EXECUTIVE SUMMARY

AMEC Environment & Infrastructure, a division of AMEC Americas Limited (“AMEC”), was retained by Colonnade Management (“Colonnade”) to conduct a Phase I Environmental Site Assessment (ESA) of a commercial property located at 14631463-1495 Richmond Road, 359- 373 Poulin Avenue and 2648-2664 Priscilla Street, in Ottawa, Ontario (the “Site”). The Site is commonly known as Britannia Plaza and is legally described as 2648-2664 Priscilla 361-373; Poulin Plan 427924 Block A; Richmond N Less Registered Plan 5R-11440; Part 1. Currently, the Site is owned by Mont Blanc Britannia Investments Inc. (“Mont Blanc”) and was occupied by various tenants engaged in retail commercial activities.

A Phase I ESA is defined as a systematic qualitative process to provide a preliminary assessment of the environmental condition of a Site based on its historical and current use. Colonnade retained AMEC to provide an evaluation of known and possible environmental issues at the Site as a condition of mortgage refinancing.

This Phase I ESA was conducted in accordance with the Phase I ESA standard as defined by the Canadian Standards Association (CSA) standards document entitled Phase I Environmental Site Assessment, Z768-01 (November 2001, reaffirmed 2006) and the Terms of Reference provided in AMEC’s proposal OP8969 dated March 2, 2012. This Phase I ESA does not meet the requirements of the Phase One ESA standard as defined by Ontario Regulation 153/04 Records of Site Condition, Part XV.1 of the Environmental Protection Act (EPA), as amended, and is thus not intended to support the filing of a Record of Site Condition.

Lorretta Pinder of AMEC conducted a Site reconnaissance on March 26, 2012 to evaluate possible on-Site issues, and assess whether any surrounding land uses may have and/or are currently impacting the environmental condition of the Site. During the Site reconnaissance, AMEC interviewed Tim Vezina, Building Operator, of Colonnade Management (the “Site representative”). The Site representative accompanied AMEC during the Site reconnaissance. Ground cover conditions at the time of the Site reconnaissance were clear and dry.

The roof was not accessed due to safety concerns. Also access could not be obtained from one of the tenants, a hair dresser, as the business was not open at the time of the Site reconnaissance. The Site representative stated that there were no known environmental concerns with this tenant.

Tenants of the Site include, but not limited to, Farm Boy, Rainbow Roods, The Chandlery Marine Store, Royal Britannia Pub and Moneymart. Major operations at the Site include retail of commercial goods and groceries, personal services such as a hairdresser, and a restaurant/pub. According to the historical research and discussions with the Site representative, various tenants have occupied the Site since its original development in the 1960’s. According to the historical research and discussions with the Site representative, one of

the two tenant spaces that are currently vacant was previously operated as a full service dry cleaner.

Based on the findings of this Phase I ESA completed by AMEC conducted on March 26, 2012, several areas of actual and/or potential environmental concern were identified associated with the following activities:  Britannia Cleaners and Coin Wash Limited operated and on-site dry cleaner from approximately 1984 until September 2011; and,  Based on the historical review, a former retail fuel outlet was previously located on the south side of Richmond Road approximately 50 metres south of the Site at a location inferred to be hydraulically upgradient with respect to the Site.

Based on the findings of the Phase I ESA, it is recommended that a Phase II ESA be completed at the Site to assess potential soil and/or groundwater quality beneath the Site with respect to the areas of actual and/or potential environmental concern noted above. The Phase II ESA should include advancing a minimum of one monitoring well into the water table at the front of the former dry cleaner and sampling soil and groundwater from the new monitoring well and groundwater from the two existing monitoring wells at the southwest corner of the Site for suspected contaminants of concern, namely volatile organic compounds (VOC) and petroleum hydrocarbons (PHC).

In addition to the above noted actual and/or potential environmental concerns, several potential operational and/or management issues were also identified at the Site. To address potential operational and/or management issues, AMEC offers the following recommendations:  Due to the presence of suspected asbestos containing materials (ACM), a comprehensive asbestos survey is recommended in order to comply with Ontario Regulation 278/05 and Ontario Regulation 279/05. In addition, if ACM is present, an asbestos management plan will be required for any confirmed friable ACM which is not abated or has not been tested to be deemed non asbestos;  A Designated Substances Survey (DSS) is required if future repair, renovation or demolition activities are planned which could affect ACM and/or other designated substances that may be present at the Site. A DSS is required to fulfil the Owner’s requirements under Section 30 of the Ontario Occupational Health and Safety Act, (OHSA), Revised Statutes of Ontario 1990, (as amended). The building owner must provide the DSS report to all contractors working on the Site. Subsequently, all contractors must furnish the DSS report to their subcontractors;  Lead-containing paint is likely present at the Site based on criteria outlined in the Canadian Hazardous Products Act – Surface Coating Materials Regulation dated April 2005. As enforced by the Ministry of Labour (MOL), all lead-containing paint in poor condition must be removed by a qualified lead abatement contractor as outlined in the

MOL Guideline titled the “The Control of Lead Exposures during the Removal of Lead on Construction Projects”; and  Based on the age of the building, PCB in the form of light ballasts may be present at the Site. In order to confirm or refute the presence of PCB a comparison of the equipment date code stamp with published reference lists and/or sampling is required. Laboratory testing is required where PCB content cannot be confirmed through a comparison of the equipment date code stamp with published reference lists. Out of service or leaking ballasts should be disposed in accordance with the results of the date code comparison or laboratory analyses, as required.

1.0 INTRODUCTION 1.1 Background AMEC Environment & Infrastructure, a Division of AMEC Americas Limited (“AMEC”), was retained by Colonnade Management (“Colonnade”) to conduct a Phase I Environmental Site Assessment (ESA) of a multi-tenant commercial property located at 1463-1495 Richmond Road, 359-373 Poulin Avenue and 2648-2664 Priscilla Street, in Ottawa, Ontario (the “Site”). A key plan showing the location of the Site is provided on Figure 1. The Site is commonly known as Britannia Plaza and is legally described as 2648-2664 Priscilla 361-373; Poulin Plan 427924 Block A; Richmond N Less Registered Plan 5R-11440; Part 1. Figure 2 illustrates the lot and building configuration of the Site. Currently, the Site is owned by Mont Blanc Britannia Investments Inc. (“Mont Blanc”) and was occupied by various tenants including, but not limited to, Farm Boy, Rainbow Natural Foods and the Royal Britannia Pub engaged in various retail commercial activities.

1.2 Scope of Work The scope of work for the Phase I ESA consisted of the following tasks:  Reviewing the historical occupancy of the Site, through the use of publically available archived and relevant (in AMEC’s opinion) municipal and business directories, fire insurance plans (FIPs), historical topographical plans (if available), and aerial photographs;  Reviewing the current use of the Site and any land use practices that may have impacted its environmental condition;  Reviewing the current use of the surrounding properties and any land use practices that may have impacted the environmental condition of the Site;  Conducting a “walk-through” visual assessment (i.e., Site reconnaissance) of the Site and building facilities in order to identify the presence of actual and/or potential environmental contaminants or concerns of significance;

 Conducting interviews with designated Site representative as a resource for current and historical Site information, as well as to provide AMEC staff with unrestricted access to all areas of the Site and Site buildings (as required by O. Reg. 153/04);  Contacting municipal and provincial agencies to determine the existence of records of environmental regulatory non-compliance, if any, and reviewing such records where available. It should be noted that responses from these agencies may not be received prior to preparation of the report. Colonnade will be notified when a response is received as well as any additional costs to obtain these records;  Obtaining an EcoLog Environmental Risk Information Services Ltd. (“ERIS”) report for the Site and surrounding properties within a 250 metre radius of the Site; and,  Preparing a report of our findings.

Although proposed by AMEC, Risk Management Services (RMS) was not contacted to determine the availability of any copyrighted FIPs and/or privately held Property Underwriters’ Reports and Property Underwriters’ Plans for the Site through its Historical Environmental Information Reporting System (HEIRS™) at the direction of the Colonnade Management.

A search of land title and assessment rolls was not conducted as a part of this investigation. A search of land ownership is considered unlikely to contribute any useful information regarding the environmental condition at the Site as the ownership of the property since the original development is well documented in other historical records.

The roof was not accessed during the Site reconnaissance due to safety considerations. Also, a few areas were not accessed such as vaults in the convenience store and in Money Mart due to security reasons. The tenant of the hair salon was not available at the time of the Site reconnaissance thus an inspection of the tenant leasehold could not be completed.

In addition to the Site representative, other contacts were made as required to evaluate the existing/historical Site operations including the following:

These individuals and agencies were contacted as they may have information related to the environmental conditions of the Site. While reasonable efforts were made to contact representatives of the agencies listed, with the exception of Technical Standards and Safety Authority, responses were not provided at the time of preparation of this report. Should information become available at anytime in the future that materially affects the conclusions of this report, this information will be forwarded to Colonnade Management.

AMEC did not conduct any intrusive investigations in completing the scope of work. No sampling and/or analyses of soil, sediment, water, liquid, gas or air was performed at or in the vicinity of the Site. This Phase I ESA report is not to be construed as a regulatory compliance audit or review. Although Section 6.0 of this report discusses designated substances and hazardous materials normally reviewed as part of a Phase I ESA including asbestos containing materials (ACM), lead, mercury, ozone depleting substances (ODS), polychlorinated biphenyls (PCB) and mould, the review was performed at a cursory level and for the Site as a whole. No sampling or analytical testing for designated substances and/or hazardous materials was performed. This report should thus not be construed as a designated substance or hazardous materials survey or assessment.

2.0 SITE DESCRIPTION 2.1 Site Location The Site is located on the north side of Richmond Road, approximately 150 metres northeast of the intersection of Richmond Road and , in Ottawa, Ontario (Figure 1). The Site lies in a typical municipal urban setting in an area of mixed residential and commercial land use.

2.2 Site Occupancy Various retail tenants including, but not limited to, Farm Boy, Rainbow Natural Foods, Quickie Convenience Store and Britannia Pub currently occupy the Site for use as multi-tenant commercial property. Major operations at the Site include retail of groceries and specialty goods and services including a hair salon, a convenience store, and a barber. According to the Site representative, various commercial retailers have occupied the Site since its development in the 1960s. Four of the tenant spaces are currently vacant, one of which was previously operated as a full service dry cleaner.

2.3 Site Features The Site is an irregular-shaped property, approximately 1.09 hectares in area. The Site was occupied by one, two storey building (the “Site building”), which had a 4,684 square metre (“m2”) footprint and was 4,684 m2 in total area. There is a full walkout basement level beneath the footprint of the Site building. The Site building covered approximately 40% of the total Site area. Selected photographs of the Site and surrounding land use are presented in Appendix A.

A second building that was demolished in approximately 2009 was previously located at the Site. This building was reportedly constructed in 1989. The footprint of the building was still visible during the Site reconnaissance. A parking garage is located beneath the former building. However, at the time of the Site reconnaissance the parking area was only being used as a storage area for garbage storage and was not being used for parking.

The Site building is a cast-in place concrete slab structures (i.e., beams and columns) with concrete slab-on-grade on the lower levels of the Site building. The exterior wall cladding of the site building consists of brick veneer masonry with painted structural steel columns and beams within the brickwork. Heating is provided by way of a combination natural gas-fired heating and electrically-powered cooling, rooftop-mounted, HVAC units. In addition to the HVAC units, a natural gas-fired hydronic (i.e., hot water) boiler provides heating to the basement level tenants. According to the Site representative, the Site building has not undergone any major renovations or additions since its original construction. In the summer of 2011 the south elevation of the building underwent a major renovation. Farm Boy also moved into building in the summer of 2011. At that time the inside of the store was renovated including new flooring and new paint.

AMEC observed that the majority of the Site exterior area outside of the Site building footprint was surfaced with asphalt paved parking areas. AMEC observed that the Site perimeter was

not fenced. The Site is also adjacent to a major four-lane roadway, Richmond Road, which would be subject to the use of de-icing agents (i.e., road salt) during the winter months.

2.4 Site Services According to the Site representative, the Site is connected to the municipal water supply from the City of Ottawa. The municipal water is obtained from the . Sanitary wastewater is discharged to the municipal sewer system. Storm water flows via storm sewers off-Site and drains to the Ottawa River. Electrical service is supplied to the Site by Hydro Ottawa via underground cables. The Site has been provided with natural gas since its development in the 1960s.

2.5 Physical Setting The Site lies at an approximate elevation of 80 metres above sea level (m.a.s.l.). The UTM coordinates of the Site are 438052.66 m E and 5023559.15 m N zone 18 T. The topography across the Site is steeply sloped with an overall relief of approximately 4 metres (Natural Resources Canada Topographic Series, Ottawa 31 G/5, Edition 11, 1998). The Ottawa River is located approximately 0.57 kilometres north of the Site and flow east in the St. Laurent River. The Site does not include land that contains or is within 30 metres of a “water body” which classifies/would have classified it as a sensitive site under O.Reg. 153/04.

The surficial materials overlying the Site are comprised of till (“Surficial Geology Ottawa Ontario & Quebec”, map 1506A, Geological Survey of Canada, 1982). The depth to bedrock is approximately 20 metres below existing grade (“Drift Thickness Trend, Ottawa-Hull, Ontario and Quebec”, Geological Survey of Canada, 1979). The Site is underlain by bedrock of the Billings Formation which is composed of black shale with some brown shale (“Paleozoic Geology Ottawa Area”, map P.2716, Ontario Geological Survey, 1984).

The local ground water flow direction, based on topographic features and knowledge gained from other sites in the area, is expected to be to the north/northeast. Locally, however, the shallow ground water flow may be influenced by underground utility trenches, conduits, buildings and other subgrade structures, variations in soil type, and minor fluctuations in topography.

3.0 ADJACENT LAND USES AMEC reviewed the current land uses of neighbouring properties from publicly accessible locations to assess possible environmental impacts to the Site that may arise from off-Site operations. As noted in Section 2.0, properties in the general area surrounding the Site are mixed residential and commercial land uses.

Properties surrounding the Site are summarized as follows:

North of the Site North and northwest of the Site perimeters, beyond Priscilla Street are single residential buildings. Northeast of the Site is multi-tenant residential unit, and two automobile repair shops located at 365 Forest Street and 2599 Carling Avenue. The repair shop at 2599 Carling Avenue appears to be a former gas station.

East of the Site Adjacent to the east Site perimeter is a Dairy Queen followed by single and multi-tenant residential buildings. Two multi-tenant residential buildings are located southeast of the Site.

South of the Site South of the Site beyond Richmond Road are two multi-tenant commercial buildings, a McDonald’s restaurant, and a Toronto Dominion Bank. Located within the two multi-tenant commercial buildings are a thrift store, a Shoppers Drug Mart and a Baskin Robbins ice cream parlour.

West of the Site West and southwest of the Site, beyond Poulin Avenue are single and multi-tenant residential buildings.

Summary of Findings Based on observations of these current surrounding properties (from publicly accessible locations), it is AMEC’s opinion that there are no significant environmental issues at the Site associated with current surrounding land use activities.

4.0 RECORDS REVIEW The historical occupancy of the Site and the surrounding properties were reviewed through the use of reasonably available public information consisting of, but not limited to, archived aerial photographs, city directories and fire insurance plans. The historical information reviewed was obtained from the following sources:  Aerial photographs, available at the National Air Photo Library in Ottawa, Ontario, for the years 1932, 1945, 1952, 1968, 1978, 1988 and 1999;  Aerial photographs from the City of Ottawa e-map service for the years 2005, 2008 and 2011;  City directories, available at Library and Archives Canada in Ottawa, Ontario, for the years 1964, 1966, 1968, 1979, 1984, 1992 and 2003/04; and,  Previous Phase I/II environmental site assessment reports.

A search of land title was not conducted as a part of this investigation. A search of land ownership is considered unlikely to contribute any useful information regarding the environmental condition at the Site as the ownership of the site since the original development is well documented in other historical records.

Available fire insurance plans at the National Archives of Canada did not provide coverage for this area of Ottawa.

4.1 Aerial Photographs A review of selected aerial photographs was conducted to determine the general development history of the development of the Site and surrounding properties. In some cases available aerial photography may be at a scale that precludes a detailed interpretation of the Site and surrounding area. The following significant information was inferred from the aerial photographs reviewed concerning the Site and its surrounding properties:

4.3 Fire Insurance Plans Fire insurance plans (FIPs) were not available for the Site or surrounding properties from the Library and Archives Canada collection. The unavailability of FIPs for the Site commonly suggests that the area was undeveloped at the time FIPs were in use (i.e. circa 1876 to 1973).

4.4 Previous Environmental Site Assessments and Geotechnical Reports The following Environmental Site Assessment (ESA) reports were provided to AMEC by the Site Representative.

Phase I Environmental Site Assessment – Britannia Shopping Plaza, 1463-1495 Richmond Road, 359-373 Poulin Avenue and 2648-2664 Priscilla Street, Ottawa, Ontario. Prepared by AMEC Earth and Environmental, April 2004. In December 2003, AMEC Earth and Environmental conducted a Phase I Environmental Site Assessment of the Site. At the time of the Site visit there were two buildings located at the Site: Building A, the current Site building; and Building B, now demolished. The Site was operating as a multi-tenant commercial Site with tenants that included but not limited to Rainbow Foods, Sweet Co Fruits and Vegetables, Full Tilt Cycle and Skis, Royal Britannia Pub, and Rockin Johnny’s Diner. Services within the Site buildings include Rogers Video and a full service dry cleaner, Britannia Cleaners and Coin Wash Limited.

Potential environmental concerns identified at that time included: Britannia Cleaners and Coin Wash Limited, located in Building A, which had occupied the Site since approximately 1984; and a former retail fuel outlet present from 1974 to 1984 and located approximately 50 metres south of the Site beyond Richmond Road and inferred to be hydraulically upgradient to the Site.

A Phase II ESA and preparation of an asbestos management plan were recommended for the Site.

Phase II Environmental Site Assessment – Britannia Shopping Plaza, 1463-1495 Richmond Road, 359-373 Poulin Avenue and 2648-2664 Priscilla Street, Ottawa, Ontario. Prepared by AMEC Earth and Environment, March 2004. In March 2004, AMEC Earth and Environmental conducted a Phase II ESA of the Site. Three boreholes were advanced as part of the Phase II ESA in order to assess potential environmental concerns identified by AMEC’s Phase I ESA. Two of the boreholes were completed as groundwater monitoring wells. The borehole/monitoring well locations were chosen to intersect potential subsurface soil and groundwater plumes and to establish the site-

specific geological characteristics beneath the Site. Representative soil and groundwater samples collected during the investigation were submitted for laboratory analysis of suspect parameters of concern. The concentrations of benzene, toluene, ethylbenzene, xylenes, total petroleum hydrocarbons in the gas/diesel and heavy oil ranges and VOCs in all of the submitted soil and groundwater samples satisfied the applicable MOE Guidelines in effect at that time.

4.5 Summary of Historical Records Review Site History Based on a review of the available information sources, it appears that the Site was developed for its current use in approximately 1968. Prior to development the Site appeared to be undeveloped forested land.

Surrounding Land Use Based on a review of the available information sources, the properties surrounding the Site were generally developed during the 1950s and 1960s. Prior to development these properties appeared to be undeveloped forested and vacant land.

Summary Based on the historical review completed the following significant environmental issues were identified concerning the Site and/or the surrounding property historical land use activities:  A retail fuel outlet was historically located approximately 50 metres south of the Site beyond Richmond Road and is inferred to have been located hydraulically upgradient with respect to the Site; and,  A dry cleaner, Britannia Cleaners and Coin Wash Limited, was previously a tenant at the Site from approximately 1984 until 2011.

5.0 REGULATORY AGENCY FILES AND DATABASE REVIEW The following databases and documents were reviewed to further assess the environmental condition of the Site:

5.1 Local Municipal Agency In 1999, the former Region of Ottawa-Carleton (now the City of Ottawa) commissioned the development of a Historical Land Use Inventory (HLUI). The HLUI comprises a database of information on the type and location of land uses within the geographic area of City of Ottawa, which had or have the potential to cause contamination in soil, groundwater or surface water. A HLUI search request for the Site was submitted to the City of Ottawa. AMEC also requested a search of all environmental databases maintained by the City of Ottawa for information pertaining to the Site and surrounding properties. At the time of the writing of this report, no response had been received from the City of Ottawa regarding information pertaining to the Site. Should the City of Ottawa response contain any significant records on the Site, notification will be submitted to Colonnade Management. A copy of the HLUI request and response are provided in Appendix C. The HLUI response indicated that there was a dry cleaner on-site and a gas station at a neighbouring property.

In 1988 the City of Ottawa commissioned a report entitled ”Mapping and Assessment of Former Industrial Sites” (Intera, 1988). The report lists former industrial sites which have the potential for remnant soil and/or groundwater contamination. The identified sites are categorized into three classes designated as Group I, II, or III. Group III sites are low priority sites where it is unlikely that significant quantities of waste exist at the site today and the potential for environmental impact is therefore low. Group II sites are identified as being likely to have wastes present, however, the sites’ location with respect to surface waste is such that significant environmental impacts are not likely to occur. Group I sites document sufficient evidence to indicate that wastes are present at the sites and that the potential for environmental impact is high.

A review of the report indicated that no Group I, II or III sites were identified within 250 metres of the Site.

5.2 Technical Standards and Safety Authority Fuel storage at industrial facilities in Ontario is regulated by the Technical Standards and Safety Act 2000 (“TSS Act”) administered by the Technical Standards and Safety Authority (TSSA). The TSS Act has consolidated the seven acts that the TSSA previously administered, including the Gasoline Handling Act and the Energy Act. Under the TSS Act, the Liquid Fuel Handling Regulation, Liquid Fuel Handling Code and the Environmental Management Protocol (also known as GA1/99) have replaced the Gasoline Handling Act, The Gasoline Handling Code and GH13 (1993 Environmental Cleanup Guideline). The TSS Act applies to all storage tank systems utilized for the storage and handling of gasoline, diesel and fuel oil. According to

discussions with a representative of the TSSA - Fuels Safety Division (FSD), underground storage tanks (USTs) and aboveground storage tanks (ASTs) installed under the Liquid Fuel Handling Regulation, Liquid Fuel Handling Code require registration with the TSSA. Fuel oil tanks utilized in residential buildings will also require registration with the TSSA.

The TSSA was contacted by email and requested to supply any available information concerning the presence of petroleum storage tanks, fuel spill records, accidents, or fuel-related incidents which may be registered on the subject or surrounding properties. AMEC was informed by Mr. Prem Lal of the TSSA that there are no USTs registered for the Site or surrounding properties. In addition, there are no records of any incidents or spills having occurred at the subject Site or adjacent properties.

5.3 Ministry of the Environment Through the Freedom of Information (FOI) and Protection of Privacy Office the Ministry of the Environment (MOE) was requested to identify any outstanding actions, violations, control orders, summons, complaints, spills hazardous waste documents, or certificates of approval for the subject site. The request to the FOI department involved an electronic search of their records since 1985. Information filed with the MOE prior to 1985 is not included in the FOI records search. Retrieval of such information requires a manual document search by the MOE initiated by a specific request and additional fees.

At the time of preparation of this report a response had not yet been received from the MOE. Should the MOE notify AMEC that subsequent information is on file and obtainable, AMEC will notify Colonnade Management of this information and the additional cost, if any, to obtain these records. If any such records obtained alter the conclusions of this report, Colonnade Management will be notified immediately.

5.4 Provincial Database / Inventory Records 5.4.1 Waste Disposal Site Inventory AMEC reviewed the document entitled “Waste Disposal Site Inventory”, prepared by the Waste Management Branch of the MOE (dated June 1991). No active waste disposal sites were listed as being present within one kilometre of the Site. However, a closed waste disposal site, under the registration number X1007, was found. Details of the waste disposal site are listed below.

This closed landfill is not considered to pose any environmental concerns at the Site.

5.4.2 Inventory of Coal Gasification Plant Waste Sites in Ontario AMEC reviewed the document entitled “Inventory of Coal Gasification Plant Waste Sites in Ontario”, prepared for the MOE (dated April 1987) and “Inventory of Industrial Sites Producing or Using Coal Tar and Related Sites in Ontario”, prepared for the MOE (dated November 1988). No coal tar or waste sites were listed as being present within one kilometre of the Site.

5.4.3 Brownfields Environmental Site Registry The MOE on-line Brownfields Environmental Site Registry was accessed on March 28, 2012 to determine if any Records of Site Conditions (RSCs) have been filed under Part XV.1 under the Environmental Protection Act (EPA) for the Site or any of the surrounding properties. A search of the registry indicated that no RSCs have been filed for the Site or any of the surrounding properties.

5.5 EcoLog Environmental Risk Information Services Ltd. (“ERIS”) A complete EcoLog ERIS report was requested for the Site. ERIS is a national service that provides site specific environmental and property-use information. An ERIS report contains detailed government and private sector records concerning possible environmental liabilities associated with a property and the surrounding neighbourhoods.

For the Site, the ERIS Project number is 20120323062. The findings of the ERIS search may be referenced in Appendix D. The following significant information was identified in the ERIS report:

Registered Waste Generators ERIS reviewed the MOE computer database “Ontario Regulation 347 Waste Generators Summary” for the years 1986 to October 2010. The Site and one surrounding property were identified as being registered waste generators as follows:

5.6 Summary of Regulatory Database Review Site Based on a review of the regulatory database information sources, the following environmentally significant information was on record regarding the Site:  The Site previously operated as a full service dry cleaner.

Surrounding Land Use Based on a review of the regulatory database information sources, the following environmentally significant information was on record regarding the surrounding land uses:  An ESSO (Imperial Oil) retail petroleum outlet was previously located at 1508 Richmond Road approximately 50 metres south of the Site.

6.0 SITE VISIT AND INTERVIEWS The findings documented in this section are based on a combination of observations made by AMEC personnel at the time of the Site visit as well as information provided by the Site representative and other individuals contacted as part of the interview process.

The roof was not accessed during the Site reconnaissance due to safety considerations. Also, a few areas were not accessed such as vaults in the convenience store and in Money Mart due to security reasons. The tenant of the hair salon was not available at the time of the Site reconnaissance thus an inspection of the tenant leasehold could not be completed.

6.1 General Site Conditions and Housekeeping In general, the Site appeared to be well maintained. The unit that previously operated as a dry cleaner was undergoing renovations at the time of the Site reconnaissance, and was thus unorganized and contained some debris. AMEC did not observe large amounts of debris, staining, outdoor chemical storage or uncontrolled waste storage on-Site in any of the other areas of the Site at the time of the Site reconnaissance.

6.2 Air Emissions AMEC did not observe the presence of air emission sources at the time of the Site reconnaissance that could possibly affect the environmental condition of the Site (i.e., building surfaces and/or surficial soils). The only air emission sources observed at the Site by AMEC were exhausts from the Site’s general building ventilation vents. No significant environmental issues regarding air emissions at the Site have been identified based on the nature of the emission sources observed during the Site reconnaissance.

6.3 Chemical Storage and Handling Small quantities (i.e., 1 to 5 litres) of janitorial cleaning and maintenance supplies were observed during the Site reconnaissance. The storage areas for these chemicals generally appeared to be tidy and free of significant staining. The concrete floor in the storage areas was observed to be generally in good physical condition (i.e., no cracking or pitting). No open floor drains were observed to be present near the storage areas. Furthermore, no other chemicals or hazardous materials were observed indoors or outdoors at the time of the Site reconnaissance. Based on the previously referenced observations no significant environmental issues regarding chemical storage at the Site were identified.

The Site representative advised AMEC that no chemical spills have occurred at the Site within the past two years. No evidence of chemical spills, accidental releases or significant staining inside the Site building were observed that would indicate the occurrence of major environmental events (such as spills) that may significantly impact the quality of the subsurface within the building footprint. Furthermore, similar observations were made concerning the

outdoor areas of the Site that suggested the environmental quality of the subsurface has not been significantly impacted.

6.4 Designated Substances Individual designated substance regulations have been developed for eleven chemical contaminants and are enforced by the Ministry of Labour (MOL) under the Occupational Health and Safety Act (OHSA). Special regulations were made to prohibit, regulate, restrict, limit, or control worker exposure to designated substances due to their toxic nature. The designated substances identified in OHSA include:

Asbestos Vinyl Chloride Arsenic Benzene Lead Coke Oven Emissions Ethylene Oxide Acrylonitrile Mercury Isocyanates Silica

Given the nature of the Site building and property use, AMEC has focussed on the following designated substances.

6.4.1 Asbestos Asbestos is a generic term that refers to a group of naturally occurring fibrous mineral silicates. The ability of asbestos to withstand high temperatures as well as its tensile strength, spinnability, resistance to chemicals, and other properties have resulted in hundreds of applications. Friable asbestos refers to materials which can be readily pulverized using hand pressure. Non-friable material refers to asbestos which is associated with a binding agent (such as but not limited to tar, mastics, vinyl, caulking, cement), that prevents the ready release of airborne fibres. Friable asbestos is commonly found in boiler and pipe insulation, fireproofing and textured coatings. Non-friable or bound asbestos is typically found in roofing tars, floor and drywall compound, plaster and pre-cast asbestos cement products commonly referred to as “transite”. Please note that this is not an exhaustive list and that many other products do contain asbestos.

AMEC was advised by the Site representative that an asbestos survey has not been conducted at the Site, and that asbestos-containing materials (ACMs) are not known to be present at the Site. Based on the date of construction of the Site building (i.e., the 1960s), ACMs may be present at the Site as the use of friable ACMs was not discontinued until the early 1990s and non-friable ACMs continued to be used beyond that date. Potential ACM were observed during the Site reconnaissance ACM in the form of floor tiles and pipe insulation. It should be noted that observations were made only in readily accessible areas of the existing building (i.e., not any concealed spaces such as behind walls or above ceilings).

The presence of ACMs can only be verified through multiple samples and analysis of suspect material samples as outlined in Ontario Regulation 278/05 “Asbestos on Construction Projects and in Buildings and Repair Operations”. If present at the Site, ACMs must be addressed through the implementation of an appropriate management or abatement plan to protect the health of persons working at the Site, as required under the OHSA and O.Reg. 278/05. Where ACMs are in poor or deteriorated condition and potential human health exposure concerns exist, ACMs may be addressed through repair, encapsulation, enclosure or removal. Appropriate management plans are also required where maintenance, alteration, renovation, or demolition activities undertaken at a Site may disturb these materials.

6.4.2 Lead Lead is a heavy metal which is typically found in the following three forms:  Metallic lead used to make water distribution pipes, electrical batteries, lead solder, and electric cable sheathes;  Inorganic compounds often occurring as components of products, such as insecticides, pigments, paints, and glass; and,  Organic lead compounds, the most commonly known of which are tetramethyl lead and tetraethyl lead, used as antiknock additives to gasoline.

The presence of lead-containing paints (LCPs) in buildings represents the most significant hazard of all the above noted lead containing products where persons, notably small children, may ingest peeling or flaking LCPs. The generation of airborne lead containing dust created during renovation, demolition, or construction activities (i.e., during sanding and grinding), or like actions on deteriorated painted surfaces also comprises a potential health concern.

In 1976, the federal government passed the Hazardous Products (Liquid Coating Materials) Regulations under the Hazardous Products Act limiting the amount of lead for interior paints to 0.5%. Exterior and commercial paints could still contain lead. In 1991, members of the Canadian Paint and Coatings Association agreed to voluntary eliminate all added lead from their products. In April 2005, under the Canadian Hazardous Products Act, the Federal Government issued the Surface Coating Materials Regulations SOR/2005-109, which limits the amount of lead permissible in paints and other surface coating materials to 0.06% lead by dry weight (600 µg/g).

Some of the interior walls of the Site buildings contained painted surfaces. Given the date of construction of the Site building (i.e., the 1960s), it is likely that LCPs are present at the Site given the legislative definition of LCP in Canada was recently revised (2005) to include a much lower acceptable concentration of lead than was previously regulated. Observations made at the time of the Site reconnaissance indicated that the painted surfaces were generally in good physical condition. In addition, the Site representative advised that the interior walls of the Site

building were repainted when either a tenant left or when they renovated their space. Therefore most of the walls had been repainted within the past 10 years.

The presence of LCP can only be verified through sampling and analysis of suspect paint samples. If present at the Site, LCP may be addressed through the implementation of an appropriate management or abatement plans to protect the health of persons working at the Site, as required under the OHSA. Where LCPs are in poor condition (i.e., peeling or flaking) and potential human health concerns exist, LCP may be addressed through encapsulation or removal. Appropriate management plans are also required where maintenance, alteration, renovation, or demolition activities undertaken at a Site may disturb these materials.

6.4.3 Mercury Minor amounts of mercury are commonly found in a variety of building materials including mercury vapour lamps and thermostats and other electrical control switches. Given the potential quantities of mercury present and their intended use, no potential concerns are expected.

6.5 Mechanical Equipment Mechanical equipment including piston type elevators, vehicle hoists, loading dock lifts, and compactors comprise typical hydraulically operated devices. Such equipment contains hydraulic oils which are operated under high pressures and can be released into the environment as a result of leaks or equipment failure

The Site is presently serviced with two piston type elevators located within the Farm Boy and Rainbow Natural Food leaseholds. From a position outside of the elevator shaft, the elevator sump at Rainbow Natural Foods was inspected and found to be free of any obvious staining or evidence of leakage of hydraulic oil. AMEC contacted the elevator service company, Integrated Customs Service, and was informed that periodic topping up of the hydraulic reservoir is not required.

The elevator piston at Farm Boy could not be inspected due to its location below grade. The Site representative indicated that periodic topping up of the hydraulic reservoir is not required.

The Site is presently serviced with two garbage compactors located north of the building behind Rainbow Natural Foods and within Farm Boy. The areas around the equipment were inspected and found to be free of any obvious staining or evidence of leakage of hydraulic oil. The Site representative indicated that periodic topping up of the hydraulic reservoirs is not required.

6.6 Methane Methane is a colourless and odourless gas commonly formed by the decomposition of organic material. Methane is a large component of natural gas associated with active and closed waste

disposal sites. Natural sources of methane include marshes, swamps, bogs, fens or coal and/or peat deposits. Potential risks associated with methane include explosion hazards where methane enters closed spaces and concentrations exceed the lower explosive limit.

Fill materials were not observed on Site at the time of the Site reconnaissance (see Section 6.14). As noted in section 5.5 there is a closed waste disposal site present approximately 0.75 km northeast of the site and inferred to be hydraulically downgradient/transgradient to the Site. Consequently, methane gas is not inferred to be a potential environmental concern at the Site.

6.7 Mould Moulds (also known as “fungi”) are present everywhere in the natural environment, indoors and outdoors. Exposure to mould may occur indoors on water damaged building materials during occupancy, building maintenance and/or repair operations. The most common types of moulds are generally not hazardous. However, some moulds may be problematic to some people.

AMEC was advised by the Site representative that a mould survey / assessment has not been conducted at the Site and that mould is not known to be present at the Site. Evidence of conditions that may promote mould growth (e.g., most or wet conditions) were not observed during the Site reconnaissance; however, observations were made only in readily accessible areas of the existing building (i.e., did not include concealed spaces such as behind walls or above ceilings).

6.8 Odour During the site reconnaissance, AMEC did not identify any strong, pungent or noxious odours attributable to the operations of the facility.

6.9 Ozone-Depleting Substances Ozone depleting substances (ODS) include any substances containing chlorofluorocarbon (CFC), hydrochlorofluorocarbon (HCFC), halon or any other material capable of destroying ozone in the atmosphere. ODS have been used in rigid polyurethane foam and insulation, laminates, aerosols, air conditioners, fire extinguishers, cleaning solvents and the sterilization of medical equipment. Federal regulations introduced in 1995 required the elimination of production and import of CFC by January 1, 1996 (subject to certain essential uses) and a freeze on the production and import of HCFC-22 by January 1, 1996. These regulations also require the complete elimination of HCFC-22 by the year 2020.

Access was not gained to the roof area at the time of the Site reconnaissance. However, rooftop heating ventilation and air conditioning (HVAC) units were observed to be present from ground level observations. Commonly, rooftop HVAC units located at similar facilities are charged with known ODS. The Site representative advised the rooftop HVAC units are serviced on an “as-needed” basis by contract technicians certified to handle ODS. Furthermore, the Site

representative advised that ODS were not stored on Site. ODSs were not observed to be stored on Site at the time of the reconnaissance.

In addition to the HVAC equipment for the Site building previously described, the presence of the following equipment commonly known to contain ODS was observed:  Rainbow Natural Foods and Farm Boy contain cooling equipment consisting of pumps and condenser units for the refrigeration of produce; and,  A representative of Rainbow Natural foods informed AMEC that Shawn Robertson Refrigeration regularly services their equipment and that they do not store ODS substances onsite other than that contained within the equipment. A representative from Farm Boy also confirmed that not ODS substances were stored onsite.

Apart from the equipment identified above and the presence of commercial-type refrigerator / freezers, no other equipment was observed at the Site that could potentially contain ODS.

6.10 Pesticides and Herbicides AMEC was advised by the Site representative that neither pesticides nor herbicides are used or stored at the Site. AMEC did not observe any pesticides or herbicides stored at the Site during the Site reconnaissance.

6.11 Polychlorinated Biphenyls PCBs were most commonly used in capacitors, transformers, circuit breakers, switch gears, lamp ballasts and large electrical cables as synthetic insulating materials. The use of PCBs in electrical equipment was prohibited on July 1, 1980. However, PCBs may be present in older hydraulic equipment still in use after the July 1, 1980 cut-off date. In addition, PCBs were used in some hydraulic oils, particularly those used in high temperature applications such as casting shop presses.

6.11.1 Electrical Transformers As noted in Section 2.0, electrical service is supplied to the Site by Hydro Ottawa via underground cables. Suspect PCB-containing transformers were not observed at the Site.

However, in the previous report it was noted that there was a transformer vault located on the basement level within the southwest portion Site building. Since the Site and surrounding areas were developed in 1960s, equipment in the transformer vault may have contained PCBs as the use of PCBs in oil-filled transformers was not discontinued until the early 1980s. It should be noted that the transformer vault is the property of Hydro Ottawa and typically access, supervised or unsupervised, is not granted therefore no inspection of the vault was conducted during the previous Phase I ESA. In any event, Hydro Ottawa was responsible for the

transformers and their contents. No other suspect PCB-containing equipment was observed at the Site.

6.11.2 Light Ballasts The presence of fluorescent light fixtures were observed throughout the Site building. Given the date of construction of the Site building (i.e., approximately the 1960s), the light ballasts at the Site may contain PCBs as the use of PCBs in light ballasts was not discontinued until the early 1980s.

PCB-containing lamp ballasts in good condition and still in service do not require removal or replacement. Leaking ballasts should be verified for PCB content, and if found to be PCB containing, managed in accordance with MOE regulations regarding PCB wastes. Where maintenance alteration, renovation, or demolition activities undertaken at a Site may result in the generation of more than 1.0 kg of PCB waste, it will be necessary to establish a secure licensed PCB storage facility at the Site or dispose of the wastes at an approved PCB disposal or destruction facility. PCB wastes totalling less than 1.0 kg may be disposed as non-hazardous waste at any licensed waste disposal site.

6.11.3 PCB Storage Sites As discussed in Section 5.4, the MOE “Ontario Inventory of PCB Storage Sites” did not list the Site as a registered PCB waste storage site.

6.12 Radioactive Materials The Canadian Nuclear Safety Commission (CNSC), formerly the Atomic Energy Control Board, under the Nuclear Safety and Control Act, is responsible for the management and licensing of radioactive materials, to ensure that the use of nuclear energy does not pose undue risk to health, safety, security and the environment. The CNSC achieves regulatory control of nuclear facilities and nuclear materials through a comprehensive licensing system, which is administered through the cooperation of federal and provincial government departments such as health, environment, transport and labour.

Radioactive materials or equipment (labelled as such) were not observed at the Site. No testing for the presence of radioactive material was undertaken.

6.13 Radon Radon is a naturally occurring gas produced by the decay of Uranium-238 that tends to concentrate in formations of granite, sandstone, coal, phosphate and uranium deposits. Radon is colourless, odourless and tasteless and tends to percolate up through soil where it may enter and accumulate in basements of buildings through foundation cracks and joints. Because the

existence of radon is dependent upon geological factors, it is more of a regional concern than site-specific.

The concentration of radon daughters is measured in units of working level (WL), which is a measure of the potential alpha particles energy per litre of air. The annual exposure limit for the general public is 0.01 WL with the annular occupational exposure limit being 4.0 WL. In homes and other non-occupational settings, the maximum permissible annual average concentration of radon daughters caused by the operation of a nuclear facility is 0.02 WL. Health Canada recommends 0.1 WL as an upper limit.

AMEC contacted the City of Ottawa Health Department requesting information regarding potential radon concerns in the City of Ottawa. AMEC was informed by the health department that radon studies and monitoring have not been conducted in the City of Ottawa, however, testing kits are available for testing in individual buildings. AMEC is not aware of other records (federal or provincial) of the presence or emission of radon gas in the immediate area of Ottawa, Ontario.

As the Site building does not contain below grade spaces, AMEC does not suspect radon gas to be a significant environmental issue at the Site.

6.14 Site In-Filling Based on observations made at the time of the Site reconnaissance, the presence of significant amounts of fill material is inferred not to be present at the Site. The Site is generally graded even with the surrounding properties. There was no evidence from the historical review to suggest that significant amounts of in-filling had occurred on Site.

6.15 Spills, Surface Staining and Stressed Vegetation The Site representative advised AMEC that no chemical spills have occurred at the Site. No evidence of chemical spills, accidental releases or significant staining was observed inside the Site building. AMEC conducted a walkover of the Site to identify any areas of significant surface staining, stressed vegetation or any other potential indicators of surface spills or leaks. No areas of significant surface staining or stressed vegetation were observed at the Site at the time of the Site reconnaissance.

6.16 Storage Tanks 6.16.1 Aboveground Storage Tanks The Site representative advised AMEC that there are currently no above ground storage tanks (ASTs) at the Site, nor were there any present historically. AMEC did not observe any ASTs at the Site during the Site reconnaissance. There was no information from the historical review completed to indicate the former presence of ASTs at the Site. As noted in Section 2.4, the Site

has been provided with natural gas since development. As noted in Section 5.2, the TSSA does not have any records of ASTs being registered to the Site.

6.16.2 Underground Storage Tanks The Site representative advised AMEC that there are currently no underground storage tanks (USTs) at the Site, nor were there any present historically. AMEC did not observe fill or vent pipes during the Site reconnaissance that would suggest the presence of USTs on Site. Information obtained during the historical review completed did not indicate the former presence of USTs at the Site. As noted in Section 2.4, the Site has been provided with natural gas since development. As noted in Section 5.2, the TSSA does not have any records of USTs being registered to the Site.

6.17 Urea Formaldehyde Foam Insulation Urea formaldehyde foam insulation (UFFI) is a thermal insulation material that is pumped into interstitial spaces between the walls of buildings where it hardens to form a solid layer of insulation. The sale and installation of UFFI was banned for health-related reasons because of the formation of formaldehyde gas, which is released from the UFFI to the building interior.

AMEC was advised by the Site representative that he is not aware of the presence of UFFI at the Site. Visual indicators suggesting the possible presence of UFFI were not observed at the Site. However, given the date of construction of the Site building (1960s), it is possible that UFFI may be present at the Site, since the use of UFFI was used for a short period in the early 1970s.

6.18 Waste Management 6.18.1 Liquid Waste The Site representative advised AMEC that, except for sanitary wastewater, the Site does not generate, store or dispose of liquid wastes from general operations or office activities. The generation, storage or disposal of liquid industrial wastes was not observed at the Site at the time of Site reconnaissance.

However, as mentioned in Section 5.4, the Site was listed in the MOE computer database as a registered generator of liquid industrial or hazardous waste from the former bike shop and former dry cleaner.

The Site representative advised AMEC that no spills have occurred at the Site. Evidence of spills, accidental releases or significant staining inside the Site building, or in exterior areas where the ground surface was exposed were not observed at the time of the Site reconnaissance. Consequently, the occurrences of major environmental events (such as spills) that may have significantly impacted the quality of the subsurface at the Site are not suspected.

6.18.2 Solid Waste Based on discussions with the Site representative, and on observations made by AMEC during the Site reconnaissance, it is AMEC’s understanding that the Site generates only non-hazardous solid waste from general operation and office activities. Non-hazardous solid waste generated at the Site is stored in garbage dumpsters located in the covered parking below the demolished building, and removed for off-Site disposal by Tomlinson, a licensed waste hauler on a weekly basis. There is also a waste compactor located behind Rainbow Natural Foods and another inside Farm Boy, and they are emptied by a licensed waste hauler on a weekly basis.

As mentioned in Section 5.4, the Site is not listed in the 2002 MOE computer database as a registered generator of solid hazardous waste.

Based on discussions with the Site representative, and on observations made by AMEC during the Site reconnaissance, the Site also generates recyclable material (i.e., paper, cardboard, etc.) from general operation and office activities. Recyclable materials generated at the Site are stored in dumpsters located in the covered parking below the demolished building, and removed for recycling by Tomlinson, on a weekly basis.

6.19 Wells Ontario Regulation 903 - Wells (“O. Reg. 903”) sets the standards for the construction, maintenance and abandonment of water wells and licensing of water well contractors and technicians in the province of Ontario. Under the regulation, any well that is not being used or maintained for future use as a well must be abandoned in accordance with the procedures set forth in the regulation. This regulation also applies to monitoring and test wells such as those routinely installed for environmental and/or geotechnical testing purposes. Artesian or flowing wells must also be abandoned unless a device can be installed to prevent the well from flowing. O. Reg. 903 also applies to dry wells or to wells that permit the movement of natural gas or other contaminants between subsurface formations or between formations and the ground surface. O. Reg. 903 does not apply to oil and gas wells.

6.19.1 Water Wells The safety of drinking water in the province of Ontario is legislated under the Drinking Water Systems Regulation (known as O.Reg. 170/03 - Drinking Water Systems) made under the Safe Drinking Water Act. The regulation defines requirements for the following types of systems that supply potable water in the province: “large municipal non-residential systems”, “large municipal residential systems”, “large non-municipal non-residential systems” “non-municipal seasonal residential systems”, “non-municipal year-round residential systems” and “public facilities”.

No water wells were observed at the Site by AMEC during the Site reconnaissance. AMEC was informed by the Site representative that no water wells currently present at the Site, nor have any such wells ever been present at the Site in the past.

6.19.2 Other Wells The Site is presently serviced with two monitoring wells which were installed in 2004. The well wells are located in the south corner of the Site. The wells are overburden wells with a reported maximum depth of approximately 4.57 metres below surface grade.

6.20 Other Observations Exposure to bird/bat droppings, rodent excreta and raccoon droppings can cause adverse health effects in humans. As a result, accumulation of this material should be kept to the lowest practical level.

Visible bird/bat droppings, evidence of rodent excreta or racoon droppings were not observed during the Site reconnaissance; however, observations were made only in readily accessible areas of the existing building (i.e., did not include concealed spaces such as behind walls or above ceilings).

7.0 CONCLUSIONS The Site is an irregular-shaped property, approximately 1.09 hectares in area. The Site was occupied by one, two storey building (the “Site building”), which had a 4,684 square metre (“m2”) footprint and was 4,684 m2 in total area. There is a full walkout basement level beneath the footprint of the Site building.

Various retail tenants including, but not limited to, Farm Boy, Rainbow Natural Foods, Quickie Convenience Store and Britannia Pub currently occupy the Site for use as multi-tenant commercial property. Major operations at the Site include retail of groceries and specialty goods and services including a hair salon, a convenience store, and a barber. According to the Site representative, various commercial retailers have occupied the Site since its development in the 1960s. According to the Site representative, the Site previously also operated as a full service dry cleaner.

Based on the findings of this Phase I ESA completed by AMEC conducted on March 26, 2012, several areas of actual and/or potential environmental concern were identified associated with the following activities:  Britannia Cleaners and Coin Wash Limited operated an on-site dry cleaner from approximately 1984 until September 2011;  Based on the historical review, a former retail fuel outlet was previously located on the south side of Richmond Road approximately 50 metres south of the Site at a location inferred to be hydraulically upgradient with respect to the Site; and,  The presence of two hydraulic elevators that require the topping up of hydraulic oil could be an environmental concern. More investigation is needed to determine if there is a potential pathway to the subsurface.

Several potential operational and/or management issues were also identified at the Site. Based on the Phase I ESA completed by AMEC conducted on March 26, 2012, the following observations were made regarding interior building issues:  Suspected ACM in the form of floor tiles and pipe insulation was identified within the Site building, and where suspected, appeared to be in good condition;  Suspected lead-containing paint is present at the Site based on the age of the Site building. The paint was generally observed to be in good condition;  Based on the age of the Site building, PCB in the form of light ballasts may be present at the Site.

8.0 RECOMMENDATIONS Based on the findings of the Phase I ESA, it is recommended that a Phase II ESA be completed at the Site to assess potential soil and/or groundwater quality beneath the Site with respect to the areas of actual and/or potential environmental concern noted above. The Phase II ESA should include advancing a minimum of one monitoring well into the water table at the front of the former dry cleaner and sampling soil and groundwater from the new monitoring well and groundwater from the two existing monitoring wells at the southwest corner of the Site for suspected contaminants of concern, namely volatile organic compounds (VOC) and petroleum hydrocarbons (PHC). It is also recommended that since the dry cleaner is no longer in operation and the unit is being renovated, it would be beneficial to drill a borehole through the floor of the former dry cleaner.

In addition to the above noted actual and/or potential environmental concerns, several potential operational and/or management issues were also identified at the Site. To address potential operational and/or management issues, AMEC offers the following recommendations:  Due to the presence of suspected asbestos containing materials (ACM), a comprehensive asbestos survey is recommended in order to comply with Ontario Regulation 278/05 and Ontario Regulation 279/05. In addition, if ACM is present, an asbestos management plan will be required for any confirmed friable ACM which is not abated or has not been tested to be deemed non asbestos;  A Designated Substances Survey (DSS) is required if future repair, renovation or demolition activities are planned which could affect ACM and/or other designated substances that may be present at the Site. A DSS is required to fulfil the Owner’s requirements under Section 30 of the Ontario Occupational Health and Safety Act, (OHSA), Revised Statutes of Ontario 1990, (as amended). The building owner must provide the DSS report to all contractors working on the Site. Subsequently, all contractors must furnish the DSS report to their subcontractors;  Lead-containing paint is likely present at the Site based on criteria outlined in the Canadian Hazardous Products Act – Surface Coating Materials Regulation dated April 2005. As enforced by the Ministry of Labour (MOL), all lead-containing paint in poor condition must be removed by a qualified lead abatement contractor as outlined in the MOL Guideline titled the “The Control of Lead Exposures during the Removal of Lead on Construction Projects”; and,  Based on the age of the building, PCB in the form of light ballasts may be present at the Site. In order to confirm or refute the presence of PCB a comparison of the equipment date code stamp with published reference lists and/or sampling is required. Laboratory testing is required where PCB content cannot be confirmed through a comparison of the equipment date code stamp with published reference lists. Out of service or leaking ballasts should be disposed in accordance with the results of the date code comparison or laboratory analyses, as required.

Provincial Government Source Databases:

Abandoned Aggregate Inventory Up to Sept 2002 AAGR

The MAAP Program maintains a database of all abandoned pits and quarries. Please note that the database is only referenced by lot and concession and city/town location. The database provides information regarding the location, type, size, land use, status and general comments.

Aggregate Inventory Up to Jun 2011 AGR

The Ontario Ministry of Natural Resources maintains a database of all active pits and quarries. Please note that the database is only referenced by lot\concession and city/town location. The database provides information regarding the registered owner/operator, location, status, licence type, and maximum tonnage.

Abandoned Mines Information System 1800-Jan 2012 AMIS

The Abandoned Mines Information System contains data on known abandoned and inactive mines located on both Crown and privately held lands. The information was provided by the Ministry of Northern Development and Mines (MNDM), with the following disclaimer: “the database provided has been compiled from various sources, and the Ministry of Northern Development and Mines makes no representation and takes no responsibility that such information is accurate, current or complete”. Reported information includes official mine name, status, background information, mine start/end date, primary commodity, mine features, hazards and remediation.

Borehole 1875-Aug 2011 BORE

A borehole is the generalized term for any narrow shaft drilled in the ground, either vertically or horizontally. The information here includes geotechnical investigations or environmental site assessments, mineral exploration, or as a pilot hole for installing piers or underground utilities. Information is from many sources such as the Ministry of Transportation (MTO) boreholes from engineering reports and projects from the 1950 to 1990’s in Southern Ontario. Boreholes from the Ontario Geological Survey (OGS) including The Urban Geology Analysis Information System (UGAIS) and the York Peel Durham Toronto (YPDT) database of the Conservation Authority Moraine Coalition. This database will include fields such as location, stratigraphy, depth, elevation, year drilled, etc. For all water well data or oil and gas well data for Ontario please refer to WWIS and OOGW.

Certificates of Approval 1985-Oct 30, 2011* CA

This database contains the following types of approvals: Air & Noise, Industrial Sewage, Municipal & Private Sewage, Waste Management Systems and Renewable Energy Approvals. The MOE in Ontario states that any facility that releases emissions to the atmosphere, discharges contaminants to ground or surface water, provides potable water supplies, or stores, transports or disposes of waste, must have a Certificate of Approval before it can operate lawfully. Fields include approval number, business name, address, approval date, approval type and status. This database will no longer be updated, as CofA’s have been replaced by either Environmental Activity and Sector Registry (EASR) or Environmental Compliance Approval (ECA). Please refer to those individual databases for any information after Oct.31, 2011.

TSSA Commercial Fuel Oil Tanks 1948-Aug 2011 CFOT

Since May 2002, Ontario developed a new act where it became mandatory for fuel oil tanks to be registered with Technical Standards & Safety Authority (TSSA). This data would include all commercial underground fuel oil tanks in Ontario with fields such as location, registration number, tank material, age of tank and tank size.

Inventory of Coal Gasification Plants and Coal Tar Sites April 1987 and November 1988* COAL

This inventory includes both the “Inventory of Coal Gasification Plant Waste Sites in Ontario-April 1987” and the “Inventory of Industrial Sites Producing or Using Coal Tar and Related Tars in Ontario-November 1988) collected by the MOE. It identifies industrial sites that produced and continue to produce or use coal tar and other related tars. Detailed information is available and includes: facility type, size, land use, information on adjoining properties, soil condition, site operators/occupants, site description, potential environmental impacts and historic maps available. This was a one-time inventory.*

Compliance and Convictions 1989-Feb 2012 CONV

This database summarizes the fines and convictions handed down by the Ontario courts beginning in 1989. Companies and individuals named here have been found guilty of environmental offenses in Ontario courts of law.

Certificates of Property Use 1994-Feb 2012 CPU

This is a subset taken from Ontario’s Environmental Registry (EBR) database. It will include all CPU’s on the registry such as (EPA s. 168.6) - Certificate of Property Use.

Drill Holes 1886-Oct 2011 DRL

The Ontario Drill Hole Database contains information on more than 113,000 percussion, overburden, sonic and diamond drill holes from assessment files on record with the department of Mines and Minerals. Please note that limited data is available for southern Ontario, as it was the last area to be completed. The database was created when surveys submitted to the Ministry were converted in the Assessment File Research Image Database (AFRI) project. However, the degree of accuracy (coordinates) as to the exact location of drill holes is dependent upon the source document submitted to the MNDM. Levels of accuracy used to locate holes are: centering on the mining claim; a sketch of the mining claim; a 1:50,000 map; a detailed company map; or from submitted a “Report of Work”.

Environmental Activity and Sector Registry Oct 31, 2011-Feb 2012 EASR

On October 31, 2011, a smarter, faster environmental approvals system came into effect in Ontario. The EASR allows businesses to register certain activities with the ministry, rather than apply for an approval. The registry is available for common systems and processes, to which preset rules of operation can be applied. The EASR is currently available for: heating systems, standby power systems and automotive refinishing. Businesses whose activities aren’t subject to the EASR may apply for an ECA (Environmental Compliance Approval), Please see our ECA database.

Environmental Registry 1994-Feb 2012 EBR

The Environmental Registry lists proposals, decisions and exceptions regarding policies, Acts, instruments, or regulations that could significantly affect the environment. Through the Registry, thirteen provincial ministries notify the public of upcoming proposals and invite their comments. For example, if a local business is requesting a permit, license, or certificate of approval to release substances into the air or water; these are notified on the registry. Data includes: Approval for discharge into the natural environment other than water (i.e. Air) - EPA s. 9, Approval for sewage works - OWRA s. 53(1), and EPA s. 27 - Approval for a waste disposal site. Environmental Compliance Approval Oct 31, 2011-Feb 2012 ECA

On October 31, 2011, a smarter, faster environmental approvals system came into effect in Ontario. In the past, a business had to apply for multiple approvals (known as certificates of approval) for individual processes and pieces of equipment. Today, a business either registers itself, or applies for a single approval, depending on the types of activities it conducts. Businesses whose activities aren’t subject to the EASR may apply for an ECA. A single ECA addresses all of a business’s emissions, discharges and wastes. Separate approvals for air, noise and waste are no longer required. This database will also include Renewable Energy Approvals. For CofA’s prior to Nov 1st, 2011, please refer to the CA database. For all Waste Disposal Sites please refer to the WDS database.

List of TSSA Expired Facilities Current to Feb 2012 EXP

This is a list of all expired facilities that fall under the TSSA (TSS Act & Safety Regulations), including the six regulations that exist under the Fuels Safety Division. It will include facilities such as private fuel outlets, bulk plants, fuel oil tanks, gasoline stations, marinas, propane filling stations, liquid fuel tanks, piping systems, etc. These tanks have been removed and automatically fall under the expired facilities inventory held by TSSA.

TSSA Fuel Storage Tanks Current to Jun 2011 FST

The Technical Standards & Safety Authority (TSSA), under the Technical Standards & Safety Act of 2000 maintains a database of registered private and retail fuel storage tanks in Ontario with fields such as location, tank status, license date, tank type, tank capacity, fuel type, installation year and facility type.

Ontario Regulation 347 Waste Generators Summary 1986-Oct 2010 GEN

Regulation 347 of the Ontario EPA defines a waste generation site as any site, equipment and/or operation involved in the production, collection, handling and/or storage of regulated wastes. A generator of regulated waste is required to register the waste generation site and each waste produced, collected, handled, or stored at the site. This database contains the registration number, company name and address of registered generators including the types of hazardous wastes generated. It includes data on waste generating facilities such as: drycleaners, waste treatment and disposal facilities, machine shops, electric power distribution etc. This information is a summary of all years from 1986 including the most currently available data. Some records may contain, within the company name, the phrase “See & Use…” followed by a series of letters and numbers. This occurs when one company is amalgamated with or taken over by another registered company. The number listed as “See & Use”, refers to the new ownership and the other identification number refers to the original ownership. This phrase serves as a link between the 2 companies until operations have been fully transferred.

TSSA Historic Incidents 2006-June 2009 HINC

This database will cover all incidences recorded by TSSA with their older system, before they moved to their new management system. TSSA's Fuels Safety Program administers the Technical Standards & Safety Act 2000, providing fuel- related safety services associated with the safe transportation, storage, handling and use of fuels such as gasoline, diesel, propane, natural gas and hydrogen. Under this Act, TSSA regulates fuel suppliers, storage facilities, transport trucks, pipelines, contractors and equipment or appliances that use fuels. We also work to protect the public, the environment and property from fuel-related hazards such as spills, fires and explosions. This database will include spills and leaks from pipelines, diesel, fuel oil, gasoline, natural gas, propane and hydrogen recorded by the TSSA.

Landfill Inventory Management Ontario 2010 LIMO

The Landfill Inventory Management Ontario (LIMO) database is updated every year, as the ministry compiles new and updated information. The inventory will include small and large landfills. Additionally, each year the ministry will request operators of the larger landfills complete a landfill data collection form that will be used to update LIMO and will include the following information from the previous operating year. This will include additional information such as estimated amount of total waste received, landfill capacity, estimated total remaining landfill capacity, fill rates, engineering designs, reporting and monitoring details, size of location, service area, approved waste types, leachate of site treatment, contaminant attenuation zone and more. The small landfills will include information such as site owner, site location and certificate of approval # and status.

Mineral Occurrences 1846-Nov 2011 MNR

In the early 70’s, the Ministry of Northern Development and Mines created an inventory of approximately 19,000 mineral occurrences in Ontario, in regard to metallic and industrial minerals, as well as some information on building stones and aggregate deposits. Please note that the “Horizontal Positional Accuracy” is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. The testing of horizontal accuracy of the source materials was accomplished by comparing the planimetric (X and Y) coordinates of that point with the coordinates of the same point as defined from a source of higher accuracy.

Non-Compliance Reports 1992(water only), 1994-2010 NCPL

The Ministry of the Environment provides information about non-compliant discharges of contaminants to air and water that exceed legal allowable limits, from regulated industrial and municipal facilities. A reported non-compliance failure may be in regard to a Control Order, Certificate of Approval, Sectoral Regulation or specific regulation/act.

Ontario Oil and Gas Wells 1800-Jun 2011 OOGW

In 1998, the MNR handed over to the Ontario Oil, Gas and Salt Resources Corporation, the responsibility of maintaining a database of oil and gas wells drilled in Ontario. The OGSR Library has over 20,000+ wells in their database. Information available for all wells in the ERIS database include well owner/operator, location, permit issue date, well cap date, licence no., status, depth and the primary target (rock unit) of the well being drilled. All geology/stratigraphy table information, plus all water table information is also provide for each well record.

Ontario Inventory of PCB Storage Sites 1987-Oct 2004 OPCB

The Ontario Ministry of Environment, Waste Management Branch, maintains an inventory of PCB storage sites within the province. Ontario Regulation 11/82 (Waste Management - PCB) and Regulation 347 (Generator Waste Management) under the Ontario EPA requires the registration of inactive PCB storage equipment and/or disposal sites of PCB waste with the Ontario Ministry of Environment. This database contains information on: 1) waste quantities; 2) major and minor sites storing liquid or solid waste; and 3) a waste storage inventory.

Orders 1994-Feb 2012 ORD

This is a subset taken from Ontario’s Environmental Registry (EBR) database. It will include all Orders on the registry such as (EPA s. 17) - Order for remedial work, (EPA s. 18) - Order for preventative measures, (EPA s. 43) - Order for removal of waste and restoration of site, (EPA s. 44) - Order for conformity with Act for waste disposal sites, (EPA s. 136) - Order for performance of environmental measures.

Private and Retail Fuel Storage Tanks 1989-1996* PRT

The Fuels Safety Branch of the Ontario Ministry of Consumer and Commercial Relations maintained a database of all registered private fuel storage tanks and licensed retail fuel outlets. This database includes an inventory of locations that have gasoline, oil, waste oil, natural gas and/or propane storage tanks on their property. The MCCR no longer collects this information. This information is now collected by the Technical Standards and Safety Authority (TSSA).

Permit to Take Water 1994-Feb 2012 PTTW

This is a subset taken from Ontario’s Environmental Registry (EBR) database. It will include all PTTW’s on the registry such as OWRA s. 34 - Permit to take water.

Ontario Regulation 347 Waste Receivers Summary 1986-2008 REC

Part V of the Ontario Environmental Protection Act (“EPA”) regulates the disposal of regulated waste through an operating waste management system or a waste disposal site operated or used pursuant to the terms and conditions of a Certificate of Approval or a Provisional Certificate of Approval. Regulation 347 of the Ontario EPA defines a waste receiving site as any site or facility to which waste is transferred by a waste carrier. A receiver of regulated waste is required to register the waste receiving facility. This database represents registered receivers of regulated wastes, identified by registration number, company name and address, and includes receivers of waste such as: landfills, incinerators, transfer stations, PCB storage sites, sludge farms and water pollution control plants. This information is a summary of all years from 1986 including the most currently available data.

Record of Site Condition 1997-Sept 2001, Oct 2004-Feb 2012 RSC

The Record of Site Condition (RSC) is part of the Ministry of the Environment’s Brownfields Environmental Site Registry. Protection from environmental cleanup orders for property owners is contingent upon documentation known as a record of site condition (RSC) being filed in the Environmental Site Registry. In order to file an RSC, the property must have been properly assessed and shown to meet the soil, sediment and groundwater standards appropriate for the use (such as residential) proposed to take place on the property. The Record of Site Condition Regulation (O. Reg. 153/04) details requirements related to site assessment and clean up. RSCs filed after July 1, 2011 will also be included as part of the new (O.Reg. 511/09).

Ontario Spills 1988-2011 SPL

This database identifies information such as location (approximate), type and quantity of contaminant, date of spill, environmental impact, cause, nature of impact, etc. Information from 1988-2002 was part of the ORIS (Occurrence Reporting Information System). The SAC (Spills Action Centre) handles all spills reported in Ontario. Regulations for spills in Ontario are part of the MOE’s Environmental Protection Act, Part X.

Wastewater Discharger Registration Database 1990-2010 SRDS

Information under this heading is combination of the following 2 programs. The Municipal/Industrial Strategy for Abatement (MISA) division of the Ontario Ministry of Environment maintained a database of all direct dischargers of toxic pollutants within nine sectors including: Electric Power Generation; Mining; Petroleum Refining; Organic Chemicals; Inorganic Chemicals; Pulp & Paper; Metal Casting; Iron & Steel; and Quarries. All sampling information is now collected and stored within the Sample Result Data Store (SRDS).

TSSA Variances for Abandonment of Underground Storage Tanks Current to October 2011 VAR

The TSSA, Under the Liquid Fuels Handling Code and the Fuel Oil Code, all underground storage tanks must be removed within two years of disuse. If removal of a tank is not feasible, you may apply to seek a variance from this code requirement. This is a list of all variances granted for abandoned tanks.

Waste Disposal Sites - MOE CA Inventory 1970-Feb 2012 WDS

The Ontario Ministry of Environment, Waste Management Branch, maintains an inventory of known open (active or inactive) and closed disposal sites in the Province of Ontario. Active sites maintain a Certificate of Approval, are approved to receive and are receiving waste. Inactive sites maintain Certificate(s) of Approval but are not receiving waste. Closed sites are not receiving waste. The data contained within this database was compiled from the MOE's Certificate of Approval database. Locations of these sites may be cross-referenced to the Anderson database described under ERIS’s Private Source Database section, by the CA number. All new Environmental Compliance Approvals handed out after Oct 31, 2011 for Waste Disposal Sites will still be found in this database.

Waste Disposal Sites - MOE 1991 Historical Approval Inventory Up to Oct 1990* WDSH

In June 1991, the Ontario Ministry of Environment, Waste Management Branch, published the "June 1991 Waste Disposal Site Inventory", of all known active and closed waste disposal sites as of October 30st, 1990. For each "active" site as of October 31st 1990, information is provided on site location, site/CA number, waste type, site status and site classification. For each "closed" site as of October 31st 1990, information is provided on site location, site/CA number, closure date and site classification. Locations of these sites may be cross-referenced to the Anderson database described under ERIS’s Private Source Database section, by the CA number.

Water Well Information System 1955-2011 WWIS

This database describes locations and characteristics of water wells found within Ontario in accordance with Regulation 903. It includes such information as coordinates, construction date, well depth, primary and secondary use, pump rate, static water level, well status, etc. Also included are detailed stratigraphy information, approximate depth to bedrock and the approximate depth to the water table.

Environmental Effects Monitoring 1992-2007* EEM

The Environmental Effects Monitoring program assesses the effects of effluent from industrial or other sources on fish, fish habitat and human usage of fisheries resources. Since 1992, pulp and paper mills have been required to conduct EEM studies under the Pulp and Paper Effluent Regulations. This database provides information on the mill name, geographical location and sub-lethal toxicity data.

Environmental Issues Inventory System 1992-2001* EIIS

The Environmental Issues Inventory System was developed through the implementation of the Environmental Issues and Remediation Plan. This plan was established to determine the location and severity of contaminated sites on inhabited First Nation reserves, and where necessary, to remediate those that posed a risk to health and safety; and to prevent future environmental problems. The EIIS provides information on the reserve under investigation, inventory number, name of site, environmental issue, site action (Remediation, Site Assessment), and date investigation completed.

Federal Convictions 1988-Jun 2007 FCON

Environment Canada maintains a database referred to as the “Environmental Registry” that details prosecutions under the Canadian Environmental Protection Act (CEPA) and the Fisheries Act (FA). Information is provided on the company name, location, charge date, offence and penalty.

Contaminated Sites on Federal Land June 2000-Jan 2012 FCS

The Treasury Board of Canada Secretariat maintains an inventory of all known contaminated sites held by various Federal departments and agencies. This inventory does not include properties owned by Crown corporations, but does contain non- federal sites for which the Government of Canada has accepted some or all financial responsibility. All sites have been classified through a system developed by the Canadian Council of Ministers of the Environment. The database provides information on company name, location, site ID #, property use, classification, current status, contaminant type and plan of action for site remediation.

Fisheries & Oceans Fuel Tanks 1964-Sept 2003 FOFT

Fisheries & Oceans Canada maintains an inventory of all aboveground & underground fuel storage tanks located on Fisheries & Oceans property or controlled by DFO. Our inventory provides information on the site name, location, tank owner, tank operator, facility type, storage tank location, tank contents & capacity, and date of tank installation.

Indian & Northern Affairs Fuel Tanks 1950-Aug 2003 IAFT

The Department of Indian & Northern Affairs Canada (INAC) maintains an inventory of all aboveground & underground fuel storage tanks located on both federal and crown land. Our inventory provides information on the reserve name, location, facility type, site/facility name, tank type, material & ID number, tank contents & capacity, and date of tank installation.

National Analysis of Trends in Emergencies System (NATES) 1974-1994* NATE

In 1974 Environment Canada established the National Analysis of Trends in Emergencies System (NATES) database, for the voluntary reporting of significant spill incidents. The data was to be used to assist in directing the work of the emergencies program. NATES ran from 1974 to 1994. Extensive information is available within this database including company names, place where the spill occurred, date of spill, cause, reason and source of spill, damage incurred, and amount, concentration, and volume of materials released.

National Defence & Canadian Forces Fuel Tanks Up to May 2001* NDFT

The Department of National Defence and the Canadian Forces maintains an inventory of all aboveground & underground fuel storage tanks located on DND lands. Our inventory provides information on the base name, location, tank type & capacity, tank contents, tank class, date of tank installation, date tank last used, and status of tank as of May 2001. This database will no longer be updated due to the new National Security protocols which have prohibited any release of this database.

National Defence & Canadian Forces Spills Mar 1999-Aug 2010 NDSP

The Department of National Defence and the Canadian Forces maintains an inventory of spills to land and water. All spill sites have been classified under the “Transportation of Dangerous Goods Act - 1992”. Our inventory provides information on the facility name, location, spill ID #, spill date, type of spill, as well as the quantity of substance spilled & recovered.

National Defence & Canadian Forces Waste Disposal Sites 2001-April 2007 NDWD

The Department of National Defence and the Canadian Forces maintains an inventory of waste disposal sites located on DND lands. Where available, our inventory provides information on the base name, location, type of waste received, area of site, depth of site, year site opened/closed and status.

National Environmental Emergencies System (NEES) 1974-2003 NEES

In 2000, the Emergencies program implemented NEES, a reporting system for spills of hazardous substances. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a repository for all previous Environment Canada spill datasets. NEES is composed of the historic datasets – or Trends – which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). As such, the NEES database will be decommissioned in December 2004.

National PCB Inventory 1988-2008 NPCB

Environment Canada’s National PCB inventory includes information on in-use PCB containing equipment in Canada including federal, provincial and private facilities. All federal out-of-service PCB containing equipment and all PCB waste owned by the federal government or by federally regulated industries such as airlines, railway companies, broadcasting companies, telephone and telecommunications companies, pipeline companies, etc. are also listed. Although it is not Environment Canada’s mandate to collect data on non-federal PCB waste, the National PCB inventory includes some information on provincial and private PCB waste and storage sites.

National Pollutant Release Inventory 1993-2009 NPRI

Environment Canada has defined the National Pollutant Release Inventory (“NPRI”) as a federal government initiative designed to collect comprehensive national data regarding releases to air, water, or land, and waste transfers for recycling for more than 300 listed substances.

Parks Canada Fuel Storage Tanks 1920-Jan 2005 PCFT

Canadian Heritage maintains an inventory of all known fuel storage tanks operated by Parks Canada, in both National Parks and at National Historic Sites. The database details information on site name, location, tank install/removal date, capacity, fuel type, facility type, tank design and owner/operator.

Transport Canada Fuel Storage Tanks 1970-March 2007 TCFT

With the provinces of BC, MB, NB, NF, ON, PE, and QC; Transport Canada currently owns and operates 90 fuel storage tanks. This inventory will also include The Pickering Lands, which refers to the 7,530 hectares (18,600 acres) of land in Pickering, Markham and Uxbridge - owned by the Government of Canada since 1972. Properties on this land has been leased by the government since 1975, falls under the Site Management Policy of Transport Canada, but administered by Public Works and Government Services Canada. Our inventory provides information on the site name, location, tank age, capacity and fuel type.

Anderson’s Waste Disposal Sites 1860s-Present ANDR

The information provided in this database was collected by examining various historical documents which aimed to characterize the likely position of former waste disposal sites from 1860 to present. The research initiative behind the creation of this database was to identify those sites that are missing from the Ontario MOE Waste Disposal Site Inventory, as well as to provide revisions and corrections to the positions and descriptions of sites currently listed in the MOE inventory. In addition to historic waste disposal facilities, the database also identifies certain auto wreckers and scrap yards that have been extrapolated from documentary sources. Please note that the data is not warranted to be complete, exhaustive or authoritive. The information was collected for research purposes only.

This database provides an inventory of all known locations that are involved in the scrap metal, automobile wrecking/recycling, and automobile parts & supplies industry. Information is provided on the company name, location and business type.

Chemical Register 1992, 1999-Jun 2010 CHEM

This database includes information from both a one time study conducted in 1992 and private source and is a listing of facilities that manufacture or distribute chemicals. The production of these chemical substances may involve one or more chemical reactions and/or chemical separation processes (i.e. fractionation, solvent extraction, crystallization, etc.).

ERIS Historical Searches 1999-Sept 2011 EHS

EcoLog ERIS has compiled a database of all environmental risk reports completed since March 1999. Available fields for this database include: site location, date of report, type of report, and search radius. As per all other databases, the ERIS database can be referenced on both the map and “Statistical Profile” page.

Canadian Mine Locations 1998-2009 MINE

This information is collected from the Canadian & American Mines Handbook. The Mines database is a national database that provides over 290 listings on mines (listed as public companies) dealing primarily with precious metals and hard rocks. Listed are mines that are currently in operation, closed, suspended, or are still being developed (advanced projects). Their locations are provided as geographic coordinates (x, y and/or longitude, latitude). As of 2002, data pertaining to Canadian smelters and refineries has been appended to this database.

Oil and Gas Wells Oct 2001-2011 OGW

The Nickle’s Energy Group (publisher of the Daily Oil Bulletin) collects information on drilling activity including operator and well statistics. The well information database includes name, location, class, status and depth. The main Nickles’ database is updated on a daily basis, however, this database is updated on a monthly basis. More information is available at www.nickles.com.

Canadian Pulp and Paper 1999, 2002, 2004, 2005, 2009 PAP

This information is part of the Pulp and Paper Canada Directory. The Directory provides a comprehensive listing of the locations of pulp and paper mills and the products that they produce.

Retail Fuel Storage Tanks 2000-Jun 2010 RST

This database includes an inventory of retail fuel outlet locations (including marinas) that have on their property gasoline, oil, waste oil, natural gas and / or propane storage tanks. Information is provided on company name, location and type of business.

Scott’s Manufacturing Directory 1992-Mar 2011 SCT

Scott’s Directories is a data bank containing information on over 70,000 manufacturers in Ontario. Even though Scott’s listings are voluntary, it is the most comprehensive database of Ontario manufacturers available. Information concerning a company’s address, plant size, and main products are included in this database. This database begins with 1992 information and is updated annually.

Anderson’s Storage Tanks 1915-1953* TANK

The information provided in this database was collected by examining various historical documents, which identified the location of former storage tanks, containing substances such as fuel, water, gas, oil, and other various types of miscellaneous products. Information is available in regard to business operating at tank site, tank location, permit year, permit & installation type, no. of tanks installed & configuration and tank capacity. Data contained within this database pertains only to the city of Toronto and is not warranted to be complete, exhaustive or authoritative. Qualifications of the Assessor

Lorretta Pinder, M.Sc., G.I.T., is an environmental scientist and Geoscientist-in-Training (GIT) with AMEC’s Ottawa Office, with over four (4) years of experience in the environmental consulting industry. Ms. Pinder has provided services in the area of phased environmental site assessments, designated substances surveys, soil and groundwater sampling, data analysis and interpretation, reporting, and project management. Ms. Pinder has also gained valuable field experience in the completion of Phase II ESAs and contaminated sites monitoring.

Kevin D. Hicks, M.Sc., P.Geo., QPESA is an Associate Hydrogeologist and Project Manager in AMEC’s Ottawa office. Kevin has over 20 years experience on a wide range of environmental and municipal projects including: environmental site assessment and remediation; waste management; landfill investigations and monitoring; hydrogeological investigations; risk assessment and risk management; stormwater management; and subwatershed studies. Mr. Hicks is responsible for senior review and Quality Assurance of environmental projects undertaken by the Ottawa office as well as senior technical support for the design, implementation and management of environmental investigations, site remediation projects, Brownfield clean-up and redevelopment, hydrogeological investigations, risk assessments and risk management. Typical project assignments include planning and feasibility studies, design and cost estimating, groundwater and contaminant transport modeling, client, regulatory and public liaison, project management and co-ordination. Kevin has participated in over 500 Phase I ESAs undertaken on behalf of a variety of clients including commercial and industrial manufacturers, realtors and property managers, municipal, provincial and federal governments, petroleum marketers and distributors, and financial institutions. Other substances, or different quantities of substances testing for, may be present on site and may be revealed by different of other testing not provided for in our contract. 7. Because of the limitations referred to above, different environmental conditions from those stated in our report may exist. Should such different conditions be encountered, AMEC must be notified in order that it may determine if modifications to the conclusions in the report are necessary. 8. The utilization of AMEC’s services during the implementation of any remedial measures will allow AMEC to observe compliance with the conclusions and recommendations contained in the report. AMEC’s involvement will also allow for changes to be made as necessary to suit field conditions as they are encountered. 9. This report is for the sole use of the party to whom it is addressed unless expressly stated otherwise in the report or contract. Any use which any third party makes of the report, in whole or in part, or any reliance thereon, or decisions made based on any information of conclusions in the report, is the sole responsibility of such third party. AMEC accepts no responsibility whatsoever for damages or loss of any nature or kind suffered by any such third party as a result of actions taken or not taken or decisions made in reliance on the report or anything set out therein. 10. This report is not to be given over to any third party for any purpose whatsoever without the written permission of AMEC. 11. Provided that the report is still reliable, and less than 12 months old, AMEC will issue a third-party reliance letter to parties client identifies in writing, upon payment of the then current fee for such letters. All third parties relying on AMEC’s report, by such reliance agree to be bound by our proposal and AMEC’s standard reliance letter. AMEC’s standard reliance letter indicates that in no event shall AMEC be liable for any damages, howsoever arising, relating to third-party reliance on AMEC’s report. No reliance by any party is permitted without such agreement.
