JICA selected and dispatched a study team headed by Mr. Michimasa Menjo of NTC International Co., Ltd. between November 2008 and September 2010. The team held discussions with the officials concerned of the Government of the Islamic Republic of Mauritania and conducted field surveys at the study area. Upon returning to Japan, the team conducted further studies and prepared this final report. I hope that this report will contribute to the enhancement of friendly relationship between our two countries. Finally, I wish to express my sincere appreciation to the officials concerned of the Government of the Islamic Republic of Mauritania for their close cooperation extended to the study. October 2010 Izumi Takasima, Vice-president Japan International Cooperation Agency October 2010 Mr. Izumi Takasima Vice-president Japan International Cooperation Agency Letter of Transmittal Dear Sir, We are pleased to submit to you the final report on “The Development Study for the Project on Revitalization of Irrigated Agriculture in the Irrigated Zone of Foum Gleita in the Islamic Republic of Mauritania.” This report compiles the results of the study which was conducted both in Mauritania and Japan during the period of 23 months from November 2008 to September 2010. The target area of the Study is the watershed of Gorgol River, a tributary of Senegal River. The study was conducted aiming the improvement of food security of the region through “formulation of a model for revitalization of irrigated agriculture in the region”, “formulation of an action plan for revitalization of irrigated agriculture in Foum Gleita, where potential is high” and “capacity building of SONADER (National Society for Rural Development of Mauritania), and beneficiary farmers and concerned agencies”. A verification trial was also conducted with participation of farmers. Besides, emergency remedial works were implemented to repair major canals of deteriorated irrigation facilities in Foum Gleita for stable farming. We also held series of meetings with farmers for sustainable agriculture and farmers recognize the necessity of reorganization of farmers’ groups. They actually established a new union. Those processes, analyses and formulated plans are reported in this document. In submitting this report, we would like to express our heartiest appreciation for substantial cooperation and advice provided during the study period by officials of the Japan International Cooperation Agency, the Ministry of Foreign Affairs, and the Ministry of Agriculture, Forestry and Fisheries. During the field study, we were also given thoughtful cooperation and support from diverse local administrative institutions including the Ministry of Rural Development, Ministry of Economic Affairs and Development, Ministry of Environment, Regional Office of Gorgol, and National Center for Agricultural Research and Development. The JICA Office in Senegal, the Embassy of Japan in Mauritania, and other related institutions provided valuable advice and support, too. In writing this, we would send our sincere gratitude to them for the helpful advice, cooperation, and support. Finally, since a movement has been occurring among the farmers in the study area to reorganize themselves for a better life, we would like to sincerely request that Japanese aid and follow-up continue in the study area.     The Development Study for the Project on Revitalization of Irrigated Agriculture in the Irrigated Zone of Foum Gleita in the Islamic Republic of Mauritania Main Report CHAPTER 5 FORMULATION OF ACTION PLAN AND MODEL FOR GORGOL REGION 5.1 Issues of the Foum Gleita Project Area 5.1.1 Analysis of the History of the Foum Gleita Project The important events in Foum Gleita are reviewed to define the background of problems. However, the operation for the entire area has started about 20 years ago in 1990, and hence SONADER no longer possessed the documents of this period, and neither did the farmers. The information was fragmentary, and often the time of the events was not well defined and the description given by the farmers was different from each other. These issues were complicated, and it was difficult to ascertain the veracity of the facts. Based on these conditions, the Fig. 5.1.1 was prepared, and the chronological table on the left shows important events related to Foum Gleita and the figure on the right shows an image between necessary inputs for irrigated agriculture and cropping areas as its results. Actually, the problems of Foum Gleita were attributed to the fact that the scope of management and maintenance for mid and long term was not sufficient, and the farmers and the government did not play their roles. Then the problems were accumulated, while both of them do nothing. The figure 5.1.1 shows the real situation of Foum Gleita (left in red) and the idealistic responsibility and results (right in blue).

Supplies of sorghum and millet on grain markets remain limited, due largely to the shortfall in local production and the small volume of grain trade with Senegal. Transfers of Malian grain (from the 2004 and 2005 harvests) are picking up in border areas in the Southeast and in Nouakchott, keeping sorghum prices relatively stable, though prices on rural markets are trending upwards.

ISBN 90 70754 177 Printed in the Netherlands Preface At the beginning of the 1980’s, the International Institute for Land Reclamation and Improvement (ILRI) approached the Dutch Directorate of International Cooperation (DGIS) with a proposal that DGIS assist in financing an ILRI publication entitled Health and Zrrigation. This publication would be concerned with health care in irriga- tion projects in areas where water-related diseases (e.g. malaria, schistosomiasis, filar- iasis, onchocerciasis) were endemic or could become endemic through the implementa- tion of water-resources-development projects. Before any irrigation project is planned, implemented, and operated, ILRI feels that a study should be made of the project’s potential consequences for human health. This study should be holistic and multidisciplinary; it should identify any expected negative effects on human health, and should make a cost-benefit analysis of the mea- sures that need to be taken to prevent, treat, and control any of the identified diseases. It should focus particular attention on environmental-management measures and on the institutional aspects of incorporating safeguards into the project.
