MARLIN Under the Direction of Dr. H. Robert Baker ABSTRACT Today, the strength of the National Rifle Association (NRA) is understood by the general public and many scholars to be dependent on the Second Amendment of the U.S. Constitution, the right of individuals to own firearms. This dissertation challenges that understanding by focusing on three organizations, the NRA, the National Guard and the National Board for the Promotion of Rifle Practice (NBPRP). While each organization appears in today's world to be distinct and independent, this dissertation reveals how they garnered strength from a symbiotic relationship. The NRA was founded in 1871, originally as a marksmanship organization. The National Guard, which grew from the nation's militia, was formally established in the early twentieth century. The NBPRP was a small organization that was established in 1903 within the War Department at the encouragement of the NRA. Following passage in 1903 of legislation bringing state militia units under federal control, the newly formed National Guard became dependent on the NRA, which in turn leveraged that dependence to create a nationwide grassroots organization. The NBPRP was headed by the Assistant Secretary of War until 1916 when the position of the Director of Civilian Marksmanship was created, to be held by a U.S. Army or U.S. Marine Corps officer. The NRA acted as the surrogate of the NBPRB outside of the halls of government. At the same time, the NBRPB provided the NRA with a voice within those same halls that aided in the development of federal policy and budget positions related to firearms acquisition, competition, and training. The purpose of this dissertation is to reveal how the NRA was able to employ these two public institutions to develop an exceptionally powerful grassroots organization that today is recognized as one of the most influential special interest groups in America. Understanding how the NRA grew as a private gun lobby offers one perspective of how the bureaucracy that has been developed to support America's federal system of government is uniquely susceptible to special interest influence. This is, therefore, not so much an acknowledgement of support for my dissertation as it is for my transition from one world to another. As I began that journey, I was embraced, encouraged and supported by classmates who, though younger than my son, made the trip so very valuable. Elizabeth Henry, Loren Moran, Matthew Meyers, Mark Fleszar and Joe Bagley were just a few of my fellow TA's who never stopped encouraging me and along the way they actually convinced me that I would pass my comprehensive examinations. At the other end of that spectrum were the instructors who, beginning with Michelle Brattain, never stopped believing that I would accomplish the goal that I had set. I owe a special thanks to Dr. Brattain, for challenging me in the classroom and then encouraging me to come back to school to become an historian. I owe similar thanks to Larry Youngs and David Sehat for their encouragement and the way in which they made intellectual history come alive. Rob Baker, who first suggested I would have no difficulty understanding constitutional and legal history because I had lived it, lied. But his prevarication worked and in the process of following his direction, I did learn. Through his direction, I never doubted that I would finish my dissertation and for that, I owe him a debt of gratitude. Four regular army regiments of black soldiers, the Ninth and Tenth Cavalry, and the Twenty-Fourth and Twenty-Fifth Infantry served in this conflict. Alongside the regular army regiments, two volunteer regiments of black soldiers, the Forty-Eighth and Forty-Ninth, also served. During and after the war these regiments received little attention from the press, public, or even historians. These black regiments served in a variety of duties in the Philippines, primarily these regiments served on the islands of Luzon and Samar. The main role of these regiments focused on garrisoning sections of the Philippines and helping to end the insurrection. To carry out this mission, the regiments undertook a variety of duties including scouting, fighting insurgents and ladrones (bandits), creating local civil governments, and improving infrastructure.

This process has attracted a great deal of attention, debate, and feedback to the Task Force from Western students, faculty, staff, and alumni, and unsolicited input from the general public as well. Several editorials were published about the Huxley name in particular by members of the WWU community in both campus and off campus publications (see Appendix). Many individuals have expressed strong views and concerns about the factors the Task Force is taking into consideration and their comparative weighting in reviewing names and potentially making recommendations for removal.     The Great Gun Control War of the 20th Century—and its Lessons for Gun Laws Today By David B. Kopel1 A movement to ban handguns began in the 1920s in the Northeast, led by the conservative business establishment. In response, the National Rifle Association began to get involved in politics, and was able to defeat handgun prohibition. Gun control and gun rights became the subjects of intense political, social, and cultural battles for much of the rest of the 20th century, and into the 21st. Often, the battles were a clash of absolutes: One side contended that there was absolutely no right to arms, that defensive gun ownership must be prohibited, and that gun ownership for sporting purposes could be, at most, allowed as a very limited privilege. Another side asserted that the right to arms was absolute, and that any gun control laws were infringements of that right. By the time that Heller and McDonald came to the Supreme Court, the battles had mostly been resolved; the Supreme Court did not break new ground, but instead reinforced what had become the American consensus: the Second Amendment right to keep and bear arms, especially for self-defense, is a fundamental individual right. That right, however, is not absolute. There are some gun control laws which do not violate the right, particularly laws which aim to keep guns out of the hands of people who have proven themselves to be dangerous. In the post-Heller world, as in the post-Brown v. Board world, a key role of the courts will be to enforce federal constitutional rights against some local or state jurisdictions whose extreme laws make them outliers from the national consensus.

The enforcement of anti-Chinese immigration laws, starting in the late 19th century, initiated the creation of the U.S. as a “gatekeeping nation-state.” Scholars have examined the boundaries formed by exclusion of Asians and Asian Americans from the social and physical spaces of U.S. society. In this work, an intersectional analysis of Chinese immigrant and Chinese American women and families complicates existing narratives of U.S. immigration, race, and gender. By focusing on women’s experiences as boundary-crossers who challenged community prescriptions and anti-Chinese policies, this work shifts the historiography away from male, working-class immigrants. In its broadest arguments, this dissertation 1) constructs a social history of Chinese America using the experiences of transnational students, interracial families, and Chinese American women who were expatriated via marriage and then re-claimed their U.S. citizenship; 2) argues that these women’s gendered negotiation of state power changed the ways in which white immigration officials perceived them, a ground-level foreshadowing of post-World War II raced and gendered immigration dynamics; 3) challenges the normative idea of Chinese America as coastal, urban Chinatown space and co-ethnic community; and 4) re-maps Chinese ii America through regional mobility and networks, focusing on understudied areas of the Midwest and Mid-Atlantic.

McCurdy, a former aide to then-Representative Slade Gorton, has graciously given us permission to reprint his account of the redistricting battles of the 1960s, A Majority of the People: Factional Politics and Redistricting in Washington State (1970). About the Author Howard E. McCurdy, who holds a Ph.D. from Cornell University, is a professor of Public Administration at American University in Washington D.C. Born in California, he also attended the University of Washington, where he received both a Bachelor of Arts degree and an M.A. in public administration. While at the University of Washington, McCurdy served as an aide to then-Representative Slade Gorton during the redistricting battles of 1963 and 1965. A Majority of the People: A Case Study in the Redistricting of Washington State was originally written as his Master’s thesis. HistoryLink.org Supplement for Washington: A State of Contrasts 1 Washington: A State of Contrasts has been identified as the most commonly used Washington state History textbook for 7th and 8th grades for the 2011-12 school year. Using this textbook as a base for identifying the specific themes and topics that are being covered in required Pacific Northwest History middle school classes, the Education Team at HistoryLink.org has created this supplement for teacher and students. This supplement was developed as a tool to assist in identifying HistoryLink.org essays that can be used to study and research the state history themes and topic in more depth. The name of each relevant essay is listed as well as the abstract, number, and link to the full essay. This supplement also aids HistoryLink.org in identifying general or specific topics for which more essays are needed or would be helpful in the Washington state History classroom.
