.C. Nanjunda, Associate Professor cum Director, Center for the Study of Social Exclusion and Inclusive Policy, Humanities Block, University of Mysore, Mysore 06, Karnataka.

Main Objectives of the CME Programme

1. To discuss the organization, financing, management and resources to deliver universal health care services in India

2. To debate on Health and Wellness Centers and National Health Protection Schemes under UHC

3. To identify the issues and challenges to achieve Universal Health Coverage (UHC) in the country

75 4. To debate the impact of universal health care services on promotive, preventive curative and rehabilitative health issues specialty for the rural and tribal section

5. To discuss possible drivers of present health inequities within UHC efforts and possible approaches to shifting the curve towards pro- equity strategies

Highlights of the Observer’s (Dr. M. K. Sudarshan, FAMS) Report

The overall ambience was good. The participants were enthusiastic and there were fruitful discussions/Q&A sessions including panel discussion, etc. The objectives was fulfilled and outlined by the Convenor, LRM was not provided to the participants only plastic folder/pen/pad/was provided. 106 participants were registered and approx. 90+ were present during the programme. There was a panel discussion which was very lively and was held. Presentation by the course faculty was good and audiovisual aids used during the programme were good. A good quality of State-of- the-art information was provided and it was evidence based.

CME Programme on 26th Indian Eye Research Group IERG 2019 Pre Conference (1) Workshop on: “Recent Technologies in Regenerative Medicine and Nanotechnology” and (2) “Advances in Genomics involving Next-Generation Sequencing using Nanopore Technologies with Data Analysis” on 26th July 2019 at VD Swami Auditorium , Sankara Nethralaya, College Road, Chennai.

Symposium: 1. Fundamentals of IPR. 2. Patenting process. 3. Technology transfer. 4. Experiences of successful innovators. 5. What is Block chain and what is its application in Medical/Clinical research. 6. Panel Discussion.

77 Highlights of the Observer’s (Dr. Vemuganti Geeta K., FAMS) Report

Two parallel sessions as workshop 1 and workshop 2 were organized and conducted in the same building. workshop 1 with 27 participants was held in the lecture hall and workshop 2 with 25 participants was held in the Auditorium. Both sessions were well supported with a properly functioning audio-visual facility. The morning sessions were held from 9.00 AM to 12.00 PM for 3 hours. Each of the workshop had lectures relevant to title of the CME and after each of the lectures there were interactive sessions. This was followed by the demonstration session in the respective laboratories (Nanotechnology lab and Genetics lab) in the same building. The faculty and the resources personnel from the departments and experiments were done real-time for the next 1.15 hours until 1.30 PM. These demos sessions were also interactive and gave information on the new platform of Scanning Electron Microscopy which is user-friendly and the Genomics dealt with more sensitive methods of DNA and protein purification using magnetic bead technology.

The afternoon session on Intellectual Property Rights was attended by the participants of workshops 1 and 2, where the speakers started with the overview and relevance of IPR, followed by steps involved in IPR. This was followed by talk on how to do technology transfer of patent within time frame. The real-time experiences of successful scientists were shared. Points to be kept in mind while filling for patent were also discussed. A relatively new topic-Block Chain technology and its applications in research and healthcare was put forth, which elicited good discussions. This was attended by 54 participants of the workshop 1 and 2 which included from 2.00 PM – 6.00 PM. The total hours accounted for 8.5 hours. Pre-and Post-assessment were done in all the 3 sessions. The sessions evidenced active, enthusiastic participants. All the sessions were attended by other participants who resource persons, faculties and other students that totaled to more than 100.

CME Programme on “Graceful Ageing Medical Psychological and Social Aspects” on16th November, 2019 at Auditorium, Jaipur National University Institute of Medical Sciences and Research Centre, Jaipur. Main Objectives of the CME Programme: a) To recognize the altered presentation of common illnesses in elderly patients b) To review the principles of appropriate and effective prescribing in elderly patients c) To apply new strategies to manage common medical problems in elderly patients such as COPD, pain, infection and osteoarthritis

Highlights of the Observer’s (Dr. J.S. Bapna, FAMS) Report

The CME was well organized. Each session was followed by interactive sessions with relevant questions and answers by the participants. The ambience of the venue was very good. The participants were very enthusiastic. The CME programme was fulfilled the objectives and outlined by the Convenor. A well documented LRM was given to the participants. 280 participants were registered and around 200 participants were present during the programme. Program was not consist of didactic lectures only but each session was followed by Interactive discussion. Practical demonstration/hands-on training was not applicable. Presentation by the Course faculty was Excellent. Full screen projection of the slides was displayed. State-of-th-art latest information by the senior experts such as Senior President of Indian Academy of Geriatrics, Distinguished Emeritus Professors, Principles and Ex-President of the geriatric society of India. The information was latest and was evidence based.

79 5. CME Programme on: “Preconference Simulation in Operation Room” 2019 on 25th November, 2019 at Simulation Lab, St. John’s Medical College Hospital, Bangalore. Organizing Secretary: Dr. K.S. Savitha, Professor, Department of Anesthesiology, SJMCH, Banglore.

Main Objectives of the CME Programme: 1. To equip anesthesiologists with the new innovative and educational tool called simulation for training and competency assessment. 2. To make practitioners understand the importance of task management which involves planning, preparing, prioritizing, providing maintaining standards and utilizing resources. 3. To sensitise the participants about good team dynamics which involves team leadership, coordinating activities and closed loop communication. 4. To understand the elements of situation awareness namely vigilance and anticipating problems. 5. To expose the participants to different elements of decision making such as identifying, reflecting and selecting options, and also balancing and re-evaluating them. Objectives specific to the domains of the workshop are as follows in the chronological order 1. Effective clinical management and documentation in a case of unanticipated difficult airway as per All India Difficult Airway Association. 2. Early recognition and safe management of a case of post extubation stridor. 3. Early recognition of intra-operative untoward cardiac event under general anaesthesia and its clinical management. 4. To know various differential diagnosis for intra-operative hypoxia and appropriate clinical management.

80 5. To effectively communicate with multidisciplinary teams and to manage haemodynamically unstable poly trauma patient on an emergency duty.

Highlights of the Observer’s (Dr. A.V. Kurpad, FAMS) Report Workshop ‘Simulation in Operation Theater” was well structured, planned and executed with due focus to time management by organizers. Faculty was very innovative in teaching, motivating every participant to be actively involved in hands-on learning. All basic needs were provided in the premises. Overall the workshop was conducted in the best possible way. Workshop hall was spacious, pleasant with central air- condition comfortable seating and effective audio visual aids conductive for interactive learning. Simulation lab was well equipped just like an operation theater with modern technological aids. Participants were enthusiastically involved in hands-on learning. Teaching learning process was very interactive giving room for critical thinking and understanding. The objectives was fulfilled and training was innovative, delineating every component of the objectives given by the convenor. A well documented LRM was given to the participants and every scenario while briefing, participants were provided with learning material. There were 32 participants registered for the CME.

6. CME Programme on: “Regional Anaesthesia – The Way Forward” on 6 – 7 December, 2019 at Command Hospital, Kolkata. Organizing Secretary: Lt. Col. (Dr.) Suresh Babu, Organising Secretary, Classified Specialist (Anaesthesia), Command Hospital (Eastern Command), Alipore Road, Kolkata

Main Objectives of the CME Programme: 1. The CME will be primarily aimed to impart practical skills to young specialists posted in zonal and peripheral hospitals. 2. A detailed systematic overview regarding the use Ultra sound imaging for regional anaesthesia techniques will be conducted during the CME in additional to didactic lectures by experts in respective fields. 81 3. Apart from specialists from the hospitals, it is proposed to invite guest speakers from across the Armed Forces Medical Services whose experience over the years will be immense practical value to the delegates.

Highlights of the Observer’s (Dr. A. Rudra, FAMS) Report The ambience of the CME was excellent, Enthusiasm, overwhelming, interactive sessions with delegates and hands-on workshop was conducted. The main objectives of the CME programme was Tools necessary to safety utilize epidemical anaesthesia, techniques using like sonography. The objectives were fulfilled as outlined by the Convenor. A well documented LRM was given to the participants. 103 participants were registered and around 80-90 participants were present during the programme. Hands-on training and practical demonstration was provided. Presentation by the Course faculty was excellent. Audiovisual aids was used during the programme and state of art information was provided which was evidence based.

7. CME Programme on: “Integrated Pharmacogenomics Program” on 18-23rd November 2019 at Department of Pharmacology, JIPMER, Puducherry. Organizing Secretary: Dr. R. Raveendran, Professor (Senior Scale and Head) Department of Pharmacology, JIPMER, Puducherry.

Main Objectives of the CME Programme: 1. The programme will serve to help clinicians as well as scientists to plan future pharmacogenetic studies by specialized pharmacogentic research methodologies. 2. To help throw light on application of pharmacogenetic testing in every field of medicine. 3. To provide a unique opportunity for scientists to apprise themselves of the current status of pharmacogentic research in various field of medicine.

82 Highlights of the Observer’s (Dr. C. Adithan, FAMS) Report The workshop started with an opening ceremony and followed by self- introduction by the resource persons and participants. The programme has fulfilled the objectives as outlined by the Convenor. The main objectives was to equip the participants with the relevant knowledge in research methodology in pharmacogenomics in order to help the clinicians, scientists and postgraduate students to effectively plan future pharmacogenomic studies. A well documented LRM was given to the participants. There were 60 participants registered and all were present during the programme. All sessions were interactive and hands-on exercises were given for all the sessions. Hands-on training was given to the participants. The lectures and exercises were presented well and were of good quality. Different types of audiovisual aids of high standards and quality were used for the programme. In addition to the main projector, 2 big high definition TVs were also used for the programme. The academic content presented was of good quality and was effectively delivered by the ourse-faculty to the participants. The information was evidence based.

8. CME Programme on: “Revisiting Issues in Rational Pharmaco- therapeutics in Key Disease Areas” on 27th November, 2019 at School of Tropical Medicine, Kolkata. Organizing Secretary: Prof (Dr) Santanu Kumar Tripathi, Professor and Head, Department of Clinical and Experimental Pharmacology, Calcutta School of Tropical Medicine, Chitta Ranajan Avenue, Kolkata

Main Objectives of the CME Programme: The Objectives of the CME were to: 1. Aware of the principles of rational use of medicines. 2. Cognizant about the need and scope of antibiotic stewardship. 3. Introduced to evidence-informed prescribing in diabetes, asthma, COPD, hypertension etc.

Highlights of the Observer’s (Dr. K.K. Sharma, FAMS) Report

The participants through attending this events, shall be showing the following attributes: 1. To make the participants aware of the principles of rational use of medicines. 2. To make the participants Cognizant about the need and scope of antibiotics stewardship. 3. Main Objectives of the CME Programme: 1. To provide the fundamentals of communication skils while health the patient and the relatives like in office and in the Community. 2. To provide the communications skills for special situation like in case of HIV patients revealing adverse outcomes to attendants. 3. To provide the concepts of leadership and supportive supervision. 4. To make the participants aware about the recent national initiatives like Ayushman Bharat-PMJAY, Health and Wellness centers: sharing the experiences and challenges faced in different states and progress of states. 5. To enable the participants use of information technology for healthcare service delivery and use of services like GIS for data collection and monitoring. 85 Highlights of the Observer’s (Dr. Rajesh Kumar, FAMS) Report The overall ambience of the CME programme was good. The participants were enthusiastic and there were fruitfull discussions/Q&A sessions including panel discussion, etc. The outlined objectives as ellobrated by the organizer were fulfilled. LRMs of al the scientific presentation were provided to the participants. A total 67 participants were registered and approx. 60-65 were present in any given time during the programme. There were three panel discussions which were very lively and held with real life case scenarios during each panel discussion. All presentations by the course faculty were good and accompained audiovisual aids used during the programme were very good quality. A State of the art evidence based information was provided. The whole CME Programme was very academic stimulating experience to all participants.

10. CME programme on : “Basic Life Support Course for Health Care Providers” on 2nd February 2020 at Patanjali Hall, Government Institute of Medical Sciences, Greater Noida, U.P. Organizing Secretary: Dr. Malobika Bhattacharya, Associate Professor, Department of Pediatrics, Government Institute of Medical Sciences, Greater NOIDA.

Main Objectives of the CME Programme 1. To provide basic life support to adult, child and infant. 2. To make the participnatsl be able to manage choking in adult, child and infant.

Highlights of the Observer’s (Dr. K.K. Sharma, FAMS) Report The National Health Policy-2017 released by the Govt. of India in MoH&FW has made it mandatory to train the Healthcare Providers (HCPs) of all rank and order and certified in the Basic Life Support (BLS) Skills. Similarly all people involved in the National Disaster Relief Force (NDRF) should also be skilled in the BLS skills including the Ambulance Drivers, Lab Technicians, Hospital Ward Staff and the Nurses and Nursing orderlies,

86 all involved in patient care and in Emergency and Routine OPD/IPD duties in the hospitals. The present BLS workshop has been a fourth in series of BLS Workshops conducted at the GIMS, Gt. Noida. The Workshop provided an opportunity to 35 doctors and nurses to learn and hone their skills in Cardio-Pulmonary Resuscitation (CPR) Techniques. The Workshop was organized under the directorship of Dr. R.K. Thapar, Professor and HOD, Pediatrics Al-Falah School of Medical Sciences and Research, Faridabad with an able team of certified Instructors: Dr. S.S. Bisht (Specialist), Dr. A.P. Azad (Senior Specialist), Dr. Mahendra Singh (Clinical Pharmacist), and Dr. Malobika Bhattacharya (Associate Professor, Dept. of Pediatrics, GIMS, Greater Noida). All attendees were given a Pre-Workshop Evaluation Questionnaire to test the background understanding of BLS and its skill components through 25 MCQs. In actual exercises, all were shown instructional videos by the Instructors explaining the scientific basis of various CPR components and steps involved and recent updates. Subsequently they were divided into two groups and given hands-on training in CPR on both the infants/ child and adult mannequins and human volunteers subjects. All exercises were interactive and all participants were given full opportunity to interact with the instructors to raise questions and clarify their queries. Finally at the end, the delegates were evaluated again thorough a written test consisting of 15 MCQs questionnaire and two practical CPR stations where one has to demonstrate CPR steps on the mannequins under the watchful eyes of the evaluating instructors who were going to give marks and scores for the performed steps of the given exercise. Majority of attendees scored 80% and above marks, whereas in the Pre-Workshop evaluation they scored less than 50% marks. All candidates successfully completed the workshop and gave their feedback on the course contents and the workshop activities. At the end all were given Certificates for attending and successfully completing the evaluation procedure. The BLS Workshop was conducted by the five faculty/ Resource Persons. It consisted three sessions: 1-h of video demonstrations, 1-h of theory lectures on the Scientific basis of CPR theory, practical and skill tips and 4 hours of Training Sessions on mannequins and live volunteer subject 87 demonstrations as hands-on exercises. Problem-based demonstrations were the highlights of the Workshop. The Workshop had both Pre-and Post-Workshop Evaluation exercises. The Second Evaluation Exercise at the end of the Workshop also has two hand-on Work Stations for evaluating the learned CPR skills by the candidates. State-of-art flaw- less A-V Aids wer provided at the venue of the Scientific Programme. All information was current, based on literature evidence, supported by the published MS of articles provided to the participants in the Workshop. All deliberation were evidence based.

11. CME Programme on: “APSID School cum Workshop on Primary Immunodeficiency Diseases” on 6th – 7th February, 2020 at Advanced Pediatrics Centre, PGIMER., Chandigarh. Organizing Secretary: Dr. Vignesh P, Assistant Professor, Allergy Immunology Unit, Advanced Pediatrics Center, PGIMER, Chandigarh Main Objectives of the CME Programme: 1. To provide knowledge on the discovery and methods of detection of novel primary immunodeficiency diseases. 2. To learn the Pathogenic mechanisms of various disorders of immunodysregulation. 3. To understand the Genetic determinants of diseases susceptibility and outcome. 4. To become aware about the Immune modulation and newer therapies on the anvil.

Highlights of the Observer’s (Dr. Meenu Singh, FAMS) Report The CME was good, overall ambience was congenial for the learning. 76 participants were registered and all attendees were enthusiastic. Time was given for discussion after the didactic lectures as well as oral posters. Didactic lectures as well as discussion by the course faculty was excellent. The workshop was expected to provide hands-on training on flow cytometery and next generation sequencing. The CME programme

88 fulfilled the objectives as outlined by the Convenor, the theoretical aspects were well covered; however practical training could have been more hands-on. A well documented learning Resource Material was given to the participants. There were oral poster presentation, poster walks and workshops on flow cytometry and genetics and poster walks and workshops were held in small group learning sessions. Hands-on training was provided to the participants. Overall presentation by the course faculty was good. Audiovisual aids used during the CME programme were Adequate and of good quality.

12. CME Programme on: “Hands-On Training and Workshop on Utilising Artificial Intelligence and Innovative Practices to Strengthening Cardiovascular Health” on 22nd February 2020 at Delhi Pharmaceutical Sciences and Research University, Pushp Vihar, Sec III, MB Road, New Delhi Organizing Secretary: Dr. Ajit Kumar Thakur, Department of Pharmacology, School of Pharmaceutical Sciences & Research University, Pushp Vihar, New Delhi

Main Objectives of the CME Programme: 1. To present an overview of artificial intelligence (AI) principles and approaches. 2. To help in developing a basic understanding of the building blocks of AI and the participants will learn to implement the AI system in their settings related to cardiovascular health.

Highlights of the Observer’s (Dr. S. Dwivedi, FAMS) Report It was a very educative and interactive CME with lots of hands-on experience on innovative practices. Only lacunae were its different locations for different sessions. However, this was overcome by prior intimations of the respective locations. The objectives was outlined which were to appraise participants about Innovation in Medical Devices for Cardiovascular Diseases. A well documented Learning Resource Material was given to the participants. It was well organized programme with large number of participants eager to learn recent medical devices and artificial

89 intelligence. There were 55 participants registered and on an average 40 were present during the programme. The program was based on PPTts, overhead and interactive sessions. A number of interactive sessions and practical demonstration/hands-on training sessions were provided to the participants. Presentation by the course faculty was very good. The state of art information was evidence based.

13. CME Programme on: “Basic and Applied Pharmacokinetics: Capacity Building Programme” held on 28th February 2020 at Lecture Theater, PGIMER, Chandigarh. Organizing Secretary: Dr. Nusrat Shafiq, Professor, Department of Pharmacology, PGIMER, Chandigarh.

Main Objectives of the CME Programme:

Highlights of the Observer’s (Dr. P.L. Sharma, FAMS) Report The CME was well organized with attentive audience and all the sessions and lectures were interactive. Discussion was meaningful. Highlights of the Observer’s (Dr. D.M. Vasudevan, FAMS) Report The CME Programme was a great success. All the participants showed great enthusiasm. 125 participants were registered (Teachers +students) and more than 100 present during the programme. At the end of each presentation, there was good interaction among course faculty and the students. CME programme fulfilled the Objectives of the CME programme, which were Genetic testing of rare disorders, and gain a deeper understanding of biological mechanisms of rare diseases. A well documented Learning Resource Material was provided to the participants. The Medical Scientists’ Exchange Programme : (Health Manpower Development) One of the activities promoted by the Academy under Continuing Medical Education Programme in the area of Health Manpower Development is the Exchange of Medical Scientists’ possessing positions at junior and middle levels. The Academy provides funding to junior and middle level specialists/ scientists to go to well established centers of excellence and acquire new/ newer skills. Under the scheme, the selected nominees are eligible for reimbursement of traveling expenses (limited to actual II class AC two-tier rail fare) and D.A. @ Rs.300/- per diem during the training period subject to maximum of Rs.5,000/-. Two hundred three (203) Medical Scientists/Teachers have been selected for the advance training upto the year 2019-20 and have successfully completed their proposed training programmes after getting the grant-inaid from the NAMS.

Highlights of the Observer’s (Dr. B.K. Jain ) Report:

The National Symposium on Breast Cancer – Current Trends in Diagnosis and Management was very well organized. A wide range of topics on breast cancer were covered by eminent expert faculty from prestigious institutions of the country. The participant interacted with faculty freely. During the panel discussion, participants had the opportunity to raise a diverse range of topics for clarification from the panel experts. The overall ambience of the symposium was very encouraging to the participants. Participants were familiarized with latest guidelines on diagnosis and management of breast cancer. A well-documented Abstract Book of 69 pg, covering the topics presented during the symposium, was distributed to the participants. 97 participants were registered and 85 to 95 participants were generally present throughout the programme. All the lectures were interactive. I addition, a panel discussion gave ample opportunity to clarify their queries from the expert panel. A poster display was also organized showcasing various aspects of epidemiology, diagnosis, and management of breast cancer. All the lectures were interactive in format and the participant had ample opportunity to actively participate in the programme. Presentation by the course faculty was excellent. Audiovisual aids used during the CME Programme were very good. Information provided was evidence-based. The CME programme was high quality and was highly beneficial to the participants.

2. CME Programme on “Antimicrobial Resistance” held on 11th October, 2019 at All India Institute of Medical Sciences, Bhopal. Highlights of the Observer’s (Dr. Snehalata. S. Deshmukh, FAMS) Report:

The outlined objectives of the CME Programme was discussed and partly fulfilled. To fulfill all the objectives there should be more participation of Undergraduate students, Post-graduate students & Resident Doctors including Lectures; more stress on having antibiotic policy of the hospital. Also for preventing infection a stress should be laid on proper sterilizing techniques, prevention of fungal infection, Hospital cleanliness & washing hands. Organizers did not provide LRM to participants. Total registered participants were 176. Number of participants available during the programme was 70. The programme consists of didactic lectures and demonstration by ppt and videos. The programme was interactive. Presentation by the course faculty was excellent as the speakers were the stalwarts in their field except few. The Audiovisual aids used during the CME Programme were good. Academic contents, i.e. was the state of art information provided was upto 75%. The information provided was evidence-based upto 45%.

Highlights of the Observer’s (Dr. R.M. Pandey, FAMS) Report: The symposium was very well organized. Ambience was excellent. Most of the participants were young researchers with full of enthusiasm and keen to learn about the subject. In all the sessions, there was an excellent participation from the participant, both in the audience and from AIIMS, Jodhpur, through online. In future such programmes need wider publicity so that more young researchers could benefit. Audio video system was much better than what it used to be. The main focus of the symposium was to highlight about the Triple Burden of Malnutrition in India based on the findings from research work based on data from multiple sources. The target audience was primarily the young researchers working in the field of nutrition and health. Through an excellent content and the speakers, organizers were able to achieve the objectives of the symposium.

100 About 60 participants were registered and 50 were present throughout the programme. The programme was interactive. Presentation by the course faculty was excellent. The Audiovisual aids used during the CME Programme were very good. Academic contents, i.e. was the state-of-art information provided was most update and the information provided was evidence-based.

4. CME cum Workshop on “Competency Based Education in Pediatrics: Challenges and Opportunities” held on 3rd November, 2019 at All India Institute of Medical Sciences, Jodhpur. Organizing Officer: Dr. Kuldeep Singh, Dean Academics and Professor Pediatrics, All India Institute of Medical Sciences, Jodhpur.

The Objectives of the CME was to familiarize the participants with : 1. To sensitize young faculty members towards new MCI CBME curriculum for UG & PG education. 2. Creating awareness for technology integration in pediatric medical education and child health. 3. Facilitate Faculty development for Entrustable Professional Activities (EPA) and framing Competencies required form the health professionals. 4. To develop research acumen and use of innovations in teaching learning among healthcare professionals dealing with children. 5. To align conventional teaching technologies with contemporary competency based educational methods.

Highlights of the Observer’s (Dr. Piyush Gupta, FAMS) Report: The symposium was conducted in a conducive environment. The e-classroom utilized for the CME was appropriate in size. All required Audiovisual facilities were available. Since the CME was conducted just

101 prior to the conference most participants and faculty from the conference had arrived in Jodhpur and enthusiastically took part in the CME. The hall was perfect for facilitating interactions. Participants were seated in group of 5-6 per table in half moon configuration and the speaker could easily navigate through the tables to reach the last participant. Cordless mikes were there for hassle free comments and interaction with participants. The temperature of the hall was perfect and there was arrangement of tea/ coffee just outside the main hall. Participants were very enthusiastic and included delegates from all over India, and also from Nepal and Bhutan. All the above objectives were addressed in the CME. Due to paucity of time all areas could not be discussed in detail but all the concepts were adequately touched upon, which should be adequate for adult learners and stimulate them for further explorations. The subsequent CMEs can address smaller subheadings such as methods or specific learning objectives individually. LRM was provided as abstract of all presentation were compiled in a Souvenir Booklet. Number of participants registered were 105 and were divided into main CME group, Workplace Based Assessment and Attitude, Ethics and Communication Group. 98 participants were present throughout the programme. The Programme was very interactive and hands-on-training and practical demonstration were provided to the participants. Presentation by the course faculty was excellent. Audiovisual aids used during the CME Programme was appropriate. Academic content i.e. the state-of-art information was provided and the information was evidence-based.

1. Summary of Lectures delivered by Retd. Air Marshal (Dr.) M.S. Boparai, Emeritus Professor, NAMS Lecture on Random thoughts on Ocular Trauma to the World Congress of Ocular Trauma at Delhi on 15th December 2019. Trauma is as old as the human civilization. Ocular trauma is no exception. Out of nearly 9 million blind people in India approximately 1/3 are thought to be due to ocular trauma. Ocular trauma assumes a great importance as the delay in handling is fraught with visual morbidity & even blindness. This particularly happens in cases of polytrauma.

There is an urgent need to sensitize the casualty medical officers & General surgeons to involve the Eye surgeons in treating these cases from the very beginning. First attention does go to saving life but if an eye surgeon is involved early the eye injury will be attended in time to reduce & avoid ocular & visual morbidity. It is not uncommon to see a patient recover from polytrauma but is left with impaired vision or even blindness. This is avoidable. Rehabilitation of visually disabled is very very important & the job of the treating eye surgeon. He should have no hesitation in involving the Institute for visually handicapped, Dehradun or such other organization from the very beginning.

Prevention is even more important than treatment & needs great emphasis. Involvement of the Media & Socio- religious organisations is very important. Governmental organizations should ensure the availability of safety devices & implements in trade, agriculture & manufacturing. Lastly, refreshing & updating the training of the eye surgeons in handling ocular trauma & use of microscope in handling intraocular as well as extraocular injuries is of prime importance.”

108 Report of Academic Committee & Academic Council The Meetings of Academic Committee and Academic Council were held on Tuesday, the 3rd March, 2020 at the National Academy of Medical Sciences (India), New Delhi. The members were apprised about the four Intramural CME Programmes held during the year. All the programmes were successfully held. The recommendations of the meeting are as following: Regarding Lifetime Achievement Award for the year 2019, to Dr. Mukund S. Joshi, it will be delivered at his house in Mumbai to his family members after convocation. • Contribution of NAMS-Centre for Research in Medical Education at AIIMS, Jodhpur The Members appreciated the work being carried out in the Jodhpur Centre and recommended continuing the extension of the Centre for further two years i.e. July 2020 to June 2022). • To consider and discuss Scientific Programmes for NAMS Annual Conference 2020 to be held at the North Eastern Indira Gandhi Institute of Health & Medical Sciences, Shillong The letter received from Dr. D.M. Thappa, Director, regarding NAMSCON-2020 was placed before the Committee. Secretary informed the Committee that Dr. Thappa has proposed the topic for CME as “Multi- Drug Resistant Tuberculosis in North East”; (Epidemiological Aspects, Microbiological Aspect, Drug Resistance, Clinical Profile, Challenges in Laboratory Diagnosis, Treatment Protocols in MDR TB, Surgical aspects MDR TB, National Tuberculosis Elimination Programme with reference to MDR TB, Newer Drugs and Future Prospects, Adherence/Compliance to treatment). The CME Proposal was approved by the Committee. Few topics/speakers were suggested by the members also- as Pediatric TB, MDR- HIV-TB contribution – Dr. Rajeshwar Dayal, Dr. A.K. Sharma also showed his interest to be a speaker in the CME Programme. Dr. Mira Rajani suggested that there should be a talk on interventional aspects. Dr. Srivastava suggested that he will discuss with the Chairperson and write a letter to the Director, Shillong. Dr. S.S. Deshmukh suggested the topic for Scientific Symposium“Mental Health” and was approved by the Committee. Dr. Deshmukh suggested few names of Psychiatrists and Psychologists for the Scientific Symposium in NAMSCON-2020. NAMS has also started NAMS YouTube Channel (National Academy of Medical Sciences India), which is free for wide circulation of CMEs organized under the aegis of NAMS. With the help of NKN connectivity, NAMS connects to other academic institutions like AIIMS Jodhpur, Rishikesh, Bhopal, Patna, Bhubaneswar, etc. so that people from distant places can also participate in interactive sessions and teaching/ learning programmes. This not only enhances the goals of our GoI but also minimizes the financial expenditures. NFI-NAMS DR. C. GOPALAN CENTENARY SYMPOSIUM On “Triple Burden of Malnutrition in India: A Research Update”, was successfully held on 18th Oct. 2019 at Smt. Kamla Raheja Auditorium & Prof. J S Bajaj Centre for Multi-professional Education, NAMS House, Ansari Nagar, New Delhi. FINANCE

During the year 2019-20, a sum of Rs.44,36,000/- as Life Membership from Fellows and Members has been received. Besides, an income of Rs. 38.23 Lakh has been received on account of interest on the fixed deposits.

The audit of accounts for the year 2019-20 has since been completed by the Chartered Accountant. The Council members have also approved the statement of accounts in principal. These are now recommended for adoption by the General Body.

A) Significant Accounting Policies 1. Accounting Convention The financial statements have been prepared under the historical cost convention on cash basis.

2. Revenue Recognition Revenue, donation, grants are recorded when received. Expenses are recorded when paid.

3. Fixed Assets Fixed Assets are recorded at Original Cost.

4. Depreciation Depreciation is being charged on fixed assests.

5. Grants Grants are recorded in accounts as per specific direction of donor. The government grant received is recurring in nature. The grant is credited to the income and expenditure accounts

B) NOTES FORMING PART OF ACCOUNTS 6. During the year, 100% of Life membership fee received from members credited to respective Capital Fund Accounts.

7. The corpus fund received by Academy for orations and awards has been earmarked for that particular funds as per direction of the donor. 8. The Academy has two buildings known as old building and new building Smt. Kamla Raheja Auditorium and J.S.B. Center for

150 Multi-Professional Education. The Academy and National Board of Examination (NBE) are sharing the accommodation of old Building in accordance with the terms and conditions which has been approved by Ministry of Health and Family Welfare, . The Academy is incurring all maintenance expenses and 50% of those expenses are recovered from NBE and acccordingly reduced from the maintenance expenses.

9. The newly constructed building Smt. Kamla Raheja Auditorium and J.S.B. Center for Multi-Professional Education have been completed and are functional. 10. The Physical verification of fixed assets and its reconciliation with books of accounts is pending. 11. Previous year’s figures have been regrouped wherever necessary.

Every year, during the NAMS Annual Conference, a Scientific Symposium is organized on a topic of great relevance to the health care needs of the Country. The special Council meeting held on 28th July, 2020 recommended: i. The 60th Annual Conference (NAMSCON-2020) will be held at National Academy of Medical Sciences, New Delhi. ii. The Scientific Components of the Annual Conference namely NAMS Orations and Awards could be held as Webinars. NAMS is going to organize two webinars in December 2020.

7. Lifetime Achievement Award

The Council at its meeting held on 3rd March, 2020 approved the conferment of Lifetime Achievement Award under Rule 34(d) on Dr. Manorama Berry, FAMS for the year 2020 in recognition of proven track record of professional excellence with subject expertise of high order. She has been Committed Professional and a fine Academician. She has served the Academy in different capacities as Council Member, Treasurer and Member of differenct Standing Committees etc.
