PRESENT – Arthur Greaves, Tim Teversham, Pam Freeman, Ken Winterboom, Jan Holmes, Kirsty Davis, Richard Williams, Parish Clerk – Marie Swann plus 50 members of the public. Apologies were received from Michael Kilpatrick, Felicity de Vries, Will Thomas and Ken Macdonald. Chairman opened the meeng by congratulang Richard Williams on being elected as District Councillor and to Peter McDonald as County Councillor. We look forward to working with them both.

PARKING ISSUES We were joined by Emma Hilson and Chris Wiseman from Cambridgeshire Police and George Hay, the County Highways Enforcement Officer, to discuss parking issues at both Staon and Royston Road. The Parish Council had received 16 emails from residents of Staon and Royston Road prior to the meeng, and the meeng was well aended by the remaining residents.

On behalf of Cambridgeshire Police, Emma Hilson explained that the police force just do not have the resources to cket illegal parking at the staon, and it has become very apparent that the commuters are also aware that ckets are not being issued and therefore they take chances and connue to park on the yellow lines, causing obstrucons to residents’ driveways in an unacceptable and inconsiderate manner.

It was agreed to try some other approaches, like regularly leaflet dropping the vehicles and perhaps some improved signage. One opon was to offer a parking space in residents’ driveways, but would this just free up more space on the road for yet another commuter?

The Parish Council was advised by County highways enforcement to contact Richard Preston from the Greater Cambridge Partnership to try and find a posive soluon to the problem. It is hoped that Richard Preston will be available to aend a parish council meeng in the very near future.

ANNUAL PARISH MEETING – The Parish Council confirmed that the Annual Parish Meeng will take place on Tuesday 26 th May at 7.30pm at the Memorial Hall. (Unfortunately this meeng has had to be postponed) The Parish Council will be inving residents to give their suggesons on how the Secon 106 Arts and Heritage money awarded from Welch’s Transport should be spent. More details to follow.

HEDGEROWS AND BOUNDARIES – The Parish Council were asked again to intervene in reminding residents to keep all trees and hedges cut back to their boundary and not to let hedgerows encroach on to the public highway, pavement or footpath in any way.

The Owner or occupier of a property has a legal responsibility under secon 154 of the Highways Act 1980 to ensure that the ‘public highway’ adjacent to their property is not obstructed by any form of vegetaon.

Cricket Club Chairman Peter Snow fields the winning numbers in the Raise The Roof draw on Saturday 7 th March

Our village celebrity this month, Peter Snow, has been chairman of Whilesford Cricket Club for the last seven years. Our cricket club, which regularly fields two teams, has been playing since 1870, a magnificent 150 years old. In addion to the Cricket Club Peter is a valued member of Whilesford’s Lawn Trust Commiee and he is shown here drawing this month’s winning numbers from the Magic Bag – First prize of £140 went to number 51, second prize of £56 went to number 90 and third prize of £28 was won by number 52 The Raise the Roof Club monthly draw is raising funds for the replacement of the roof on our ancient parish church. MESSAGE FROM DISTRICT COUNCILLOR RICHARD WILLIAMS

It was a huge privilege to be elected as District Councillor for Whilesford on 27 th February. I am grateful to all those who spoke to me in person or by email during the campaign and who told me what was on their minds. At the me I am wring, the elecon was only three weeks ago but it now feels like something in the dim and distant past. The rapid escalaon of the Covid-19 outbreak in the UK since early March has changed all of our lives in ways that it would have been hard to ancipate just a few months ago.

But the speed of the change to our way of life has been matched by the speed at which the village community has come together to help those who are likely to need support. The readiness of so many to look out for others has shown our community at its best. As I am wring, our local schools are about to close to most pupils; the coming weeks and months will certainly be different for all of us.

The officers at the District Council have been working hard to ensure that Council services are able to run smoothly during the period of disrupon. We are likely to noce some changes – like the suspension of Green Bin collecons unl at least May – but hopefully these will be able to be kept to a minimum. Much of the work of the Council will be done remotely for the next few months, but staff should remain as responsive as possible to enquiries. I am working as normal as District Councillor, so please let me know if you encounter any issues or problems in communicang with the Council.

I aended the Whilesford Parish Council meeng in March and I have connued to meet residents across the village to discuss areas of concern. In the last few weeks I have met with the Greater Cambridge Partnership to discuss plans for the Travel Hub at Whilesford Staon and their proposals for civil parking enforcement in . It is with great regret that the Whilesford Millennium Group (WMG), in accordance with the latest available government guidelines and having due regard to the health and safety of local residents, has taken the decision to cancel this year’s SAFARI SUPPER. By the me you read this, refunds should have been made to those who have already paid for their ckets. However, if you have not heard from us, please contact Chris Livermore on 835737.

The WMG would like to thank everyone who was once again supporng this very popular village event which aims to provide an opportunity for villagers to get together for a really good evening, making new friends in the process. Let’s hope that next year, the event will be able to go ahead as usual.

Whilesford Millennium Group Bringing Whilesford Together - or trying to! 17 RAISE THE ROOF

I am delighted to report that thanks to the overwhelming generosity of the community, Stage 1 to replace the clay les on the Nave and Porch of our Parish Church is well underway. The le signing event was exceponally well supported with almost 100 les signed; these will be placed on both sides of the main porch when entering the Church. Over £600 was donated. Regreably with the Government’s current advice and restricons, the monthly Raise The Roof Club draws will now take place at an alternave locaon but witnessed by an independent village resident. Thank you for reading this and for your connued magnificent support. Understandably all fund raising events have been postponed/cancelled but when ‘normal’ life is resumed details will be announced in LOOK.

David Toop Chairman Finance and Fund Raising Commiee 18 REPORT FROM ANTHONY BROWNE MP

Following the Spring Budget, I’m delighted that to say that our constuency will benefit from a host of new iniaves and spending boosts, not least of which is the confirmed funding for Cambridge South rail staon. I have been campaigning hard for this project, making the case to the Treasury, Number 10 and the Department for Transport, so I’m delighted to see this reflected in today’s announcement.

The 2020 Budget also confirmed funding for a number of road- building projects, including announcing improvements to the A10 north of Cambridge to Ely , and confirming funding for the dualling of the A428 from Caxton Gibbet to St Neots . With congeson increasing and the connued need for more effecve public transport services, we have been crying out such measures. The future of our region’s infrastructure remains bright.

My postbag has been inundated with messages from constuents who were outraged at the acons of Exncon Rebellion in Cambridge and the police response. As both a former environment correspondent at two naonal newspapers and current chair of the All-Party Parliamentary Group on the Environment, I am keen to raise the profile of the climate change debate. I do not, however, support Exncon Rebellion’s methods, and believe that those breaking the law should be held to the same standards as the rest of us.

In my view, the police did not use the powers available to them to prevent blatant criminal acts taking place. I have therefore wrien to the Home Office and met with both the Chief Constable and the Acng Police & Crime Commissioner to seek clearer guidance for officers on the ground and reassurance for the public that the rule of law will be upheld in such circumstances. 19

Finally, we face the ongoing challenge of Coronavirus . It’s clear that Covid-19 will connue to spread over the next few months. The most important task now is to protect our elderly and most vulnerable people when there is the maximum risk of exposure to the disease and when the NHS will be under the most pressure.

I want to assure all residents that both Public Health and the NHS are well prepared, but we do need to take sensible precauons so please connue to follow their advice, including washing your hands with soap and water oen. If you have coronavirus symptoms, however mild – either a new connuous cough or a high temperature – then you should stay at home for at least 7 days to protect others and help slow the spread of the disease. The new NHS site is now the best place for clear advice for people with early symptoms of coronavirus.

I’m also urging as many residents as possible to support your local businesses , including pubs as they transion to takeaways or delivery services during the disrupon caused by COVID-19. The collapse in demand means many local businesses, including community stalwarts who have been in business for decades, are already really struggling. I know not everyone can afford a takeaway, but if you can I urge you to call your local pubs and restaurants and find out if they are sll serving. It is heartbreaking to see people who have spent years building up a business to see it suddenly taken away from them. If you don’t use them, you will lose them.

There is no escaping the reality that these measures will cause severe disrupon across our country for many months. But the best scienfic advice is that this will help us slow the disease and save lives.

Coronavirus (Covid-19) update

Unfortunately the number of people affected by the coronavirus causing Covid-19 is increasing rapidly and this new virus is taking a foothold within our community.

Priorisaon: The current evidence is that for the vast majority of the populaon the Covid-19 virus is a mild illness which can be safely managed at home with rest, paracetamol and fluids just like a normal flu-like illness. However, for those with significant other medical problems and for the elderly it can be more serious.

With this in mind we have postponed all face to face GP appointments and some roune nurse appointments. This is for both our paent’s safety and the safety of our staff. Instead we are now offering an enhanced telephone service and also a non-urgent dedicated email address, [email protected] , 8am to 6pm Monday to Friday. We are working hard to make sure that those who are housebound will connue to receive their medicaons.

As a community we can help each other – both by following the advice given and by helping look aer those who may need help within our communies. If you are able to volunteer to help out in your immediate area, please email your details to [email protected]

Praccal advice: First and foremost is the need to wash your hands on a regular basis – warm water and soap for at least 20 seconds. This alone will help slow down the spread of the virus and help protect you, your family and our community.

They later spent some years in Derbyshire before seling in Sussex in a house by the sea four years ago. They also kept a flat in Cambridge to keep in touch with old friends. Rosie was a loving wife to Steve and mother to Sophie and Tom and a proud grandmother of four children. Rosie always led a busy and acve life. She taught history at Long Road 6th Form College and on rerement, completed a master’s degree on the history of the country house. She had a love of fine art, aending many courses of study at The Naonal Gallery as well as developing her own skills as an arst. Her most recent exhibion was in Shoreham with a group of other arsts, where she received many compliments on her work. Rosie was involved in numerous village acvies over the years. She chaired Whilewomen, directed a village pantomime, ran for the County Council and was a member of the Lawn commiee. My husband Paul recalls some lively PTA meengs with her at William Westley School. Many of you will remember Rosie I am sure. She possessed an irrepressible wit, always seeing the ridiculous side of life. She was noisy, a loyal friend, full of fun and infinitely lovable. Judith Smith and I have remained close friends with Rosie for many years – along with our husbands. She met Judith at a mother’s group in Sawston and Judith recounts that Rosie was instrumental in finding a house for them in Whilesford. I met Rosie soon aer they moved here as she volunteered to help run our village summer holiday schemes which ran in the 1980s. Viv Cavallo 24

REPORT FROM COUNTY COUNCILLOR PETER MACDONALD

Peter, a resident of Whilesford for 10 years, has represented residents in Duxford, Hinxton, Ickleton, Pampisford and Babraham for the past 2 years on South Cambs District Council. Peter will addionally have to look aer Foxton, Fowlmere , Shepreth, Thriplow, Chishills & Heydon on the County. There are 61 County Councillors. Peter is married and his wife works at Selwyn College. They have two sons at University in Durham and Brunel. Peter has a degree in Agriculture and works for one of UK’s leading advisors to farmers. Peter says his priories are sustainable development, transport infrastructure and agriculture. In South Cambs Peter is Business Champion for the District and on County on the Economy & Environment Commiee. Budget and Council Tax The Council approved an unbalanced budget including a £4 million deficit, while increasing Council Tax by 1.59%, less than the permied 1.99%. Over the past year the Council has had to make savings of £17 million to reduce the potenal shorall. Whilst some efficiencies have undoubtedly been jusfied, they have made dramac cuts to Adult Services (-£5.8m), to Highways and to Children’s Services (-£6.3m). Our Local Highways Officer has been unable to commission work for lack of funds, and we are waing years for simple maintenance jobs to be completed. At a liaison meeng on 20 February with the Clinical Care Commissioning Group and Healthwatch, County colleagues heard some stern words of warning about the impact of the new Adult Social Care charges. Council finance remains in a crical state, as seen for example in new controversial and complex charges to vulnerable people receiving Adult Social Care that will save the council £3.4 million over the next two years. The difference between 1.59% and 1.99% for a Band D home is 11p/week which could have added £1.17m to the Council budget this year and £6.39 million over the forward plan period. 25

Highways – Local Highway Improvement Fund 12/02/2020 Ma Staton, the Interim Highway Projects & Road Safety Manager, has wrien to parish councils, asking them to feed back their views on the proposed changes to the LHI schedule. They are asked to prepare bids ready to submit between 1 April and 31 May 2020 if possible. Assuming that the Highways and Infrastructure Commiee agree the proposal in March 2020, the schedule will be: May – September 2020 – feasibility studies October 2020 – panel meengs December 2020 – County Highways and Infrastructure Commiee – for approval January to March 2021 – design schemes 1 April 2021 onwards – delivery of schemes

South Cambs District Council news A new taxi licensing policy for South Cambridgeshire aims to improve air quality and increase the safety of passengers and drivers. From April, CCTV will be mandatory and older and more pollung vehicles will begin to be phased out. £5 million has been pledged in South Cambridgeshire to tackle the “global climate emergency”. This includes a further £100,000 on Zero Carbon Community grants, £1.9 million to cut council office energy consumpon, £1.3 million to improve energy efficiency in Council homes, £1.3 million to convert 1,800 streetlights to LEDs and around £400,000 on a trial electric bin lorry. Ahead of VE Day on Friday 8 May, South Cambridgeshire communies are being invited to apply for up to £1,000 from the Community Chest to mark the 75th anniversary, with the deadline to apply being extended unl 7 May (only applicaons received before 15 March would have received grants prior to VE Day). Our acvies this month In February, we stuffed ourselves full of pancakes for Shrove Tuesday. Wild Wood Beavers (Wed, 6-8 yrs) learned about hearts, diet and exercise for Valenne’s Day. Three of our groups had their winter camp this month (Forest Beavers, Fri, 6-8 yrs, as well as a joint camp between Sirius and Javelins Cubs , Mon and Thurs 8-10½ yrs). Camp acvies included hikes, campfire, caving and pancakes (yum!). Arrows Scouts (Tues, 10½-14 yrs) enjoyed their circus skills workshop, showing off their new skills in a show and tell evening. They completed the FORWARD 10 mile incident hike organised by the Cambridge University Scout and Guide Club. One of our teams came first in their category! Two of our Hitchhiker Explorer teams (14-18 yrs Fri, 7.30-9.30pm) completed the Southern 50 (a 50km hike in the Chilterns). They hiked into the night. The Memorial Hall staged the 2020 annual combined Football Club quiz on the 22 nd February. This year had a big team entry together with a bar, raffle and aucon. WUFC Chairman Richard Redman thanked all those who took part or had a hand in the organisaon. He recognised the kind donaons, both monetary and prizes, that contributed to an amount raised of £2,500 in support of Toby Dawson and family. It was fing for Toby’s son Archie to win the signed Manchester United shirt!

Back on the field there’s just one victory to report, being the Reserves 3- 2 success at Papworth (15 th Feb). They were grateful to both Toby and goalkeeper Sam Tomlinson (both Papworth residents and the laer returning to play his first game since 2010 approx). In gale force winds their experience was crucial in preserving a 3-0 half me lead with the wind against in the second half. Thereaer the Reserves have struggled albeit against strong opposion in Buckden (Home 22nd Feb Lost 6-0) and Barrington (Home 7 th March Lost 7-3). Barrington did have a certain Luke Chadwick in their number who lists Manchester United as a former club (1999-2004) and in recent mes played for Cambridge United and Soham Town. The reserves lie 10 th of 14 in Junior Division 2.

WUFC 1 st XI travelled north in both games since the last report losing 2-0 successively against Somersham (Feb 22 nd ) played at Cromwell College Chaeris and March Reserves (7 th March). The performances merited some return parcularly at March with a lot of possession but few shots on goal. We remain 14 th of 15 in Senior A Division.

I’m wring this the morning aer we celebrated an act of worship and renewed the covenant between Whilesford Parish Church and the United Reformed Church. It is a real joy that one of my last services in Whilesford was this service. It is now 16 years since I first arrived in Whilesford as a ministry student to work with Gordon Smith, the URC minister who was then serving both churches along with the Parish Church in Pampisford and Duxford URC. It was always such a joy to work in a context where different denominaons worked closely together. That experience has remained with me throughout my ministry, and I’ve always worked in ecumenical contexts of one variety or another. It was, therefore, a real joy years later to return as minister in Whilesford. It has been a short period of me that I’ve been with you, and Whilesford has been one of many congregaons that I’ve served simultaneously, so in reality I have not been around very much. As I write, the whole country is waing with bated breath to see how the Coronavirus will develop. It is a fearful moment, and a moment of real uncertainty. I like to think that some of the values that I’ve experienced in Whilesford are those that will serve us well in a difficult period of me. The way the two congregaons have put centuries of division between their tradions behind them, and worked together for the good of the village is a sign of the unity God calls us to which enables human flourishing. The sense of the community of the village, and the way people look out for one another too is another vital part of what will enable everyone to thrive, and indeed survive, in a difficult moment. So, I leave Whilesford with fond memories: the joy of working with colleagues like Caroline and Olivia, the graciousness of Chris with clergy who are uerly hopeless at magazine deadlines, the warmth of the community, and the visible sign of the possibility of Chrisan unity. You will remain in my prayers, as I enter a new phase of life. God bless you all.
