Preface

The District Disaster Management Plan (DDMP)-2020-21 document of Khowai District consists of two volumes. The first contains vulnerable assessment, operational plan, and strategy on Disaster Management and second one emphasizes Emergency Support Function Plan of the different line departments. The plan is strategically planned to serve as an operational strategy and guide not only for the Officials but also for the common man of the District. The operational plan emphasizes on precautionary measures to be taken prior to or at the time of occurrence of disaster. It also describes roles of main stakeholders in dealing with the disaster elaborately with special emphasis on pro active actions strategy. It is expected that all major stake players should acquaint themselves with this plan and take / adopt to build up and plan to mobilize their own resources so as to meet desired goals in this regard & minimize casualties’ loss of lives & properties. The District Disaster Management Plan of Khowai district tries to bridge the gap between the missing links of actual field situation and contingency plans at higher level. The present document will help in identifying some vulnerable pockets, the safest places where people can take shelter and food can be stored at the time of crisis. It is expected that the present form of DDMP, Khowai District would serve as a useful document for the District Administration as well as for the public in reduction of loss of lives and loss of property at the time of natural calamity.

CHAPTER 01: INTRODUCTION

As per Disaster Management Act, 2005 “Disaster means a catastrophe, mishap, calamity or grave occurrencein any area, arising from natural or man-made causes or by accident or negligence which results in substantial loss of life or human suffering or damage to and destructionof property, or damage to, or degradation of environment and is of such a nature or magnitude as to be beyond the coping capacityof the communityof the affected areas. “Natural disasters have been one of the worst enemies of mankind since time immemorial, and various efforts have been made to control, mitigate or manage them. Yhough None of these efforts has beenfully successful.We have come to realize that natural disasters cannot be controlled, and hence our direction has to be towards managing them to the best of our advantage. One important point to be noted here is that though we can not control natural disastrous phenomena, we can however, increase their fury with our actions and this isb what we have to avoid as part of our disaster management efforts. In order to be able to achieve all these objectives; the prime need is for collective action of the entire community, and for organizing such a movement. The Khowai river passes through the Khowai and Teliamura Sub Divisions of the Khowai District .Every year, it causes flood which results adverse impacts in the community.Recent Cyclone (2010) caused massive damage. On the other side, Khowai District is also lying in Earthquake Zone-V. Following areas are affecting/may be affected:- (1)Houses/land damage/destroy due to erosion/flood/cyclone/earthquake.(2) Household items damage/destroy (3) Losses of Lives and injury (4) Livestock/cattle loss/death (5)Water born diseases (6)Transport problems (7)Livelihood problems (8) Crop field damage etc. As we know, hazard is out of control.But, if we increase our capacity,reducing vulnerability,we will be avoid disaster.This is why, a well planned Disaster Management plan is required for the District to reduce vulnerability & risk.

1.1 AIMS OF THE DISTRICT DISASTER MANAGEMENT PLAN: 1. Provides for hazard identification and risk analysis. 2. Indicates basic information about the resources, demography and existing organizational set up, administrative set up at District as well as Sub Divisional level. 3. List of preparedness measures and response mechanisms. 4. Defines specific roles and responsibilities for various actors at various level 5. Ensures networking/coordination with media, NGOs and other stakeholders.

1.2 OBJECTIVES OF THE DISTRICT DISASTER MANAGEMENT PLAN : It facilitates the following: I. Clarifying Authority, Responsibility and Relationships:- Clarifying as to who is responsible for ensuring that the works get done, distributing and decision making authority among the team members and the existing organizationalunits and establishing formal lines of communication. II. Obtaining Resources:- Obtaining funds, personnel, supplies and equipment necessary for doing the required activities. III. Establishing the control System:- Determining the nature of information, which is necessary for carrying out activities, identifying sources of such information and setting up reporting systems for Disaster Management. IV. Monitoring, Evaluation and Updation:- The plan needs to be monitored from time to time and updated.

1.3 AUTHORITY FOR DDMP, Disaster Management Act, 2005:

As per the provision under section 25(1) of the Disaster Management Act, 2005 the District Disaster Management Act, 2005 the District Disaster Management Authority (DDMA) of Khowai District has been constituted:

1.4 EVOLUTION OF THE PLAN IN BRIEF : The plan has been prepared on the basis of various guidelines issued from time to time by the National Disaster Management Authority (NDMA), State Disaster Management Authority (SDMA), AND District Disaster Management Authority (DDMA) information received from the different line department and in accordance with the model framework prescribed by the NDMA.The draft District Disaster Management Plan is prepared compling two Sub Divisional Disaster Management Plan. It is updated at least once every year based on an inbuilt continuing monitoring and evaluation process.

The plan provides guidelines for each stage of disaster management cycle viz. Prevention, Mitigation, Preparedness, Response and Recovery for all the stakeholders. It provides concise and easy to use Standard Operating Procedures (SOP) and check lists for all the stakeholders of things to be done in pre-disaster, disaster and post-disaster phases. An easy to use pocket booklet containing contact numbers and SOPs accompanies this document.

1.7 PLAN REVIEW AND UPDATION:

In normal course the Plan is reviewed annually on the basis of the information and the feedback gathered from various line departments. In addition there is a flexibility to review and update it as and when needed.

The public–private partnership (PPP or 3P) is a commercial legal relationship defined by the Government of India in 2011as "an arrangement between a government / statutory entity / government owned entity on one side and a private sector entity on the other, for the provision of public assets and/or public services, through investments being made and/or management being undertaken by the private sector entity, for a specified period of time, where there is well defined allocation of risk between the private sector and the public entity and the private entity receives performance linked payments that conform (or are benchmarked) to specified and pre-determined performance standards, measurable by the public entity or its representative". A public–private partnership (PPP, 3P or P3) is a cooperative arrangement between one or more public and private sectors, typically of a long term nature. Governments have used such a mix of public and private endeavors throughout history. However, the past few decades has seen a clear trend towards governments across the globe making greater use of various PPP arrangements. 10

District Disaster Management plan, 2021-22 There is no consensus about how to define a PPP. PPPs can be understood of both as a governance mechanism and a language game. When understood as a language game, or brand, the PPP phrase can cover hundreds of different types of long term contracts with a wide range of risk allocations, funding arrangements and transparency requirements. PPPs often involve a contract between a public sector authority and a private party, in which the private party provides a public service or project and assumes substantial financial, technical and operational risk in the project. In view of the above, the Sub Divisional Disaster Management Plan is focusing in involving public sectors and privet sectors in Disaster Management. Already in school safety program, public and privet schools are being covered under the district to make disaster resilience school community. They are being trained by QRTs. A wide range of initiatives will also be undertaken shortly to involve NGOs , working in this sub division in disaster management activities.

CHAPTER 02: HAZARD, VULNERABILITY, CAPACITY & RISK ASSESSMENT

2.1 Socio Economic Profile of Khowai District

Khowai District is one of the eight Districts of Tripura State which it was created in 2012 A.D with its geographical areas of 1378. 28 Sq. Km. the District lies between23 53’16” to 24 19’08” North latitudes and 91 36’33’’ to 91 58’ 30”East longitudes and its elevation at 23 m above sea level. The length of border shared by District is 61.5 km and rest border of the District shared by four Districts of State. There are two Sub- Divisions with six Rural Development Blocks.

2.4 Climatic Condition of Khowai District

The Khowai district has a monsoon influenced humid sub-tropical climate with large amounts of rainfall almost all year. The district experiences long hot and wet summer lasting from April to October. Average rainfall is 220 cm. Average temperatures are around 36 C fluctuating with rainfall. Winter season starts from mid-November to early March with mostly dry condition and average temperature in winter is around 18 C. Table.2 climate, temperature and rainfall

Physiography The District is characterized as a hill-low lying area. These are hills, lungas and eroded flood plain area. Physiographically, the area represents the fringe of the typical ‘ridge and valley province of the late tertiary fold mountant belt, commonly known as the Indo-Burma range. Demography The scenario of the demography in the Khowai District is controlled by socio-economic and environment condition. According to the provisional estimates of census 2011 (source: Directorate of Economic & statistics, Govt. of Tripura), the total population of the District is 3, 27,564. The population of male stood at 1, 67,401 whereas the population of the female is 1, 60,163 which it stand 957 females per 1,000 males. The overall literacy rate accounts for 87.78 %. The male literacy rate is 92.17 % whereas the female literacy rate stands 83.17 %. Table.3 Population as per 2011 census

Male and female under age-group 0-6 in six Development Block under Khowai District as per 2011 census of India shows that Teliamura Development Block is the highest numbers of male and female age-group 0-6 whereas, Padmabil Development Block is less number of male and female age-group 0-6 as compared to other five Development Block. Male and Female age- group 0-6 year is more vulnerable risk to natural Disaster.

Vision of the Khowai District Disaster is a catastrophe, mishap, calamity or grave occurrence in any area, arising from natural or man-made causes, or by accident or negligence which results in substantial loss of life or human suffering or damage to, and destruction of property, or damage to, or degradation of environment and is of such a nature or magnitude as to be beyond the coping capacity of the community of the affected area. Repeated disasters threaten sustainable Development and destroy normal life of human being. Therefore, there are needs of systematically management to reduce the impacts of disaster. The main vision of this Plan is to initiate coordination efforts to have an effective disaster management strategy for the District. This will be achieved through a cultural of prevent, mitigation and preparedness to reduce the impact of future disaster on people. The main focus of this Plan is to lead the mechanism process to have quick response, coordination response and recovery from the Panchayat level to the District level that creates community participation in all disaster preparedness activities. Theme The scenario of this plan is to keep up a common plan of affective preparedness for the District for all possible disasters. The plan incorporates various actions which will promote a cultural of Preparedness. o Avoiding the vulnerable of district. o Developing structures resistant to the onslaught of hazards. o To reduce the Risks of the district. o To create the capacity to rapidly evacuate hazardous area and shift resident to hazard-resistant structures. o Reducing the natural disaster through technology intervention. o Adoption and implementation of Disaster management act, policy, norms bye- law etc. o Establishing of district capacity through the means of preparedness to quickly response and recover from the disaster.

2.5 Major Rivers Major Rivers originating from Atharamura (Drainage): This Khowai River is third longest river of Tripura with a length of 133 km. its total catchment area is 1,328km2. It has its source in the Longtarai Range and flows north-westwards up to Teliamura town after crossing the Atharamura Range (i.e.antecedent in nature). Then it takes a northerly turn, draining the Khowai valley, situated between the Atharamura Range and the Barmura Range. It has an annual flow of about 11, 58, 54,000 m3 which is 14.61 percent of the total flow. Velocity of Khowai River at time of flood is 3.43 mtr / sec. River is meandering type in the plains. The discharge & velocity of flow is low during dry season and it become very high during the rainy season causing extensive erosion of river bank in the several stretches.

River

History and vulnerability of District to the different types of disaster and demography vulnerability Earthquakes As the Tripura state falls under earthquake Zone-V of seismic zone map of India, the Khowai district is also prone to severe earthquake. Besides, the district is also affected by various disasters like floods, cyclones, landslides, lightening, epidemics and road accidents. The earthquake is occurred in 1918 with 7.6 magnitudes on Richter scale. A 5.7 magnitude earthquake took at Ambassa of Tripura on January 3, 2017 with a maximum observed intensity of 6-7 EMS. It struck at 2:39 pm and the estimated depth was 32.0 km. The house types of district are mud, unburnt bricks and kutccha house. These types house are more vulnerable to receive severe damage in moderate intensity of earthquake.

District Disaster Management plan, 2021-22 Cyclones Cyclone causes disruption of normal life of human being like communications, house damage, properties and human lives including agricultural crops damage and livestock. The district falls under wind very high damage risk zone-A 55 m/s of India. Cyclone (2010, 2013, 2015, 2016 and 2017) caused house damage and agricultural crops damage at Teliamura, Chakmaghat, Kalyanpur, Tulashikhar and Khowai. Floods Since early time floods have been a major aspect of man’s interaction with environment. Floods are generally caused by one or more unfavourable meteorological and physical factors. A combination unfavourable meteorology and physical factors working together lead to a serious flood situation resulting in a disaster. Flood is acute problem of our district which causes house damage, crops damage and infrastructures damage in district every year during rainy season. Total houses of 5118 nos (partly, several and fully), 2 persons injured, 3182.80 ha crops of agriculture and horticulture area, 181.50 lakhs, length of 613.47 km are damaged due to flood affect in 2018. The farmers of Khowai district cultivated agriculture and horticulture crops in the Khowai river flood plain which lead to crops damage every year. Now, many family are settled near the river bank are becoming more vulnerable.

Landslides Landslide is the most pressing geo-environmental problem of hilly terrain of our district. They have greater economical impact in a developed environment causing substantial damage to the forest growth in erosion prone areas, communication system (as underground cables are found in the prone areas),engineering infrastructure such as roads (NH44) and rail way line etc resulting in road and railway blocked which triggers scarcity of commodities. Every year, during monsoon, landslide causes extensive damage to NH44, railway, forest and potentially may damage jume cultivation (if lateral spreading occurs) and habitation also stands at the foot of the bare slope. Landslides took place in the areas of Teliamura, Hajara and Baramura in 2016 and 2017 due to heavy rainfall.

Male and Female age-group 0-6 year is more vulnerable and risk. The persons with disabilities are vulnerable sections to any disaster. Hearing, locomotors, mental retardation and orthodo are high percentage of total numbers of the persons with disabilities under Khowai District, whereas mental illness, blindness, visual, low vision and multiple stands low percentage. However, the persons with disabilities like mental illness, blindness, visual, low vision, Hearing, locomotors, mental retardation and orthodo are more vulnerable section to any disaster. They need special care and preparedness to have immediate response on.

Flood vulnerable area assessment and erosion assessment: Human beings have been preferred to settle in plain area or near the river bank since the dawn of civilisation. The alluvial nature of the flood plain is valuable and important gift for human society. The most part of district is mainly hilly. Firstly, it is important to analysis the changing of river channel and bank erosion for the identification of the flood plain areas because the flood plains of district are the result of process of the Khowai river. Floodplains are considered as one of the most endangered area worldwide as they are facing degradation by river regulations and enhanced land use pressure. The river is subjected to erosion and deposition to reach the equilibrium condition. The mapping of changed channel position are important for documenting the erosion hazard and changes in land use/land cover characteristics, as well as for under-standing the reasons of those changes. River bank erosion:Riverbank Erosion is an endemic and recurrent natural hazard. When rivers attain the mature stage, they become sluggish and form meander bends. These oscillations cause massive riverbank erosion. Lateral migration is a process that can cause catastrophic local or regional changes. Comprehensive effects of such changes become a socio-economic hazard to the flood plain dwellers of the respective river. The research paper on channel migration of Khowai river, published by Department of Geography and DM, TU, have incorporated in this Khowai Flood Management Plan for better understanding the erosion problems. Considering the importance of LULC change on behalf of channel changes, present work tries to relate the condition of those changes using the modern techniques. In this regard, the remotely sensed data have been used, which provides a synoptic view of larger area over different time period and made possible to study the meandering of the river and cause severe erosion in the concave bends. The Khowai River, one of the major rivers of Tripura, is also known as the most disastrous river for its extreme nature, especially during rainy season. The river, after entering into the plain from the higher gradient of Atharamura hill range, spreads its enormous discharge and takes meandering course in the down-stream. The Khowai River is characterized by its exceedingly large flow during rainy season, continuous changes in channel morphology, rapid bed aggradations and bank line change. The lateral migration of bank line causes failure of huge fertile land every year. The hills of Tripura are made up of semi-consolidated sedimentary rocks. Due to high precipitation (>2200 mm), steep slope, soft soil cover in the hills and alluvial formation in the valleys, there is high velocity and discharge of water laden with high silt discharge

Fig.8 location map of erosion and flood prone area Channel migration and widening: Lateral channel erosion is one of the significant characteristics of the alluvial river which is mainly observed in the middle course and lead to the widening of the channel. So, in order to know the erosion process (vertical or lateral) and morphological characteristics of the bank, determination of the channel width was carried out from two maps of different years. The bank erosion frequency of the river is higher after monsoon, when there is sharp decrease in rainfall intensity. This is due to the recession of water level causing disequilibrium between the water level and river bank and resulting in the loss of soil cohesive strength which leads to bank erosion.

Non-cohesive bank material i.e., sand leads to maximum erosion which ultimately leads to widening of the Channel. In the present study, active widening and radius of curvature of the Khowai River has been measured at 23 sites across the river and along with reach wise channel migration has been evaluated from 1975 to 2014. It was found that the river Khowai has been migrated vigorously towards both the banks. The highest erosion took place in the left bank near cross section- 6 (724.62 m) whereas in the right bank it was near cross section-23 (533.88 m). The figure shows that the segment-wise change of active channel width, which is documented at every point of cross section. It indicates that the lateral erosion is highly predominant in the Khowai River. Area captured by the river Riverbank failure processes and erosion are complex events caused by the interplay of several factors including river discharge, flow, bank lithology, stratigraphy and inclination, channel geometry, as well as anthropogenic activities (e.g. navigation). However, bank erosion primarily depends upon the soil type and river discharge rate. Erosive depends on the nature and amount of flow and discharge and velocity together play important role to bank collapse. So, in the hilly river, discharge associated with high steep gradient leads to the high percentage of erosion. River erodes one side of the bank and the eroded particles are deposited in the opposite bank, it is the natural character of the river. In the meandering river, due to the presence of loose bank material, lateral erosion predominant and consequently the river erodes deposits and migrates for a long distance. In that period of migration, some unchanged/unaltered portions remain which cannot be eroded due to the existence of hard rock and/or riparian vegetation cover. Based on the application of modern technique, the whole area drained by the River Khowai can be grouped into four classes, area under erosion, area under deposition, area remained unchanged and migrated area. Reach-wise grouping of this drained area gives significant information about the status of fluvial erosion and deposition of a particular region. As Reach 1 is in the upper part of the river, the existing position leads to less shifting of the river in between Chakmaghat Barrage and Teliamura. The erosive power of the river channel mainly depends on the nature and amount of flow. The River Khowai receives average annual rainfall of 1873.6 mm among which more than 75% occurs during the monsoon season. The intense rainfall during this season accelerates the velocity as well as discharge of the river. According to the CWC (Central Water Commission) data the average annual discharge of the river Khowai is 143.29 Cumec of which more than 70% is observed during the monsoon season. On the other hand, the kinetic energy of the river water, released from the Chakmaghat Barrage, attack the con-cave banks, especially during rainy season and consequently bank erosion prevails in downstream in all the Reaches.

Although most part of the Khowai River bank is well guarded by several bank protection revetments and flood protection embankment, but tendency of erosional activities may become vigorous along the unprotected banks. Instead of riparian forest cover and protection of revetments, sometimes both the banks of the Khowai River faces several hazards in the form of bank erosion, prominently avulsion and capturing of the lower course of the tributary streams, e.g. capture of Moharchara, Lalchara etc by the Khowai River has been identified in 2014. It is provided a prominent picture of channel migration from Chakmaghat barrage (Teliamura) up to Khowai (Bangladesh border). In Reach-4, as historical migration area is quite more (855.16 acre) than other reaches, so the area under erosion also becomes more (556.36 acre) between Dwarikapur and Sonatala.

Vulnerabilities of the Sub Division: We know, the State is prone to severe earthquakes. In addition, the state is also affected by disaster like floods, epidemics, fire, cyclone, hailstorm, lightening, road accidents, etc.

I. Vulnerability to Earthquakes: The State as well as the Sub Division is the most severe seismic zone in the country, namely, Zone V of Seismic Zoning Map of India. A large number of moderate to high magnitude earthquakes have occurred within the State boundary as well as within 100 km distance around it. An Earthquake of measuring 6.3 Richter scale occurred within Gomati district in 1950 causing damage to the buildings and other infrastructures. 33 District Disaster Management plan, 2021-22 In 1897 in the month of June an earthquake took place in the state and adjacent areas of which magnitude on Richter scale was 8.7. Last year little tremor felt in the southern part of the state the epicenter of which was some part of Mizoram. On 04/01/2016 the Sub Division experienced a severe earthquake. On 03/01/2017, the Sub Division faced another earthquake of 5.7 M whose epicenter was in Gomati.

Effects of earthquakes: The effects of earthquakes include, but are not limited to, the following:

Shaking and ground rupture: Shaking and ground rupture are the main effects created by earthquakes, principally resulting in more or less severe damage to buildings and other rigid structures.

Landslides and avalanches: Earthquakes, along with severe storms, can produce slope instability leading to landslides, a major geological hazard. Landslide danger may persist while emergency personnel are attempting rescue. Most of the hilly region is having a number of vulnerable pockets where landslide is a common phenomenon during heavy rain.

Soil liquefaction: Soil liquefaction occurs when, because of the shaking, water-saturated granular material (such as sand) temporarily loses its strength and transforms from a solid to a liquid. Soil liquefaction may cause rigid structures, like buildings and bridges, to tilt or sink into the liquefied deposits.

We know, Risk is the potential of losing something of value. Values (such as physical health, social status, emotional well being or financial wealth) can be gained or lost when taking risk resulting from a given action, activity and/or inaction, foreseen or unforeseen.

The Sub Division has a good stock of unsafe buildings and housing units. These building and housing units (mud wall) are in risk. It is also found that majority of the vulnerabilities arise from falling hazards, under-maintenance and absence of earthquake resistant features. This gives rise to the recommendations like more proper maintenance, damp proofing and taking care of dangerous open-ended connections which are short term and quicker in nature. This is to be considered that disaster mitigation and preparedness arise from long term and more permanent solutions in nature. Some long term recommendation arise from more in-depth explorations of underlying factors like earthquake resistant design or the geotechnical stability of foundation or slopes.

Floods: Flood is an overflow of any amount of water that reaches land. Floods occur usually when the volume of water within a body of water, such as a river or lake, exceeds the total capacity of the formation, and as a result, some of the water flows or sits outside of the normal perimeter of the body. However, floods may be secondary effects of earthquakes, if dams are damaged. Earthquakes may cause landslips to dam rivers, which collapse and cause floods. Chakmaghat Barrage thus may causes flood in the low lying areas resulting lives loss, infrastructure damage, livelihood etc. Already DDMA of the districts has identified flood prone areas. Riverbed is raised due to silting. So, after the heavy rain, river water easily enters into the plan lands causing house damage. Many school buildings, housing units in the entire state are vulnerable to receive severe damage including collapse in moderate intensity of earthquakes.

II. Vulnerability to Cyclones/ Wind Storms: As far as wind hazard is concerned, the design wind speed in the district as well as whole State is cyclonic, 55 m/s (198 km/h) which could occasionally be reached when cyclonic winds reach the State after crossing Bangladesh. In such events, weakly built school buildings and those having sloping roofs such as using A.C. sheet and corrugated Galvanized Iron sheet roofs which are not fully anchored and integrated will suffer damage. Cyclone occurs few times throughout the state during the period of South-West Monsoon. Cyclone may cause damage to

III. Vulnerability to Floods: Normally rain arrives in the State in late April and continues up to October. However, the intensity of rainfall increases during the months of June to September. Higher rainfall occurring during this period causing floods in low-lying areas and erosion of land throughout the Sub Division.

Hazard: Hazard is an event or occurrence that poses a threat and has the potential for causing injury to life and damaging property and the environment. It could be either man-made or naturally occurring in our environment.

Vulnerability: It is the extent to which a community, structure, service and geographic area is likely to be damaged or disrupted by the impact of a particular hazard on account of its nature, construction and proximity to hazardous terrain or a disaster-prone area. There are two kinds of vulnerability- Physical (Physical location, types of infrastructure and proximity to the hazard) and Socio-economic (degree to which a population is affected in relation to the prevailing social and economic conditions).

Capacity: The capacities of the people and the communities they live in are the basic building blocks for disaster preparedness, response and development. Capacities are the resources and skills people possess, can develop, mobilize or have access to, which allow them to have more control over shaping their own future.

Risk: Risk is the measure of the expected loss due to a hazard event of a particular magnitude occurring in a given area over a specific period of time.

Roles and Responsibilities of IC i. obtain information on: a) situation status like number of people and the area affected etc.; b) availability and procurement of resources; c) requirement of facilities like ICP, Staging Area, Incident Base, Camp, Relief Camp, etc.; d) availability and requirements of Communication system; e) future weather behavior from IMD; and f) any other information required for response from all available sources and analyse the situation. ii. determine incident objectives and strategies based on the available information and resources; iii. establish immediate priorities, including search & rescue and relief distribution strategies; iv. assess requirements for maintenance of law and order, traffic etc. if any at the incident site, and make arrangements with help of the local police; v. brief higher authorities about the situation as per incident briefing form - 001 enclosed in Annexure-I and request for additional resources, if required; vi. extend support for implementation of AC and UC if considered necessary by the RO; vii. establish appropriate IRS organisation with Sections, Branches, Divisions and/or Units based on the span of control and scale of the incident; viii. establish ICP at a suitable place. There will be one ICP even if the incident is multi- jurisdictional. Even a mobile van with complete communication equipment and appropriate personnel may be used as ICP. In case of total destruction of buildings, tents, or temporary shelters may be used. If appropriate or enough space is not available, other Sections can function from a different convenient location. But there should be proper and fail safe contact with the ICP in order to provide quick assistance; ix. ensure that the IAP is prepared; x. ensure that team members are briefed on performance of various activities as per IAP; xi. approve and authorise the implementation of an IAP and ensure that IAP is regularly developed and updated as per debriefing of IRT members. It will be reviewed every 24 hours and circulated to all concerned; xii. ensure that planning meetings are held at regular intervals. The meetings will draw out an implementation strategy and IAP for effective incident response. The decision to hold this meeting is solely the responsibility of the IC. Apart from other members, ensure that PSC attend all briefing and debriefing meetings; xiii. ensure that all Sections or Units are working as per IAP; xiv. ensure that adequate safety measures for responders and affected communities are in place; xv. ensure proper coordination between all Sections of the IRT, agencies working in the response activities and make sure that all conflicts are resolved; xvi. ensure that computerised and web based IT solutions are used for planning, resource mobilisation and deployment of trained IRT members; xvii. consider requirement of resources, equipment which are not available in the functional jurisdiction, discuss with PSC and LSC and inform RO regarding their procurement; xviii. approve and ensure that the required additional resources are procured and issued to the concerned Sections, Branches and Units etc. and are properly utilised. Roles and Responsibilities of Information and Media Officer (IMO)

1. prepare and release information about the incident to the media agencies and others with the approval of IC; 2. jot down decisions taken and directions issued in case of sudden disasters when the IRT has not been fully activated and hand it over to the PS on its activation for incorporation in the IAP;ask for additional personnel support depending on the scale of incident and workload; 3. monitor and review various media reports regarding the incident that may be useful for incident planning; 4. organise IAP meetings as directed by the IC or when required; 5. coordinate with IMD to collect weather information and disseminate it to all concerned; 6. maintain record of various activities performed as per IRS Form-004 (enclosed in Annexure-IV); and 7. perform such other duties as assigned by IC.

Roles and Responsibilities of Liaison Officer (LO) The LO is the focal point of contact for various line departments, representatives of NGOs, PRIs and ULBs etc. participating in the response. The LO is the point of contact to assist the first responders, cooperating agencies and line departments. LO may be designated depending on the number of agencies involved and the spread of affected area. Roles and Responsibilities of Safety Officer (SO) The SO’s function is to develop and recommend measures for ensuring safety of personnel, and to assess and/or anticipate hazardous and unsafe situations. The SO is authorised to stop or prevent unsafe acts. SO may also give general advice on safety of affected communities. i. recommend measures for assuring safety of responders and assess or anticipate hazardous and unsafe situations and review it regularly; ii. ask for assistants and assign responsibilities as required; iii. participate in planning meetings for preparation of IAP; iv. review the IAP for safety implications; v. obtain details of accidents that have occurred within the incident area if required or as directed by IC and inform the appropriate authorities; vi. review and approve the Site Safety Plan, as and when required; vii. maintain record of various activities performed as per IRS Form-004 (enclosed in Annexure-IV); and viii. perform such other duties as assigned by IC.

3.6 Emergency Operation Center (EOC) and Linkages with DEOC at District level

EOC:

The DEOC is under control of the DM, Khowai, which will be operational round the clock all through the year and is the nerve center for the following activities. • To Monitor, Co-ordinate and Implement the activities for effective disaster responses as well as management of available resources. • In a disaster time the DEOC will operate under the central authority of the DM, Khowai, exercising emergency power to issue directives to all departments to provide emergency response service. • The District EOC will be placed in the Emergency Section. • The DEOC shall be under overall charge of the DM, Khowai.

CHAPTER 5: PREPAREDNESS MEASURES Preparedness refers to a very concrete research based set of actions that are taken as precautionary measures in the face of potential disasters. These actions can include both physical preparations (such as emergency supplies depots, adapting buildings to survive earthquakes and so on) and trainings for emergency action. Preparedness is an important quality in achieving goals and in avoiding and mitigating negative outcomes. There are different types of preparedness, such as public health preparedness and local emergency preparedness but probably the most developed type is "Disaster Preparedness", defined by the UN as involving "forecasting and taking precautionary measures prior to an imminent threat when advance warnings are possible".This includes not only natural disasters, but all kinds of severe damage caused in a relatively short period, including warfare. Preparedness is a major phase of emergency management..

Sub Divisional Disaster Management Committee has taken wide range of preparedness measures to handle with the emergency situation. Various meetings with the stakeholders, QRTs are being conducted to review the preparedness level. Sub Divisional Disaster Management Committee has clearly distributed the responsibility among the stakeholders to perform their duties and to play their roles as specified in the Plan. Beside of these, School Education Dept under this district has taken up wide range of Training program and mock drill to prepared the school community. Mock Drill and training are being conducted in the district in regular intervals. All these are contributing to the preparedness phase. 5.5 Mechanism for checking and certification of logistic, equipments and stores:

Disaster equipments and other disaster related materials are stored at different locations (SDM’s Office/TSR/Fire Service Offices). These materials are being checked once in a year by technical teams constituted by the state government and also being used in different mock drills and capacity building trainings.

(viii) FOREST DEPARTMENT o Promotion of shelter belt plantations. o Publishing for public knowledge, details of forest cover, use of land under the forest department, the rate of depletion and its causes. o Keep saws (both power and manual) in working condition. o Provision of seedlings to the community and encouraging plantation activities, promoting nurseries for providing seedlings in case of destruction of trees during natural disasters. o IEC activities for greater awareness regarding the role of trees and forests for protection during emergencies and also to minimize environmental impact as a result of deforestation like climate change, soil erosion, etc.

o Increasing involvement of the community, NGOs and CBOs in plantation, protection and other forest protection, rejuvenation and restoration activities. o Plan for reducing the incidence, and minimise the impact of forest fires.

9 Need Assessment : 10 A needs assessment is a systematic process for determining and addressing needs, or "gaps" between current conditions and desired conditions or "wants". The discrepancy between the current condition and wanted condition must be measured to appropriately identify the need. The need can be a desire to improve current performance or to correct a deficiency.[1] 11 A needs assessment is a part of planning processes, often used for improvement in individuals, education/training, organizations, or communities. It can refine and improve a product such as a training or service a client receives. It can be an effective tool to clarify problems and identify appropriate interventions or solutions.By clearly identifying the problem, finite resources can be directed towards developing and implementing a feasible and applicable solution. Gathering appropriate and sufficient data informs the process of developing an effective product that will address the groups needs and wants. Needs assessments are only effective when they are ends-focused and provide concrete evidence that can be used to determine which of the possible means-to-the-ends are most effective and efficient for achieving the desired results. 12 Needs assessments can help improve the quality of policy or program decisions—thus leading to improvements in performance and the accomplishment of desired results. Improving results—that is, moving from current to desired performance—is typically a worthwhile and valuable effort. The results of a needs assessment will guide subsequent decisions—including the design, implementation, and evaluation of projects and programs that will lead to achieving desired results. 13 The Sub Divisional administration is conducting Need Assessment and sharing the same with DDMA, Khowai immediate after the hazard strike for determining and addressing needs, or "gaps" between current conditions and desired conditions or "wants so that the authority can handle the situation smoothly in well coordinated way to bring the situation to normalcy.

14 Problem analysis 15 Houses damaged/ crop field damage/ road damage etc due to the erosion or flood are the main problems of the identified erosion prone villages. If in the hilly region, heavy rain continues for 6-7 hrs flood situation creates. Present data depict that during flood, each village is facing huge house damage. In flood prone areas water level rises very fast and enters in the houses, situated near the river bank. In erosion prone villages, once the river is full of flood water, increases kinetic energy and friction force in the submerged part of the bank. Due to friction force, melted soil easily displaced and upper part of the bank comes down (erosion). In course of flood, houses get damage but, once the flood water reduces, houses and land usually recovered. But in case of erosion, once houses have been eroded, eroded for ever. It is also seen, community is not well aware about the scientific and technical process to reduce losses. 16 17 Though a detail survey is required by an expert team consists of Forest Department, Water Resource, Tahesilders, Experst on Disaster Management to identify erosion and flood prone areas as well as families living with risks.

CHAPTER 7: RESPONSE AND RELIEF MEASURES 7.1 Disaster response:

Aggregate of decisions and measures taken to (1) contain or mitigate the effects of a disaster event to prevent any further loss of life and/ or property, (2) restore order in its immediate aftermath, and (3) re-establish normality through reconstruction and rehabilitation shortly thereafter. The first and immediate response is called emergency response [BusinessDictionary.com] Disaster response is the second phase of the disaster management cycle. It consists of a number of elements, for example; warning/evacuation, search and rescue, providing immediate assistance, assessing damage, continuing assistance and the immediate restoration of infrastructure.The aim of emergency response is to provide immediate assistance to maintain life, improve health and support the morale of the affected population. Such assistance may range from providing specific but limited aid, such as assisting refugees with transport, temporary shelter, and food, to establishing semi-permanent settlement in camps and other locations. It also may involve initial repairs to damaged infrastructure. The focus in the response phase is on meeting the basic needs of the people until more permanent and sustainable solutions can be found. The main responsibility to address these needs and respond to a disaster lies with the government or governments in whose territory the disaster has occurred. Response encompasses the effort to deal not only with the direct effects of the emergency itself (e.g. fighting fires, rescuing individuals) but also the indirect effects (e.g. disruption, media interest). Common objectives for responders are:

• saving and protecting human life; • relieving suffering; • containing the emergency – limiting its escalation or spread and mitigating its impacts; • providing the public and businesses with warnings, advice and information; • protecting the health and safety of responding personnel; • safeguarding the environment; • as far as reasonably practicable, protecting property; • maintaining or restoring critical activities; • maintaining normal services at an appropriate level; • promoting and facilitating self-help in affected communities; • facilitating investigations and inquiries (e.g. by preserving the scene and effective records management); • facilitating the recovery of the community (including the humanitarian assistance, economic, infrastructure and environmental impacts); • evaluating the response and recovery effort; and • identifying and taking action to implement lessons identified. The Sub Divisional Disaster Management Plan depicts a detail plan on Disaster response and Relief distribution. Following section will elaborate detail of response plan.

1. Warning message is received in the EOC from DEOC/IMD/NWFC

7.11 Department wise SOPs for Disaster Response: (i) AGRICULTURE DEPARTMENT: Task: Assist in assessment of damage to agriculture & the farming community and help them torestart their agriculture/farming operations Steps: Establish linkage with Sub Div level EOC. Ensure availability of staff and teams (extension officers and others) visiting/stationed at respective disasters sites with necessary equipments, logistics support. Assess the extent of damage to soil, crop, plantation, storage facilities and the required intervention (estimate the requirement of seeds, fertilizers, pesticides, labour, tools and equipments etc). Ensure stock of seeds/plants/medicines/manure/tools/ equipment, which are needed and supply them immediately. Requisition of seeds/plants/medicines/manure/tools/equipments etc. as per the pre-contract with the suppliers. Clearance of debris, if any, due to land slides and flash floods and assist the community in developing agricultural land. Organise transport, storage and distribution of the relief aid with adequate record keeping procedure. Establish contact with water testing laboratories/offices. Restore the agricultural operations (including soil conditions). Crop protection. Restore agriculture produce market. Establish public information centers to let the people know about the type of work done and the necessary relief aid/new schemes etc. Monitor pest and disease control. (iv) DWS DEPARTMENT Task: To provide immediate supply of clean drinking water in the disaster affected areas and in the relief camps and hospitals etc. Steps: Establish linkages with the Sub Div level EOC. 120

Immediately undertake inspection of intake structures, pumping stations, water sources, treatment plants, storage tanks (hospitals etc), and sewerage lines and of other equipments and review extent of damage. Undertake chlorination, bacteriological analysis, determination of chlorine residue & restoration of water works. Daily determination of the chlorine residue in public water to avoid the presence of Escherichia coli & other sources of contamination in public water supply. Recruit casual labourers on an emergency basis for clearing damaged pipes, blocked sewerage and salvaging important equipment and accessories. Check the condition & contamination levels of private water sources including water from streams, wells, tube wells etc., if any, and use scientific methods of de-contamination to make it edible/use worthy. Restore and ensure uninterrupted water supply to all vital installations, facilities and sites (life-line buildings, relief camps, feeding centers, godowns, hospitals, etc). Assist health authorities to identify appropriate sources of potable water. Encourage public in the economic use of water. Make provisions to acquire tankers and establish other temporary means of distributing water on an emergency basis. Requisition of equipments etc. as per the pre-contract with the suppliers. A minimum level of stock should be maintained for emergencies and should include extra lengths of pipes, connections, joints, hydrants and disinfectants/ bleaching powders. Adequate tools should be at hand to carry out emergency repairs. Arrangement of alternative power/ energy sources, as planned, to operate DWS pumps. Regular reporting to Sub Div level EOC about the situation including expenditure statements etc.

(v) POLICE DEPARTMENT Task: Maintain Law & order Undertake search & rescue works as well as orderly evacuation to safer places Supervise Disposal of the dead after all legal formalities Protection of supply & convoys and assistance in orderly distribution of relief materials. Steps: Establish linkages with the Sub Div level EOC Close contact with the Armed Forces/CPMFs for specialized assistance/equipments for search and rescue. Establish VHF/HF Radio Communication to assist evacuation, information dissemination and checking rumours. Search , Rescue & Evacuation of people from disaster sites & immediate reporting to Sub Div level EOC. Assist seriously injured persons to be taken to hospitals. Maintain law and order. To maintain records of Identification of the dead Assist fire service personnel in their efforts. Assist and encourage the community in road-clearing operations. Action against black marketeers, hoarders, etc. Steps: Arrange and dispatch supplies to affected areas as per the requisition. Arrange distribution of commodities to the affected people. Take action against black marketeers , hoarders etc. and maintain price line. Regular reporting to Sub Div level EOC about the situation including expenditure statements etc. In the post operation phase, sit with the teams, review the situation, discuss problems, suggest remedies, collect feedback etc., to upgrade mitigation as well as action plans.

(vii)PUBLICWORKS DEPARTMENT (R&B) Task: To clear roads, replace collapsed bridges by temporary bridging equipment or making temporary arrangements Assist concerned authorities to repair damaged air-strips, helipads Providing engineering support to Search & Rescue Teams Providing support in terms of heavy equipments i.e., Earth Movers, Bulldozers, etc. Assist the Revenue Department in providing temporary shelters/tents Steps: Establish linkages with the Sub Div level EOC Requisition of vehicles, debris cleaning equipments etc. as per the pre-contract with the suppliers. Deploy teams with necessary equipment, such as towing vehicles, earth moving equipment, cranes etc. at disaster sites Adequate road signs should be installed to guide and assist the drivers. Recruit casual labourers to work with experienced staff and divide them into work gangs. Assist fire brigade/police personnel in rescue & evacuation by clearing debris. Undertake cleaning of ditches, grass cutting, the burning or removal of debris and the cutting of dangerous trees along the road side in the affected areas. Restoration of roads to their normal conditions by establishing a priority listing of which roads will be opened first. Among the most important are the roads to hospitals and main trunk routes, routes to relief godowns, camps etc. Undertake cleaning of all paved and unpaved road surfaces including pothole patching and any failure of surface foundation in the affected areas and keep monitoring their conditions. Mobilize community/headmen/volunteers in road-cleaning operations. Repair/reconstruction of public utilities and buildings. If people are evacuating an area, the evacuation routes should be checked and people assisted. Assist the administration in setting up transit and relief camps, feeding centers, hospitals. Regular reporting to Sub Div level EOC about the situation including expenditure statements etc. In the post operation phase, sit with the teams, review the situation, discuss problems, suggest remedies, collect feedback etc., to upgrade mitigation as well as action plans. (x) TRANSPORT DEPARTMENT Task: Arrangement of transport for reaching supplies to affected areas Transport for evacuation of people Transport of medical teams

Steps: Get in touch with the Sub Div level EOC. Ascertain the actual requirement from Control Room, Supplies Dept., Housing Dept, Medical Department. CHAPTER 8:RECONSTRUCTION, REHABILITATION & RECOVERY MEASURES

8.1 Post disaster response: Post disaster response has been typically described at three levels.

o Relief immediately after the calamity, lasting from the first 24 hours to about two tothree months and catering to immediate shelter, food, water and medical assistance.

o Reconstruction following relief and extending to a period of approximately two years,aimed at rebuilding the basic physical infrastructure and shelter to enable people to begin afresh; and,

o Rehabilitation, that looks at more long term inputs of reinstating lost livelihoods,introducing new economic opportunities and improving land and water management processes so as to reduce people’s vulnerability and enhance capacities to handle future calamities.

Chapter 9:-Updation & Maintenance Of the District Disaster Management Plan

Authority for maintaining and reviewing the District Disaster Management Plan :

District Disaster Management Committee will review the DDMP quarterly. They will also review the implementation of targeted activities as reflected in action plan and mitigation activities where all Stakeholders are to state their progress report, preparedness level as well as gaps and lessons learnt.Based on the ideas shared, the District Disaster Managent Authority may reset need based strategy for next qurter.

Proper monitoring and evaluation of the of the District Disaster Management Plan : To monitor and evaluate DDMP , few tools will be used. These are : a. Quarterly meeting to review the progress. b. Monthly activity report sharing with the District Disaster Management Committee by Stakeholders to use of monitoring tools. c. Field visits. d. Bi-monthly mock drill to test the efficiency of the plan.

Post Disaster Evaluation mechanism for District Disaster Management Plan: Immediate after the disaster thread has subsided,based on the feedback report of different departments and of various teams described in preceding chapters the District Disaster Management Committee will evaluate the plan by conducting meeting and brain-storming sessions.

Schedule for updation of the Sub-Divisional Disaster Management Plan: The District Disaster Mangement plan needs to be updated regularly based on the experience and lessons learnt while implementing the activities. As planned, based on the Mock drill experience and the outcome of the quarterly review meeting, required chapter of the DDMP will be updated immediately.There is a schedule for updation : September and March of each year. The Nodal Officer will go thorough the meeting and feedbacks and will prepare a compiled report which need to be presented to the DDMA. The Chapters which need regular updation are :

10.3 Coordination with block/village level task forces Coordination with block/village level task forces is ensured through regular mock drills preceded by training sessions & followed by detailed debriefing sessions held under overall supervision of respective SDMs.

10.4 Coordination with local self government: As per Section 41 of the Disaster Management Act 2005. Functions of the local authority.- (1) Subject to the directions of the District Authority, a local authority shall- a) Ensure that its officers and employees are trained for disaster management; b) Ensure that resources relating to disaster management are so maintained as to be readily available for use in the event of any threatening disaster situation or disaster;

c) Ensure all construction projects under it or within its jurisdiction conform to the standards and specifications laid down for prevention of disasters and mitigation by the National Authority, State Authority and the District Authority;

d) Carry out relief, rehabilitation and reconstruction activities in the affected area in accordance with the State Plan and the District Plan.

(2) The local authority may take such other measures as may be necessary for the disaster management.

XIV. Warning System. DEOC a. Intimation from SEOC/IMD/Media and sending warning message to SDMs. b. Developing of Warning Message with easily understandable terminology. c. The DEOC is under control of the DM which will be operational round the clock all through the year and is the nerve center for the following activities. a. In the absence of DCM, Khowai District or Emergency Officer or any other Officer on duty at that point of time shall remain in charge of DEOC. The person in charge of the DEOC shall be personally responsible for implementation of the Standard Operating Procedure (SOP).

Warning message is received in the District Emergency Operation Centre(DEOC) from SEOC/IMD/NWFC. ii. Translate message in the local and non-technical languageand immediately disseminate to the SDMs and BDOs for further dissemination to Community/PRIs. iii. The message is also be sent to the SIO(ICA department) with instructions to transmit it immediately through electronic/print media.

Looking at the onset of Emergency and after making quick preparations, convene Emergency meeting of important official and volunteers. Give them clear instructions on the above manner. e. Make a duty Roster of important Officials for uninterrupted functioning of EOC & immediate implementation of the Relief and Rescue program. f. Present hourly report to the DM during the disaster. g. Proper maintenance of record h. Any other function as directed by the Chairman of DDMA. Media Management Strategy: As far as possible the media briefings will be in the form of written press notes issued by the District EOC after authorization by the DM as the case may be.However, in exceptional circumstances, only following officers can give pass briefings: a. DM-Chairman, District Disaster Management Committee. b. DCM c. ICO, ICA Dept. after due authorization by the Chairman, DDMA.

CHAPTER.12 -COVID-19 12.1: What is Covid-19? : Coronavirus disease 2019 (COVID-19), also known as the coronavirus or COVID, is a contagious disease caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The first known case was identified in Wuhan, China, in December 2019 The disease has since spread worldwide, leading to an ongoing pandemic. Symptoms of COVID-19 are variable, but often include fever, cough, headache, fatigue, breathing difficulties, and loss of smell and taste. Symptoms may begin one to fourteen days after exposure to the virus. At least a third of people who are infected do not develop noticeable symptoms. Of those people who develop noticeable symptoms enough to be classed as patients, most (81%) develop mild to moderate symptoms (up to mild pneumonia), while 14% develop severe symptoms (dyspnea, hypoxia, or more than 50% lung involvement on imaging), and 5% suffer critical symptoms (respiratory failure, shock, or multiorgan dysfunction). Transmission of COVID-19 occurs mainly when an infected person is in close contact with another person. Small droplets containing the virus can spread from an infected person's nose and mouth as they breathe, cough, sneeze, sing, or speak. Other people are infected if the virus gets into their mouth, nose or eyes. Airborne transmission is also sometimes possible, as smaller infected droplets and particles can linger in the air for minutes to hours within enclosed spaces that have inadequate ventilation. Less commonly, the virus may spread via contaminated surfaces. People who are infected can transmit the virus to another person up to two days before they themselves show symptoms, as can people who do not experience symptoms. People remain infectious for up to ten days after the onset of symptoms in moderate cases and up to twenty days in severe cases. Several testing methods have been developed to diagnose the disease. The standard diagnostic method is by detection of the virus' nucleic acid by real-time reverse transcription polymerase chain reaction (rRT-PCR), transcription-mediated amplification (TMA), or by reverse transcription loop-mediated isothermal amplification (RT-LAMP) from a nasopharyngeal swab.

Annexure-“A” Some important section of the Disaster Management Act, 2005

Sec 26. Powers of Chairperson of District Authority:

a. The Chairperson of the District Authority shall, in addition to presiding over the meetings of the District Authority, exercise and discharge such powers and functions of the District Authority as the District Authority may delegate to him. b. The Chairperson of the District Authority shall, in the case of an emergency, have power to exercise all or any of the powers of the District Authority but the exercise of such powers shall be subject to ex post facto ratification of the District Authority. c. The District Authority or the Chairperson of the District Authority may, by general or special order, in writing, delegate such of its or his powers and functions, under sub- sectionor (2), as the case may be, to the Chief Executive Officer of the District Authority, subject to such conditions and limitations, if any, as it or he deems.

Section 31. District Plan • There shall be a plan for disaster management for every district of the State. • The District Plan shall be prepared by the District Authority, after consultation with the local authorities and having regard to the National Plan and the State Plan, to be approved by the State Authority. • The District Plan shall include- a. The areas in the district vulnerable to different forms of disasters. b. The measures to be taken, for prevention and mitigation of disaster, by the Departments of the Government at the district level and local authorities in the district. c. The capacity-building and preparedness measures required to be taken by the Departments of the Government at the district level and the local authorities in the district to respond to any threatening disaster situation or disaster. d. The response plans and procedures, in the event of a disaster, providing for- I.Allocation of responsibilities to the Departments of the Government at the district level and the local authorities in the district. II. Prompt response to disaster and relief thereof. III. Procurement of essential resources. IV. Establishment of communication link; andThe dissemination of information to the public.

e. Such other matters as may be required by the State Authority. 149

District Disaster Management plan, 2021-22 f. The District Plan shall be reviewed and updated annually. g. The copies of the District Plan referred to in sub-sections (2) and (4) shall be made available to the Departments of the Government in the district. h. The District Authority shall send a copy of the District Plan to the State Authority which shall forward it to the State Government.

i. The District Authority shall, review from time to time, the implementation of the Plan and issue such instructions to different departments of the Government in the district as it may deem necessary for the implementation thereof.

Section 33. Requisition by the District Authority The District Authority may by order require anyofficer or any Department at the district level or any local authority to take such measures for the prevention or mitigation of disaster or to effectively respond to it, as may be necessary, and such officer or department shall be bound to carry out such order.

Section 34. Powers and functions of District Authority in the event of any threatening disaster situation or disaster For the purpose of assisting, protecting or providing relief to thecommunity, inresponse to any threatening disaster situation or disaster, the District Authority may- (a) Give directions for the release and use of resources available with any Department of the Government and the local authority in the district. (b) Control and restrict vehicular traffic to, from and within, the vulnerable or affected area. (c) Control and restrict the entry of any person into, his movement within and departure from a vulnerable or affected area. (d) Remove debris, conduct search and carry out rescue operations. (e) Provide shelter, food, drinking water and essential provisions, healthcare and services. (f) Establish emergency communication systems in the affected area. (g) Make arrangements for the disposal of the unclaimed dead bodies. (h) Recommend to any Department of the Government of the State or any authority or body under that Government at the district level to take such measures as are necessary in its opinion. (i) Require experts and consultants in the relevant fields to advise and assist as it may deem necessary. 150

District Disaster Management plan, 2021-22 (j) Procure exclusive or preferential use of amenities from any authority or person. (k) Construct temporary bridges or other necessary structures and demolish structures which may be hazardous to public or aggravate the effects of the disaster. (l) Ensure that the non-governmental organizations carry out their activities in an equitable and Non- discriminatory manner. (m) Take such other steps as may be required or warranted to be taken in such a situation. Section 50. Emergency procurement and accounting Where by reason of any threateningdisaster situation or disaster, the National Authority or the State Authority or the District Authority is satisfied that immediate procurement of provisions or materials or the immediate applications of resources are ne cessary for rescue or relief-

(a) It may authorize the concerned department or authority to make the emergency procurement and in such case, the standard procedure requiring inviting of tenders shall be deemed to be waived; (b) A certificate about utilization of provisions or materials by the controlling officer authorized by the National Authority, State Authority or District Authority, as the case may be, shall be deemed to be a valid document or voucher for the purpose of accounting of emergency, procurement of such provisions or materials Section 51. Punishment for obstruction etc. whoever, without reasonable cause

(a) Obstructs any officer or employee of the Central Government or the State Government, or a person authorized by the National Authority or State Authority or District Authority in the discharge of his functions under this Act; or

(b) Refuses to comply with any direction given by or on behalf of the Central Government or the State Government or the National Executive Committee or the State Executive Committee or the District Authority under this Act, shall on conviction be punishable with imprisonment for a term which may extend to one year or with fine, or with both, and if such obstruction or refusal to comply with directions results in loss of lives or imminent danger thereof, shall on conviction be punishable with imprisonment for a term which may extend to two years. Section 52. Punishment for false warning

District Disaster Management plan, 2021-22 Whoever makes or circulates a false alarm or warningas to disaster or its severity or magnitude, leading to panic, shall on conviction, be punishable with imprisonment which may extend to one year or with fine. Section 56. Failure of officer in duty or his connivance at the contravention of the provisions of this Act Any officer, on whom any duty has been imposed by or under this Act and whoceases or refuses to perform or withdraws himself from the duties of his office shall, unless he has obtained the express written permission of his official superior or has other lawful excuse for so doing, be punishable with imprisonment for a term which may extend to one year or with fine. Section 71. Bar of jurisdiction of court

No court (except the Supreme Court or a High Court) shall have jurisdiction to entertain any suit or proceeding in respect of anything done, action taken, orders made, direction, instruction or guidelines issued by the Central Government, National Authority, State Government, State Authority or District.Authority in pursuance of any power conferred by, or in relation to its functions, by this Act.

Section 72. Act to have overriding effect

The provisions of this Act, shall have effect, notwithstanding anything inconsistent therewith contained in any other law for the time being in force or in any instrument having effect by virtue of any law other than this Act.
