By this liquefaction, serious damage including the cutoff of the lifeline, the destruction of the house basics and the nonequivalent subsidence occurred. The liquefaction damage taken up by the news was a small portion. Then we carried out a local survey for the purpose of catching perspective of the liquefaction damage in the Tone river basin. It was almost the artificial ground where filled up pond and river that intense liquefaction was seen. The ground hazard by liquidizing was known from of old. It was recognized again to cause an extensive ground hazard by liquidizing in this earthquake. It is thought that liquidizing is generated by the earthquake in the future again. Next, we compared our data with the liquefaction locations, the geomorphologic classification of the regions, seismic intensity distribution, and liquefaction probability value in the Kanto district in the report published by the Committee for Analysis of Liquefaction in the off the Pacific coast of Tohoku Earthquake, chaired by the author and organized by the Ministry of Land, Infrastructure, Transport and Tourism.

    Countermeasures for water-quality preservation of Lake Kasumigaura 1 Causes of water quality deterioration in Lake Kasumigaura Water quality deterioration factors in Lake Kasumigaura can be classified into two main categories. The first is the external input of organic matter, N and P. Domestic wastewater, industrial effluents, animal husbandry (e.g., cattle, swine) and run-off from agricultural fields and urban areas in the basin are potential sources of pollutant loads into inflowing rivers. Natural loads from forests and precipitation (into the lake surface), as well as from carp farming, should be also considered. The other category is the release of N and P from the bottom sediment of the lake.Phytoplankton grows actively in the lake using the N and P from the aforementioned sources as nutrients. Massive growth of phytoplankton can cause an increase in COD, decrease in transparency, and odor (due to the decay of dead phytoplankton) in lake water. In summary, riverine loads of pollutants and release of N and P from bottom sediment, as well as massive growth of phytoplankton in lake, result in the deterioration of water quality in Lake Kasumigaura. So far Tokyo Electric Power Company has tried to provide a stable power supply to the best of our abilities through extra electrical supplies from other electric power companies. The Japanese Government has also called upon citizens and companies in Japan to conserve energy as much as possible. However, considering the extremely critical situation of meeting the expected demand and to avoid unpredictable large-scale blackouts we will implement scheduled blackouts starting tomorrow. We have been trying to avoid blackouts to our upmost ability and therefore deeply apologize to all our customers for causing inconvenience and worries. The Tokyo Electric Power Company will be taking measures of the highest possible degree to work quickly towards restoring a stable supply of electricity to its customers. For Monday 14th of March: Time slots and areas for the expected scheduled blackouts are outlined below. The actual blackout times for each group are expected to last approximately 3 hours.
