Stability opera- tions frameworks engage many disciplines to achieve their goals, including establishment of safe and secure environments, the rule of law, social well- being, stable governance, and sustainable economy. A comprehensive approach to complex operations involves many elements—governmental and nongovernmental, public and private—of the international community or a “whole of community” effort, as well as engagement by many different components of government agencies, or a “whole of government” approach. Taking note of these requirements, a number of studies called for incentives to grow the field of capable scholars and practitioners, and the development of resources for educators, students and practitioners. A 2008 United States Institute of Peace study titled “Sharing the Space” specifically noted the need for case studies and lessons. Gabriel Marcella and Stephen Fought argued for a case-based approach to teaching complex operations in the pages of Joint Forces Quarterly, noting “Case studies force students into the problem; they put a face on history and bring life to theory.” We developed -

Order Code RL31701 Iraq: U.S. Military Operations Updated July 15, 2007 Steve Bowman Specialist in National Defense Foreign Affairs, Defense, and Trade Division Iraq: U.S. Military Operations Summary Iraq’s chemical, biological, and nuclear weapons programs, together with Iraqi long-range missile development and support for Al Qaeda terrorism, were the primary justifications put forward for military action. On March 17, 2003, President Bush issued an ultimatum demanding that Saddam Hussein and his sons depart from Iraq within 48 hours. On March 19, offensive operations began with air strikes against Iraqi leadership positions. By April 15, after 27 days of operations, coalition forces were in relative control of all major Iraqi cities and Iraqi political and military leadership had disintegrated. On May 1, 2003, President Bush declared an end to major combat operations. There was no use of chemical or biological (CB) weapons, and no CB or nuclear weapons stockpiles or production facilities have been found. The major challenges to coalition forces are now quelling a persistent Iraqi resistance movement and training/retaining sufficient Iraqi security forces to assume responsibility for the nations domestic security. Though initially denying that there was an organized resistance movement, DOD officials have now acknowledged there is regional/local organization, with apparently ample supplies of arms and funding. CENTCOM has characterized the Iraqi resistance as “a classical guerrilla-type campaign.” DOD initially believed the resistance to consist primarily of former regime supporters and foreign fighters; however, it has now acknowledged that growing resentment of coalition forces and an increase in sectarian conflicts, independent of connections with the earlier regime, are contributing to the insurgency. -

They watered that tree, pruned it, and cared for it. Ask your American friends why they're leaving now before the tree bears fruit." --Mahmoud Ahmadinejad.1 Iraq has become a key focus of the strategic competition between the United States and Iran. The history of this competition has been shaped by the Iran-Iraq War (1980-1988), the 1991 Gulf War, and the US invasion of Iraq in 2003. Since the 2003 war, both the US and Iran have competed to shape the structure of Post-Saddam Iraq’s politics, governance, economics, and security. The US has gone to great lengths to counter Iranian influence in Iraq, including using its status as an occupying power and Iraq’s main source of aid, as well as through information operations and more traditional press statements highlighting Iranian meddling. However, containing Iranian influence, while important, is not America’s main goal in Iraq. It is rather to create a stable democratic Iraq that can defeat the remaining extremist and insurgent elements, defend against foreign threats, sustain an able civil society, and emerge as a stable power friendly to the US and its Gulf allies. -

U.S. Coast Guard Port Security Unit History
U.S. Coast Guard Port Security Unit History Early Roots The roots of the Coast Guard's deployable port security mission are traced back to World War I and World War II and the traditional CONUS port safety and security duties of the Captain of the Port (COTP). During World War II, some overseas COTP-type operations were carried out by the Coast Guard in both the Pacific and European Theaters. Experiences in Vietnam demonstrated that a need for Coast Guard port security capabilities in overseas ports continued to exist. During the early 1980's, DoD planners formally identified the need for port security forces in OCONUS seaports of debarkation. Dialogue began between the Army, Navy, and Coast Guard, and the concept of the deployable Port Security Unit (PSU) was born. In January 1985 the Commandant approved three notional PSUs to respond to the requirements of DoD operations plans. The three units were located in the Ninth Coast Guard District at Buffalo, NY, Cleveland, OH, and Milwaukee, WI. Mission Defined PSUs are organized, equipped, and trained to operate in joint security areas, specifically in accessible (ice-free) harbors and port areas worldwide in support of regional Combatant Commanders’ requirements, and in company with DoD for national defense regional contingencies. PSUs provide 24-hour operations under all environmental conditions within the limits of equipment and personnel. PSUs normally protect vessels in transit, at the pier/port complex, or along the waterfront facility. Harbor defense and port security operations are frequently characterized by confined and traffic-congested water and air space. Notional Mission Assessment In the years between the approval of the three notional PSUs and their first deployment in 1990, the PSUs suffered from inconsistent budgetary, programmatic, and training support. -

Worldwide Equipment Guide Chapter 1: Littoral This chapter focuses on vessels for use in littoral ("near the shore") operations. Littoral activities include the following: - "brown water" naval operations in coastal waters (out to as far as 200+ km from shore), - amphibious landing operations or port entry (opposed and unopposed), - coastal defense actions (including patrols, engaging enemy, and denying entry) - operations in inland waterways (rivers, lakes, etc), and - actions in large marshy or swampy areas. There is no set distance for “brown water.” Littoral range is highly dependent on specific geography at any point along a coast. Littoral operations can be highly risky. Forces moving in water are often challenged by nature and must move at a slow pace while exposed to enemy observation and fires. Thus littoral forces will employ equipment best suited for well-planned operations with speed, coordination, and combined arms support. Littoral forces will employ a mix of conventional forces, specialized (naval, air, and ground) forces and equipment, and civilian equipment which can be acquired or recruited for the effort. Each type of action may require a different mix of equipment to deal with challenges of terrain, vulnerability, and enemy capabilities. Coastal water operations can utilize naval vessels that can operate in blue water. Naval battle groups for deep water also operate in littoral waters. Submarines and anti-submarine warfare (ASW) systems conduct missions in littoral waters. But challenges of shallow waters and shoreline threats also require use of smaller fast-attack boats, patrol craft, cutters, etc. -

Bryza Deputy Assistant Secretary of State for European and Eurasian Affairs before the Commission on Security and Cooperation in Europe (U.S. Helsinki Commission) September 10, 2008 “Russia, Georgia, and the Return of Power Politics” Chairman Hastings, Chairman Cardin, Members of the Committee, thank you for the opportunity to discuss with you today the situation in Georgia following Russia’s invasion and occupation of Georgian territory. I will focus my remarks on the events leading up to the conflict, including Russia’s obstructionist role in the international mediation efforts on Abkhazia and South Ossetia; Russia’s provocative actions towards Georgia; and U.S. policy towards Georgia, Russia, and Russia’s periphery in the aftermath of this conflict. My twofold goal is to counter Moscow’s false narrative, which claims that Russia’s war with Georgia began when Tbilisi attacked Tskhinvali, and to outline the Administration’s thoughts on where we go from here. I speak from the perspective of a U.S. official who has been engaged in formulation and implementation of U.S. policy on Georgia and its neighbors for the past twelve years. Throughout this period, the U.S. Government has remained committed to working with the citizens of Georgia and their elected leaders to advance democracy, prosperity, and peace. Georgia has made remarkable progress over this period from a fledgling state embroiled in multiple civil wars to a young democracy with one of the world’s fastest reforming and growing economies that is linked to global markets through industrious people, energy pipelines, and a joint airport with NATO ally, Turkey.
