Rasmussen, Curator of Reptiles at the Zoological Museum of Copenhagen, Denmark Abstract.—A large number of reptiles from the Central African Republic (CAR) were collected during recent surveys conducted over six years (October 1990 to June 1996) and deposited at the Paris Natural History Museum (MNHN). This large collection of 4873 specimens comprises 86 terrapins and tortois- es, five crocodiles, 1814 lizards, 38 amphisbaenids and 2930 snakes, totalling 183 species from 78 local- ities within the CAR. A total of 62 taxa were recorded for the first time in the CAR, the occurrence of numerous others was confirmed, and the known distribution of several taxa is greatly extended. Based on this material and an additional six species known to occur in, or immediately adjacent to, the coun- try from other sources, we present a biogeographical analysis of the 189 species of reptiles in the CAR. The project objective is “to mainstream biodiversity management priorities into the Niger Delta oil and gas (O&G) sector development policies and operations.” The project’s three main outcomes designed to achieve this objective are: 1) Stakeholders strengthen the governance framework of law, policy, and institutional capacity to enable the mainstreaming of biodiversity management into the O&G sector in the Niger Delta; 2) Government, the O&G industry and local communities adopt and pilot new biodiversity action planning tools for proactive biodiversity mainstreaming in the Niger Delta; 3) Stakeholders support long-term biodiversity management and the use of these new tools in the Niger Delta by capitalizing the Niger Delta Biodiversity Trust with a collaborative engagement mechanism for local communities, O&G companies and Government at its core. Each of the three outcomes of this project reflects the project’s (and UNDP’s) focus on strengthening the governance of biodiversity in the Niger Delta. By mainstreaming biodiversity into the O&G sector of the Niger Delta, the project is strengthening the governance of those resources. -

Based on this data, supplemented with additional museum specimens (23 selected specimens belonging to 10 species) and reliable literature reports, we present an annotated checklist of the 51 snake species known from Niger. Psammophis sudanensis is added to the snake fauna of Niger. Known localities for all species are presented and, where necessary, taxonomic and biogeographic issues discussed. Key words. Kupe, a mountain at the southern edge of the Cameroonian Highlands. This work resulted in the sampling of 48 species, including 38 amphibian and 10 reptile species. By combining our data with prior survey results from higher elevation zones, we produce a checklist of 108 species for the greater Mt. Kupe region including 72 frog species, 21 lizard species, and 15 species of snakes. Our work adds 30 species of frogs at lower elevations, many of which are associated with breeding in pools or ponds that are absent from the slopes of Mt. Kupe. We provide taxonomic accounts, including museum specimen data and associated molecular data, for all species encountered. -

GOODLUCK EBELE JONATHAN, GCON, VICE PRESIDENT, FEDERAL REPUBLIC OF NIGERIA ON THE OCCASION OF THE INAUGURATION OF THE TECHNICAL COMMITTEE ON THE NIGER DELTA 8TH SEPTEMBER, 2008 et me begin by thanking all of you for accepting to serve in this very important national Lassignment. On behalf of the President and the Federal Government of Nigeria, I welcomeyoutoournation'scapital,Abuja. At the inception of this administration in May 2007 we identified the crisis in the Niger Delta as a major issue that we must urgently resolve so as to bring about the much needed development and advancement to our dear fatherland. Our determination in this regard becamemanifestinGovernment'searlypolicypronouncementsandengagements,including theinauguraladdressofMr.President,andalsothearticulated7-PointAgenda. It is true that the crisis in the Niger Delta was not a creation of this administration. E-mail:[email protected] Abstract Islands are viewed as natural evolutionary laboratories for terrestrial organisms because they have boundaries that limit dispersal and often reveal evolutionary patterns and mechanisms. One such pattern is that the smallest and largest species of different types of tetrapod animals are frequently found on islands. Here I describe two new diminutive species of snakes of the genus Leptotyphlops from the Lesser Antilles: one from Saint Lucia and the other from Barbados. The one from Barbados is the smallest species of snake and has a total adult length of approximately 100 mm. Limited evidence indicates a clutch size of one and a greatly elongated egg shape (length /width). Comparison of egg shapes in snakes indi- cates that the shape is a packaging phenomenon, related primarily to the shape of the available body cavity and clutch size. For a clutch size of one, expected egg shape is eight whereas expected egg shape drops to two at a clutch size of ten. The body shape of snakes, defined as snout-to-vent length divided by width, also varies and influences the shape of snake eggs. The smallest snakes are typically stout-bodied with shapes of 30–35 whereas the longest snakes usually are more elongate, with shapes of 45–50. -
