6 ELHAM VILLAGE HALL ASSOCIATION MEMBERSHIP

For those of you who are new to the village (or who have not yet become a member of the Village Hall Association), you should know that the Association is a voluntary body and registered charity that works through a Council of Trustees elected by its members. It runs the Village Hall as a community amenity for the benefit of everyone in Elham .

To run the village hall costs in excess of £25,000 per year and whilst we try to recover these costs from hiring the hall and fundraising activities, member’s subscriptions are a vital contribution towards maintenance and replacement of equipment used by the hirers. Whilst 2017 saw a satisfactory situation in our financial status, without members’ contributions our financial position would have been more difficult. The hall is a vital community asset which we need to maintain, and improve. We remain extremely grateful to a number of households who donate more than the minimum subscription cost.

We do hope that you become a regular user of the hall and enjoy the benefits of the improvements being made. Apart from hiring the hall for your private functions (and as members you receive special rates when hiring), there are regular activities which are open to all villagers, from the Dog Club to Short Mat Bowls, from the Mothers and Toddlers group to adult education classes, Quiz Nights & Band Concerts to the Sports Centre and so on, as well as regular social events.

The Association also produces and distributes over 700 copies of the Elham Newsletter which reach you without cost. Like all activities to do with the hall, it is produced and delivered by dedicated volunteers. We also have a website which is well worth a visit: www.elhamvillagehall.co.uk

Membership runs for a twelve-month period from 1st January each year and costs only £5.00 again this year. Membership is for the whole household. It will take only a few moments to become a member now by completing the form below and dropping it into the EVHA bag in The Kings Arms or by post to Pat Holmes, Membership Secretary, 7 The Orchards, Elham, Kent CT4 6TR together with your membership contribution. Its receipt will be acknowledged in the following edition of the Newsletter. 8 Pauline and Steve would like to thank everyone who came along to the coffee morning on 18 November at 1 Southdown Cottages (and also those who gave donations afterwards) in support of the Good Child Nursery School in The Gambia. The grand total was £176 and the school has sent a huge thank you for Elham's generosity.

The last meeting of 2017 was the AGM on 14 December, a well attended evening. Reports were given on the year’s activities, and the programme for 2018 was discussed. Owing to rising costs for speakers etc, the Treasurer announced that the subscription would have to be raised – it will still be remarkably good value.

The retirement of three Committee members was announced: David Keen has moved to the Deal area. He has worked hard during his time with us and still hopes to return if help is required. Pauline Flanagan will be greatly missed. She has been a member for many years and has undertaken a huge variety of jobs; she was presented with flowers and a voucher. Hugh, our Chairman for many years, will be a hard act to follow. We shall miss him. He will, however, still be responsible for the Summer tours. He was presented with a personalised flower pot for his garden. The new Chairman will be Doug Martin – a very worthy successor.

The serious business of eating and drinking then took place and an excellent spread of food and wine loosened tongues!

The speaker on 15 February will be Rachel Castle who will talk about Primula/Auriculas – a lovely plant family. It’s not too early to start thinking about and preparing for the Spring Show on 31 March. Frances Horton 840550

Our members’ Christmas party was very successful when we enjoyed a festive Bring RHODES MINNIS CIRCLE & Share tea, an outstanding Raffle, and cards and presents for everyone. We were entertained by Maureen Jones who sang and recited some of her own songs and poems as well as Christmas tunes which we all sang along to. The competition was won by Diana Bennett, with Ann Weatherall 2nd, Mary Usher 3rd and Marilyn Norton 4th. On the 28th February we look forward to a walk along the Saxon Way with Eileen Jennings. 12 News from Elham Primary School

Following a wonderful festive season here at Elham Primary School we would like to wish you all a very Happy New Year! A New Year is always a chance to reflect on the year past and set new challenges and goals for the year to come. The children have all set resolutions for the year ahead and if achieved will see them receive a ‘YES I CAN’ badge from Mr File.

Towards the end of December The Times Newspaper published the school league tables. We were very happy to be in the top 10 schools in Kent (number 6), the highest achieving school in the Shepway District and in the top 200 schools Nationally out of approximately 25,000. We are very proud of this achievement and proud of our staff and children.

Of course results are important but our priority is the well-being of our children. It is often said by visitors, that our school has a wonderfully warm feeling. The children say that it is like being part of one big happy family. Everyone, staff, governors and children look out for one another and genuinely care about each other. It is good to know that if you are feeling a little under the weather with those winter blues, there is always someone to talk to and make you smile! Happy New Year! Previous Minutes - 4th December 2017 It was proposed by Cllr Swan to sign the previous Minutes, this was seconded by Cllr Percival and unanimously agreed. The Chairman signed the Minutes. 5. Matters Arising from the Previous Minutes. Please see Public Contribution Time. 6. Approval of Payments: The January 2018 payments of £6,491.67 were accepted and signed off as proposed by Cllr Percival, seconded by Cllr Swan and unanimously agreed. 7. Precept 2018/2019: It was agreed to ask for an extra £700 to last year’s precept. This decision was proposed by Cllr Clements, seconded by Cllr Percival and unanimously agreed. This will bring the precept to £17760. The extra funds will help for maintaining the grass in the Elham Play Park, rectifying the fence at the North boundary and other improvements in the King George V playing field. 8. Vacancies for Councillors It was reported that there still three vacancies left. PUBLIC CONTRIBUTION TIME – The meeting will be adjourned to allow the Public to speak Finance: A member of the Public asked for a breakdown of cost per project following last report. Cllr Worrall will check with KCC. Another member of the Public asked if the Council could report what money is left from the financial report last month. Minute taking: The method and format of Parish Council minute taking was discussed: only subjects and actions agreed should be minuted. Defibrillator: Training and budget for training has been set aside for the new defibrillator in the village. The Parishioners have been invited to come up with dates and number of parties interested. Road Safety: Cllr Worrall advised to revisit this subject at the start of next financial year. There is a possibility to split the required £16K over three years. Cllr Worrall also asked the Public to come up with a suggestion of where to place the spare mirror.

COMMUNITY & ENVIRONMENT 9. Bus Services The Council will write to KCC and Stagecoach to confirm if there are reduced bus services proposed for the No17 and 18 buses and report back. Clerk to action. 10. Allotments

The present faculty has expired and the Clerk is negotiating with the Diocese with a view to renewing. It is also reported that there is now a waiting list for allotments. 11. Play for Elham – to consider how the Parish Council can support the group in 2018 Elham Parish Council had a meeting with the Directors of Play for Elham in which the Council has been asked to support the group financially. From March 2018, the Council agreed to support with the grass cutting. 12. Defribrillator A new defibrillator has been installed and is registered with the Ambulance service. The Public has been invited to join a training course. This invitation will be advertised on the notice board and in the Newsletter. HIGHWAYS 13. Update Cllr Worrall reported that it is Shepway’s responsibility to install double yellow lines on the Square – Pound Lane. There is a new officer looking after this case. Cllr Peall will chase the matter up. PLANNING 14. Application No.: Y17/1517/SH. Location: 1-2 Bank Building High Street Elham Canterbury. Development: Change of use of unit no.1 from Estate Agents and Hairdressing salon to one residential dwelling, along with the installation of replacement windows and doors and new windows on the side and rear. Various views were expressed but no decision was made by the Parish Council as Cllr Peall will call the application in at SDC. REPORTS 15. Chairman’s and Councillors reports Cllr Worrall is in possession of 30mph speed limit stickers to put on wheelie bins. He will distribute them among the parishioners. Cllr Peall advised not to keep the bins on the pavement if it isn’t dustbin day, for road safety. New legislation has come out regarding data protection (GDPR = General Data Protection Regulation). More details will be reported on soon. Cllr Worrall reported that there are burglaries in sheds, cars and vans in the village for electrical equipment and tools. If you are a victim, please contact Gary Harrison, Community warden as he may be able to assist. Cllr Peall reported that there will be an increase in council tax. Cllr Percival reported about the Barham Downs Action Group who are concerned about development proposals at Highland Court. Cllr Swan will investigate further and report at the next meeting. ANY OTHER BUSINESS A parishioner confirmed caravans and a bus have been parked in the trailer park for some time. It was agreed that the Council will write to Shepway DC for action. Next meeting is Monday 5tFebruary 2018 at 7.30pm . The Chairman closed the meeting at 8.30 pm. 17

Dear Friends, ‘Love is in the air!’ It seems that we all have been given so many chocolates and gifts over Christmas (and, thank you all for my cards, chocolates and gifts) but chocolates, flowers and gifts will be exchanged between loved ones this month; all in the name of Saint Valentine. And, who is this Saint and where does this tradition come from? Saint Valentine is shrouded in mystery and legend and 14 February became the commemoration of his death and burial, which was in AD 207. One such legend was that Valentine allowed soldiers to be married which was forbidden, and Emperor Claudius II put him to death. There was another saying that Valentine was killed for assisting Christians escaping harsh Roman prisons, and yet another; Valentine, whilst imprisoned sent the first Valentine greeting to a jailor’s daughter he had fallen in love with; ‘From your first Valentine’ . Others claim the tradition comes from a Pagan Celebration; ‘Lupercalia’ a ‘fertility festival’ dedicated to Faunus the Roman god of agriculture where people gathered at a sacred cave on 15 February and this is the place where the founders of Rome, Romulus and Remus, were believed to have been cared for by a she-wolf. The people used to skin a goat, soak it in blood and then slap the women and the crops with it. This was said to bring about fertility. Men and women also drew names from a jar to make couples. In the 5th Century Pope Gelasius declared it not Christian and Saint Valentine’s Day it became. It was not until the Middle Ages that love became associated with this day once more and February was always seen as the mating season of the birds. The first recorded association of Valentine with romance is Parlement of Foules (1382) by Chaucer: ‘For this was on seynt Volantyns day whan euery bryd comyth there to chese his mate.’ (For this was on Saint Valentine’s Day, when every bird cometh there to choose his mate) And, once again you are such a romantic community this year, we have so many Weddings and Blessings of Relationships and Renewal of Wedding Vows in our Churches. Elham Methodist Church hosts two prayer meetings in the Methodist Hall, open to all persons of any denomination or none. On the first Thursday of each month at 7.30pm half to three quarters of an hour of prayers, led by Rev Kevin Taylor and members of the church, including a cup of tea. On a Saturday morning, every quarter, at 8am half an hour of prayer led by various Ministers followed by breakfast (cereal, toast, juice and coffee or tea at 8.30am.
