​1Introduction ​ On 26 November 2019, Albania was hit by its most deadly earthquake in the last 50 years. The earthquake measured 6.3 on the Richter scale and caused significant casualties and property damage, resulting in 51 deaths, over 1000 injured, and nearly 17,000 people displaced. As a result of the disaster, a total of 202,291 people were affected in the country, 47,263 directly, and 155,029 indirectly. It caused extensive damage in 11 municipalities, including the two most populous, urbanized and developed municipalities ( and Durres). The worst affected municipalities were: Shijak, Durres, Kruja, Tirana, Kamza, Kavaja, Kurbin, and Lezha.

The Government of Albania requested support from the European Union, the United Nations, and the World Bank to undertake a full and comprehensive Post-Disaster Needs Assessment (PDNA) to identify the damage, losses, and recovery needs arising from the earthquake. The tripartite partners provided financial and technical support to conduct the assessment in addition to the resources the government made available. To measure and assess the economic damage, a Post Disaster Needs Assessment (PDNA) was conducted, estimating the total economic losses at nearly EUR 1Billion.

The PDNA documented the destruction of public and private infrastructure. Of particular concern was the destruction of cultural heritage monuments and property, as 53 cultural heritage properties were significantly damaged by the earthquake. UNOPS, through ECR VIEMCO, is partnering with the Government of Albania and the European Union, to facilitate the post-earthquake revitalization and upgrade of economic and tourism infrastructure of a large number of key cultural heritage sites, museums, and cultural hubs. The overall aim of the project will be to assist Albania with economic development and recovery with a focus on tourism development with cultural heritage as its key component. This project seeks to remediate the effect of the earthquake on Albania’s cultural heritage through the rehabilitation of monuments, as well as contribute to Albania’s socio-economic recovery through the construction and upgrade of these sites. It will be important also to support improvements in the capacity of institutions responsible for the management of these cultural monuments and sites to better accommodate tourism.

The final outcomes of the project are:

1) The rehabilitation of significant cultural heritage sites damaged by the earthquake. 2) Support to local economic development and the capacity of the Ministry of Culture in the safeguarding, management, and promotion of cultural heritage sites. 3) Improving awareness of the importance of cultural heritage sites amongst the Albanian public In addition to the partners within the UN system, UNOPS works with partners around the world to plan and implement hundreds of infrastructure projects of varied scales and complexity every year, ranging from maternity clinics to hospitals, from schools to roads, from Integrated Border Management Crossings to High Security Prisons, from advisory on strategic infrastructure investment to assistance in the development of national infrastructure plans. 1.1 Background and Justification

The UNOPS office in Albania will work closely with the Ministry of in Tirana to validate requirements against cultural heritage in order to develop detailed project designs and implement revitalization works tailored to the needs for the project .

UNOPS has some of the top experts in cultural heritage and is globally mobilized to support partners and 3 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ national governments in their needs. As the situation rapidly evolves UNOPS is committed to keeping partners regularly updated and informed to enable smart and adaptive decision making for both their urgent and long term needs.

The UNOPS Albania office will be responsible for the direct implementation, management and supervision of the project and all associated project activities and deliverables such as:

● Project management services (including planning, time management, resource management, reporting) ● Management of the procurement processes ● Due diligence and background checks, and contracting of the identified qualified vendors ● Coordination of revitalization, renovation and musealisation according to a plan agreed and coordinated with the MOC ● Handover - upon confirmation of quality in line with the agreed specifications

In consultation and partnership with the MOC, UNOPS, will provide detailed design services, manage the execution of infrastructure revitalization and renovations through a competitive procurement process and contracted vendors for construction works. UNOPS is ISO 9001 accredited and undertakes project management in accordance with the highest quality standards. UNOPS quality management strategy will ensure the project is delivered on time, within budget and to the required, and pre-agreed, quality standards.

The project will contribute to the improvement of the existing conditions of cultural monuments that were affected by the earthquake through revitalization and renovation to meet the expected highest international standards.

2 Objectives of the services ​ As the central UN resource for infrastructure, UNOPS has a responsibility to continually review and improve the quality of infrastructure works delivered to its partners. All infrastructure projects delivered by UNOPS should have a special focus on national capacity and sustainability, to contribute to the ability of countries to design, construct and maintain infrastructure, and to integrate and balance social, environmental and economic considerations in accordance with the UNOPS Policy for Sustainable Infrastructure.

The main objective of the design consultancy services for this contract is to provide UNOPS and the project stakeholders with a fully functioning design, including drawings, schedules, specifications, computations, photographs, bill of quantities, standards, codes or guidelines, and reports for the rehabilitation of the selected cultural monuments. The final design deliverables should ensure that UNOPS can deliver the project on time, within the budget and the quality expectations of all project stakeholders. The detailed design works for the restoration, rehabilitation, musealization, audio guide, websites, 3D virtual tours and info/sales points of cultural heritage buildings as selected, include but are not limited to Architectural and Structural Works, Electrical Works, and Mechanical Works required for the following infrastructure improvements:

● Emergency interventions for monuments which have been evaluated to be at high risk, to provide clear, safe and unobstructed access to the monuments, for specialized surveillance teams, institutional staff, engineering or technical staff or workers of companies involved in the design or restoration of monuments. ● Musealization interventions, for the protection and enhancement of archaeological/historical/ethnographic assets in museums or in any case in archaeological sites/ 4 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ museum areas, emphasizing the museum . ● Structural consolidation and architectural restoration of earthquake damaged buildings in compliance with UNOPS standards and albanian regulations . ● Rehabilitation/construction of essential services: fire protection system, hydraulic water supply and sewage systems, electrical systems, heating/ ventilation and air conditioning systems HVAC, electronic systems, in compliance with Albanian laws and regulations and UNOPS standards. ● Connection infrastructure of the facility with the road network, firefighting network, electrical network, water supply network, sewage discharge network, in compliance with Albanian laws and regulations and UNOPS standards. ● Architectural landscape interventions, in compliance with local regulations and UNOPS standards. ● Infrastructure for people with special needs, in compliance with Albanian laws and regulations and UNOPS standards. ● Perimeter safety barriers, to prevent accidents to passers-by or tourists. Signal boards for various specific hazards. ● Modern tools for providing information on the monument or cultural asset, such as audio guides, video guides, virtual tours, websites etc. ● Information tools for people with special needs. ● Info/ticketing points and ticketing systems, booths, parking lots and other auxiliary facilities. ● Public spaces for the rest of the visitors. ● Necessary parking space and passageway for emergency services.

3 Scope of Services ​ 3.1 General

The successful Consultant shall review, modify and translate from Albanian to English available detailed designs provided by the Ministry of Culture, which have already passed and approved by the National Council of Tangible Cultural heritage.

The design consultant shall ensure that all spatial coordination exercises have been completed, and architectural and building services and structural engineering information have been provided and aligned to the budget. Additionally, the consultant must ensure that the design works of any specialist and all specialists have been incorporated into the proposed design solution.

The design consultant will work closely with UNOPS to ensure that any necessary government and other external stakeholders have been consulted, and that their concerns are incorporated into the design solution.

Moreover, as described in the UNOPS Design Planning Manual for Buildings, the design consultant must ensure that the final design addresses all aspect of the UNOPS police for Sustainable Infrastructure and the Organisational Directive No.40, wherein UNOPS endeavours to design and implement infrastructure project in amaner that respects the principle of social and environmental responsibility and sustainability, including preventing or mitigating adverse impacts on the environment and identifying opportunities for improvement environment performance.

The proposed design solutions shall also comply with UNOPS commitment to ensuring that the implementation of the infrastructure projects does not unfairly burden poor and vulnerable individuals, communities, and governments. Instead, the design solution shall consider mitigation of negative social and environmental impact and maximise positive impact of the same.

Likewise, in addition to the final design solution, high risk infrastructure also requires an intermediate concept 5 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ design that will undergo a third party review and approval by the Project Board. The Concept Design will develop and expand upon the developed Building Survey Analysis and Building Design Report by the consultant, to include preliminary cost information, outline proposals for structural design requirements and building services and outline specifications. During this stage, the design consultant will perform the necessary site assessment and surveys and will consider construction and sustainability strategies, maintenance and operation implications for services, and health and safety considerations.

In reviewing of the concept design, the design consultant must consider:

● Outline proposal for structural design; ● Outline proposals for building services systems; ● Outline specifications; ● Preliminary cost information

3.2 Time Allocation

In line with UNOPS draft work plan under Section 5.1 under this ToR, the consultant shall allocate an appropriate time for providing the services, commensurate with the complexity of the design and in accordance with industry best practice. The consultant shall include all necessary and appropriate clerical and secretarial expenses within their proposal. For this purpose, a timeline of up to 8 weeks is initially proposed for the delivery of these services.

3.3 Location

The consultant shall establish an office based centrally in Tirana for the entire duration of the services to ensure appropriate and efficient coordination with UNOPS and project stakeholders. The consultant shall ensure that its staff are adequately supported and equipped; in particular, the consultant shall ensure that there is sufficient direct project management support, administrative, financial and translation services to ensure its key staff remain focused on their primary responsibilities in the delivery of the required technical expertise services. The consultant must ensure that its employees are paid in a timely manner. 3.4 Working Language

This Design Consultancy Contract is signed and executed in English, and all communications, notices, modifications and amendments related to these agreements shall be made in writing in the same language.

However, if required so by the respective government authorities, for the purpose of government approvals, i.e. issuance of construction permit, the design documents (drawings, technical specifications, bill of quantities, etc, will also be provided in the required official language in Albania.

3.5 Gender and Sustainability

The Contractor will have to ensure how project activities take gender and diversity into account during all phases of the planning cycle and apply it to its staff and operations as part of the proposal. A gender lens should be applied to the project both internally and externally. Gender and diversity should be considered internally during recruitment processes, as a systematic discussion point in strategic planning, and senior management should encourage staff to include a gender and diversity-focused objective within action plans

6 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ and activities within all design packages. Gender sensitive indicators in the Monitoring and Evaluation System are strongly encouraged.

The Contractor should take into account sustainable and resource efficient management of operations that will be beneficial for the environment. This includes, but is not limited to, adhering to international standards, incorporating corporate sustainability policy, and applying an Environmental Management System to the operations.

3.6 Scope of Services

The design consultant under this ToR is required to review the technical solution that provides a design for the determined scope of works and carry out specialist engineering supervision and support necessary for the construction activities under this project. The main service the design consultant will deliver are as follows: ● Review the provided drawings for the selected monuments, and conduct an onsite comprehensive building survey related to the re​novation and expansion works required under this project in order to determine the best design solution and ensure that technical objectives, functional statements and performance requirements as outlined in the UNOPS Design Planning Manual for Buildings have been considered.

● Review and or revise the full set of design drawings (architectural, structural, electrical, mechanical, construction and building services, as well as finishing schedules required for the implementation of renovation and revitalization works.

In the final design following requirements must be considered, specified and stipulated in the Technical Specifications, Drawings and Bills of Quantities:

● Safety measures (for people, structures and special elements) before initiating any type of work: scaffolding, nets, signage etc. ● General cleaning of the exterior and interior of the structures. ● Measures for effective treatment against biodegradation and vegetation, proposal for preventive maintenance to keep the vegetation under control (taken into consideration seasonal flourishing). This item must also form part of the maintenance plan. ● Measures for avoiding the roosting and nesting of animal species (i.e. pigeons) ● Rainwater management system/drainage system for the structures and for the site as a whole. ● Creation of inclinations by means of soil addition and compaction for proper removal of rainwater from the plot and away from the structures. ● Treatment of building pathologies such as major (structural) and minor cracks ● Masonry works (suitable stone, dimension of stones, building techniques and materials). ● Replacement of missing, deteriorated or cracked stone pieces where necessary for the structural consolidation of the structures of the complex. ● Pointing, repointing and injection grouting for repairing and strengthening of interior and exterior walls (masonry). ● Consolidation and stabilisation of wall and original plasters and mortars (if applicable). ● Conservation and safeguarding of all special elements. Storage for safeguarding of movable elements. Safeguarding techniques for special elements which are not moveable. ● Measures for protection from rising damp. ● Removal of inappropriate interventions. ● Roof repair making sure that structural stability and adequate rainwater drainage is established. ● For unroofed structures/spaces, define water – proofing method of upper parts of exposed masonry. ● Conservation of historic floors. ● Conservation of historic doors/windows/other historical elements if any. 7 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ ● Installation of the lightning rod protection system, if needed. ● Visitor information panels: proposal drawings must depict location and design of each panel which must include architectural drawings, important dates, construction details and historical evidence. ● Repairs of the existing perimeter wall and construction of new fencing if needed. ● Visitor’s accessibility (Safe accessibility to the site should be ensured for all, including people with disabilities)

The final approved sets of drawings shall be prepared in Albanian and translated into English

● Extensive summary of the particular specifications shall be made in Albanian and translated into English ● Extensive summary of the unpriced bills of quantities shall be made in Albanian and translated into English ● Design consultants must develop and submit the required documentation to obtain construction permits and other local planning approval certification, including UNOPS internal approval. ● If required, prepare missing detailed drawings and technical specifications for all elements of works.

● Prepare a comprehensive bill of quantities for all design elements when applicable

● Provide technical support during construction for cross cutting themes, such as environmental management and sustainability, including specialist technical assistance for the material approval and on site inspections for works such as ICT, electrical and mechanical engineering disciplines.

● Review and approval of the final handover documents from the contractor to UNOPS, which includes support to UNOPS in the final preparation of as-built drawings, technical specifications and operations and maintenance manuals to the client and end user at project handover stage.

The services shall be carried out in accordance with engineering design professional practices following recognized engineering procedures, standards, and requirements as outlined in the UNOPS Design Planning Manual for Buildings and UNOPS Contract for Consultancy Services for Works as contained in the annex to the bid documents.

The consultant scope of works is to cover all activities necessary to accomplish the stated objectives of these services, the scope of work shall include all the consultants resources necessary to achieve the activities and requirements as specified above and in doing so, the consultant shall execute all prescribed project design and supervision activities.

The Ministry of Culture and National Cultural Heritage Institute has engaged consultants to develop a design for the revitalization and renovation of the selected monuments. The successful bidder will review the developed design, BoQ and Technical Specifications, in reference to the international recognized engineering procedures, standards, and requirements as outlined in the UNOPS design Planning Manual for Buildings. The Design Consultant shall either approve the existing detailed design or further develop it to include required changes/upgrades to ensure a full functioning system. 3.6 Design Stage Works Plan (Schedule)

The Design Consultant shall submit a design implementation plan (schedule) for all design activities, the plan shall be prepared in a Gantt chart format, or as otherwise specified in the bid documents and agreed in the contract. As a minimum, the schedule should have a work breakdown structure to at least five levels of the project work breakdown structure with activities with a minimum period of days as the lowest timeframe in the schedule. The schedule shall provide information on the sequence of design activities, milestone dates, and activity durations. The work schedule should be submitted preferably in Gantter (a google integrated project planning software) orMS Project in hard and soft copy.

8 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ The Designer shall maintain the design implementation plan and provide an update and analysis of the progress against the plan every two weeks. Submission of the work schedule shall not relieve the designer of overall responsibility for scheduling, sequencing, and coordinating all design related activities to comply with the requirements of the contract. 3.7 Construction Stage Implementation Plans (Schedules)

The design consultant shall be responsible for preparing a draft of the construction stage implementation plans (schedule) for all elements of works, separately for the selected cultural heritage buildings. The construction stage implementation plan shall be based on the final design drawings and the final quantities for each work element. It should also take into account the construction methodology including sectional completion and/or requirement for minimal or no disruption to the operations of the clinics and morgue.

The schedules should be prepared in a Gantt chart format, as a minimum, it shall provide information on the sequence of work activities, milestone dates, and activity duration. The schedule should be broken down to at least five levels of the project work breakdown structure with activities with a minimum period of weeks as the lowest timeframe in the schedule. The work schedule should be submitted preferably in Gantter (a google integrated project planning software) orMS Project in hard and soft copy. This template may be provided by UNOPS for use by the design consultant.

3.8 Cost Estimating and Preparation of Construction Bill of Quantities (BoQ)

Cost estimates must reviewed and must be prepared once more in detail by the design consultant at key stages of the design development; this should take into consideration options during the design development phases as well as at the approval stages of the detailed design. Separate BoQs should be prepared for all selected sites for rehabilitation/restoration including sub-sectional detail for main products, such as civil works, buildings, internal building services, external utilities and other structures, equipment and furniture requirements.

The Bill of Quantities should be divided generally into the following sections: ● Preamble; ● Work Items (grouped into parts); ● Day-work Schedule; and ● Summary.

The BoQ format should follow the order and logic of the Product Breakdown Structure (PBS) with a Cost Breakdown Structure (CBS) matching for ease of progress and financial reporting as well as onsite measurement. The BoQ should be explicit covering all items of work. It should be detailed and exhaustive as required to avoid changes during execution of the works. The quantities should be calculated as accurately as possible to avoid unnecessary variations in quantity during the execution of the works.

The BoQ should not be a document that includes detailed specifications within, it should be a measurement document, with reference to the design drawings and specification clauses where required. The detailed technical and material specifications should not be a part of the BoQ.

The design consultant may be held responsible by UNOPS for additional costs above a percentage tolerance in significant errors in measurement realised during construction.

9 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ 3.9 Design Stage Activities

The Design Consultant will use the detailed design provided by the MOC and information obtained from on-site surveys of the building as well as UNOPS quality expectations of the UNOPS Design Manual, National, European, and International standards to produce a detailed design for the renovation works in all three buildings. On completion of the design stage the design consultant should submit final designs that meet UNOPS requirements and the deliverables of the consultant services contract. Any subsequent changes to the approved final design during the construction stage shall be done in a timely manner, the design consultant shall incorporate amendments or changes on the original drawings and/or drawings when requested to do so by UNOPS.

3.10 Construction Stage - Technical Support

The full time construction management and supervision of the project onsite is the responsibility of UNOPS and carried out by UNOPS’ project engineering team, the design consultant will be required to support UNOPS PE team for the review and approval of specialist materials to be used, during inspections and performing tests of specialized areas of work and engineering supervision such as ICT, electrical and mechanical works. The expected frequency of the technical support is on a need basis for material review, inspections onsite during the works implementation, the design consultant should be available typically at 3 days’ notice from UNOPS to attend the works at site.

The design consultant will be responsible for construction stage technical support activities as follows:

Office Based Activities:

● Review of material and equipment submittals and shop drawings. ● Review and respond to UNOPS to any contractor request for Information (RFI’s). ● Review and respond to any change requests, including assisting UNOPS in the reasonableness of cost evaluation of such requests leading to variations within the works. ● Review, evaluation and reporting of quality control tests submitted to UNOPS by the contractor.

Project (Offsite and Site based) Inspection Activities:

● Material review and approval for specialist equipment, factory acceptance testing; off-site testing of key equipment, materials or systems to be incorporated in the permanent works ● Inspections of specialized engineering disciplines onsite such as inspection and quality assurance/testing of ICT, electrical and mechanical equipment and elements of the works ● Performance management tests on specialized engineering equipment or systems as the works installation proceeds such as ICT, electrical and mechanical equipment. ● Final inspection testing and verification of specialized engineering elements of the works in advance of UNOPS “taking over” the works products.

4 Design Consultant’s Quality Management System ​ The design consultant shall provide details of their quality management system (QMS), the QMS shall detail 10 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ how the design consultant will control and monitor the design development processes, as well as the required construction stage quality control inspections and tests. The consultant is required to perform an internal technical review during each phase of design development to provide internal assurance of the design processes to UNOPS. The review process should be clearly described in the QMS, the reviews should be conducted by qualified engineers (one per discipline) who are not part of the design team.

The QMS should include a design stage quality management plan (DQMP), which should be generally divided into the following sections of the plan: ● Objectives and description of the plan ● Approval, distribution, review and audit ● Design consultants organisation, roles and responsibilities ● Schedule of key design stage activities ● Control of design processes.

The plan should also detail procedures and processes for determining any need for corrective action and shall contain clear guidance to identify when a process is non-compliant and the type of corrective action to be taken to regain process control.

The Design Consultant shall maintain quality control records of all internal reviews/checks as well as building surveys / inspections and tests performed onsite, these records shall include factual evidence that the required building survey / inspections or tests have been performed, including the type and number of building surveys / inspections or tests involved; results of building surveys / inspections or tests; nature of defects, deviations, causes for rejection, proposed remedial action and corrective actions taken.

UNOPS Quality Assurance

UNOPS will perform regular quality assurance reviews of the design consultant’s work to confirm that proper criteria, regulations, laws, codes, principles and professional procedures have been used. UNOPS will review the work of the design consultant during each phase of the contract, including submitted reports and return comments/provide approvals in writing.

UNOPS has a design management policy that includes guidance from its Design Planning Manual; requirements from this document will be used by UNOPS in review of the designs and management of the design stage.

5 Commencement and Duration of Services ​ The design consultant shall commence the services within 1day following signature of the contract for consultants services for works between UNOPS and the design consultant.

The duration of the design services contract is expected to be 39 months commencing from month 5 to month 44 of the project, as shown in the EU4Culture main project plan. The following “times for completion” are contractual milestones which are applicable to the design stage of the contract for consultant services for works:

The construction stage of the project is expected to commence from month 5 to month 44 of the project, with the defect period for construction works occurring between months 32 to month 44 of the project. The design consultant will be expected to provide technical design and support services to UNOPS up to month 39 of the project

The design consultant is required to attend regular design review and progress meetings with UNOPS during the design development stage of the project; these meetings may also involve the other project stakeholders and are expected to be more frequent during the early phases of the design stage.

The design consultant will be required to submit minutes of the meetings within one day from the date of the meeting for approval by UNOPS.

The exact location, date, and time of each meeting will be established by the UNOPS and communicated to the design consultant in advance.

5.2 Consulting Service Staffing Input

The design consulting services shall be carried out by experienced and competent professionally qualified personnel. The Consultant’s staff should have extensive experience in survey and design/ design management of similar infrastructure projects. The design consultant’s staff must have a verifiable engineering qualification and professional background in their area of architectural and engineering discipline. In addition to the above, the design consultant’s staff shall fulfill the minimum criteria as specified in the bid documents.

The Design Consultant shall have similar work experience with local or international clients, shall have all legal authorizations and registrations documents for design practice in Albania.

The design consultant must have excellent knowledge of written and spoken English language by the consultants’ key staff and design project inspection personnel, this is a mandatory requirement. The consultant shall include CVs of all their key staffs proposed for this project. 5.3 Cost of Payment of Consultant’s Services

Payment to the Consultant shall be made on the basis of monthly invoices submitted by the Consultant to UNOPS and in accordance with actual progress of the consultancy works as certified by UNOPS.

6 Sustainable Infrastructure ​ The design consultant must ensure that the design solution addresses all aspects of the UNOPS policy for Sustainable infrastructure, wherein UNOPS has committed to design and implement infrastructure projects in a manner that respect the principle of social and environmental responsibility, including preventing or mitigating adverse impacts on the environment and identifying opportunities for improved environmental performance.

The design consultant must ensure that the identified design solution meets the functional statements of Section C of UNOPS Design Planning Manual for Buildings and is compliant with UNOPS Policy for Sustainable Infrastructure. If the design consultant identifies the possibility of negative social or environmental impacts, it must raise this risk with the UNOPS Project Manager.

13 ToR for Design Consultancy Services for EU4 Culture Project in Albania ​ 7 Design Standards ​ UNOPS implements infrastructure projects in a broad range of countries, and whilst each country has a building code/regulations and an authority that reviews or approves building designs, there are still countries where there are no national building codes. In a context where there are no national building codes, UNOPS

minimum requirements as outlined in the UNOPS Design Planning Manual for Buildings will serve as a guideline. However, the manual as such is not intended to supersede existing building codes and guidelines.

The design consultant must be aware of the existing standards in Albania, particularly those concerning cultural heritage (restoration, consolidation and rehabilitation of cultural monuments) and ensure that any design solution identifies matches or exceeds country standards. Where national building codes do not meet UNOPS stipulated minimum design provisions, the UNOPS Design manual becomes the default standard for the design consultant to follow.

The UNOPS Design Manual and any national or international building codes in application in Albania must be jointly applied, and compliance with the more stringent standard is required.

8. Environmental Design Requirements ​ The project has to comply with the requirements for Albania Environmental Law and the design consultant has to familiarize themselves with all applicable environmental legislation within Albania. If required, the design consultant should prepare an environmental and social management plan (ESMP) based on the environmental and social assessment of the project. The final design solution should take into consideration how the temporary aspects of the construction as well as the permanent design solution will impact the environment.

The design consultant must demonstrate that appropriate solutions have been considered in the development of the final design and reflect the intent to reduce energy consumption and greenhouse gas emissions during both construction and over the lifetime of the infrastructure, wherein particular attention has been paid to the ongoing cost and periodic maintenance of the infrastructure services.

9 Occupational Health & Safety Design Considerations ​ UNOPS priority for building design is life safety. Therefore, the final design solution must consider the combination of many critical elements that impact life safety, such as the building size, building capacity, firefighting and warning capability, choice of materials to be used, etc.

UNOPS endeavours to design and implement infrastructure projects in a manner that ensures that reasonable measures are taken to prevent personal injuries, illnesses and damage to property. The Design Consultant shall be responsible to ensure: ● How their design will affect the health and safety of those who will interact with the structure throughout its life ● That health and safety risks arising from the design during construction are eliminated or minimized

The design con​ sultant shall submit regular progress reports to UNOPS as the design progresses, as a minimum the following phases of the design will require formal reporting:

This report included the consultants detailed work program, design methodology, preliminary design data and building survey procedures ● Building Survey Report and Analysis ● Environmental Requirements ➔ Environmental permits (if applicable) ➔ Historical / archeological constraints ➔ Environmental assessment ➔ Utility requirements such as: underground storage tanks, oil-water separators, water main connections, sanitary sewer connections or wastewater treatment facilities, electrical, drainage, fire protection requirements, etc.

● Revised Detailed Design Phase Report: ➔ Architectural Plans ➔ Structural Systems Plans ➔ Mechanical Systems Plans ➔ Electrical Systems Plans ➔ Fire Protection Systems Plans ➔ Special Systems: communication and security systems ➔ BoQ ➔ Technical specification The consultant shall provide any ad-hoc reports related to the scope of services required by the UNOPS.

11 Approach Methodology during Implementation ​ 11.1 Contract Duration

The “Time for Completion” as per the contract shall be 39 months. By this time, all professional services ​ ​ required through this ToR should be finalized and completed to the satisfaction of UNOPS.

11.2 Reporting

Reporting during implementation shall be on a regular basis and different from the project output as described in section 4 – Scope of Services. The progress reports should be submitted to UNOPS as per the details provided on the table below: Report type Report Content Frequency

11.3 Work Plan

The consultant will be expected to produce a fully detailed programme for the 39-month contract duration on ​ ​ an MS Project or equivalent Gantt chart schedule format, building in all four components with appropriate lead times, precursor events and dependencies. This schedule should be submitted with the proposal, and then revised for approval within four weeks of appointment.
