Canada and the Middle East Today: Electoral Politics and Foreign Policy
CANADA AND THE MIDDLE EAST TODAY: ELECTORAL POLITICS AND FOREIGN POLICY Donald Barry Canadian Prime Minister Stephen Harper came to power in 2006 with little experience in foreign affairs but with a well developed plan to transform his minority Conservative administration into a majority government replacing the Liberals as Canada’s “natural governing party.”1 Because his party’s core of Anglo-Protestant supporters was not large enough to achieve this goal, Harper appealed to non- traditional Conservatives, including Jews, on the basis of shared social values. His efforts were matched by those of Jewish leaders and the government of Israel to win the backing of the government and its followers in the face of declining domestic support for Israel and the rise of militant Islamic fundamentalism. These factors accelerated a change in Canada’s Middle East policy that began under Prime Minister Paul Martin, from a carefully balanced stance to one that overwhelm- ingly favors Israel. Harper’s “pro-Israel politics,” Michelle Collins observes, has “won the respect—and support—of a large segment of Canada’s organized Jewish community.”2 However, it has isolated Canada from significant shifts in Middle East diplomacy and marginalized its ability to play a constructive role in the region. Harper and the Jewish Vote When he became leader of the Canadian Alliance party, which merged with the Progressive Conservatives to form the Conservative Party of Canada in 2004, Tom Flanagan says that Harper realized “The traditional Conservative base of Anglophone Protestants [was] too narrow to win modern Canadian elections.”3 In a speech to the conservative organization Civitas, in 2003, Harper argued that the only way to achieve power was to focus not on the tired wish list of economic conservatives or “neo-cons,” as they’d become known, but on what he called “theo-cons”—those social conservatives who care passionately about hot-button issues that turn on family, crime, and defense. -

When you see the map county by county of the United States as votes were cast for the Presidency in 20041, you see almost nothing but red: areas where the voters supported the basic fundamentalist message of the Republican President; areas where the people were not taken in by Hollywood’s irrational hatred of the current President; areas that were not frightened by the fear-mongering of the Democratic candidate; areas that believed in the inherent goodness and strength of the American economy and armed forces. Now, while I grant you that this map is somewhat distorted because the red areas are less populated than the blue, urban enclaves, it vividly illustrates that this nation is not what Hollywood and the liberal national media would have you believe. Relationship with the World Admittedly, I am too eager to accept the opinions in the last book I read. However, when everything that is said in the book makes sense, and is borne out by facts subsequent to 1 http://www-personal.umich.edu/~mejn/election/ the book’s publication, I think it is appropriate to take seriously its content and recommendations. The book in question is “Inside the Asylum” by Jed Babbin, formerly the deputy undersecretary of defense in the presidency of George H. W. Bush. Its sub- title is “Why the United Nations and Old Europe are Worse than you Think,” which conveys much more of the substance of the book than its main title. -

The 11 July 2006 Mumbai train bombings were a series of seven bomb blasts that took place over a period of 11 minutes on the Suburban Railway in Mumbai (formerly known as Bombay), capital city of the Indian state of Maharashtra and India's financial capital. 209 people lost their lives and over 700 were injured in the attacks. Details The bombs were placed on trains plying on the western line of the suburban ("local") train network, which forms the backbone of the city's transport network. The first blast reportedly took place at 18:24 IST (12:54 UTC), and the explosions continued for approximately eleven minutes, until 18:35, during the after-work rush hour. All the bombs had been placed in the first-class "general" compartments (some compartments are reserved for women, called "ladies" compartments) of several trains running from Churchgate, the city-centre end of the western railway line, to the western suburbs of the city. They exploded at or in the near vicinity of the suburban railway stations of Matunga Road, Mahim, Bandra, Khar Road, Jogeshwari, Bhayandar and Borivali. -

WHAT IF DANIEL ELLSBERG HADN’T BOTHERED? HEIDI KITROSSER* INTRODUCTION In his book, Secrets: A Memoir of Vietnam and the Pentagon Papers, Daniel Ellsberg recounts the aftermath of a 1969 New York Times story regarding Ellsberg and five of his colleagues at the RAND Corporation.1 The six had sent a letter to the Times calling for complete withdrawal of U.S. forces from Vietnam. The result was a story headlined “six RAND experts support pullout: back unilateral step within one year in Vietnam.”2 The response within RAND to the letter’s signatories was almost entirely negative. In a series of inter-office memos, RAND employees lamented that the letter could jeopardize RAND’s longstanding “contractual and confidential relationship with the Defense Department.”3 One wrote to the signatories: “while you may feel strongly enough to lay your own jobs on the line, you do not have the right to lay mine there as well.”4 Another wrote that the signatories had “unleash[ed] a torpedo so unerringly as to strike at least glancing blows on your largest and most faithful clients, your employer, and your fellow researchers simultaneously.”5 While Ellsberg resigned from RAND before going on to leak the Pentagon Papers (“Pentagon Papers” or “Papers”), the other signatories had intended to stay on. However, due to blowback from the letter, one signatory was told to find another position while the others reportedly hung “‘on to [their] jobs by [their] fingernails.’”6 Of course, the professional and personal risks that the signatories took paled in comparison to those that Ellsberg went on to take in secretly photocopying and leaking—first to members of Congress and then to the New York Times and other members of the press—the Pentagon Papers, a classified history of the Vietnam War that the Defense Department had commissioned. -
Museum Activism
MUSEUM ACTIVISM Only a decade ago, the notion that museums, galleries and heritage organisations might engage in activist practice, with explicit intent to act upon inequalities, injustices and environmental crises, was met with scepticism and often derision. INTRODUCTION THE GLOBE IS THE GOAL The long war had left the countryside in ruins. The men and boys had been gone from the village for months or years, and only the women and small children remained. They scraped by as best they could, scavenging whatever meager scraps of food they could find, trying to fend off starvation for one more day. Many were sick and dying. Then the foreign soldiers came. Many of them were drunk and cruel. The soldiers terrorized the people and plundered the village. They brutally raped the women, even the young girls, whenever they chose. Those who resisted were beaten or killed. If they screamed for mercy, it was in vain, for there was no one to hear or to help. his sad scenario, or one like it, has been repeated too many times to Tcount throughout the course of human history. From ancient times to the present day, in every part of the world, mankind’s inhumanity and criminality has been documented. The carnage among armed com- batants in time of war is terrible enough, but often the atrocities com- mitted in the war’s aftermath are even worse, for these innocent victims are the most weak and defenseless of all. Most Americans are appalled at reports like these because they out- rage our innate sense of justice. We instinctively feel that something vii THE BEAST ON THE EAST RIVER must be done to help and protect these innocent victims. Unfortunately, there is another ironic dimension to this story that only aggravates our sense of righteous outrage: All too often, the dissolute soldiers who are committing these brutal crimes against women and children are the very ones who are charged with their safety and protection—the blue-helmeted, so-called peacekeeping forces of the United Nations.
