Clarke** ABSTRACT Civilian-owned and -operated entities will almost certainly be a target in cyberwarfare because cyberattackers are likely to be more focused on undermining the viability of the targeted state than on invading its territory. Cyberattackers will probably target military computer systems, at least to some extent, but in a departure from traditional warfare, they will also target companies that operate aspects of the victim nation’s infrastructure. Cyberwarfare, in other words, will penetrate the territorial borders of the attacked state and target high-value civilian businesses. Nation-states will therefore need to integrate the civilian employees of these (and perhaps other) companies into their cyberwarfare response structures if a state is to be able to respond effectively to cyberattacks. While many companies may voluntarily elect to participate in such an effort, others may decline to do so, which creates a need, in effect, to conscript companies for this purpose. Myths of Military Revolution: European Expansion and Eurocentrism J.C. Sharman University of Cambridge Politics and International Studies Alison Richard Building, 7 West Rd Cambridge CB3 9DT, UK [email protected] This paper critiques explanations of the rise of the West in the early modern period premised on the thesis that military competition drove the development of gunpowder technology, new tactics, and the Westphalian state, innovations that enabled European trans-continental conquests. Even theories in International Relations and other fields that posit economic or social root causes of Western expansion often rely on this “military revolution” thesis as a crucial intervening variable. Yet the factors that defined the military revolution in Europe were absent in Europeans expeditions to Asia, Africa, and the Americas, and conventional accounts are often marred by Eurocentric biases. Given the insignificance of military innovations, Western expansion prior to the industrial revolution is best explained by Europeans’ ability to garner local support and allies, but especially by their deference to powerful non-Western polities. Keywords: European expansion, military revolution, Eurocentrism, early modern history, empire 1 Understandings of an early modern military revolution are crucial for fundamental International Relations (IR) concerns, including the rise of the sovereign state and the modern state system, as well as the European conquest of much of the rest of the world. This article re- examines the process of European overseas expansion in the early modern era. It critiques the military revolution thesis that recurring great power wars drove military innovation and state- building in Western Europe, which subsequently gave these states a competitive advantage they used to dominate non-European polities. -

Military Technology TO THE TEACHER OBJECTIVES OF THIS UNIT: To help students think about warfare from the perspective of the technology used, thus linking military history to economic history and the history of science. TEACHING STRATEGIES: This unit can be used to help students grasp the long-term military confrontation between Chinese dynasties and the northern steppe societies. This unit lends itself to a comparative approach as many of the weapons and techniques have close counterparts in other parts of the world. Most of the images in this unit were taken from wood block illustrations in traditional Chinese books. To make this unit more challenging, teachers could raise questions about the advantages and limits of such sources. WHEN TO TEACH: Although the material in this unit derives primarily from Song dynasty sources, it deals with weapons and defensive systems in use for many centuries, and even in a chronologically-organized course could be used earlier or later to good effect. If used as part of instruction on the Song period, students would get more from the unit if they have already been introduced to the struggle between the Song and its northern neighbors, culminating with the Mongols. This unit would also be appropriate for use in teaching comparative military history. The Song period is a good point to take stock of China's military technology. First, warfare was central to the history of the period. The confrontation between the Song and the three successive non-Chinese states to the north (Liao, Jin, and Yuan) made warfare not only a major preoccupation for those in government service, but also a stimulus to siegecraft crossbows and rethinking major intellectual issues. -

THE ACTIVE DENIAL SYSTEM: OBSTACLES AND PROMISE BENJAMIN BUCH AND KATHERINE MITCHELL The Active Denial System (ADS) is a non-lethal weapons technology that uses millimeter-wave directed energy to arrest and deter potential adversaries. Developed by the Air Force Research Laboratory and the Department of Defense’s Non-Lethal Weapons Program, ADS provides U.S. forces with a highly effective means of responding to potential threats while also preserving human life. Despite its promise, ADS has confronted non-technological challenges in its deployment, most recently in Afghanistan. This brief analyzes the political, psychological, and sociological barriers to the use of non-lethal directed energy weapons. Specifically, it surveys the psychological and sociological biases against radiation-based and non-lethal technology and how these prejudices were overcome in the past. It also examines potential human rights concerns and political complications that might arise from the deployment of ADS in population protection operations. Given these obstacles, the report proposes a series of recommendations for the use of ADS moving forward. The Changing Nature of Warfare The two decades following the conclusion of the Cold War have presented a new strategic and operational landscape for American military planners. The overwhelming conventional superiority of the United States has encouraged adversaries to adopt unconventional asymmetric strategies and tactics. Rise of Asymmetric Conflict Given U.S. conventional military supremacy, American forces have increasingly encountered adversaries who seek to exploit asymmetries in vulnerability, logistics, and organization through the novel use of strategy, tactics, and technology. This asymmetric form of warfare avoids traditional force-on-force confrontations in which U.S.
