Bansi Lal: Mr. Speaker, Sir, the question put by the hon. Lady Member reads:- a) Whether any amount has been spent on the repair of Rohtak Road between Rohtak-Kalanaur and Panipat- Rohtak during the year 1969; and b) If the answer to part (a) above be in the affirmative, details showing separately, the amount spent on earthwork, coal-tar and other material item-wise? So, it is particularly for the year 1969 the question has been asked and that has been replied to. Mr. Speaker: Let me seek clarification from teh hon. Lady Member as to what does she want to know. Is it her intention to know the cost of repairs for the year 1969? Smt. Chandravat: Yes, Sir, the cost of repairs as well as..... Sh. Bansi Lal: That has been replied to. Smt. Chandravati Ji, some repairs were required on these two roads given in the questin and for these extra amount was spent by the Depatment concerned. For the normal repairs it is the gang or whatever that be, which carries out those repairs. That is what the answer appears to be. Major Amir Singh Chaudry: Mr. Speaker, Sir, it is only the work-charged labour that is responsible for the maintenance of the raods and the gangs are simply responsible to look after casual repairs. Mr. Speaker: In other words whenever any roads require earthwork or repairs on the site depending on the amount of work required labour is employed and the work is done. So really you cannot work out the cost per mile per year. It is not possible to work it out. That is what appears to be the answer. Major Amir Singh Chaudhry: Average can be worked out. Mr. Speaker: It is very difficult, Major Sahib, you will agree because it will probably depend on different roads and the difference in width of each road etc. Major Amir Singh Chaudhry: That is worked out in the Public Works Department. I am saying this because I have remained associated with them and they work out every year as to how much money has been spent.     LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2017-2018 (01.04.2017 TO 31.03.2018) I had taken oath as Lokayukta of Haryana on 19 th July, 2016 and this is my 2 nd annual report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. The Lokayukta is an anti-corruption authority constituted at the State level. It investigates allegations of corruption and mal-administration against public servants and is tasked with speedy redressal of public grievances. The origin of the Lokayukta can be traced to the Ombudsmen in Scandinavian countries. The Administrative Reforms Commission, (1966-70), had recommended the creation of the Lokpal at the Centre and Lokayukta in the States. The Lokayukta is created as a Statutory Authority with a fixed tenure to enable it to discharge its functions independently and impartially. Members of the public can directly approach the Lokayukta with complaints of corruption, nepotism or any other form of mal-administration against any government official. With a view to address the problems of redressal of citizens’ grievances, the President of India, vide notification 2 dated 40/3/65-AR(P) dated 05.01.1966, appointed the Administrative Reforms Commission. The object for appointing the Commission was to ensure the highest standards of efficiency and integrity in the public services, for making public administration an effective instrument for carrying out the social and economic policies of the Government and achieving social and economic goals of development for the benefit of citizens of the country.
