TINLA& LOCBL LBW NO. 15-14 TINIAN & AGUIGUAN LEGISLATIVE DELEGATION FIFTEENTH NORTHERN MARIANAS COMMONWEALTH LEGISLATURE EIGHTH SPECIAL SESSION, 2007 HOUSE LOCAL BILL NO. 15-70, Dl A LOCAL APPROPRIATION BILL FOR AN ACT FOR THE SECOND SENATORIAL DISTRICT To amend Tinian Local Law 15-3; and for other purposes. BE IT ENACTED BY THE SECOND SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE COMMONWEALTH CODE: Section 1. Purpose. The Second Senatorial District Legislative delegation finds that 1the subsistence allowance of $100.00 for dialysis and cancer patients from the Second Senatorial District as enacted by Tinian Local Law 15-3 is insufficient to meet the demands of the patients receiving treatment on Saipan. It is therefore, the purpose of this Act to amend Tinian Local Law 15-3 to increase the allowance from $100.00 to $300.00 for the monthly subsistence allowances for dialysis and cancer patients from the Second Senatorial District. Section 2. Amendment. Sections 2 and 3 of Tinian Local Law 15-3 are hereby amended to read as follows: "Section 2. Appropriation. There is hereby appropriated $10,000.00 from the local license fees for pachinko slot machines and poker machines, pursuant to Tinian Local Law 14-2, to be expended for dialysis and cancer patients subsistence allowance of $300.00 per month per patient. Section 3. Expenditure Authority. For the hdsappropriated under Section 2 of this Act, the Secretary of Finance shall prepare and disburse a check in the amount of $300.00 per month for each dialysis and cancer patient from Tinian." Section 3. Severability. If any provision of this Act, or the application of any such provision to any person or circumstance should be held invalid by a court of competent TINIAN LOCAL LAW NO. 15-14 House Local Bill No. 15-70, Dl - - jurisdiction, the remainder of this Act or the application of its provisions to persons or circumstances other than those to which it is held invalid shall not be affected thereby. Section 4. Savings Clause. This Act and any repealer contained herein shall not be construed as affecting any existing right acquired under contract or acquired under statutes repealed or under any rule, regulation or order adopted under the statutes. Repealers contained in this Act shall not affect any proceeding instituted under or pursuant to prior law. The enactment of this Act shall not have the effect of terminating, or in any way modifying, any liability civil or criminal, which shall already be in existence at the date this Act becomes effective. Section 5. Effective Date. This Act shall take effect upon its approval by the Governor, or becoming law without such approval. CERTIFIED BY: Speaker House of Representatives day of ,2008.
