W. VEDRINE* (Boston, Massachusetts- June 9, 2007) Distinguished guests, administrators, teachers, staff of Haitian Multi-Service Center, parents, friends of the graduates, and graduates. It is quite an honor for me today for having chosen me as the guess speaker of the 19th graduation of Haitian Multi-Service Center. Immediately after Mr. Dulson 3 E. W. Védrine - A healing paradigm for a new Haiti Brunace contacted me to see if could volunteer to be your guest speaker of today’s commencement, my answer to him was, “yes” without scratching my head. To the graduates, I want to say congratulations for having crossed one of the bridges in your life, and one that deals with education. I want to congratulate you for your perseverance and hard work enabling you to reach one of the most important goals on your list. Here, in the United States, often times at graduation we hear the word “commencement” or kòmansman in our Creole language. So, we don’t have problem understand these cognates or related words. In this sense, the certificate that you are going to receive today should not mean the “end” of education to you, but rather the beginning. So, you still have more miles to go since knowledge is infinite; there is no end to it. Every day, we learn something new at the University of life where all of us are both students and teachers. I take this great opportunity to congratulate the graduates and everyone who was supporting them in reaching today’s goal; first I would like to mention the teachers of the center. When saying “graduation is commencement”, we can also see it as a form of renaissance (something new, a rebirth) or a new step that one has climbed in life. So, we already imagine the joy in your heart today for such an accomplishment, a whole reward for your hard work at this center and that you are now ready to move on, ready to climb a higher step. In moving on to this higher step, some of us may see it as a key to open works’ doors; some may see it as an opportunity to move forward intellectually. But regardless of the interpretation of your certificate today, I want to congratulate you again for this great achievement in life. I am also taking this opportunity to remind you not to forget about your duty vis-à-vis your community here in the Greater Boston and Haiti. Yes, it is important to remind you of your community in terms of your responsibility to try to bring your own contribution because the certificate you will soon receive is like a torch (or what we call in Creole, flanbo) in your hand. When having a torch, it’s purpose is to light. So, each graduate is going to have a torch in their hand. 4 E. W. Védrine - A healing paradigm for a new Haiti People use a torch when it is dark; they use it for lighting. And first of all, we see Haitian Multi-Service Center as the main center that distributes these lighting tools because its role is to prepare people of the community and today, you are among those people who have benefited from the work it has been doing over twenty years in our community of the Greater Boston.

In August the United Nations renewed the mandate of its peacekeeping force for six months at its current size of about 9,000 soldiers and police despite U.N. Secretary General Kofi Annan's call for a 12-month extension. "That is very much on the low side for U.N. peacekeeping forces when you look across the spectrum of the world and I think donors have recognised that, without that security-development nexus, you're not going to get progress," said the World Bank's Latin America and Caribbean director, Caroline Anstey. Troop and police contributions are typically determined by donor countries' foreign and defence ministries while aid funding is approved by finance and development officials, and coordination is sometimes lacking, she said. "We need to bring those together so security and development can go hand in hand so, for example, we can go into Cite Soleil and do development projects," Anstey said in reference to the most dangerous shanty town in the Caribbean country of 8.6 million people. "It's very hard for development institutions and NGOs to deliver cleaner water, clean streets, sanitation in areas that are insecure," she added. On Monday U.N. troops took over several slums in Port-au-Prince that had been held by armed gangs believed to be loyal to former president Jean-Bertrand Aristide, who was forced from power in February 2004.

  • Juveniles and Psychiatric Institutionalization
    A bstract The United Nations Convention on the Rights of the Child (CRC) can be used as a framework to examine issues regarding psychiatric institutional- ization of juveniles in the United States. The current U.S. system allows children diagnosed with relatively mild, non-psychotic disorders or exhibit- ing delinquent behaviors to be placed in institutions. Failure to regulate treat- ment in these faciltities also results in abuses by the treatment providers. Parents can institutionalize a child under the guise of mental health "treat- ment` because they disapprove of the child's lifestyle choices. In some states, parents can waive the child's right to an impartial hearing before institution- alization. The serious social, mental, and physical health consequences of erroneous deprivation of liberty are discussed. Recommendations include that the U.S. ratify the CRC, guarantee due process for juveniles faced with institutionalization, conduct systematic treatment reviews, and correct in- stitutional abuses.
