However, starting in the 1980s, the railway became unable to keep pace with the increasing demand for transportation, and railway transport volume ceased to rise mainly due to superannuation and lack of sufficient locomotives2. 1“Operating kilometers” refers to the distance traveled by commercial transportation such as railways and buses on regular routes.
