Malaysia successfully concludes APEC 2020 on a high note, with the adoption of the APEC Vision 2040, and the 2020 Declaration on 20th November 2020, at the first ever fully virtual Asia Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting (AELM). The AELM was chaired by The Right Honourable Tan Sri Dato’ Haji Muhyiddin bin Haji Mohd Yassin, Prime Minister of Malaysia. The Meeting was participated by all 21 APEC Economic Leaders.

MEDIA RELEASE The APEC Putrajaya Vision 2040 is set to build on Bogor Goals, which were launched in 1994 and reach maturity this year. Malaysia was the lead penholder for this Vision, which will serve as the primary guiding document for the work in APEC, for the next two decades. This strategic document was a result of Malaysia’s close collaboration with all APEC Economies.

The Putrajaya Vision aspires for an open, dynamic, resilient and peaceful Asia Pacific community by 2040, for the prosperity of all our people and future generations. The Vision also identifies three key economic drivers to achieve this aspiration, namely Trade and Investment; Innovation and Digitalisation; as well as Strong, Balanced, Secure, Sustainable and Inclusive Growth.

The Prime Minister noted that Senior Officials worked until the eleventh hour to come to an agreement on this Declaration. “This, for me, is a clear demonstration of what we are capable of accomplishing, when we set aside our differences and focus on our shared values”, he said in his speech.

In the Kuala Lumpur Declaration, the Leaders highlighted the need to facilitate equitable access to safe, effective and affordable vaccines. They also noted the importance of a free, open, fair, non-discriminatory, transparent and predictable trade and investment environment to drive economic recovery, and reaffirmed support for the on-going work at the WTO, including through necessary reforms aimed at improving its functioning.

Leaders called for an enabling environment that supports the development of digital economy as well as inclusive economic policies to facilitate post-pandemic regional recovery and growth. They noted the need to advance human resource development and strengthen economic and technical cooperation in order to ensure that affected workers are afforded appropriate support. Leaders expressed hope that new technologies enable the region to handle resources and waste more sustainably, and in a holistic manner. They also made a commitment to support global efforts to tackle climate change, extreme weather and natural disasters.

He recognised that APEC has, in its attempt to strike a balance between health priorities and economic needs, introduced stimulus packages, lockdowns and circuit breakers, and more recently, travel bubbles. APEC Economic Leaders also shared their individual policy responses and intervention measures in addressing the challenges brought forth by the pandemic, and underscored the importance of working collaboratively to reopen economic sectors, return people to jobs and reinstating the region to some level of normalcy.

Malaysia successfully concluded the first ever fully virtual Asia Pacific Economic Cooperation (APEC) Ministerial Meeting (AMM), on 16 November 2020. The AMM was chaired by YB Dato’ Seri , the Senior Minister and Minister of International Trade and Industry. Malaysia was represented by YB Datuk , Deputy Minister of International Trade and Industry as well as YB Dato’ Seri Kamarudin Jaffar, Deputy Minister of Foreign Affairs. All APEC Economies participated at the Meeting. The AMM called upon for strengthened solidarity to foster quality growth and enhance the resilience of APEC Economies, in order to navigate the region towards a path of robust economic recovery. Ministers also reaffirmed their support for the World Trade Organisation (WTO), noting that the rules-based multilateral trading system is central to enhance market predictability and business confidence. Dato’ Seri Azmin noted that the COVID-19 pandemic is possibly the harshest economic crisis of modern times. “We have to be realistic and pragmatic in our responses to the current situation. While combatting the pandemic remains a top priority, economic recovery must also be accorded equal attention,” he said. “As the impact on the economy has been severe, APEC member Economies must forge closer collaboration and find long-term and sustainable solutions not just to deal with the current situation, but other future contingencies that may affect us on the global scale,” he added. The AMM noted that the narrative of trade and investment needs to be improved beyond conventional concepts, in order to bring palpable benefits to our people. Dato’ Seri Azmin also recognised that there are now stronger calls for a new global economic architecture, which considers the distributive effects of growth on the prosperity of our people. The need for this new architecture becomes even more pressing now, as the World Bank estimates an additional 150 million people will be pushed into extreme poverty, as a result of the pandemic. Media Release The AMM also underscored the importance of working closely to leverage upon latest cutting edge technology and exploit the advances brought about by digital transformation to facilitate the reopening of economic activities, particularly for the benefit of MSMEs, women, youth and vulnerable groups. A key call for action of the AMM is the need for APEC Economies to come together to ensure equitable access to safe, effective and affordable COVID-19 vaccines. “Further, we should regard the COVID-19 vaccines as public goods that are critical to protect our health,” stressed Dato’ Seri Azmin. In addition to stocktaking the forum’s achievements in 2020, the AMM yesterday also provided guidance on future work, and discussed preparations for the 2020 APEC Economic Leaders’ Meeting, which is slated for 20 November 2020.

MITI, through our agency, Announcements MATRADE HQ, is organising a virtual exhibition, the first-of-its-kind in Malaysia, called #MyAPEC2020 Exhibition, in conjunction with Malaysia hosting the @APEC 2020. The virtual exhibition, scheduled for Sept 1 to Dec 31, will showcase products and services from Malaysia and other APEC - Asia-Pacific Economic Cooperation member economies.
