500 Harvard St. LLC 1368 Beacon St. #109 Brookline, MA 02446 Transportation Demand Management Plan Proposed Development 500 Harvard Street Brookline, MA 02446 Updated: May 2020 This plan for a Transportation Demand Management program is submitted in compliance with the Town of Brookline requirement that the applicant shall submit a Transportation Demand Management Plan, subject to the review and approval of the Director of Transportation and Engineering, with a copy to the Planning and Building Departments. 500 Harvard St., LLC proposed to construct a 30-unit mixed use building located at 500 Harvard Street Brookline, Massachusetts. The project site is readily accessible to mass transportation, pedestrian and bicycle routes. To support the Town of Brookline’s efforts to reduce dependency on automobiles, especially single-use occupancy vehicles, and reduce congestion in the Harvard Street corridor, the TDM program is integrated to encourage the use of mass transit and non-vehicular means of access. This program is anticipated to be particularly effective for this given location given the proximity to transit stops, bus routes and existing pedestrian and bicycle routes. PUBLIC TRANSPORTATION BUS 500 Harvard Street is easily accessible via public transportation. The MBTA bus stop for Bus 66 is located just steps away. This bus line provides easy access to Cambridge (Harvard Sq.), Allston, Longwood Medical and Dudley Square. See MBTA Route 66 Harvard Square – Dudley Station Map & Schedule attached. TRAINS The MBTA Green Line, B Train Harvard & Commonwealth Ave. Station, is just 100’ away (3-5-minute walk) Conveniently, the MBTA Green Line, C Train Harvard & Beacon St. Station, is .6 miles away (10- 15-minute walk). Employees and customers of the retail space will be encouraged to use public transportation. See MBTA map and schedule attached. BICYCLE ACCOMMODATIONS 500 Harvard Street provides bicycle parking for a total of 30 bicycles: one bicycle parking space per residential unit. In addition to on-site bicycle parking spaces, three Blue Bike stations are located within walking distance of 500 Harvard Street. Please see the attached map. Please refer to the attached site plan for bicycle rack locations and Blue Bike stations nearby. ON-SITE PARKING Six total parking spaces will be available to residents. Due to the fact that limited parking spaces will be available on site, the majority of perspective residents will not have vehicles. The developer has worked with consultants from the company City Lift Systems to design a semi-automated stacker system in the garage. These stackers are quiet (between 30 – 50 dB), fast (wait time is estimated at 30–40 seconds) and easy to use. This system has been installed in several new developments in Brookline, including the developers previous project at 455 Harvard Street. There have been no issues thus far. Please see the City Lift parking system photo attached. CURB CUTS/ PEDESTRIANS The current property has a total of two (2) large curb cuts, one on Harvard Street and one on Kenwood Street. The proposed development closes one curb cut (on Harvard Street) and maintains one on Kenwood. Removing the curb cut on Harvard Street is an improvement for several reasons, including: 1. Safer for pedestrians walking on Harvard Street as cars will not be crossing the sidewalk to enter/exit the parking lot 2. Safer for bicycles as cars will not be crossing the bike lane on Harvard Street, and 3. Adding one new metered parking space in place of current curb cut with designated loading zone times TRAFFIC PATTERN The current condition allows for to vehicles enter and exit the property from the curb cut on Harvard Street. This is not ideal as cars have to cross pedestrians walking on Harvard Street, cross a bicycle lane, and avoid vehicles exiting from the parking lot. See: “Vehicles entering from Harvard Street” attached. In addition, vehicles exiting the property also have to cross pedestrians on Harvard Street, a bicycle lane and traffic on Harvard Street. See: See: “Vehicles exiting to Harvard Street” attached. For these reasons, removing the curb cut on Harvard Street is a significant improvement to the traffic pattern. DELIVERIES / RIDESHARES Both the residential lobby and retail entrance will be located on Harvard Street. Therefore, all deliveries will be made on Harvard Street. FedEx, Uber, USPS, etc. will not need to enter Kenwood Street as all commercial activity will take place on Harvard Street. These commercial activities will approach the building from the north on Harvard Street and continue south along Harvard Street without any need to use Kenwood Street. A new metered parking space will be created in place of the existing curb cut location. Finally, the development team is suggesting these two parking spaces become “Loading Zone Only” for neighborhood use (non-exclusive to 500 Harvard Street) from 7:00 am to 10:00 am daily. See: Delivery/ Pick Up and Parking Space plans attached. INFORMATION POSTING Management will provide all new residents information pertaining to public transportation options in the area. In summary, 500 Harvard St., LLC is committed to a comprehensive TDM plan that will help to minimize the impact of the project promoting alternative and healthy Public Transportation Due to the close proximity to public transportation, not all residents will request parking spots. The proposed building is steps to the public bus, a couple blocks from a Hubway bike station and less than 1000 feet from a “B” green line MBTA station and a 10-15 minute walk to a MBTA “C” green line station (Coolidge Corner). See below: Bicycle Parking The proposed building will also have a secure bicycle parking area, over one parking space per residence.
