Version 1.0 | Last updated 08 January 2017 Pre-war Military Planning (Belgium) By Christophe Bechet Following the Treaty of London in 1839, pre-war planning theories in Belgium oscillated between two positions: secure and defend endangered borders or create a powerful military stronghold in Antwerp. On the eve of the Great War, King Albert I and his chief of staff held opposing strategies for protecting Belgium. The King advocated a concentration of the army on the Meuse, where the Germans had completed fortifications in 1892, but the chief of staff ultimately selected a central position to secure his line of communication with Antwerp. The lack of a determined, standardized doctrine at the highest level of the army led to a mixed, compromised plan adopted hurriedly during initial mobilization in August 1914. In 2002, the “Moscow Archives” were Pre-war Military Planning (Belgium) - 1914-1918-Online 1/13 repatriated to the Royal Museum of the Armed Forces and Military History (MRA) in Brussels. The MRA’s inventories during the last decade remain cursory due to the documents’ haphazard journeys: pre-WWI documents were mixed with papers from the late 1930s.

Obligation and Self-Interest in the Defence of Belgian Neutrality, 1830-1870 Frederik Dhondt1 Introduction ‘we are less complacent than the Swiss, and would not take treaty violations so lightly.’ Baron de Vrière to Sylvain Van de Weyer, Brussels, 28 June 18592 Neutrality is one of the most controversial issues in public international law3 and international relations history.4 Its remoteness from the United Nations system of collective security has rendered its discussion less topical.5 The significance of contemporary self-proclaimed ‘permanent neutrality’ is limited. 6 Recent scholarship has taken up the theme as a general narrative of nineteenth century international relations: between the Congress of Vienna and the Great War, neutrality was the rule, rather than the exception.7 In intellectual history, Belgium’s neutral status is seen as linked to the rise of the ‘Gentle Civilizer of Nations’ at the end of the nineteenth century.8 International lawyers’ and politicians’ activism brought three Noble Peace Prizes (August Beernaert, International Law Institute, Henri La Fontaine). The present contribution focuses on the permanent or compulsory nature of Belgian neutrality in nineteenth century diplomacy, from the country’s inception (1830-1839)9 to the Franco- 1 Vrije Universiteit Brussel (VUB), University of Antwerp, Ghent University/Research Foundation Flanders.

And this makes it of the first importance that the facts from which that usage and practice are to be deduced should be correctly appre- ciated, and in particular that the great treaties which have regulated the status and territorial rights of nations should be studied from the point of view of history and international law. It is the object of this book to present materials for that study in an accessible form. The scope of the book is limited, and wisely limited, to treaties between the nations of Europe, and to treaties between those nations from 1815 onwards. To include all treaties affecting all nations would require volumes nor is it for the many ; necessary, purpose of obtaining a sufficient insight into the history and usage of European States on such matters as those to which these treaties relate, to go further back than the settlement which resulted from the Napoleonic wars.

  • ICRP Calendar
The notions of International Relations (IR) in capital letters and international relations (ir) in lowercase letters have two different meanings. The first refers to a scholarly discipline while the second one means a set of contemporary events with historical importance, which influences global-politics. In order to make observations, formulate theories and describe patterns within the framework of ‘IR’, one needs to fully comprehend specific events related to ‘ir’. It is why the Institute for Cultural Relations Policy (ICRP) believes that a timeline on which all the significant events of international relations are identified might be beneficial for students, scholars or professors who deal with International Relations. In the following document all the momentous wars, treaties, pacts and other happenings are enlisted with a monthly division, which had considerable impact on world-politics. January 1800 | Nationalisation of the Dutch East Indies The Dutch East Indies was a Dutch colony that became modern Indonesia following World War II. It was formed 01 from the nationalised colonies of the Dutch East India Company, which came under the administration of the Dutch government in 1800. 1801 | Establishment of the United Kingdom On 1 January 1801, the Kingdom of Great Britain and the Kingdom of Ireland united to form the United Kingdom of Great Britain and Ireland. Most of Ireland left the union as the Irish Free State in 1922, leading to the remaining state being renamed as the United Kingdom of Great Britain and Northern Ireland in 1927. 1804 | Haiti independence declared The independence of Haiti was recognized by France on 17 April 1825.

  • WORLD HERITAGE LIST Luxembourg No699
WORLD HERITAGE LIST Luxembourg No699 Identification Nomination The city of Luxembourg: its old quarters and fortifications Location Grand Duchy of Luxembourg State Party Luxembourg Date 1 October 1993 Justification by State Party Its outline and character have been strongly influenced, even penneated, by the military past that has been imposed upon the City of Luxembourg. For this reason part of the city's architectural heritage illustrates a period that is significant for the city and the country, that of foreign rule. Spaniards, French, Austrians, and Prussians have each made a contribution to the creation of the appearance of the City of Luxembourg. Thus the physiognomy of the city can be considered to be an historical stratigraphy within which the military aspect has strongly influenced the general urban layout. The City of Luxembourg bears witness to a homogeneity resulting from the diversity of its builders who have, over three centuries, endeavoured to confer impregnability on a fortress town which was of major importance from a strategie point of view. To this must be added the fact that the City of Luxembourg eloquently exemplifies the role and the weight resulting from being situated between two territorial powers which have many times over the centuries attempted to gain the upper band over one another. The fortifications and the old quarters of the City of Luxembourg constitute an historie ensemble of major importance. They are an outstanding example of a European fortified town which illustrates a long period of western history. For this reason the proposed site fully confonns with criterion iv of the World Heritage List.

HISTORY AND CARTOGRAPHY 15 The formation of the border between Belgium and Luxembourg in 1830-1839: a story about the importance of being a map lover Caroline De Candt by Caroline De Candt [email protected] Introduction Maps play an important role in human history. Knowing how to use them can be a major advantage when you are a revolutionary, creating a new state, as we shall see (Fig. 1). The territory concerned here is the southern part of what is called The Low Countries, or what was known in the 14th-15th century as the Burgundian Netherlands, and later as the (Habsburg) Spanish (1556-1715) or Austrian (1715-1795) Netherlands. The white dotted line shows the current Belgian borders. The bright pink territory is the Zuidelijke Nederlanden, the Southern Netherlands; the darker pink parts indicate land that was lost in the Eighty Years War by the Spanish to Fig. 1 : The map of The Low Countries as in 1648 the Dutch. • The International Legal Status of Albania from the End of the London Confernce of Ambassadors to the End of the First World War
Ksenofon Krisafi THE INTERNATIONAL LEGAL STATUS OF ALBANIA FROM THE END OF THE LONDON CONFERNCE OF AMBASSADORS TO THE END OF THE FIRST WORLD WAR DOI: 10.2478/seeur-2014-0009 The international-legal status of Albania, provided by the London Conference of Ambassadors, differed from the one established by the National Assembly of Vlora, which declared it an independent, free country without other international legal obligations. The conference sessions decided on 17 December 1912 to give Albania the status of a vassal state under Turkey. Seven months later, the decision of 29 July 1913 established an independent state, but with a more "burdensome" condition. The statements regarding the status somehow shunned the international legal concept of the time. They do not explicitly identify the idea of an independent state. As stated in Article 1, "Albania is formed as an autonomous principality, sovereign and hereditary in order of primogeniture, under the guarantee of the six powers. The prince will be determined by the six powers."1 As noted, the word used was not "independent", which would unequivocally give it legal status as an independent state (principality). It is evident that autonomy is not the equivalent of independence even as a concept or as status. It is inherently more limited than independence. It implies legal links with one or some other states, or conditioning of the vassal state’s activities to the will of the suzerain state. It also implies the fulfillment of certain obligations imposed by it. 1 A.Puto, Çështja shqiptare në aktet ndërkombëtare të periudhës së imperializmit, Përmbledhje dokumentesh me një vështrim historik, Vëll.II, (1912-1918), Tiranë,1987.

  • Sovereignty Over Certain Frontier Land: Belgium/ the Netherlands'
SOVEREIGNTY OVER CERTAIN FRONTIER LAND: BELGIUM/ THE NETHERLANDS' ALTHouGH both parties had accepted the jurisdiction of the World Court ipso facto and without special agreement under article 36(2) of the Statute,' this case was laid before the Court by special agreement 4 between them,8 article i of which is as follows: The Court is requested to determine whether sovereignty over the plots shown in the survey and known from 1836 to 1843 as Nos. 91 and 92, Section A, Zondereygen, belongs to the Kingdom of Belgium or the Kingdom of the Netherlands. As the Court remarked,5 The frontier between the two States in the area where the two plots in dispute are situated presents certain unusual features. Whilst the frontier in general is a linear one, in the area north of the Belgian town of Turnhout there are a number of enclaves formed by the Belgian commune of Baerle- Duc and the Netherlands commune of Baarle-Nassau. The territory of the Belgian commune of Baerle-Duc is not continuous. It is made up of a series of plots of land, many of which are enclosed in the Netherlands commune of Baarle-Nassau. Various pieces of the commune of Baerle-Duc are not only isolated from the main territory of Belgium but also one from another. Neither is the territory of the commune of Baarle- Nassau continuous: that commune has enclaves within Belgium. The Court is informed that the origin of this situation is very ancient. In 1836, before the separation of Belgium and The Netherlands was sanctioned by the Treaty of London, 1839,6 an attempt was made by the burgomasters of the two communes to establish the exact boundaries between the two communes in order to secure an equi- table allocation of land tax.
