INTRODUCTION In last few years, HEIs have undergone various changes as contemporary labour market has requested improved quality of education that is aligned with demands of society. Internalisation represents one of the key mechanism for improving HEI’s performance since it pushes HEIs to incorporate intercultural, international, global, etc dimensions that reflect performance improvement. Universities are now competing for international visibility of their educational, scientific research and socially responsible achievements, opening the door to various international integrations and cooperation in the fields of education, science and research, exchanges of students, teachers, researchers, co-programming. In order to focus more on the internationality of the University of Montenegro (UoM) in all respects, its openness, vision and mission, we prepared the Internationalisation Strategy as a guidance document for achieving international openness and excellence of the UoM. 2. THE STARTING POINT OF THE INTERNATIONALISATION STRATEGY The starting point of the Internationalisation Strategy is based on the overall Strategy of UoM 2019-2024*. https://www.ucg.ac.me/skladiste/blog_4/objava_40/fajlovi/Strategy%20of%20the%20University%20of%20Mo ntenegro%202019_2024.pdf 2.1 Vision UoM is a competitive and internationally recognized higher education institution in European Higher Education Area and European Research Area. 2.2 Mission UoM has a key role and responsibility to create and spread knowledge through its excellence in education, science, and creativity to improve international cooperation, to create successful and socially responsible university graduates, and to promote the democratic and sustainable development of the Montenegrin society and state. 3. OVERVIEW OF CURRENT STATE OF INTERNATIONALISATION 3.1 Internationalisation of education UoM is continuously expanding the network of its partners by signing bilateral agreements on cooperation, be it at the central level or at the level of individual university units. In the period 2017-2020 UoM has concluded 30 new agreements in total. There are 63 study programs at BSc level, 72 at MSc level and 25 at PhD level. Among them, there are no programmes carried out in English language. For this reason international students have individual classes with professors or mentors. However, most of the faculties 3 offer up to 5 courses per study program in English to both international and domestic students (“internationalisation at home”) in the event when all domestic students in each class accept English as major language for that course, stipulated by Montenegrin Constitution. There are two agreements for double degree diplomas, one with the University of Tours in Tours, France, in the field of French literature and language and the second with the University Cote d’Azur in Nice, France, in the field of economics. There were no new international accreditations in last 3 years. However, a Certificate of compliance with on IMO’s (International Maritime Organisation) Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) was issued to Maritime faculty Kotor for its BSc study programs (Navigation and sea transportation, Marine engineering and Marine electro-technics), by the Croatian Register of Shipping, member of the International Association of Classification Societies (IACS). 3.2 Internationalisation of mobility UoM is committed to increasing international student mobility and creating opportunities for exchange of knowledge and skills. Students, teaching and administrative staff are increasingly using the opportunities for exchange offered within several programmes, the most popular being Erasmus + and CEEPUS programme. Through Erasmus + programme the UoM is also beginning to provide opportunities for students to do practical training abroad. Students, teaching and administrative staff can apply for exchange in the frame of 120 inter-institutional agreements for credit mobility within Erasmus + programme. UoM Strategy 2019-2024 envisages intensifying of cooperation with renowned higher education institutions through increase in the number of universities it cooperates with within the programme of international credit mobility, and establishment of wider support for outgoing and incoming mobility. 3.2.1 International students and incoming student mobility The number of degree seeking international students remains low and stable. In academic year 2017/2018, 331 international students were enrolled at the UoM, while in 2019/2020 the number was 305. Most of the international students are coming from the region of former 4 Yugoslavia since there are no language barriers for them. UoM does not attract international students from other regions due to the fact that there are no study programmes in English language. The share of international students enrolled in relation to the total number of active students enrolled still represents negligible share.
