This assessment updates a similar assessment done in 2005. Since 2005, the Angolan health system has realized progress in health financing, human resources, information systems, governance, and service delivery, facilitated by continued peace, political stability, rapid economic growth, and major investments in infrastructure such as roads, water, and housing. Although prevalence of underweight children and fertility have declined significantly, key indicators such as infant and under-five mortality, maternal mortality and HIV prevalence appear stagnant are still high compared to regional averages. Health sector stakeholders are benefiting from the availability of new data from health surveys, studies, and slight improvements in the routine facility and epidemiological surveillance systems. Government health financing continues to be relatively low at 5 percent of total public expenditures, but is more equitable and effective as public spending on primary health care tripled. Access to health services rose slightly but is still less than half the population. MINSA is demonstrating political commitment to improve access to health services and equity through its district health strategy, which has the explicit support of major partners such as the European Union, World Bank, and UN agencies. As implementation begins in earnest, the district health strategy crystallizes specific challenges facing MINSA and its partners: funding of non-labor recurrent costs, consistent supply of essential medical products, integration of vertical programs at the district level, how to extend access, how to reach communities, and donor coordination. Ferreira Abstract Background: Health research driven by the healthcare demands of the population can provide an informative evidence base to support decision-making processes on health policies, programmes, and practices. This paper surveyed the production of scientific research concerning health in Angola, specifically to access the publication rate over time, the main research topics and scientific fields, and the contribution of Angolan researchers and institutions. Methods: The study focused on data collected in a retrospective literature search in Biblioteca Virtual em Saúde (BVS) as of June 8, 2014, with the keyword “Angola” and on content information in correspondent publications deposited in PubMed. Results: BVS generated 1,029 hits, 74.6 % of which were deposited in PubMed where 301 abstracts were described. From 1979 to 2003, there were 62 publications and in 2004–2013 the quantity increased four-fold (n = 232); malaria was the most frequent topic (n = 42). Angola was the country with the largest number of publications, taking into account the primary affiliation of the first author (n = 45). Universities, institutes, or research centres accounted for 65 % of the publications and in descending order Portugal, Brazil, and the United States of America occupied the three first positions. Epidemiology was by far the most frequent field of research (n = 165). Conclusions: The number of publications has increased steadily over the past 10 years, with predominance on malaria topics.

Evidence on the impact of past economic crises on health sector in Africa is lacking. The objectives of this article are to present the findings of a quick survey conducted among countries of the WHO African Region to monitor the effects of global financial crisis on funding for health development; and to discuss the way forward. Methods: This is a descriptive study. A questionnaire was prepared and sent by email to all the 46 Member States in the WHO African Region through the WHO Country Office for facilitation and follow up. The questionnaires were completed by directors of policy and planning in ministries of health. The data were entered and analyzed in Excel spreadsheet. The main limitations of this study were that authors did not ask whether other relevant sectors were consulted in the process of completing the survey questionnaire; and that the overall response rate was low.     ANGOLA FOOD SECURITY UPDATE July 2003 Highlights The food security situation continues to improve in parts of the country, with the overall number of people estimated to need food assistance reduced by four percent in July 2003 relieving pressure on the food aid pipeline. The price of the least-expensive food basket also continues to decline after the main harvest, reflecting an improvement in access to food. According to the United Nations Children’s Fund (UNICEF), the results of both the latest nutritional surveys as well as the trend analysis on admissions and readmissions to nutritional rehabilitation programs indicate a clear improvement in the nutritional situation of people in the provinces considered at risk (Benguela, Bie, Kuando Kubango). However, the situation in Huambo and Huila Provinces still warrants some concern. Household food stocks are beginning to run out just two months after the main harvest in the Planalto area, especially for the displaced and returnee populations. In response to the current food crisis, relief agencies in Angola have intensified their relief efforts in food insecure areas, particularly in the Planalto. More than 37,000 returnees have been registered for food assistance in Huambo, Benguela, Huila and Kuando Kubango. The current food aid pipeline looks good. Cereal availability has improved following recent donor contributions of maize. Cereal and pulse projections indicate that total requirements will be covered until the end of October 2003. Since the planned number of beneficiaries for June and July 2003 decreased by four percent, it is estimated that the overall availability of commodities will cover local food needs until end of November 2003.

Angola epidemiological update (as of 20 October): o The last confirmed case had symptom onset on 23 June. o Two new probable cases without a history of yellow fever vaccination were reported from Kwanza Sul province in the last week. o Phase two of the vaccination campaign is ongoing, targeting more than two million people in 10 provinces. Democratic Republic of the Congo epidemiological update (as of 26 October): o The last confirmed non-sylvatic case had symptom onset on 12 July. o A new confirmed, sylvatic case was reported from Bominenge Health Zone in Sud Ubangui province. o Fourteen probable cases remain under investigation. o The reactive campaign in Mushenge Health Zone in Kasai province, which began on 20 October, is ongoing. ANALYSIS . The majority of the probable cases in Angola have been ruled out as yellow fever cases by the Institut Pasteur of Dakar. They will remain classified as probable cases until a full battery of tests has been run to determine other possible causes of illness. Once the final results are received the cases will be reclassified. Coincidentally, a previously scheduled pre-emptive vaccination campaign is ongoing in Kwanza Sul province where two new probable cases were reported. EPIDEMIOLOGICAL SITUATION Angola . Two new probable cases without a history of yellow fever vaccination were reported from Kwanza Sul province in the last week.
