JLALFWAY THROUGH Chancellor Gerhard Schroder's four-year term it was clear that his Red-Green coalition—his own Social Democratic Party (SPD) together with the environmentalist Greens—had succeeded in co-opting the traditional agenda of the opposition Christian Democrats (CDU), leaving the opposition without a substantial issue. The government accomplished this by moving to the political center, primarily through a set of pro-business tax cuts that were expected to spur the economy. The conservative opposition was also handicapped by scandal. Former chan- cellor Helmut Kohl shocked the nation at the end of 1999 by refusing to clarify his role in the CDU's financial irregularities, and in January 2000 he resigned as honorary chairman of the party. The affair continued to get headlines through- out 2000 as more illegal payments during the Kohl years came to light. All that Kohl himself would acknowledge was his personal receipt of some $1 million not accounted for in the party's financial records, but he refused to name the donors. Considering his "word of honor" not to divulge the source of the money more important than the German law requiring him to do so, he compared his treat- ment by the German mass media to the Nazi boycott of Jewish stores during the Hitler regime. Most observers believed that Kohl would end up paying a fine and would not serve any jail time. The Kohl scandal triggered an internal party upheaval. Wolfgang Schauble, Kohl's successor as CDU leader, admitted in February that he too had taken un- reported campaign contributions, and was forced to resign.

Moscow's chief rabbi, Pinchas Goldschmidt told DW about the fears and hopes of Europe's Jewish communities and warned against radicalization in society. Pinchas Goldschmidt: Although I speak about the future with confidence – I do so as a Jew, as a religious Jew and as a rabbi who is always optimistic about the future – one must certainly be concerned about recent changes in Europe. And one must recognize that many of the images that we have seen of late show that the climate has got worse for Jews in Europe. Increasingly, many Jewish families are leaving their homes, or are at least considering it – for instance in France, Sweden or the United Kingdom. Do you see a trend? The number of Jews living in several European countries has decreased dramatically of late. We are looking at a reduction of roughly 15 percent of Europe's overall Jewish population as a result of their leaving. But there are also trends in the other direction. The Jewish community in Germany is the only one that is growing. That is encouraging even though the generally worsening climate tells a different story. But the answer to your question lies with individual governments. What are national governments in Europe willing to do to guarantee the safety of their Jewish communities? In other words, you think European politicians are doing too little and have not taken the steps necessary to curb rising anti-Semitism? Many politicians claim that a Europe without Jews is unimaginable, that it would no longer be Europe.

by Dr. Betsy Gidwitz Published May 2011 The opinions expressed herein do not necessarily reflect those of the Board of Fellows of the Jerusalem Center for Public Affairs www.jcpa.org No. 68, 15 May 2011 / 11 Iyar 5771 Post-Soviet Jewry on the Cusp of Its Third Decade - Part 1 Betsy Gidwitz Demographically, post-Soviet Jewry has seen an overall decline resulting from assimilation, intermarriage, low fertility, high mortality, and emigration of younger age cohorts. Some demographers believe that less than 500,000 Jews remain in the post- Soviet states. An intermarriage rate that some view as exceeding 80 percent creates complex situations for those Jewish groups that prefer to confine their programs to halachically Jewish individuals. Jewish identity among Jews in Russia and Ukraine is most likely to be expressed as a sense of Jewish heritage, in particular, a common cultural or intellectual heritage, rather than a sense of common spirituality or sharply focused religious practice. Post-Soviet Jews also tend to believe that Jews should be familiar with modern Israel, but not necessarily feel obligated to live in Israel. Antisemitism is strongly rooted in both Russia and Ukraine, and popular anti-Jewish bigotry continues in both countries despite the cessation of official state antisemitism. Although Jews at present are not the main target of nationalist wrath, some readily identifiable Jewish individuals have been harassed and synagogues and other Jewish premises have been daubed with antisemitic graffiti or otherwise damaged. Fear of antisemitism remains a powerful catalyst in suppressing active Jewish identification. Post-Soviet Jews entered the post-Soviet era ill-prepared to determine their needs and to create and manage an infrastructure to address these needs.
