Draft Environment Impact Assessment Report for Four laning with Page No. 1 paved shoulders Sidhi - Singrauli NH-75E 1.1 INTRODUCTION The Govt. of India (GOI) through Ministry of Roads & Highways (MORT&H) is contemplating to enhance the traffic capacity and safety for efficient transshipment of Goods as well as passenger traffic on few of the Selected heavily trafficked stretches/paved shoulder of National Highways. MP Road Development Corporation (MPRDC) plans to take up the development of the selected stretches/corridor of National Highway in the state of Madhya Pradesh on BOT basis. Project will be a Public Private Partnership (PPP) venture in Design – Build – Finance – Operate (DBFO) format. The project road is a part of NH-75E connecting Sidhi to Singrauli. The Project road is the stretch between Km. 83/4 & start at end of Sidhi Bypass and terminates at Km. 195/8 of NH-75E near MP/UP Border in Madhya Pradesh, is 2 lane road of average carriageway of 7.0m which has been planned for “Four- laning with paved shoulder” (the “Project”) through public- private partnership on Design, Build, Finance, Operate and Transfer (the "DBFOT") basis. The land, carriageway and structures comprising the Site are described below. Existing length of Project is 112.2 Kms. Project Description The Project Highway Sidhi-Singrauli Section (NH-75 E) starts from Km. 83/4 at Sidhi Bypass and terminates at Km. 195/6 of NH-75E near MP/UP Border. Hence, the total existing length of the Project Highway is Km. 112.2. Under the proposal, the existing carriageway from Km 83/4 to Km 195/6 is proposed to be widened from 2 lane to 4 lane width with 1.5m wide paved shoulder & 1.0 m granular shoulder along side. This section of National Highway traverses through a flat terrain of mostly agricultural belt . Alignment of Sidhi-Singrauli (NH-75E) Road is mostly passing through plain terrain & some stretches of Road passing through rolling & hilly terrain of Ghat portion from Km. 102/8 to Km. 103/10, Km. 116/6 to Km. 117/2, Km. 117/6 to Km. 118/4, Km. 119/6 to 121/6 Km. and 144/6 to 145/4 with total length 5.400 Km. The road is a mainly intermediate/two lane carriageway with soft shoulders. It is in poor condition however the geometrics need improvement at various locations. The existing project road traverses in 2 Districts namely Sidhi and Singrauli. 1.2 DESCRIPTION OF PROJECT AREA: The project stretch is passing through Two Districts, Sidhi & Singrauli in Madhya Pradesh State. Project Influence Area i) Direct Area of Influence The direct influence area of the project is restricted to proposed Right of way (RoW), since the project involves widening of existing highway and all construction and operation stage activities will be contained within it. The existing Right-Of-Way (ROW) of the project road is in range of 15 m to 30 m. ii) Indirect Area of influence As per MoEF guidelines for conducting EIA (EIA notification, S O 1533 dated 14 th Sept, 2006); the geographical scope of the EIA study has been considered as 15 km radius for highway projects for major environmental features like national park, wildlife sanctuary, Critically Polluted Area, Notified Eco-Sensitive Zone, Inter-state Boundaries and International Boundaries (10 km), Coastal Zones, Areas protected under international convention, defense installations etc. Physical features like physiography, hydrology were also studied/ recorded within 15 km radius of the project road. Bypass to Gorbi village to improve curve and 2.5 K.M congestion in village area . 1.3 DESCRIPTION OF THE ENVIRONMENT A) Physical Environment i) Meteorology Climate: Study area has three distinct seasons like most of north India, it has a hot dry summer (March–June) followed by monsoon rains (July–September) and a cool and relatively dry winter. Cloud Cover: During the winter and the summer seasons, it was observed that the sky was very clear. In the summer season, light clouds were observed in the evenings, with no clouds in the mornings. During monsoon season, both in the mornings and evenings the sky was observed to be generally cloudy. Temperature: Sidhi Distt The main seasons in the state are monsoon, winter and summer. It is quite hot in summer. The temperature varies in various parts of the state. The March-to-May season Madhya Pradesh Road M/s Lion Engineering Pvt. Summers are hot, with an average temperature of 29° C (85° F) and a high temperature that at times reaches 48° C (118° F). Humidity: The average monthly minimum and maximum relative humidity is observed around 25% to 75% during summer period. In the monsoon period the relative humidity ranges between 43% and 79%. During the post-monsoon season, the mean humidity is observed between 40% and 64%. During winter season, the mean humidity is observed between 21% and 73% and relative humidity during morning hours is 59% and 40% during the evening hours. Rainfall: Rainfall mainly occurs for three months from July to September due to south west monsoon. The monsoon generally sets in during the first week of June.
