Impacts of Climate Change on Palestinians in Gaza and the West Bank
COMPOUNDING VULNERABILITY: IMPACTS OF CLIMATE CHANGE ON PALESTINIANS IN GAZA AND THE WEST BANK MICHAEL MASON, MARK ZEITOUN, AND ZIAD MIMI Coping with (and adapting to) climatological hazards is commonly understood in intergovernmental and aid agency fora as a purely tech- nical matter. This article examines the UN Development Programme’s stakeholder consultations in the West Bank and Gaza Strip in order to challenge the donor-driven technical-managerial framing of Palestinian climate vulnerability by showing how Israeli occupa- tion practices exacerbate environmental stresses. While emphasizing the importance of social, economic, and political contexts in shap- ing populations’ responses to climate change in general, the authors demonstrate the multiple ways in which the occupation speci!cally compounds hazards reveals it as constitutive of Palestinian climate vulnerability. AT THE DECEMBER 2009 !fteenth conference of the parties (COP15) of the United Nations Framework Convention on Climate Change (UNFCCC) in Copenhagen, 130 heads of state and government af!rmed their commit- ments to address climate change, including Palestinian Authority (PA) Prime Minister Salam Fayyad and Israeli President Shimon Peres. Observ- ers hoping that shared climate risks would be an area for Palestinian- Israeli cooperation were disappointed. Both leaders acknowledged that signi!cant climate change was forecasted by the end of this century for the Eastern Mediterranean region: its impacts, Fayyad noted, included decreased precipitation, signi!cant warming, more frequent extreme weather events, and a rise in sea level.1 There was also a shared recogni- tion that the key hazards posed by these changes—greater water scarcity, falling agricultural productivity, an increased probability of "ash "oods, and saline intrusion into groundwater—will be accentuated by a growing population. -

Reporting period: 29 March - 4 April 2016 Weekly Highlights For the first week in almost six months there have been no Palestinian nor Israeli fatalities recorded. 88 Palestinians, including 18 children, were injured by Israeli forces across the oPt. The majority of injuries (76 per cent) were recorded during demonstrations marking ‘Land Day’ on 30 March, including six injured next to the perimeter fence in the Gaza Strip, followed by search and arrest operations. The latter included raids in Azzun ‘Atma (Qalqiliya) and Ya’bad (Jenin) involving property damage and the confiscation of two vehicles, and a forced entry into a school in Ras Al Amud in East Jerusalem. On 30 occasions, Israeli forces opened fire in the Access Restricted Area (ARA) at land and sea in Gaza, injuring two Palestinians as far as 350 meters from the fence. Additionally, Israeli naval forces shelled a fishing boat west of Rafah city, destroying it completely. Israeli forces continued to ban the passage of Palestinian males between 15 and 25 years old through two checkpoints controlling access to the H2 area of Hebron city. This comes in addition to other severe restrictions on Palestinian access to this area in place since October 2015. During the reporting period, Israeli forces removed the restrictions imposed last week on Beit Fajjar village (Bethlehem), which prevented most residents from exiting and entering the village. This came following a Palestinian attack on Israeli soldiers near Salfit, during which the suspected perpetrators were killed. Israeli forces also opened the western entrance to Hebron city, which connects to road 35 and to the commercial checkpoint of Tarqumiya. -

ARIJ also thanks all the staff who worked throughout the past couple of years towards the accomplishment of this work. 1 Palestinian Localities Study Jericho Governorate Background This report is part of a series of booklets, which contain compiled information about each city, village, and town in the Jericho Governorate. These booklets came as a result of a comprehensive study of all localities in Jericho Governorate, which aims at depicting the overall living conditions in the governorate and presenting developmental plans to assist in developing the livelihood of the population in the area. It was accomplished through the "Village Profiles and Needs Assessment;" the project funded by the Spanish Agency for International Cooperation for Development (AECID). The project's objectives are to survey, analyze, and document the available natural, human, socioeconomic and environmental resources, and the existing limitations and needs assessment for the development of the rural and marginalized areas in the Jericho Governorate. In addition, the project aims at preparing strategic developmental programs and activities to mitigate the impact of the current political, social, and economic instability with special emphasize on agriculture, environment and water. -

BACKGROUND AND CONTEXT About the CRDP The Community Resilience Development Programme (CRDP) is the result of a fruitful cooperation between the Palestinian Government through the Ministry of Finance and Planning (MOFAP, the United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP), and the Government of Sweden. In 2012, an agreement was signed between the Government of Sweden and UNDP/PAPP so as to support a three-year programme (from 2012 to 2016), with a total amount of SEK 90,000,000, equivalent to approximately USD 12,716,858. During the same year, the UK’s Foreign and Commonwealth Office (FCO) joined the program and provided funds for the first year with an amount of £300,000, equivalent to USD 453,172. In 2013, the government of Austria joined the programme and deposited USD 4,202,585, (a final amount of approximately $557,414 remains to be deposited) to support the programme for two years. Finally, in 2014, the Government of Norway joined the programme with a contribution of USD 1,801,298 to support the programme for two years. -

Project Background The FSIS project "Food Security Information System in Tubas, Bethlehem, and Hebron Governorates" is a one of the approved projects by CAP 2008 in the oPt under food aid and food security sector. It is funded by Spanish Cooperation and implemented in the year 2008-2010. The project comes in response to the food insecurity status in the oPt especially in Tubas, Bethlehem and Hebron governorates, where the largest percentage of food insecure population exist (33%, 15%, 33% respectively)1. The project aims at investigating food security and vulnerability status of the vulnerable households of Tubas, Hebron and Bethlehem governorates, and improving awareness and capacities of stakeholders to assist them in developing proper food security strategies, through creating food security information system (FSIS). The project aims at improving the awareness of food insecure and poor households toward better food practices and supporting the poorest of the poor to increase their food production activities in a sustainable approach. During the implementation of the project an analytical study was conducted to improve the understanding of the Palestinian socio-economic and nutritional health status, causes behind food insecurity over the different life sectors, the nutritional performance of Palestinian poor peoples, the poor people awareness about better nutritional food intake performance, and to investigate the current nutritional diseases due to the imposed reduction in amount, quality and type of food eaten by poor people. -

This report is designed to assist the sector in developing policy, programmes, and projects. APIS is managed by the Ministry of Agriculture (MoA) of the Palestinian Authority (PA) and funded by the Spanish Cooperation (AECID). The Food and Agriculture Organization of the United Nations (FAO) acts as a technical adviser to the MoA and compiles analytical reports for the agricultural sector based on data uploaded in APIS. It is important to note that the MoA aims to have all agricultural‐related interventions stored in APIS, and uses this information in creating analytical reports for specific subsectors or areas in WBGS. The success of the database relies on its 169 members to enter project data; FAO and MoA launched a three‐month campaign in September 2008 among APIS members to encourage their active uploading of projects implemented in 2008 throughout the WBGS.
