The Site is commonly known as Britannia Plaza and is legally described as 2648-2664 Priscilla 361-373; Poulin Plan 427924 Block A; Richmond N Less Registered Plan 5R-11440; Part 1. Currently, the Site is owned by Mont Blanc Britannia Investments Inc. (“Mont Blanc”) and was occupied by various tenants engaged in retail commercial activities. A Phase I ESA is defined as a systematic qualitative process to provide a preliminary assessment of the environmental condition of a Site based on its historical and current use. Colonnade retained AMEC to provide an evaluation of known and possible environmental issues at the Site as a condition of mortgage refinancing. This Phase I ESA was conducted in accordance with the Phase I ESA standard as defined by the Canadian Standards Association (CSA) standards document entitled Phase I Environmental Site Assessment, Z768-01 (November 2001, reaffirmed 2006) and the Terms of Reference provided in AMEC’s proposal OP8969 dated March 2, 2012. This Phase I ESA does not meet the requirements of the Phase One ESA standard as defined by Ontario Regulation 153/04 Records of Site Condition, Part XV.1 of the Environmental Protection Act (EPA), as amended, and is thus not intended to support the filing of a Record of Site Condition. Lorretta Pinder of AMEC conducted a Site reconnaissance on March 26, 2012 to evaluate possible on-Site issues, and assess whether any surrounding land uses may have and/or are currently impacting the environmental condition of the Site. During the Site reconnaissance, AMEC interviewed Tim Vezina, Building Operator, of Colonnade Management (the “Site representative”). The Site representative accompanied AMEC during the Site reconnaissance. Ground cover conditions at the time of the Site reconnaissance were clear and dry. The roof was not accessed due to safety concerns. Also access could not be obtained from one of the tenants, a hair dresser, as the business was not open at the time of the Site reconnaissance. The Site representative stated that there were no known environmental concerns with this tenant. Tenants of the Site include, but not limited to, Farm Boy, Rainbow Roods, The Chandlery Marine Store, Royal Britannia Pub and Moneymart. Major operations at the Site include retail of commercial goods and groceries, personal services such as a hairdresser, and a restaurant/pub. According to the historical research and discussions with the Site representative, various tenants have occupied the Site since its original development in the 1960’s. According to the historical research and discussions with the Site representative, one of TZ12006 Page i Colonnade Management Phase I Environmental Site Assessment Britannia Plaza – 1463-1495 Richmond Rd, 359-373 Poulin Avenue and 2648-2664 Priscilla Street May 2012 the two tenant spaces that are currently vacant was previously operated as a full service dry cleaner. Based on the findings of this Phase I ESA completed by AMEC conducted on March 26, 2012, several areas of actual and/or potential environmental concern were identified associated with the following activities: Britannia Cleaners and Coin Wash Limited operated and on-site dry cleaner from approximately 1984 until September 2011; and, Based on the historical review, a former retail fuel outlet was previously located on the south side of Richmond Road approximately 50 metres south of the Site at a location inferred to be hydraulically upgradient with respect to the Site. Based on the findings of the Phase I ESA, it is recommended that a Phase II ESA be completed at the Site to assess potential soil and/or groundwater quality beneath the Site with respect to the areas of actual and/or potential environmental concern noted above. The Phase II ESA should include advancing a minimum of one monitoring well into the water table at the front of the former dry cleaner and sampling soil and groundwater from the new monitoring well and groundwater from the two existing monitoring wells at the southwest corner of the Site for suspected contaminants of concern, namely volatile organic compounds (VOC) and petroleum hydrocarbons (PHC). In addition to the above noted actual and/or potential environmental concerns, several potential operational and/or management issues were also identified at the Site. To address potential operational and/or management issues, AMEC offers the following recommendations: Due to the presence of suspected asbestos containing materials (ACM), a comprehensive asbestos survey is recommended in order to comply with Ontario Regulation 278/05 and Ontario Regulation 279/05. In addition, if ACM is present, an asbestos management plan will be required for any confirmed friable ACM which is not abated or has not been tested to be deemed non asbestos; A Designated Substances Survey (DSS) is required if future repair, renovation or demolition activities are planned which could affect ACM and/or other designated substances that may be present at the Site. A DSS is required to fulfil the Owner’s requirements under Section 30 of the Ontario Occupational Health and Safety Act, (OHSA), Revised Statutes of Ontario 1990, (as amended). The building owner must provide the DSS report to all contractors working on the Site. Subsequently, all contractors must furnish the DSS report to their subcontractors; Lead-containing paint is likely present at the Site based on criteria outlined in the Canadian Hazardous Products Act – Surface Coating Materials Regulation dated April 2005. As enforced by the Ministry of Labour (MOL), all lead-containing paint in poor condition must be removed by a qualified lead abatement contractor as outlined in the Page ii TZ12006 Colonnade Management Phase I Environmental Site Assessment Britannia Plaza – 1463-1495 Richmond Road, 359-373 Poulin Avenue and 2648-2664 Priscilla Street May 2012 MOL Guideline titled the “The Control of Lead Exposures during the Removal of Lead on Construction Projects”; and Based on the age of the building, PCB in the form of light ballasts may be present at the Site. In order to confirm or refute the presence of PCB a comparison of the equipment date code stamp with published reference lists and/or sampling is required. Laboratory testing is required where PCB content cannot be confirmed through a comparison of the equipment date code stamp with published reference lists. Out of service or leaking ballasts should be disposed in accordance with the results of the date code comparison or laboratory analyses, as required.
