We would like to express our deepest gratitude to all those involved in guiding and supporting us since our establishment, especially government organizations including the Ministry of Education, Culture, Sports, Science, and Technology (MEXT), the industry, the academia, and research institutions. I am also grateful to my predecessors, officers, and staff members who have undertaken tremendous efforts for the progress of JST. Japan Science and Technology Corporation (the former JST) was established by merging two existing organizations, Japan Information Center of Science and Technology (JICST) and Research Development Corporation of Japan (JRDC), in October 1996. The objective of this merger was to proactively implement initiatives set out in the “Science and Technology Basic Law” while strengthening the infrastructure for the promotion of science and technology in a comprehensive and effective way. After its establishment, it was reorganized as an independent administrative institution, the current JST, in October 2003 and later as a national research and development agency in April 2015. Specifically, the donations, including those from customers and Aeon Doyuten-kai (association of tenant stores at Aeon facilities) will be sent to the funds established by the three prefectures to support the lives and education of local children. In March 2012, one year after the occurrence of the disaster, Aeon announced its commitment to supporting the recovery of afflicted areas under the banner, “Making our wishes for recovery from the 3.11 disaster come true.” Since then the company has been conducting tree planting and volunteer activities in the affected areas while commercializing the products made in those areas. Kurikoma Ichinoseki Pacific Ocean Foreword On March 11, 2011, a great many precious lives and property were stolen from us by the Great East Japan Earthquake and the massive tsunami and aftershocks that followed. In Iwate Prefecture, 4,672 people along the southern coast were killed, and there are still 1,130 people missing. The most extensive damage occurred mainly in the coastal areas. On April 11, 2011, one month after this great disaster, turning toward reconstruction, we formulated the “Basic Policy for Reconstruction after the Great East Japan Earthquake and Tsunami.” This policy puts in place two principles: first, to ensure the survivors’ livelihood, education, and work, as well as to protect the pursuit of happiness for each individual; and second, to keep the love the victims had for their hometown. Based on this policy, we established the “Iwate Prefecture Great East Japan Earthquake and Tsunami Reconstruction Plan” in August 2011. The entire plan runs from 2011 until 2018, for a total of 8 years.
