Project Title Construction of Apartment Complex in Vicinity of the Golubac Castle Project Title Construction of Apartment Complex in vicinity of the Golubac Castle Sector of Activity Tourism – Board and Lodging Rest centers and similar facilities for short-stay Location The Municipality of Golubac is located in the north-east Serbia and occupies the area of 368 km2-120 km south-east of Belgrade. The Danube River runs through the municipality in the length of 52 km and represents the natural border with Romania. It is one of the rare municipalities in Serbia which territory abounds in a lot of rivers (the Pek, Tumanska, Ponikvica, Brnjica, Čezava, Dobra, Kožica Rivers). The Danube River has created in this region 8 km long Golubac canyon, Ljupkovska valley and 14 km long canyon Gospođin Vir. The remains of medieval town and castle Golubac from XIV century are located in this Municipality. It is one of the best preserved medieval castles in the territory of Serbia. The Đerdap canyon has an important tourist and economy potential. Likewise, the Danube River is very wide (6 kilometers) nearby Golubac, thus is very adequate for water sports (sailing, rowing, water skiing), as well as fishing tourism, and together with the National Park Đerdap it is adequate for hunting and other types of tourism. The National Park Đerdap occupies 55% of the Municipal territory, and the longest mounting path of the National Park Đerdap is located in the canyon of the Brnjička River, 12 km downstream from Golubac. On the road Golubac - Turija, dozen kilometers from Golubac, the monastery Tumane is sited. It is dedicated to St. Archangel. According to tradition, Miloš Obilić built it in the first half of the XIV century. Besides its spiritual importance, the monastery played an important historical role (uprisings, rebellions). The Turks burnt it down and destroyed. It was rebuilt in the age of Miloša Obrenović I, Prince of Serbia. In 1934, the Russian monastic brotherhood moved to Tuman from the Miljkova Monastery. The area around the monastery is very picturesque and it therefore attracts nature lovers and hikers. In the Municipality of Golubac, the weekend cottage settlement “Vinci i Usije” - with 2,500 cottages was built in the beautiful pine-tree forest at the very bank of the Danube River. In the area nearby Golubac (10 – 30 kilometers away), another important tourist places are located and they together with Golubac form one unique travel offer in this part of Serbia (Gvozdene kapije -Đerdap): • Archeological site, Viminacium • Wideness of the Danube River and gate to the world of abundance of the Danube River – Veliko Gradište with the proposed Danube resort and developed bank of the river which becomes the main artery to that part of the Danube River and impression of the National Park (leisure, sailing, water activities, recreation, wellness, products of special interest); • The Homoljse Mountain, the Ceremošnja and Ravništarka Caves • The heart of Đerdap reflected in the content and offer of Donji Milanovac and Porečki bay (sailing, leisure, water activities wellness/spa), as well as accommodation point in Lepenski Vir, with special focus on the facilities of the National Park “Đerdap” (products of special interest); • Vivid and dynamic – the entire area of Kladovo encompasses facilities for sport and entertainment with developed water front along the whole settlement (sailing, leisure, sport and recreation in Karatašu, entertainment), fishermen village Tekija; • Rural – wine pastoral of the Negotin Krajina (unique breweries and wine resort, leisure and pleasure in pastoral environment, activates and recreation, rural tourism). Total Project Value (EUR) 785,790.00 Company’s Resources (EUR) - Borrowed Resources (EUR) - Value of Investments Needed Construction cost: 633,600.00 EUR (EUR) Equipping costs: 152,190.00 EUR Project Realization Period 12 months Resources Reimbursement 5 years Period Project Objective After realization of the Project “Revitalization of Golubac Grad Castle”, this project determines economic goals for improvements and increase of tourist visits, resulting, first of all, through construction of accommodation capacities, as well as engagement and permanent employment for a larger number of citizens of the Municipality of Golubac. Economic goals of this Project are in positive correlation with the goals of the Project “Revitalization of Golubac Grad Castle” attracting visitors, brand making and marketing of different tourist attractions, development of area identity, revitalization of tourist activities in the Municipality of Golubac and the region, presentation of attractions, connecting culture and heritage with the aim of income realization. Through realization of these two projects, condition are created for Golubac to attract by its programs a larger number of foreign tourists with starting from international seminars and congresses on the medieval times art, medieval war historian, researchers of the impacts of war histories in the zone of Lower Danube River on development and shaping of European countries outside of the region. Short Project Description Precondition for realization of the project for construction of apartments complex is the implementation of the Project “Revitalization of Golubac Grad Castle”. The Serbian Government determined the Project “Revitalization of Golubac Grad Castle” as priority project of the Danube Strategy to be financed from IPA 2011. Value of the project is 6.5 million euros. Realization of the project Golubac Castle can bring great benefits to the local community by becoming one of the most significant attractions of the lower Danube basin. Except for relocation of the road without of which one could not think about any revitalization of the Castle, the focus would also be on the protection of the monument complex of fortification, protection of well known and unknown archeological sites in the area below the town, reconstruction of the natural surroundings. The most devastated locations are envisaged for new facilities for tourists, while the zones where archeological site are to found are reserved for archeological park. Reconstructed towers will have new purposes – and closed towers will become new attractions, while the open will become sight-seeing spots. Visitors Centre and dock for ships are planned to be constructed in the area of the nearby query which has not been operating, and according to the idea of the designers it will comprise of tourists point with the hall for exhibitions, lectures and presentations. Realization of the project for revitalization of the Golubac grad castle is expected by July 27, 2016. As a results of this project all infrastructure facilities and connection for water supply, sewerage system, electricity supply land lines and access roads with parking places will be constructed. Location of the apartment complex: • Within the National Park Djerdap • At the very entrance of the Djerdap canyon • Immediately by the Golubac Grad Castle, cultural monument of extreme national importance • Near Corridor VII Danube • Next to the main road M25.1 Big advantage for the realization of the project is the fact that that there are facilities also on the other side of the Danube river, in Romania: Natural resort Iron Gates, remains of the Medieval castle Laslovar, as well as terrains along the Danube river suitable for fishing and for tourism of special interests. Project idea description: On slope abundant in trees facing the Danube river, the construction of nine wooden apartments for accommodation of visitors or participants of tournament or painting camps is planned. The apartments are with 4 beds designed in the spirit of ancient traditional architecture. Car and passenger road leads to the apartments. The central facility of the apartment complex and the gate characterize the entrance into the area of panoramic roads through the National Park. The facility includes Reception area, offices, cafeteria-restaurant on the ground floor and six double bedrooms on the first floor. Rules for apartment complex construction: • Main, dominant purpose: tourist accommodation services • Accompanying facilities: administrative part, internal roads and parking areas, necessary installations and equipment, infrastructure facilities, wells sewage pit, and so forth. • Number of floors and height of the facility ground floor and mansard • Number of facilities at construction plot : not limited • Place facilities in accordance with the terrain morphology which does not drastically disturb the existing level, applied materials must be natural (wood, stone), four sided or multisided roofs, walls of the cellar and basement that are visible must be furnished with broken stone cover. Project Realization Expected • 9 wooden cottages , each of 64m2, of the total area of 576m2 Results (production volume, new employments, ...) • 83 beds • 10 jobs Expected Forms of State Support Precondition for realization of the project is the implementation of the Project “Revitalization of Golubac Grad Castle” (due to the infrastructural equipping of the area). It is necessary to inform private investors about potentials of the project for apartment complex construction. Public-private partnership is one possibility. One of the rules in tourism is that visitor demand depends on and is based on attractions. Talking about attraction interpretation necessitates is considering why a visitor at any time would like to visit a place, event or a site. Tourism in heritage sites is a relatively young and immature activity in Serbia, and the interpretation on these sites are lacking. This discussion examines the potential benefits of linking interpretation and heritage sites. Many heritage sites only recently have begun to pay serious attention to the implications of increasing visitor numbers and, that the level of tourism management and interpretation fall short of that appropriate for such important sites. Based on the literature and an exploratory study this paper argues that interpretation is essential to the management of such sites. The research focuses upon a case of Serbian fortresses, namely the observation of several well preserved fortresses along Danube river. It examines the activities and possibilities for visitation and interpretation on these fortresses, as it is considered that these fortresses have the great potential for tourism development. Serbian medieval towns differed in the time and type of their formation. the time of Serbian medieval state, period that lasted almost 300 years, experiences the development and changes in society and thus in the towns as well. This work introduces main historical conditions for the formation of Serbian towns, their development and causes of their disappearance. However, they still have the possibility to revive themselves after many centuries but their function would not be a defending but a tourist one. This work presents their tourist potentials and compares them to an efficient tourist valorization that was carried out across Europe. With increased appreciation of general public, heritage sites gained more attention regarding contemporary tourism and management studies. Accordingly, the assessment of visitors’ satisfaction on these sites is important tool for both financial and organization management. The aim of this research is to identify the main (statistically significant) factors that influence visitors’ satisfaction. Data was obtained by survey conducted during the visit of three medieval fortresses in Serbia, with aim to capture tourist’s expectations and perceptions on ten given attributes. The results of factor and descriptive statistical analysis indicate three factors: “regional settings”, “marketing”, “aesthetic appeal” significant for visitors’ satisfaction of the investigated heritage sites. During most of the past century, tourism and culture were on different sides of specter where cultural resources were related to education, and tourism was regarded as pure leisure (Brida et al, 2012). However, since the 1980s cultural activity has begun to merge and was viewed as a part of tourism (OECD, 2009). Nowadays, there are different opinions on how to define cultural tourism. Some of them offer very narrow approach in describing this phenomena, like visits to museums and archaeological sites, opposite to those who identifies cultural tourism as part of any given tourism experience (ICOMOS, 2002; Cuccia and Rizzo, 2011).
