R & L LPTV NEWS

Total Station October 30, 2014

We have talked a lot about low-cost stations. But what if you November Only want to build a full LPTV station? A lot of that depends on where the station is. If you are in a larger market where you have full Specials! power stations competing with you, standard advertising sales are out the window and you concentrate on Long-Form and ways to make your short form infomercials stand out or make Video Server your station appeal to ethnic groups that full powers overlook. Masterplay LITE But what if we are outside of a major markets were full power stations do not sell and we can Automation get cable coverage. We change to big fish mode. First thing is to look at who your potential advertisers are. Forget the big chains like Wal-Mart and McDonalds. They are handled by large $1,995.00

advertising groups that only deal with full power TV stations. Your advertising potential is the local businesses and people running for office. Decide your programming based on who they are Daystar Package trying to reach. I am going to mention a lot of Luken (www.luken.tv ) networks because they are Panel Antenna very LPTV friendly and easy to get along with. If you have a lot of advertisers trying to reach 250' 7/8" Cable

children, consider a 24/7 kids channel like PBJ. Young folks may have you thinking of putting 2X Exciter together a "You Tube" channel or Videos. If your advertising base includes a lot 25 Watt Amplifier of bars, think about a nightly Horror Host programming block or maybe TUFF TV. If you are 100 Watt Filter dealing with a lot of 50+, think of channels like Retro TV or Cozi TV from NBC / Universal. We Ku Satellite Package can also load up your servers with Classic programming like Classic TV, Classic Movie, or Encoder Westerns. We can also give you a mix so if you want to only do one "local" channel, we can give $9,500.00 you a mixture of Classic TV, Movies and Westerns all on one channel. I would HIGHLY

recommend doing local News. Before you start thinking high dollars, look at our earlier FCC Work newsletters about econo-news and we will be getting more in-depth on that in a future Have a application not newsletter. Let's just say it can be done with nothing more than an hour a day of work, if that granted or need to much. And that is what is going to get you watched more and on more cable systems. It is a necessity. I also would recommend doing at least one 24/7 Long Form channel and if apply for a digital you have a lot of Hispanics a 2nd Hispanic Long Form Infomercial channel. You may not believe flash‐cut or it, but these channels work! They will in most cases generate more than 1/2 of your infomercial companion channel? income. And it needs to be 24/7. Everyone does it in the overnight so your income will come $495.00* during daylight hours. If you want to run alternative program, run religious programming in the

overnight when others are running infomercials. Most lost folks are up all night looking for Have FCC paperwork answers. Why do you think Jim Baker and the PTL club did so well years ago buying up full power that needs to be filed? stations air time in the overnight. Sell this idea to churches and offer them a cut rate for late $95.00* night air time. They will reach folks and you will be doing your viewers a great service. +FCC Fee So we have looked at our advertisers (advertisers are who we serve, not the viewers. Do not forget this is a business), and you have decided to skew toward an older audience. That group *If paid Within 10 days. does not seem to be served that well by full power and cable and if you can give it a strong local

flavor, advertisers will be interested. Years ago I did a survey over-the-air of viewers asking them if they wanted me to do 1-High Definition and 2 Standard Definition or 8 Standard Definition Channels. Out of the 100+ emails I got back, only one wanted HD. They want quantity, not quality. So for our example we are going to go with 8 SD channels. 6 will be full motion video, 2 will be "Still" channels, like a Power Point presentation. Our 6 SD and 2 Still channels are going to be:

1. Retro TV : 2. Tuff TV : 3. Classic TV : 4. Classic Movie : 5. News : 6. Infomercials : 7. Classifieds : 8. Weather You are going to do 15,000 Watts ERP so we will need a 16 Bay Omnioid (Egg Shaped Pattern) Antenna, 300' of 7/8" cable and a 1000 watt transmitter. If you are wondering how that all calculates out to 15,000 watts, a 16 Bay Antenna has a gain of 28.9, 300' of line is 51.9% efficient and a 1000 watts transmitter = 28.9 x .519 x 1000 = 15,000 watts ERP. The package would be:

16 Bay Omnioid Antenna 300' 7/8" Cable Package 1000 Watt Transmitter 8 Channel Encoder EAS Package (3) Dual Channel Automations (6) 4x1 RS-232 Switchers C Band Satellite System 8 Channel EAS Switcher (2) "Still" Channel Computers Double 75" Rack Package (2) 19" Monitors KVM Switcher (2) 4 Channel Audio Processors Misc Cables Just $64,995. December 2006

This package give you lots of bells and whistles. On channels 1 & 2 you are doing spot insertion. This means you are going to insert our commercials into a network that comes off of satellite. The networks will normally give you 2-5 minutes for local spots. 3-8 seconds before a local commercial break is to occur, the network sends 4 DTMF tones (the touch tones you here on your telephone), like "001*" which tell the local automation a break is about to occur. The automation waits the "preroll" time (the time between when the tones come down and when the break is going to occur), then rolls the local commercial break and switches it on-air. When the break is over, it switches back. Easy to do but you do not get as much commercial time to sell and you cannot put you own local spin on it. Channels 3-6 are playing locally out of the servers. Big advantage here is you get all of the commercial time, so you go from 5 minutes of spots an hour on a network to 10-14 minutes. The Classic TV channel consist of Public Domain programs. This means the copyright has expired and you are allowed to run these shows without having to pay a fee. Show that are still copyrighted can cost you between $25.00 - $10,000.00 an episode to air. That is what the networks run. A typical half hour show is 23 minutes of show consisting of three segments for two breaks. Each break run 2.5 minutes and 2 minutes at the end where you auto fill till the next show in case a show runs over or short and you have to make up time. News and Movie we covered in a earlier newsletters, though more is to come. The infomercial channel is 28:30 infomercials with :30 second infomercials to fill in-between shows to make them time out 30 minutes at a time. The still and weather channel we will cover in a future newsletters but these are still pictures with an audio track so they do not take up much of your DTV bandwidth. If you want to put the Master Control in a different location, add $995 for a 5.8 GHz STL. Add $11,000 for a Production Package including a 2 camera remote system. Or start with a basic Production Package for $5,000. Normal installation is around $5,000 - $7,000 excluding tower work. It you want to do it on your own, we can pre-setup the servers and send you wiring diagrams. If you can hook up a VCR, you can build your TV station. The point is you can get a station on the air anywhere between $8,900 to $100,000. The good news is the choice is totally up to you and what you want to do. Make the station fit into your budget, not the salesman. One final note, if the equipment is at the tower site, you will want to make sure you have a good internet connection. Digital TV is all about connecting and internet makes that easy. There is nothing more fun than sitting at home in front of your computer operating your station. You will probably not be able to stop grinning for the first few months it is so easy. If you have any questions, please feel free to email me at [email protected]. As you can see we have lots and lots to cover over the next few weeks. But you cannot do none of it if you do not have your station on-the-air. Email, gives us what you want to know, and let's get working together. R & L Media Systems 135 N Country Club Drive That's it for this week. Next week we will Decembergo over how 2006 it all Hendersonville, TN 37075 connects together so you get a more comfortable feel about your (615) 826-0792 station and see if maybe a few items are missing you need to get. http://www.rlmediasystems.com [email protected]
