1. CALLTOORDER

The Chair called the meeting to order at 7:05 p.m.

1.1 Declarations of Pecuniary Interest None received.

2. ADOPTION OF AGENDA

3. ADOPTION OF PREVIOUS MINUTES

4 BUSINESSARISING

4.1 Number blades for Soperton and Pine Hill Cemeteries Secretary to approach Public Works department regarding address blades for Pine Hill and Soperton cemeteries.

4.2 Darlingside issues will be discussed under Item 8.1

4.3 Cemetery List with GPS Coordinates Secretary to follow-up with Planning Department regarding the list of Cemeteries with GPS coordinates – was the list forwarded to the County for inclusion in the County maps?

5. DEPUTATIONS None.

6. INFORMATION ITEMS

6.1 Vacant Recreation Coordinator position James Marrelli is no longer the TLTI Recreation Coordinator. We welcome Lisa Lawrence as our interim staff representative (Secretary).

6.2 Summer Student Nathalie Jones, our summer grant student, will start work on July 2nd. Secretary to ensure copies of the job description are emailed to Art and Pierre. Secretary to provide Nathalie with Pierre’s contact information.

6.3 Archive Volunteers Curtis Jackson began as a volunteer in the archives on June 26th, 2014. This brings the Archive Volunteer Staff to four; Nathalie will be the fifth.

6.4 Recognition from Ministry of Citizenship & Immigration On June 24th, 2014 at the Convention Center, Pierre received his five-year Volunteer pin from the Ontario Ministry of Citizenship & Immigration. Congratulations Pierre!

7. CORRESPONDENCE & ACTIVITIES

7.1 Barnabus Chipman House Art reported ongoing consultation with Mr. & Mrs. Killins regarding the Barnabus Chipman house. Evidence has been found that indicates that the roof was originally a scissor truss. (House located on Hwy 42 on the other side of Soperton, between Soperton and Washburn’s Corners).

7.2 Waterfront Development Committee has received unofficial notice that the Province has asked for the enforcement of an existing regulation requiring archeological assessments on waterfront development.

8. NEW BUSINESS

8.1 Darlingside Pierre provided copies of the March 14, 2008 SLPC Permit for Demolition of the Darlingside House, with the conditions imposed requiring authentic reconstruction.

Municipal Heritage Committee Minutes Page 2 of 4 Marnie presented findings from her discussions with Jennifer Tarini of St. Lawrence Parks Commission (SLPC), and research (UCLG Land Division Committee April 22, 1998, Cunningham Swan June 10, 1998, OMB Ruling March 14, 2000).

Actions:  Marnie to speak with TLTI Planner, E. Mallory, regarding Committees’ plans and processes (Committee supports the Township enforcing the rebuild indicated in the SLPC facsimile of 2008).  Marnie to speak with David Warner of the Land Trust and report back at the July committee meeting.

8.2 County Wide Official Plan Secretary reported that the draft of the Official Plan is expected to be released September 2014. Marnie reported that comments and feedback are accepted by Sandy Hay at the County until July.

Actions:  Pierre will forward the document entitled Recommendations Regarding the TLTI OP Review of 2012 from the Municipal Heritage Committee to the County.  Pierre attending the Leeds County Heritage Network meeting on Monday, June 30th, 2014 in Athens.  Committee members to research how heritage is presented and preserved in other counties’ official plans.  Committee will continue to monitor and report progress in July.

9. REPORTS

9.1 Archives  Received material from Russell Leeder  Progress on cataloguing continues  New box labels have been received from the Library  Legal-size acid free file folders to be ordered through the Library archives budget  New garbage can has been purchased  Keith Sly has donated another collection to the Archives. Thank you Keith.  Pierre to contact Kibler family on Tar Island for additional donations to the Archives.

9.2 Budget No report

Municipal Heritage Committee Minutes Page 3 of 4 9.3 Inventory  Progress will be made when summer student starts.  During the summer, Marnie will take students/volunteers around the islands to photograph/document.  Also during the summer, Marnie and Pierre will take Township Planner and Associate Planner out to the Islands.

9.4 Designations/Proposals Rockport Customs House – no new information. Half Moon Bay – will be approached regarding designation.

9.5 Cemeteries Keith and Kim continue to organize War of 1812 Veteran plaques. Plaques have been received. Through written correspondence Kim outlined the Unveiling Event. Dates for implementation to be determined.

9.6 Memberships & Subscriptions Secretary to locate file of current memberships and identify those that need renewal (LTI Historical Society, Ontario Historical Society, Community Heritage Ontario). Information to be forwarded to Pierre.

9.7 Plaques and signs None currently.

9.8 Leeds County Heritage Network Network Meeting Monday June 30th, 2014 at 10:00 a.m. in Athens Tour of Museum in Lions Hall on Wellington Street at that time.

11. OTHER BUSINESS Next meeting of Municipal Heritage Committee is July 24th, 2014 at 7:00 p.m. at Springfield House in Escott.
