1 GOVERNMENT OF KERALA Abstract Finance Department - Budget Estimates 2015-16 – Fund for Expansion and Development – Allotment of first instalment of Funds to Local Governments - Sanctioned - orders issued. GO (P) 119/2015/Fin Dated 21/03/2015 O R D E R As recommended by the Fourth State Finance Commission and accepted by the Government of Kerala, an amount of Rs. 4798.73 crore is earmarked for Development Fund for the year 2015-16 to the Local Governments. Allotment for Development Fund except Special incentives to best Local Governments, fund for KLGSDP with World Bank Assistance and 14th Finance Commission Award and share as per the tax effort criterion is to be issued to the Local Governments in three instalments. viz, March (to be spent from 1st April of the subsequent financial year), July and December (to be spent before 31st March of the Financial Year) of every year. First Allotment of the same for the Financial Year 2015-16 is worked out as Rs. 1131,94,53,002/- (Rupees One thousand one hundred and thirty one crore ninety four lakh fifty three thousand and two only). Based on the decisions on the recommendation of the Fourth State Finance Commission and various financial adjustments already in position, the following orders are issued: 2 1. First instalment of Allotment for Development Fund amounting to Rs. 1131,94,53,002/- (Rupees One thousand one hundred and thirty one crore ninety four lakh fifty three thousand and two only) is issued to the Local Governments as in Annex I to V. 2. Director of Treasuries shall make available copies of this order to the District / Sub Treasuries with digital signature of the Director of Treasuries through Treasury intranet. 3. Treasury officers shall treat this order as an allotment letter only when received with the digital signature of the Director of Treasuries through Treasury intranet only. 4. The drawal of funds from the consolidated fund as per this allotment will be allowed only after exhausting the funds available in the concerned Public account. 5. The head of Account from which the amount is to be drawn for each tier of Local Governments is given in the Annex. 6. Secretaries of Local Governments shall draw the amount from the revenue head of account ‘3604’ by producing fully vouched contingent bills. 7. Implementing officers of the Local Governments shall also draw the amount from the revenue major head of account ‘3604’ by producing fully vouched contingent bills along with the allotment letter issued by the Secretary of the Local Government. 3 8. Treasury officer shall ensure that the contingent bills presented under Development Fund from a Local Government should not exceed the allotment mentioned in the Government order received through the intranet for this purpose.
