RA MINISTRY OF ECONOMY AGRICULTURAL PROGRAMS IMPLEMENTATION DEPARTMENT COMMUNITY AGRICULTURAL RESOURCE MANAGEMENT AND COMPETITIVENESS PROJECT II COMPONENT 1: COMMUNITY PASTURE AND LIVESTOCK MANAGEMENT SYSTEM ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN CONSTRUCTION OF PASTURES STOCK WATERING SYSTEM IN BERD COMMUNITY VARAGAVAN VILLAGE OF THE RA TAVUSH MARZ February 2020 PART 1: GENERAL PROJECT AND SITE INFORMATION INSTITUTIONAL AND ADMINISTRATIVE Country Republic of Armenia Name of the Project Second Community Agricultural Resource Management and Competitiveness Subproject Title Construction of pasture stock-watering system in Berd community Varagavan village of the RA Tavush marz Scope of (sub)project and The main purpose of the sub-project is the improvement of the activity pasture stock-watering system in Berd Community, providing sufficient water supply for 250 cattle and 180 sheep and goat directly in the pasture. The following construction activities will be implemented under the proposed sub-project: • Construction of water reservoir 230m3 capacity; • Renovation of 70 m3 existing water chamber; • Construction of water chambers /2 regulation, 2 pressure, 2 discharge/ • Construction of inlet water pipeline 130 m (D= 40x2.4mm, P=1.0 MPa); • Construction of two metallic troughs with 12 m length each. The design for pastures watering network has been developed by the ANNUSHIK JRER ANDJINJ LLC design company consortium under the contract № CARMAC2-CP-CS-18-04 (Design) concluded with Agriculture Development Fund and RA FFPMC. Thus, during construction, the Project will temporarily use 0.1ha land, and this land will become usable for the community again being reinstated after completion of construction works, without any restriction of land use or access. Temporary access will be provided during construction to ensure continued mobility of livestock and herders. No part of the pipelines will pass through private land or through lands used by illegal users. This was checked and verified via the community cadastral map and field surveys. As the construction activities will be carried out in the remote pastures, in the outskirts of the village, there is no need for a temporary closure of roads, and as there are no private houses nearby, no temporary disturbance to residents may occur during the construction activities. The natural relief and landscape will be recovered after construction works. Land title and user right The land required for the sub-project implementation belongs to holder(s) the Community; the Reference provided by Berd Community Mayor (based on the Community cadastral map survey) is attached. Description of geographic, The sub-project implementation area is located at a distance of physical, biological, 187 km from Yerevan and 250m from the Varagavan community geological, hydrographic and of Tavush marz. socio-economic context The climatic conditions of the Varagavan are mild mountainous. The average temperature in winter is about 0+2C in summer +32C. Precipitation is not abundant, 400-450 mm on the lake surface, up to 1000 in the mountains. Varagavan village (settlement) due to the consolidation process in 2017 was included in the Berd community of the RA Tavush marz. The area of Varagavan is 1135.73ha. The population is 719, overall 225 households. In Varagavan Community Pasture User Association Consumer Cooperative established under the CARMAC II Project there are 51 members of whom 5 women, 30 youths and 2 representatives of vulnerable groups as per Project vulnerability criteria (pensioners, persons with a disability, family benefit system recipients, etc.). Gravel and stones may be purchased and delivered by the Contractor. The contractor may choose to extract natural construction materials himself, in which case the contractor must obtain an extraction license prior to commencement of extraction. Water for construction works will be provided with mobile water tanks. Water will be taken from the water source, for which the Berd community obtained water use permits from the Ministry of Environment (MoE) of the RA.
