2008 Human Rights Report: Croatia Page 1 of 24 2008 Human Rights Report: Croatia BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Reports on Human Rights Practices February 25, 2009 The Republic of Croatia is a constitutional parliamentary democracy with a population of 4.4 million. Legislative authority is vested in the unicameral Sabor (parliament). The president serves as head of state and commander of the armed forces, cooperating in formulation and execution of foreign policy; he also nominates the prime minister, who leads the government. Domestic and international observers stated that the November 2007 parliamentary elections were in accord with international standards. The government generally respected the human rights of its citizens; however, there were problems in some areas. The judicial system suffered from a case backlog, although courts somewhat reduced the number of unresolved cases awaiting trial. Intimidation of some witnesses in domestic war crimes trials remained a problem. The government made little progress in restituting property nationalized by the Yugoslav communist regime to non- Roman Catholic religious groups. Societal violence and discrimination against ethnic minorities, particularly Serbs and Roma, remained a problem. Violence and discrimination against women continued. Trafficking in persons, violence and discrimination against homosexuals, and discrimination against persons with HIV/AIDS were also reported. RESPECT FOR HUMAN RIGHTS Section 1 Respect for the Integrity of the Person, Including Freedom From: a. Arbitrary or Unlawful Deprivation of Life There were no reports that the government or its agents committed arbitrary or unlawful killings. During the year one mine removal expert and one civilian were killed, and one mine removal experts and two civilians were severely injured. -

Overview of development1 * The conditions in which the media in Bosnia-Herzegovina operate are very dynamic. In the past years, the media situation has radically changed. The first turnabout took place in 1990 when the dissolution of the socialist system began. New papers of a critical orientation were launched and a generation of young, nonconformist journalists developed. Many of them even today make up the nucleus of the liberal and professionally reputable papers. The media ownership transformation also began. The first multi-party elections were held in the fall of 1990. At that time, national homogenization was carried out to a large extent in the entire Yugoslavia. Yugoslavia’s disintegration began. The national parties which won the elections in Bosnia-Herzegovina were trying to obtain positions for themselves in the media. In mid-1991, 377 newspapers and other editions were registered in Bosnia-Herzegovina, as well as 54 local radio stations, four TV stations, one news agency and the state RTV network with three channels. -

Negative trends associated with the media sphere in previous years persist, such as the media’s low level of professionalism, poor protection and conditions for journalists, a weak and oversaturated media market, an unsustainable public media service, a fragmented media scene, and political influence. BOSNIA & HERZEGOVINA 16 EUROPE & EURASIA MEDIA SUSTAINABILITY INDEX 2014 introduction OVERALL SCORE: 2.04 BOSNIA & HERZEGOVINA Bosnia and Herzegovina (B&H) did not show signs of political or economic stabilization in 2013. The governing political parties avoided focusing on substantive reforms and implementing international standards. In April, Ba new political party launched—the Democratic Front, led by Željko Komšić, the Croat member of the B&H tripartite presidency. In the same month, the president of the Federation of B&H, Živko Budimir, was arrested on the accusation of taking bribes to approve amnesties but was released in May due to lack of evidence. In June 2013, public protests in front of Sarajevo’s parliament building and in other cities in B&H highlighted the lack of regulation of citizen IDs for newborns. The citizen initiative across B&H, although holding a promise of revolutionary change, ended as an unsuccessful bid to change politicians’ corruption, inequality, and incompetence. Finally, at the beginning of November, the B&H House of Peoples, in an emergency session and without debate, adopted the proposed amendments and changes to the law on ID numbers. The fact that the protests were organized through online platforms and social media illustrated new media’s growing influence in socially mobilizing the country. However, Serb and Croat parliamentarians framed the protests as an ethnically driven threat to their security and refused to attend parliamentary sessions for several weeks. -

Darko Trifunović1 Оригинални научни рад University of Belgrade UDK 323.285:28]:355.02(497) Serbia Milan Mijalkovski2 University of Belgrade Serbia TERRORIST THREATS BY BALKANS RADICAL ISLAMIST TO INTERNATIONAL SECURITY Abstract The decade-long armed conflict in the Balkans from 1991 to 2001, greatly misrepresented in the Western public, were the biggest defeat for the peoples of the former Yugoslavia, a great defeat for Europe - but a victory for global jihad. Radical Islamists used the wars to recruit a large number of Sunni Muslims in the Balkans (Bosnian and Herzagovina and Albanian) for the cause of political Islam and militant Jihad. Converts to Wahhabi Islam not only provide recruits for the so-called “White Al-Qaeda,” but also exhibit growing territorial claims and seek the establishment of a “Balkan Caliphate.” Powers outside the Balkans re- gard this with indifference or even tacit approval. Radical Islamist activity is en- dangering the security of not only Serbia, Macedonia, Montenegro and Bosnia- Herzegovina, but also Europe and the world. Key Words: Balkans, Wahhabi, Salafi, radical Islamist, terrorism, Al-Qaeda Introduction In order to understand correctly the ongoing processes in the Islamic circles in the Balkans, it is necessary to understand all processes that occurred and occur in the Middle East and its circles of Islamic fundamentalists. Balkans’ groups of Islamic fundamentalists are inextricably connected with organizations of Islamic fundamentalists originating from the Middle East. Early as 1989, Prof. dr Miroljub Jevtić, one of the most eminent political scientists of religion, had been warning on danger and connection of the Middle East Islamic fundamen- talists with the ones on the Balkans sharing the same ideas3. -

Until today no analysis has been conducted on how relevant Croatian institutions monitor the implementation of media laws and by extension the provisions relating to the protection of children’s rights in the media. In this paper we seek to examine complaints of citizens and institutions sent to the Croatian Journalists’ Association (CJA) regarding violations of the CJA Code of Honor as well as reports by the Office of the Ombudsman for Children, the Electronic Media Council and the Croatian Media Coun- cil, regarding complaints about violations of children’s rights in the media in the past five years (2008-2012). We shall not only analyze reports by the Ministry of Internal Affairs and the Office of the Attorney General of the Republic of Croatia, but also analyze and demonstrate whether these institutions have adequately, through which methods and to what extent, responded to the disregard of children’s rights in the media, in line with their legal authorities. Based upon research findings, we offer proposals for the better protection of children’s rights in the media, as well as for the work of institutions that are responsible for supervising the imple- mentation of legal codes and ethical norms. -

While analyzing the media excerpts, attention was aimed toward determining the qualifications of the mentioned corruptive activities, i.e., the way they were mentioned and interpreted – who is the one that points out to the examples of corruption, who interprets them, and who is named as the perpetrator of these actions. The analysis included 135 texts and features from 9 daily newspapers (Dnevni avaz, Dnevni list, Euro Blic, Fokus, Glas Srpske, Nezavisne novine, Oslobodjenje, Press, Vecernji list), 2 weekly papers (Dani, Slobodna Bosna), 3 television stations (news programme of BHT, FTV, and RTRS, with two features from OBN and TV SA) and 7 web sites (24sata.info, bih.x.info, biznis.ba, depo.ba, dnevnik-ba, Sarajevo-x.com, zurnal.info) in the period between August 15 and 28, 2011. The excerpts were cross-referenced with each date during the analyzed period in order to estimate their frequency in newspapers, assuming that the frequency is one of the indicators of importance of the topic of corruption. -

After tracing a history of the Islamic revival in Bosnia, I examine the results of neo-liberal policy in post-war Bosnia, particularly regarding the promises of neo-liberal institutions and think tanks that privatization and inflows of foreign direct investment (FDI) would de-politicize the economy and strip ethno-religious nationalist elites of their power over state-owned firms. By analyzing three prominent new urban developments in Sarajevo, all financed by FDI from the Islamic world and brought about by the privatization of urban real-estate, I show how neo-liberal policy has had unintended outcomes in Sarajevo that contradict the assertions of policy makers. In examining urban change, I bring out the role played by the city in mediating between both elites and citizens, and between the seemingly contradictory projects of pan-Islamism and neo- liberalism. ii Acknowledgements I would like to extend my gratitude to everyone who helped me in one way or another with this project. -
