GILMORE The principal objective of the Authority Is to achieve the adoption of soli-conserving land use practices by all/and users In the State. Specific alms are: • To achieve correct systems of land use and management on all land In the State so there Is neither loss of soU nor Its fertility. • To control erosion and reclaim eroded land. • To ensure correct land use In water supply catchments, with the object of protecting water quality and maintaining sustained yield. • To provide a service to /andholders which w/11 ensure the efficient utilisation of "on farm" water resources In areas outside designated Irrigation areas. • To promote community awareness of the need for sol/ conser­ vation. • To provide advice and co-ordinate the policies and activities of government departments and public authorities on the alienation, occupation, care and use of Crown lands, to ensure that soli erosion does not occur. • To control shallow extraction of soli, sand and gravel, to ensure soli protection during and after extraction. District Advisory Committees SOIL CONSERVATION AUTHORITY THIRTIETH ANNUAL REPORT FOR THE YEAR ENDED 30 JUNE 1979 Under the provisions of the Soil Conservation and Land Uttlization Act 1958 No. 6372, the Soil Conservation Authority has the honour to present to Parliament its Annual Report for the year ended 30 June 1979. BENCHMARK REPORT The 27 of February 1979, was a day of some significance for soil conservation in Australia. On that day the summary report of the Commonwealth-States Collaborative Soil Conservation Study, entitled "A Basis for Soil Conservation Policy in Australia" was tabled in Federal Parliament and received the support of all parties. Subsequently the report was tabled in most State Parliaments. This comprehensive study, undertaken during 1975-1977, revealed for the first time the full extent of soil erosion and land degradation throughout the Nation. it also put forward practical recommendations which would ensure their treatment The report estimated that $675 million. at 1975 values, would be required for capital works to treat existing soil erosion problems in Australia. For Victoria, the cost was estimated to be $122 million. Of this amount, $50 million would be required over the next decade, in situations where there would be irreversible damage to the land resource or serious off-site effects if action is not taken. There are two significant things about the report The first is that it does more than catalogue problems-it also seeks solutions. These are contained in thirty-two important recommendations addressed to Commonwealth, State and Local governments. There is an embracive recommendation that "soil conservation activity in Australia be intensified and extended and better integrated with policies for rural areas and planning for coastal, urban, recreational and mining areas". But perhaps one of the most important recommendations is one which recommends the provision of financial assistance by the Commonwealth to the States for approved projects. The acceptance of this recommendation would be a landmark. lt would be a Federal acknowledgement that the well-being of the Nation, as well as that of the constituent States, is inextricably bound up with the fate of its primary resource-the soiL THE ECONOMICS OF SOIL CONSERVATION One of the fourteen volumes of the Collaborative Soil Conservation Study is a detailed economic evaluation of the Eppalock Catchment Soil Conservation Project in Victoria. The project was commenced in 1960 and completed in 1975 at a cost of $1.2 million. The project formed the prototype of the Authority's Group Conservation Area approach. lt was planned and administered by the Authority, which provided technical and other assistance, including the construction of soil conservation works. to 373 landholders over an area of 827 square· kilometres. The economic study shows that the project gave an internal rate of return of 25.4%, with a benefit-cost ratio of 2.0 (using an 8% discount rate). The quantifiable benefits are increased stock-carrying capacity, reduced siltation of Lake Eppalock with consequent protection of the storage capacity and water quality, and reduced road maintenance. Unquantified benefits include flood mitigation" and a reduction in the spread of gully erosion and in the rate of soil and fertility loss.     14. Dissonance surrounding the Aboriginal origin of a selection of placenames in Victoria, Australia: Lessons in lexical ambiguity Ian D. Clark Federation University Australia When studying the history of some 3,400 Aboriginal toponyms in Victoria, Australia, the majority of placenames were found to have no equivocalness or ambiguity about them (Clark and Heydon 2002). Although it was not possible to find meanings for every one of these Aboriginal placenames, in terms of historical accounts and folk etymology there was no ambiguity – the vast majority of the placenames are accepted in the source material as being of Aboriginal origin. This paper concerns some 26 placenames for which there is dissonance or a lack of agreement about whether or not they are Aboriginal in origin. These names are considered in some detail in an effort to resolve their lexical ambiguity and an attempt is made to explain the reasons for the ambiguity and to find any patterns and causal factors. The merits of the claims and counter claims in each case will be examined and an attempt made to categorise the assertion of Aboriginal etymology as either grounded in the historical evidence, or likely to be explained by folk etymology – that is, a false meaning based on its structure or sound that may lack historical basis but has been accepted through common practice, or explained as a false etymology that neither accords with historical evidence nor equates with folk etymologies. A critical issue when considering toponymic etymology is the fragility of toponymic knowledge and the concomitant difficulty of learning about the origins of placenames.

Submission 12 April 2006 Kinglake Ranges Overview The Kinglake Ranges (inclusive of the communities of Toolangi, Castella, Glenburn, Kinglake, Middle Kinglake, Pheasant Creek, Kinglake West and Flowerdale) covers an area of approximately 1900 sqkm and is at its nearest point less than 50 km from the Melbourne CBD (less than one hours drive). A significant proportion of our population (estimated at > 6,000 people and growing) commute to the suburbs or city daily to work or to undertake post primary education (our youth attend over 20 different secondary schools). Historically, the community has been significantly disadvantaged, with Kinglake recording the highest unemployment and youth suicide rates in the state in the early 1990’s. Isolation and inadequate or non-existent public transport has always compounded our disadvantage. Drug and alcohol abuse, domestic / family violence and mental health issues have all been matters of concern particularly given the absolute absence of health and welfare services to the area. In recent years the area has seen a large growth in the number of young families. Our fragmented youth population makes it almost impossible to sustain junior sporting teams, despite well over 500 high school aged young people living in the wider region. Tracking young people’s transition to training, employment or further study is extremely difficult with many falling through the gaps. Local employment opportunities continue to be extremely limited. The dispersal of community members has a detrimental impact on community connectedness and social cohesion.

    A short story of the Canadian Corridor The Flora and Fauna “Messmate Stringybark-Peppermint type forest dominates the vegetatation. Interesting understorey flora include nine acacia species, attractive stands of Cherry Ballarat and various cassinas, parrot peas, milkwort and daisies. The herb layer includes a variety of orchid species, chocolate lilies, bluebells and violets whilst grass trees are common throughout the Forest” “Surveys have recorded the Grass skink, Blue tongue lizard and Mouse Dunnart. The Koala is occasionally seen and the Swamp Wallaby may venture into the forest from adjacent bushland. Considering the central location, bird life is unexpectedly plentiful due mainly to the nearby Yarrowee River Vegeation. Various honeyeaters, thornbills, White-throated Treecreeper, Scarlet Robin, White-winged Chough and Grey Fantail are often seen.” Ref (1) The Wadawurrung The Wadawurrung have lived in the area for thousands of generations, there are many areas of cultural and archaeological significance to Wadawurrung People within the region, indicating a significant level of activity of the Wadawurrung People. At the time of colonisation, three of the twenty five Wadawurrung clans lived in the vicinity of the Eureka diggings and the Canadian Forest: the Burrumbeet balug at Lakes Burrumbeet and Learmonth, Keyeet balug, a sub-group of the Burrumbeet balug, at Mt Buninyong, and the Tooloora balug, at Mt Warrenheip and Lal Lal Creek. At present, the descendants of the last known Apical Ancestor of Wadawurrung People are represented by the Wathaurung Aboriginal Corporation (Wadawurrung), who were formally recognised by the State Government as the Traditional Owners of Wadawurrung Country in May 2009, under the Aboriginal Heritage Act 2006.

    Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum.
