The first one was of 5.4 on the Richter Scale with its epicenter in the valley of the Laguna de Apoyo, 35 km south of Managua City. It caused comprehensive damage to dwellings and agriculture of peasant farmers in the area. The second earthquake was of 5.2 on the Richter Scale with its epicenter in the hills of the Coyote, affecting directly the city of Masaya and the Municipalities of San Juan de Oriente, Catarina, Dario, Diriomo, Niquinohomo y Nindirí. ACT members in Nicaragua responded immediately with their own resources to help the most needy in the crisis phase. The Lutheran Church of Nicaragua along with Centro Intereclesial de Estudios Teológicos y Sociales (CIEETS) are submitting a proposal to help the most vulnerable of the affected population with reconstruction of houses and income generating projects. The proposal comprises the following components: ¨ Food distribution ¨ Reparation of damaged houses ¨ Reconstruction of pottery and bakery kilns ACT is a worldwide network of churches and related agencies meeting human need through coordinated emergency response. The ACT Coordinating Office is based with the World Council of Churches (WCC) and the Lutheran World Federation (LWF) in Switzerland. -

Throughout the past 16 years, we have ONTEALEGRE T M sought to ensure that Nicaraguans and the internation- al community were provided with accurate information ARGARITA about the quality of the elections. Carter Center M observers and staff tracked the technical preparations and the electoral campaigns, observed the vote process and count, and provided follow-up visits to monitor electoral justice and the inauguration of new officials. We contributed our knowledge, suggesting to election authorities, political parties, and civil society ways in which the election process could be improved. -

HI – Federal Information –Nicaragua Country card – 2017 09 EN Nicaragua 2017 MANDATE Since 1997, HI has developed and strengthened the technical skills of partner organisations working in the field of disability in Nicaragua. After working in the country for 15 years, HI decided that the conditions were right to transfer the overall management of the project to its local NGO partner, Visíon Inclusiva, and to phase out its actions in Nicaragua. Visíon Inclusiva has been working in the field of disability since 2011. HI continues to support the organisation’s projects and to strengthen its autonomy. SITUATION Nicaragua is one of the poorest countries in Latin America and the Caribbean (125/188 HDI1). This poverty has caused serious health problems - cancer, cardiovascular problems, diabetes and high blood pressure - which are the leading causes of morbidity2 and mortality3 among adults in the country. An estimated 9% of people have diabetes and 25% have high blood pressure. Approximately 52% of people with diabetes also have high blood pressure4, For 2017 the ninth / fourteenth line of action of the Ministry of Health are chronic diseases. INITIAL ACTIONS Since 2004, HI and NGO Visíon Inclusiva (VI) have worked together, in partnership with decentralized structures of the Ministry of Health, clubs for people with diabetes and hypertension, and the “Fe y Esperanza” association of diabetics and hypertensive people (ADHFE)5 in the departments of Estelí and Masaya, where the incidence of disability is particularly high, and where chronic diseases such as diabetes, cardiovascular disease, high blood pressure and arthritis are extremely high. In 2016 VI has started a new project to prevent diabetes in partnership with two universities in the department of León. -

CHAPTER IV. B NICARAGUA I. INTRODUCTION 1. The Inter-American Commission (hereinafter “the Commission,” “the Inter-American Commission,” or “the IACHR”) has been monitoring with special attention the progressive deterioration of the human rights situation in Nicaragua, especially since the start of violence on April 18, 2018 in the context of the state’s repression of protests. 2. On May 3, 2018, the IACHR announced the establishment of the Rapid and Integrated Response Coordination Unit (Sala de Coordinación y Respuesta Oportuna—SACROI), for the purpose of focusing special attention on the human rights situation in Nicaragua using its various mechanisms.1 Because the protests against the state’s repression did not stop, the President of Nicaragua expressed his receptiveness to a National Dialogue, in which the Catholic Church would participate as mediator. The Church requested the Commission to visit the country as one of the principal conditions to establish the dialogue group.2 On May 13, 2018, the state of Nicaragua consented to have the Commission make a working visit “for the purpose of observing onsite the human rights situation in Nicaragua in the context of the events from April 18 up to the present date.”3 3. On May 17 to 21, 2018, the Commission made a working visit to the country and issued its preliminary observations with 15 initial recommendations addressed to the state.4 On June 20, 2018, the state of Nicaragua transmitted to the IACHR the agreements reached at the sessions of June 15 and 16 in the National Dialogue, among which the following was indicated: “1. -

36224 V. 2 ANNEX 1: Municipal Sources of Finance Prior to 2004 1. Municipal Revenues 1. The sources of financing for municipalities are: revenues from municipal and Public Disclosure Authorized shared taxes, capital transfers, current transfers, donations, and loans. Current revenues include: sales taxes, property taxes, other local taxes, tariffs and duties, registration fees, shared taxes, and fines. These revenues used to be higher in the early nineties but progressively declined mostly because of tax reforms which limited the taxing capabilities of municipalities. In 2002 the total amount raised by all Nicaraguan municipalities was C$ 432 million (US$ 30 million, 0.7% of GDP). Most of the revenues used to come from the sales tax whose rate was decreased from two percent to one percent in 1997, in addition, a significant number of mandated exonerations reduced considerably the resources available to local municipalities. The property tax was supposed to compensate for these revenue losses. However, municipalities were reluctant and/or unable to raise enough revenues with the property tax. The main problems were lack of clear property rights and funds to administer locally property taxes.1 The remaining source of current fiscal revenues -the vehicle tax, registrations fees, stamp Public Disclosure Authorized duties- had a relative smaller role. 2. Municipalities received a substantive support directly for the donors’ community. Some funds are given to municipalities and are often earmarked for specific investment projects. Beside financing directly municipalities, donors also finance FISE (Fondo Inversion Social de Emergencia), INIFOM (Instituto Nicaraguense de Fomento Municipal), IDR (Instituto de Desarrollo Rural), which are central government agencies in charge of local development. -
