British Palestine, British Communists, and the “Ideo-Logical” System of Labour Monthly BRITISH PALESTINE, BRITISH COMMUNISTS, AND THE “iDEO-LOGICAL” sYSTEM OF LABOUR MONTHLY Th e Communist Party of Great Britain (CPGB) off ers an account of the Mandate of Palestine strikingly divergent from the rest of British society. Th rough their ideology, the CPGB constructed a narrative of Palestinian issues fo- cused on British policy, which was identifi ed as the imperial-capitalist activities of a scheming “British imperialism.” With this ideological center, a discussion emerged that orientalized the Arab nationalist as a progressive revolution- ary, diff erentiated between reactionary Zionist and average Jewish settler, and opposed partition as imperialism. Running throughout these themes was an optimism for Arab-Jewish unity, a conclusion shared with offi cial British government observers. Th e British Communist view on the Mandate is marked out as radically Communist and distinctly British. Formed in 1920, primarily as an affi liate of the USSR-led Comintern (Th ird International), the CPGB was the main Communist Party of Britain. Like the other Comintern par- ties, the CPGB was strongly infl uenced by the offi cial opinion and ruling policies of the Soviet party, meaning that dramatic shift s in Soviet foreign policy found their expression in CP- GB-related media outlets.1 Th e British Communists off ered a unique and interesting perspective on the confl icts and dilemmas of British Mandate Palestine primarily through the CPGB-linked journal Labour Monthly, the organization’s Arab recruits line up in a barracks square in the British main media outlet. Whereas the 18th Party Congress rallied for Arab-Jewish unity to “end the Zionist policy of Jewish exclusiveness in industry and ag- riculture [and subject Jewish immigration to Arab-Jewish agreement],” the 19th Congress of 1947 dropped all reference to the term.6 Whereas Zionism was once a main target of the CPGB when it came to Palestine, blame now shift ed to “Brit- ish imperialism,” because with the end of World War II, Zi- onist national aspirations threatened Western integrity; now, anything that threatened Zionist aspirations would be reac- tionary.     In the Name of Socialism: Zionism and European Social Democracy in the Inter-War Years PAUL KELEMEN* Summary: Since 1917, the European social democratic movement has given fulsome support to Zionism. The article examines the ideological basis on which Zionism and, in particular, Labour Zionism gained, from 1917, the backing of social democratic parties and prominent socialists. It argues that Labour Zionism's appeal to socialists derived from the notion of "positive colonialism". In the 1930s, as the number of Jewish refugees from Nazi persecution increased considerably, social democratic pro-Zionism also came to be sustained by the fear that the resettlement of Jews in Europe would strengthen anti-Semitism and the extreme right. The social democratic movement was an important source of political support for the setting up of a Jewish state in Palestine. Yet its attitude to Zionism has been noted mostly en passant in works tracing the socialist, and in particular the Marxist, interpretations of the Jewish question.1 The lack of attention accorded to this issue stems partly from the pre-1914 socialist theoreticians themselves, most of whom considered Zionism, simultaneously, as a diversion from the class struggle and a peripheral issue. In the inter-war years, however, prominent socialists, individual social democratic parties and their collective organizations established a tradition of pro-Zionism. The aim, here, is to trace the ideas and political factors which shaped this tradition. Before World War I, sympathy for Zionism in the socialist movement was confined to its fringe: articles favourable to Jewish nationalism appeared, from 1908, in Sozialistische Monatshefte, a journal edited by Joseph Bloch and influential on the revisionist right wing of the German Social Democratic Party.2 Bloch's belief that the sense of national com- munity transcended class interest as a historical force, accorded with interpreting the Jewish question in national rather than class terms.

Considered collectively these attitudes suggest that the Labour Party had developed a distinctive form of imperialism which was derived from a reasoned evaluation of the needs and aspirations of the dependent peoples. The historiography of the Labour Party indicates some Labour interest in the peoples of the empire, but it has not, as yet, systematically examined the collective views of key Labour leaders. It would seem that historians have assumed generally that, except for the Fabian Society, the Labour Party was decidedly anti-imperialistic.

    Pre-U, Paper 1c: British History Outlines Section 7: Party Politics 1922-31 – Labour 1919-24 The party politics of the inter-war period sees three related phenomena: Conservative dominance The rise of Labour The decline of the Liberals This history of the Labour Party between the wars might be said to have three broad, related themes: Labour’s rise to become the second party of British politics Labour’s first two governments, and their collapse The crisis of 1931, and Labour’s survival after Two figures dominate: Arthur Henderson and, above all, Ramsay MacDonald. In particular, MacDonald’s reputation has much exercised historians and the Labour movement. We will study the reasons for Labour’s victory in 1929 when we look at the Conservative government of 1924-29 WHY DID LABOUR OVERTAKE THE LIBERALS AS THE SECOND PARTY OF BRITISH POLITICS AFTER THE GREAT WAR? The how matters here: Labour also did badly in the Coupon Election, but it did less badly than the ‘Squiffites. The fact that it had fielded 388 candidates was itself significant, it was now a genuinely national party. Thus Labour became the official opposition and the de facto source of opposition to the coalition The election of 1922 was vital. Labour won 29.5% of the popular vote, and 142 seats, most of which had previously been Liberal. This would provide Labour with its core vote and, 1931 excepted, its parliamentary bedrock of around 150 seats The election of 1923 was no less vital. A hastily reunified Liberal Party polled 29.6% of the vote to Labour’s 30.5%, but Labour won 191 seats to the Liberals 159.
