Design of the new works
The new works generally comprise the following construction types: Removal of current flat doors and communal corridor doors and replacing them with new fire rated doors. Redecoration of internal walls Re-carpeting communal areas.
Construction risks
The following risks during the construction process have been identified and assessed. The risks have been listed in the three phases of the structure's life: construction, alteration and maintenance and demolition. The list does not presume to be exhaustive and the Principal contractor is requested to identify any further risks and how these will be addressed in the tender submission and subsequently in the construction phase health and safety plan.

Other risks that are common on construction projects are listed below. These may be helpful in identifying further issues to be covered in the construction phase health and safety plan:
Demolition and site clearance. Work over or adjacent highways or paths and access routes Buried services. Contact with hazardous materials prior to removal by specialists. Noise and dust. Work adjacent to fume or ventilation terminals Use of mechanical plant. Work on live services. Discovery of asbestos products. Inhalation of insulation fibres. Trailing leads and hoses. Working at high level. Disconnection of lighting. Use of naked flames. Persons occupying areas below or adjacent work area. Stability of partly completed structures Use of hoists or lifts Handling and placement of large components Erection of scaffolds. Fragile roofs or rooflights. Overloading of floors and roofs. Remote connections to services. Storage and handling of glass and hazardous materials. Delivery and unloading of all materials etc especially large items.
This list does not presume to be exhaustive and the principal contractor will be required to identify and analyse any further risks in the construction phase health and safety plan.
Maintenance hazards
The following issues, relating to elements to be designed by the contractor, have been identified as presenting potential hazards during the future maintenance of the structure: None
Co-ordination
It has been identified that at key stages in the project a number of trades or contractors will be working in the same or adjacent areas. It will be the responsibility of the principal contractor to co-ordinate the workforce(s) and a programme of works and method statement will be required to show how this will be achieved.
Construction materials
The following construction materials are prohibited and shall not be incorporated into the work:
Asbestos products. Materials containing loose fibres less than 3 microns in diameter. High Allumina Cement. Calcium chloride. Urea formaldehide Other materials known to be deleterious at the time.
Hazardous materials
Hazardous materials, which cannot be eliminated from the works, have been identified and listed below. This list does not presume to be exhaustive and the principle contractor must identify any further hazardous materials and give detailed method statements in the construction phase health and safety plan.
Welding fumes. Isocyanates (typically in foams and resins). Airborne fibres. Airborne dust especially silica and quartz. Solvents. Paints and the like. Dusts generally. Cement and concrete Acids and alkalis. Resins.
Precautionary measures will typically include: warning signs, personal protective clothing, temporary screening, personnel training, additional ventilation, washing facilities and skin creams. Particular care must be used to identify flammable substances.
Interaction with the client
The contractor will not have sole occupation of the site.
The client will continue to occupy all or part of the site, access routes and emergency routes are to be kept clear at all times.
The principle contractor must take precautions against unauthorised persons being drawn to the works.
Access etc to adjacent land must also be maintained.
All buildings are to be kept secure while work is not in progress.
All adjacent footpaths and rights of way must be protected by suitable fencing or hoarding during the works and supplied with adequate signage and lighting.
Site rules
Health and safety co-ordination
The principle contractor will be responsible for ensuring that health and safety information is made available to every person on site and for induction training for all personnel starting on site. The principal contractor will arrange regular health and safety meetings to be attended by representatives of all organisations present on site. The principal contractor will ensure that all personnel on site are suitably trained in the use of plant and equipment necessary for the works.
The principal contractor is to prepare plans for emergency procedures, first aid, evacuation, including reporting arrangements and liaison with the emergency services as necessary. The principal contractor shall not rely on the facilities provided by the client unless specifically agreed.
Site access/egress
Access to the site is to be via: Public Footpath/Road/ and Private Driveways, Gardens and Paths (with owner’s permission)
Traffic on site is to be restricted to the following routes: Areas belonging to tenants involved in the works
Contractors parking is to be restricted to: Public road only unless permission given by tenant to park on driveway BUT any damage to driveway or garden to be made good by the Contractor at their own expense,
Laydown and storage of materials on site is to be in the following locations: Agreed areas only
Delivery of materials/removal of waste is prohibited during the following times: 18.00pm-08.00am and weekends
The working area will be confined to the following areas only: Areas belonging to tenants involved in the works
Working hours will be restricted to the following:
Monday to Friday: 0800h to 1800h Saturdays: work prohibited unless specifically arranged with client and Building User Sundays: work prohibited unless specifically arranged with client and Building User
Identity badges are to be worn by all construction staff at all times.
Detailed design
The following list indicates those matters that are to be designed in detail by the contractor. As further design information is made available the principal contractor is to further liase with the planning supervisor and update the health and safety plan as required:
Unforeseen events
The principal contractor is to notify the planning supervisor and client immediately if any event occurs which creates or reveals a health and safety hazard or affects the resources necessary to safely complete the work.
