Doug and Cheryl, thanks for “being there” when you were really needed. v ABSTRACT This study discusses the role of Supreme Court decisions in shaping the evolution of Jim Crow and African American newspapers’ reactions to these decisions. The study focuses on the period between the end of Reconstruction and the United States’ entrance into World War I. It looks at several Supreme Court decisions to demonstrate how the Court failed to act as a check on state legislatures’ reactionary undertakings and how these legislatures interpreted the Court’s judgments. Several of the Supreme Court’s decisions served to alert white legislators to the federal government’s limited actions to protect the rights of African American citizens. The cases included represent most areas of discrimination faced by African Americans during this period including participation in the court system, Fourteenth Amendment protections, the Fifteenth Amendment, public versus private segregation, transportation segregation, education segregation, and housing segregation. White legislators viewed the Supreme Court as an indicator of the state segregation that the federal government would allow. African American newspapers failed to offer a significant response to many key decisions. As the Court limited the protections of Reconstruction legislation, black newspapers offered little guidance to the black community about how to salvage their equal rights. The newspapers had the opportunity to reach large portions of the African American community and to lead efforts to protest the Court’s potentially detrimental decisions, but the press failed to bring attention to the cases white legislators viewed as signals that the federal government would not interfere with state and local segregation. Through the study of approximately twenty black newspapers, it becomes clear that the newspapers’ editors often misread the importance of the Supreme Court’s holdings. Cases that historians now recognize as key turning points in the status of African Americans went virtually ignored by the press and cases that receive little more than a footnote garnered extended attention from newspapers for being either a significant blow to the black community or for being cause for hope. Woodson The Mis-Education of the Negro (1933) In his 1933 work, The Mis-Education of the Negro, Carter G. Woodson discussed what he viewed as the indoctrination of African Americans in public schools. Woodson believed that African Americans had become too dependant on white America and too accepting of inferior positions in society. The status of black Americans in the 1930s did not reflect the expectations of the African American community following the ratification of the Thirteenth, Fourteenth, and Fifteenth Amendments during Reconstruction. Rather, there had been a sense of excitement about the promise of equality that went unattained by the majority of black Americans in Woodson’s generation. Woodson stood out as a success among a generation of blacks who faced increased challenges and increased segregation throughout their lifetimes. Born in 1875, Woodson lived through the peak years of Jim Crowism and observed its effects on blacks in both the South and the North. A graduate of Berea College, which later became the focus of a key Supreme Court case about the segregation of whites and blacks in private colleges, the University of Chicago, and Harvard University, Woodson wanted the role of his people to be acknowledged and respected. Towards this goal, he co-founded the 2 Association for the Study of African American Life and History in 1915 and began publishing The Journal of Negro History in 1916.1 He also participated in the Washington, D.C. branch of the National Association for the Advancement of Colored People. Despite his education and his political activism, however, his belief that African- American history was unique

This discussion is essentially an inquiry into the effect which religious beliefs have on the jurisprudence of the highest court of the land, the United States Supreme Court. With regard to actually creating laws, the Supreme Court wields an incredible amount of influence over the judiciary by way of precedent in federal courts, and persuasive authority in state courts. However, decisions by the most famed court in the country also mold and form the political and social climate of eras. Supreme Court decisions have defined our nation’s history, for example in US v. Nixon1 or Roe v. Wade.2 Thus, it seems worthwhile to explore the considerations taken into account by the Justices when they craft opinions which will inevitably shape the course of our national and personal histories. It is true that the religious beliefs of the people of the United States and their elected officials also play a leading role in the creation of laws which affect our lives; and people are entitled to be governed and live by the rules which they chose for society.

    Finding and Using African American Newspapers Timothy N. Pinnick [email protected] http://blackcoalminerheritage.net/ INTRODUCTION African American researchers will find black newspapers an extremely valuable part of their search strategy. Although mainstream newspapers should always be consulted, African American newspapers will provide nuggets of information that can be found nowhere else. Although the first African American newspaper was established in 1827, it is in the post Civil War period that the black press experienced tremendous growth. Hundreds of newspapers appeared to quench the thirst for knowledge in the newly freed slaves, and to provide an accurate and positive image of the race. Clint C. Wilson took the incomplete manuscript of the foremost historian of the African American press, Armistead Pride and produced A History of the Black Press in 1997. It is a great source of information on black newspapers. Another worthwhile source can be found online at the public television website of PBS. They produced the documentary film, “The Black Press: Soldiers Without Swords” in 1999, and their website is rich in reference material. http://www.pbs.org/blackpress/index.html VALUE OF BLACK NEWSPAPERS Aside from the most obvious benefit of locating obituaries, researchers can discover: an exact or nearly exact event date (birth, death, or marriage) of an ancestor, therefore enhancing the odds of a successful outcome when the eventual request for the vital record is made. Remember, some places will only search a short span of years in their index, and charge you whether they find the record or not. additional information on the event that will not be found on the vital record.

Carpenter ’54 heir histories are as much a part of the College as they are of 19th-century America—fi ve brothers of the Field family who held among them a total of 10 academic and honorary degrees from Williams. They were an accomplished group that included a prominent lawyer who codifi ed the laws of states and nations, a four-term senator in the Massachusetts State Legislature and its president for three years, a U.S. Supreme Court justice, a minister who traveled the world speaking and writing about his experiences for a national audience and a fi nancier and entrepreneur who successfully connected America and England with the fi rst telegraph cable across the Atlantic. Many of their descendents also would attend Williams, including one today who is a member of the Class of 2008. The family planted its roots in America in 1632 with the arrival of Zechariah Field, who emigrated from England and settled outside Boston. Zechariah helped to found Hartford, Conn., in 1639 and 20 years later traveled up the Connecticut River Valley, settling in Northampton and Hatfi eld, Mass.     The Woman’s Improvement Club of Indianapolis: Black Women Pioneers in Tuberculosis Work, 1903-1938 Earline Rae Ferguson* During the first decades of the twentieth century Americans of all classes came to terms with the ways in which industrialization and urbanization affected their lives. The diversity of experience was reflected in the dissimilarity of progressive reformers. Women approached reform from the vantage point of family experiences and values and based their actions in the private and public spheres on those values. Whatever their background, many American women responded strongly to the urgent needs of the poor and the progressive temperament of their time, commiting themselves to social work and reform within their communities. One of the vehicles used by American women to achieve their goals was the woman’s club. Initially, middle-class white women, who were confined to the home after marriage, found that partici- pation in club life afforded them the opportunity to grow intellec- tually and socially. As they became more aware of the problems and issues in American life, however, clubwomen began to em- brace an ideology that would permit them to move out into the public sphere of activity-“Municipal Housekeeping.” Implicit in or- ganization was a responsibility to benefit their communities as well as their families. The woman’s club became the vehicle that they used in an attempt to meet that responsibility. Bright. MR. BRIGHT: I cannot tell you how honored and delighted I am to be here at Mercer. I have always had a special place in my heart for Mercer. There is no greater dean of any law school in the United States of America than Daisy Floyd. I am particularly glad to be here with Dean Floyd serving her second term as dean of the law school, and I know how much you all benefit from that. I also am so glad to be invited by Sarah Gerwig-Moore. She took my class when she was at Emory Law School. I am very proud of my students and what many of them have gone on to do, and she is one that I am most proud of. Her program here at Mercer provides post-conviction legal representa- tion to people. For those people, that is the only possibility of legal representation they have. People have a right to a lawyer at trial and on appeal. However, for someone who is wrongly convicted and sentenced to prison in Georgia, there is no right to a lawyer for review in stages beyond that-habeas corpus proceedings in the state and federal courts. What type of legal system has a mechanism for correcting Constitutional errors but does not give people lawyers to correct those errors? This is one of the things we have to change in the legal system.

Skinner Greene ii ABSTRACT Allison Terry-Fritsch, Advisor The literal reframing of the lynching postcard The Lynching of Laura Nelson within the medium of quilting allows for a visual re-contextualization of this image’s history. In LaShawnda Crowe Storm’s Quilt I: Her Name Was Laura Nelson the confrontation between viewers and the lynched body of an African American woman addresses an often neglected phenomenon, the lynching of black women in the United States during the late 19th and early 20th century. The literal reframing of the lynching postcard The Lynching of Laura Nelson within the medium of quilting allows for a visual re-contextualization of this image’s history. In the act of quilting Crowe Storm has removed this image from its original intention, a form of propaganda used to fuel racist ideology, and has now placed it within a context of feminism, activism, and communal art making. The selection of the medium of quilting in this work was intentional. In quilting LaShawnda Crowe Storm situates the work, and its attendant imagery, within a dialogue regarding female identity, the construction of community and the history of racial violence in the United States. As a community leader and activist in the city of Indianapolis, Indiana, LaShawnda Crowe Storm developed The Lynch Quilts Project as a means to bring people from across the country together to have an honest dialogue about the legacy of lynching and racial violence in the United States.
