RECOMMENDATIONS The learning and leisure services committee is asked to approve acceptance of the invitation from the provost of Wunsiedel for two senior representatives of the council to participate in meetings to develop a partnership to support a programme of international youth exchanges. INTRODUCTION The purpose of this report is to advise committee of an invitation received from the Provost of Wunsiedel District in Germany for two senior representatives from North Lanarkshire Council to participate in meetings with youth services providers and Wunsiedel district representatives to develop arrangements for a youth exchange programme. 2, BACKGROUND International experiences for young people are considered to be an important aspect of learning. It fosters citizenship, intercultural dialogue and, most importantly, provides an experience for young people with limited opportunities. Seventeen communities and 80000 people share the attractive landscape which forms the District of Wunsiedel, Situated in Northern Bavaria and bordering Saxony and the Czech Republic, the area is characterized by high mountains and large forests. Large cities with their industrial and cultural infrastructure exist alongside the natural beauty of the rural parts of the district, Wunsiedel is a place which fosters innovation and creativity. It is the home of the German porcelain industry and the products of the district set international standards in production, method and design. Manufacturers of electrical goods, ceramics, industrial and domestic machinery, have all located to this part of Franconia. Wunsiedel District has a long history of international youth exchanges spanning 50 years. They are seeking to develop a new exchange partnership with North Lanarkshire Council to compliment their exchange programme with other areas in Europe. Previously North Lanarkshire Council supported a programme of exchanges. However there are no active youth exchange programmes currently in place. A small delegation from Wunsiedel District recently visited North Lanarkshire to open the dialogue on an exchange programme. An invitation has now been received from the provost of Wunsiedel District to the council for two senior representatives to participate in meetings to further consider the opportunities for the development of a partnership to support an exchange programme. It is proposed this visit take place in December 2012. 65 3. CORPORATE CONSIDERATIONS Financial Implications The cost associated with accepting this invitation will be met from existing learning and leisure services resources. Learning and leisure services will, in partnership I with Wunsiedel District, seek external funding to support the development of the exchange programme itself. 4. RECOMMENDATIONS The learning and leisure services committee is asked to approve acceptance of the invitation from the provost of Weinsiedel for two senior representatives of the council to participate in meetings to develop a partnership to support a programme of international youth exchanges. i i 66 I .
