Deqbasi proposed that electoral districts be based on the six existing governorates in the country, with four of the governorates electing 10 MPs each and the remaining two electing just five lawmakers each to make up the 50 members of the National Assembly. According to the bill, residential areas in the Capital governorate will make up the first constituency, which will elect 10 MPs. Each eligible voter will be allowed to select a maximum of four candidates. Hawally, Farwaniya and Ahmadi governorates will make the sec- ond, third and fourth constituencies respectively, and each of them will elect 10 lawmakers. Also, each voter in these districts can select a maximum of four candidates. The last two districts will be that of Mubarak Al-Kabeer and Jahra governorates, with each electing five MPs and every voter allowed to select up to two candidates. -

Podesta arlier this year, the Center for American Progress decided to closely examine the consequences of what we thought was a major tipping point Ein our nation’s social and economic history: the emergence of working women as primary breadwinners for millions of families at the same time that their presence on America’s payrolls grew to comprise fully half the nation’s workforce. In addition, we were watching the Great Recession amplify and accel- erate these trends. We are in the midst of a fundamental transformation of the way America works and lives. But my own interest wasn’t just academic. It sprang from a very personal source: my mother. My family wasn’t much like what we were watching on TV in the 1950s. My parents had a tag-team work life—my father working in a factory dur- ing the day; my mother in a pink-collar job from 5 p.m. until midnight. Like mil- lions of families today, they juggled, struggled, nurtured, laughed a lot, and fought a little so that their kids could lead good lives and get ahead. I don’t think my mother ever really thought of herself as a trendsetter, but she was at the leading edge of a wave that shaped America in the last half of the 20th century—a wave we call “a woman’s nation.” Though she recently passed away, she still serves as a role model for my daughters. -

We are honored to welcome back many participants and privileged to have new guests join us. We are also grateful to those who traveled long distances to be here with us. This year’s Saban Forum, “War and Peace in the Middle East,” comes on the eve of the planned international peace meeting in Annapolis, Maryland, which may lead to the resumption of Israeli-Palestinian final status negotiations. That would be a silver lining in some of the dark clouds that threaten the Middle East’s horizon, from sectarian strife in Iraq, to Iran’s nuclear ambitions, and Islamic extremist challenges to the existing order. Our overall purpose in this year’s dialogue is to assess the prospects for both war and peace in the Middle East and consider what the United States and Israel can do about both challenges. We aim to foster a candid exchange of views among people with diverse experience and deep knowledge. As in past years, we are avoiding set-piece speeches in favor of short opening presentations and even shorter interventions. This year, we have also reduced the number of sessions, allowing for more time within each session for the dialogue. Because we want to hear from all of you, please be succinct and to the point. -
