Several subjects were identified, and one subject was arrested. The van’s use was successful in helping to obtain sufficient probable cause for the issuance of arrest and search warrants. The suspect was arrested, and 10.40 grams of fentanyl were found on him. This was a great use of NESPIN resources to address a dangerous drug case. South Portland Police Department RISSProp Services Burglary/Theft: Investigators with the South Portland Police Department were looking into six possibly related local residential burglaries. There were indications that the perpetrator might be within a certain age group. The primary detective on the case conducted in-depth research using RISSProp, seeking to identify male individuals of that age range who had sold jewelry. He identified a major suspect and worked with the victims to verify that the jewelry sold by the suspect was indeed their property. An arrest was made, and substantial amounts of the stolen property were recovered. Portland Police Department Intelligence Research Services and RISSProp Services Burglary/Theft: The Portland Police Department (PPD) entered into the National Crime Information Center (NCIC) a brand-name boat Global Positioning System unit that was reported stolen during a residential burglary. The NESPIN intelligence research staff conducted a review of the NCIC entries and compared them with RISSProp submissions. As a result, it was discovered that the unit had been sold to a Portland reseller. This information was provided to PPD detectives, who subsequently recovered the stolen unit from the reseller and commenced to bring charges against the suspect. Brewer Police Department Analytical Services Burglary/Theft: Investigators with the Brewer Police Department, the Bangor Police Department, and the Penobscot County Sheriff’s Office were investigating multiple burglaries and thefts in the Penobscot County area. Once potential suspects were developed, a request was made to the NESPIN analytical staff for cell phone call mapping and analysis assistance. As a result of the analysis, investigators placed the suspects’ phones at the scene of several burglaries and thefts. The analytical results were integral to the arrests of the suspects. Maine Drug Enforcement Administration Equipment Services Narcotics: Agents with the Maine Drug Enforcement Administration utilized a NESPIN surveillance van to monitor the activities of two suspected crack cocaine dealers in eastern Maine. The information obtained was used to acquire probable cause for the arrests of both individuals. Lewiston Police Department Intelligence Research Services Weapons/Disorderly Offenses: The Lewiston Police Department arrested and charged a Massachusetts individual with weapons and disorderly offenses. Subsequently, an investigator with the Androscoggin District Attorney’s Office contacted the NESPIN intelligence research staff for assistance in making inquiries on the defendant’s criminal history and whether there were any outstanding warrants. This request was made after direct inquiries to Massachusetts authorities by the District Attorney’s Office were inconclusive. The NESPIN staff determined that the defendant had an active warrant in Massachusetts and was able to secure a copy of the warrant. Armed with this information, the investigator secured an extraditable warrant from Massachusetts, and the defendant was arrested, pursuant to said fugitive warrant, and is currently awaiting extradition. The investigator credits the work of the NESPIN staff with making the fugitive’s arrest possible. www.riss.net/Impact .

With multiple tips from the NHDOC Investigations Unit, On September 29, 2020 at approximately 11:45 a.m. a male subject matching the description of Tarr was seen leaving a residence that was under surveillance in Parsonsfield Maine. During a subsequent motor vehicle stop by the Maine State Police, the male subject believed to be Tarr provided the Trooper with a different name.

The Board adopted the Minimum Standards on March 10, 2017. This law also requires these agencies to report their use to the Commissioner oF Public SaFety each year. The agencies then reported their UAV use to the academy with their annual reporting requirements, as outlined in 25 M.R.S., Chapter 341. A chain of events ensued in which Palm's wife, Charlotte Palm, was alone with animals inside the residence and state and county law enforcement officers were outside the residence on a theory that Charlotte was armed and suicidal and were attempting to get Charlotte to emerge. In his second amended complaint – which is 151-pages long, and contains 436- paragraphs -- Palm lists nineteen causes of action, some federal, some state, and some a hybrid of the two. In this recommended decision I address a motion filed by a group of defendants to whom I refer as the State Defendants. Aaron Hayden AGAINST LD 689 AN ACT TO ALLOW TRUCKS TO USE THE LEFTMOST LANE OF A THREE-LANE INTERSTATE HIGHWAY SYSTEM TO SAFELY ACCOMMODATE ENTERING AND EXITING. Senator Diamond, Representative Martin and distinguished Members of the Joint Standing Committee on Transportation, my name is Lt. Aaron Hayden, and I am the Commanding Officer of the State Police Commercial Motor Vehicle Enforcement Unit. I am here today to testify on behalf of the Department of Public Safety and the Maine State Police against LD 689. The bill being presented today pertains to the operation of Commercial Vehicles on Maine’s Turnpike. This bill would allow trucks with a registered gross vehicle weight over 10,000 pounds, including truck tractors, to operate from the Maine- New Hampshire border to mile marker 44 in the leftmost lane. This is where there are at least 3 lanes in each direction. Tractor trailer units and other trucks over 10,000 pounds are statutorily prohibited from driving in the left lane and therefore only allowed to use the center lanes for passing. If this bill would pass and be added to 29-A section 2052 it would conflict with current law listed in Title 23 Section 1980-1A. The issue of traveling in the center lane was already taken up with LD 228 with the Transportation Committee voting unanimously ONTP.

Maine was able to improve the timeliness and accuracy of crash data being submitted to the state database. In 2006 the National Highway Traffic Safety Administration (NHTSA) conducted an assessment of Maine’s traffic records. The purpose of the assessment was to determine whether Maine’s traffic records system is capable of supporting management’s needs to identify the state’s safety problems, to manage the countermeasures applied to reducing or eliminating those problems, and to evaluate those programs for their effectiveness. At the same time Maine Legislature mandated the addition of data fields on the crash form to collect more detailed data regarding “Distracted Drivers.” As a result of the NHTSA assessment and Legislative mandates, Maine’s Traffic Records Coordinating Committee (TRCC) felt it was time to review our crash form for improvements and increased compliance with the Minimum Model Uniform Crash Criteria (MMUCC), as there has not been a major change in structure in approximately fifteen years. Even though the crash report system was moved to an electronic format seven years ago, the actual form and content were not significantly changed. Maine’s TRCC tasked a committee to review the crash report form and make recommendations for changes aimed at improving crash data collection processes, quality, accuracy, timeliness, MMUCC compliance and data sharing capabilities of users.
