INTRODUCTION This Plan is intended to provide the basis for the enactment of local land use controls that will guide the future development of Canaan. It is hoped that this Plan will ensure that growth in Canaan will benefit rather than burden the community. The original Town Plan was written in 1979. Vermont statutes require that Town Plans be updated every five years. Canaan’s Planning Board began the review process during the winter of 2011 and on March 30, 2011 the Board mailed out 598 surveys to every registered voter and to every taxpayer of the Town of Canaan. The completed surveys were returned by mid April and the Board was pleased with the return rate of 35.9%. Survey results were tabulated and the public was invited to a June meeting where the results were shared. There were many great ideas included as narratives by the respondents. The Planning Board has tried to incorporate many of the general ideas in our ongoing reviews and some of the specific tabulations are included in this revision. It’s important to the Planning Board that the Canaan Town Plan be a true reflection of the ideas of the citizens of Canaan. We have maps available for public use in the Town Office that feature roads, water and sewer lines, electrical power lines, town buildings and properties, public buildings and other information about the villages of Canaan and Beecher Falls. With all the information gathered, the Planning Commission has developed several growth policies. These policies are not intended to remain static. Conditions and trends will inevitably change and growth policies will need to be revised accordingly. The Regional Planning Commission will assist us as development trends and plans for adjacent towns change. Planning is a continuing process and this Plan simply represents the current state of that process in Canaan. II. TOWN PROFILE Canaan is located in the extreme northeastern corner of Vermont in the County of Essex. It is bounded on the north by the Province of Quebec, Canada; on the east by the Connecticut River and the Towns of Clarksville, Stewartstown and Colebrook, New Hampshire; and on the west and south by the Towns of Norton, Averill, and Lemington, Vermont. The land area of Canaan is 21,992 acres. Canaan had a population of 972 as of the 2010 census. There are two unincorporated villages in the Town of Canaan: Beecher Falls and Canaan, of which Canaan is the larger. Beecher Falls is on the Canadian border approximately one mile northeast from the village of Canaan. The majority of Canaan is hilly woodland. Open farmland runs along.

    INSIDE THE KINGDOM January 11, 2017 the Chronicle Section B – 16 Pages In Albany Combining mugs, words, and wishes by Elizabeth Trail ALBANY — Small hands worked busily and young faces frowned in concentration as children at the Albany Community School struggled to join seams and attach handles to the mugs they were making. In what’s becoming an annual highlight of the school year, North Wolcott potter Heather Stearns is teaching a clay workshop at the school for several days over a three-week period in January. Every child in the school is part of the project, and if this year is anything like the previous three, when it’s all done, there will be a party. This year, it’s all about combining mugs and words and wishes. “I like themes,” said eighth-grader Caroline Lowry. “It helps you make a decision about what you want to do.” This is Ms. Stearns’ fourth year doing workshops at the school. They are sponsored through a grant from the Vermont Arts Council. The first two years, the children made bowls, and followed up with a community meal, with parents invited to share homecooked meals and local food. About 300 parents, children, and volunteers showed up for Dabble Day — an annual spring event that combines activities for children with a chance for families to connect with child care providers and community resources. Outdoors, a dozen or more hardy children clambered around on the swings and playground equipment, supervised by adults willing to ignore the on-again, off-again sunshine and chilly breeze. Indoors, youngsters had a chance to watch a filmed puppet show, build towers with giant blocks, watch someone play the guitar, get their hands gooey in a trough of a cornstarch emulsion, and experiment with art projects. While the children were entertained, their parents walked around the school’s multi- purpose room collecting brochures and talking to representatives from local organizations. Dabble Day is put on with funding from Community National Bank and additional grant money, Theresa Forbes said. Beck Pond LLC is a limited liability company organized in the state of Vermont and is owned and operated by Dr. Fritz Gerhardt. Dr. Gerhardt has been working as an ecologist and conservation scientist since 1987 and has a wealth of experience applying ecological research to the conservation and restoration of natural ecosystems. He completed his B.A. in Religious Studies at Grinnell College, his M.F.S. in Forest Ecology at Harvard University, and his Ph.D. in Community Ecology at the University of Colorado. He has also worked with the U.S. Fish and Wildlife Service in Alaska, Harvard Forest in Massachusetts, and the Vermont Institute of Natural Science and NorthWoods Stewardship Center in Vermont. Dr. Gerhardt is dedicated to conducting scientific research that not only increases our understanding of the natural environment but also informs on-the-ground conservation actions. Among other projects, he has conducted scientific studies to assess the impacts of historical land uses on forest plant communities; to assess the impacts of invasive plants on grassland and forest habitats; to protect and improve water quality in the Lake Memphremagog, Connecticut River, and White River watersheds; to protect and restore floodplain forests and wetlands along the Upper Connecticut River; and to identify and protect wildlife habitat linkages across northern New England and eastern Canada.

    INSIDE THE KINGDOM September 21, 2016 the Chronicle Section B – 20 Pages Quilter moves from courthouse to schoolhouse by Joseph Gresser TROY — Anyone who had business with Tina de la Bruere during her tenure as Orleans County Court Clerk, knew what she really enjoyed doing. For years she had two offices, one in the Criminal Division of Superior Court, one in the Civil Division. Both were filled with small pieces that displayed her skill as a quilter. Today, retired from her state job, Ms. de la Bruere happily greets customers and fellow quilters at Vermont Quilters Schoolhouse, her new store in Troy. As its name indicates, the store is located in a former school, one that Ms. de la Bruere said she long admired. “I drove by the building for years,” she said Thursday. “I thought it would be the cutest little quilt shop, but it was for lease, and I didn’t want to lease.” Then one day a couple of years ago a friend called and said Ms. de la Bruere’s dream could now come true. Ms. de la Bruere said she reminded her friend of her aversion to leasing, only to be told the building was for sale. “We made our offer on the Fourth of July 2014,” she said.
