It is more than pious tribute to the great scholar whom we commemorate today that makes me begin with Ernest Gellner. For Gellner’s influential thinking on nationalism, and specifically of its modernity, is central to the question I wish to consider, the relation between nation and empire, and between imperial and national identity. For Gellner, as for many other commentators, nation and empire were and are antithetical. The great empires of the past belonged to the species of the ‘agro-literate’ society, whose central fact is that ‘almost everything in it militates against the definition of political units in terms of cultural bound- aries’ (Gellner 1983: 11; see also Gellner 1998: 14–24). Power and culture go their separate ways. The political form of empire encloses a vastly differ- entiated and internally hierarchical society in which the cosmopolitan culture of the rulers differs sharply from the myriad local cultures of the subordinate strata. Modern empires, such as the Soviet empire, continue this pattern of disjuncture between the dominant culture of the elites and the national or ethnic cultures of the constituent parts. Nationalism, argues Gellner, closes the gap. It insists that the only legitimate political unit is one in which rulers and ruled share the same culture. Its ideal is one state, one culture. Or, to put it another way, its ideal is the national or the ‘nation-state’, since it conceives of the nation essentially in terms of a shared culture linking all members.

This was the case with both t.he French and Russian Revolutions, and so it was in the case of the Communist Revolution in China. This phenomenon was not coincidental but natural. Revision of the marriage law in China is contingent on a revision of the land law and other economic reforms. In the case of the Chinese Revolution, the revision of the marriage law was inseparably related to a reform of the land law. The present writer discussed the development of the landownership system in China since the eve of the revolution in the chapter on land reform in Cht~goku Ho~seishi Kenkyiz (The Study of the History of Chinese Legal System), (1960). In this paper, he intends to discuss the salient points of the new marriage law in connec- tion with the land reform and subsequent developments. I. Primarily through loans to build up the economy and diplomatic pressure, the United States and Great Britain helped to maintain an independent Austrian state and prevent an Anschluss or union with Germany from 1918 to 1934. In addition, this study examines the minority of Austrians who opposed an Anschluss .     HABSBURG Syllabi:The Habsburg Monarchy 1526-1918 HAVERFORD COLLEGE SPRING 1995 HISTORY 224B AND 355B John Spielman THE HABSBURG MONARCHY 1526-1918 This course will concentrate on the history of the Habsburg dynastic empire in central and eastern Europe from the late middle ages to the end of the empire at the conclusion of World War I. The instructor's prejudices will dictate a heavy emphasis on the early modern period (late 16th to mid-18th centuries), but the whole of the empire's history will be dealt with. This course is made possible because of the publication of several books in the past decade, and particularly the works of Branger and Ingrao in the past year. Beyond the problems specific to the Austrian monarchy lies another, more general issue: the question of "empire" as a form of polity. This course will invite comparison with a range of imperial states in all parts of the planet, the problems common to all, the variety of their responses to centrifugal social forces, and the conditions contributing to their durability or lack of it.
