The vitrain bands show distortion, folding and fading of lustre. Near the contact the coal is converted into 'jh~m~' which shows columnar structure. The chemical characteristics of the coal show more rapid changes on approaching the dyke. The coal has been affected up to a distance of 8 feet from the contact or slightly beyond, but is practically unaltered at a distance of 11 feet. The microstructures of fusain have not been affected. Vacuoles and cracks appear in the vitrain bands which increase in number and size as the dyke is approached. These are now filled with secondary mineral matter. 307 308 P.N. GANJU AND I. D. PANT INTRODUCTION THE Raniganj Coalfield, an important coalfield of the Damodar valley, is situated about 130 miles north-west of Calcutta within longitudes 87 ° 20' and 86 ° 36' and latitudes 23 ° 32' and 23 ° 51'. The junior author visited the area during the winter season of 1954-55 for field-work in connection with obtaining suitable material for petrological examination of these coals.

As per the EIA notification S.O. 1533(E) dated 14th September 2006 of the MoEF, Govt. of India, Environmental Clearance of the said project is required to be obtained after conducting Public Hearing. Accordingly, West Bengal Pollution Control Board, in due consultation with district administration and after observing all formalities, organized the Public Hearing on 05.04.2010 at 12:00 noon in the meeting hall of Salanpur Panchayat Samity, Dist: Burdwan, West Bengal, Panel members were present in the hearing. A considerable gathering was also present in the hearing. List of the panel members and the others present in the public hearing are enclosed. Burning example is ‘Aila. There are plentiful occurrences of disasters through out the year. Disaster is negatively corelated with development activities as it slows down the process of development. The Burdwan district having an area 7024 Sq. K.M. and a population of 77,23,663 as per Census 20011, is one of the largest districts in the state. The district is surrounded in North by Ajoy river, South/South-West by Damador, North-West by Barakar and East by Bagarathi. It extends from 22056` to 23053` North latitude and from 86048` to 88025` East longitude. The calamities in the district vary from eastern to western part. While eastern part faces flood / water logging every year, the western part faces industrial hazards including subsidence etc. There is a long stretch of NH - 2 and rail network traversing through this district. Hence, there always remains possibility of occurrence of road / rail accidents, resulting in human suffering. There has been a progressive change in the approach, methods and execution of relief operations during before and after natural calamities. Of late, there is a shift in paradigm in the management of flood and disaster form the earlier concept of contingent plan to comprehensive Disaster Risk Management Programme.
