In the Novgorod region the emphasis is on economic policy, the purpose of which is the development of industrial and agricultural sectors, innovation high technology productions, including export oriented, which facilitates the transition to intensive type of economic development under which high-tech industries are the growth engine of the regional economy. Innovative activity in the region is primarily determined by the activity of small and medium enterprises. They are the most mobile, fast and responsive to changes in the market by economic entities. Even today small and medium. Novgorod enterprises introduce innovative methods and technologies that allow them to compete with the serious players in the Russian and international markets. In the Novgorod region formed a favorable environment for the development of innovative business. Support is provided at the level of state and local government. In the region there are specialized institutions for support and development for many years. Since 1997, support for small and medium enterprises in areas such as economic foundations of improving the welfare of human life, provides Novgorod Fund for Small Business Support. The fund combines the basic infrastructure of support of small and medium businesses. Today, businesses can receive financial services (loans and guarantee), as well as information and consulting support for product promotion, business creation and development, exports, cooperation within regional clusters, as well as protection of the rights of entrepreneurs. Development Agency of the Novgorod region is engaged searching, attracting investors, as well as support for investment projects on the territory of the Novgorod region. Target directions of the Agency’s work are science, education, health, culture, social protection and employment, physical culture and sports, as well as other sectors of the economy. 5 Scientific and educational center of the region is the Novgorod State University of Yaroslav the Wise. The University combines a wide range of natural sciences, humanities, engineering and other disciplines at all levels of secondary, higher, postgraduate and further education. As part of postgraduate education act: postgraduate, doctoral, internship and residency; at the university successfully operating small innovative enterprises, which employ teachers, staff, graduate and undergraduate students. Research in NovSU carried out in many areas. Particular attention is paid to fundamental science. Participation in research involving all departments of the University under the coordination of research and development centre. Technopark (a business incubator) of NovSU contributes development of innovative activity of small and medium businesses, as well as commercialization of scientific research. Here, on an area of about 2000 square meters provide space for individual and collective business location and modern equipment. For its residents business incubator provides a conference hall, rooms for negotiations, a fitness room, a dining room and parking. To focus the business, scientific and educational institutions, public authorities and local government for the development of key areas of economy of the Novgorod region are formed and actively work 5 regional clusters. Fields of activity clusters covering agriculture, forest industry, electronic industry, information technology and tourism. A further innovative development of the Novgorod region will be based on close cooperation between all concerned parties: government, science and business. The process involves the use of a complex of all available tools to realize the potential of growth areas to modernize and update the basic production funds, provide enterprises qualified personnel and to organize the promotion of end products in Russian and international market. 6 LLC «1st Novgorodsky Institut Innovaci» A small innovative enterprise LLC «1st Novgorodsky Institut Innovaci» created on the basis of the Novgorod State University of Yaroslav the Wise in January 2010 under the Federal Law №217-FZ. The purpose of the institute is to introduce innovations of Novgorod State University in the area of new information technologies: INFORMATION INFORMATION TECHNOLOGY • development of custom software; • development of Internet portals; • system integration of IT projects; • consulting services; • IT audit. The company employs teachers, students, graduates and employees of Novgorod State University, many of which are certified by the world’s leading experts of IT-industry: IBM, HP, Cisco, 1C, Microsoft and others. Water resource management should be performed in the framework of the adopted Concept of transition of the Russian Federation to sustainable development of 1996, the federal law on environmental protection of 2002, the Water code of the Russian Federation of 2006, and the subsoils law and it should be of targeted nature giving priority to utility and drinking water supply. Groundwater, being a part of both water resources and subsoils, is a val- uable deposit, the use of which is increasing every year in the socioeconomic sphere, mainly, within drinking and utility water supply.

    How to use the Atlas The Atlas has two map sections The Main Section shows the location of Russia’s intact forest landscapes. The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. Kharkov-Rogan I was built in 1930 for use as a military flight school. It had 8 medium and large aircraft hangars and 1 very large repair hangar, approx. 40 permanent barrack buildings, 3 workshops, admin buildings and storage structures, an oval athletic track and other facilities all grouped along the W boundary and SW corner of the landing area. There were about 10 additional structures along the S boundary that may have been for aircraft servicing and stores. Additionally, there were 22 blast bays for twin-engine and single-engine aircraft spaced along the W and S boundaries of the landing area. A separate supply dump with its own rail spur was approx. 1 km S of the airfield. Nearly all of these buildings had been destroyed or badly damaged by 1944, the majority of them blown up by the retreating Germans. Edition: February 2020 Airfields Russia (incl. FEASIBLE is a software tool developed to support the preparation of environmental financing strategies for water, wastewater and municipal solid waste management services in the CIS and CEE regions. The first version of FEASIBLE, a spreadsheet-based version covering water and wastewater, was released in 2001. The next version will be a stand alone application based on a database, including a module for municipal solid waste management. The development of the module for municipal solid waste management has taken place in co-operation with the OECD Environmental Action Plan Task Force. Two case studies have been carried out (in Latvia and the Russian region of Novgorod) in order to test the applicability of the model in strategy devel- opment and to provide feed-back to the further development of the model to ensure that the specific requirements related to municipal solid waste manage- ment and financing were met.
